The City of Cleveland is taking bold steps to address the significant need for affordable housing by implementing innovative construction methods that prioritize speed
Among these efforts is a new initiative focused on modular housing which involves constructing major components of homes in a controlled factory setting
Modular housing offers a faster and more cost-effective alternative to traditional construction methods—without compromising on quality. According to a report from the National Housing Crisis Task Force (NHCTF)
a bipartisan coalition working to identify and scale innovations in housing production and preservation
modular construction has the potential to reduce residential construction costs by up to 30 percent and accelerate construction timelines by up to half.
In December 2024, the City of Cleveland, in collaboration with the Site Readiness for Good Jobs Fund (SRF), issued a Request for Proposals (RFP) to modular home manufacturers from across the country and around the world
The goal of the RFP was to attract a manufacturer to establish a modular housing facility right here in Cleveland.
“Every Clevelander deserves access to safe
affordable housing—and we're not going to let a tough development environment slow us down,” said Mayor Justin M
“By embracing modular construction and working hand-in-hand with our residents
smarter way to deliver homes and strengthen neighborhoods
This is about building homes and building community at the same time.”
the City is partnering with Greater Cleveland Habitat for Humanity to install six homes this fall in the Buckeye and Clark-Fulton neighborhoods
and some will be built with another innovative technology- structural panels that are constructed in a factory and assembled onsite
These pilot placements will help city officials evaluate which modular or panelized designs and processes best serve Cleveland’s specific housing needs.
Community engagement has been a driving force behind this initiative
In addition to funding the construction of these pilot homes with ARPA funding
Ward 14 Councilwoman Jasmin Santana has played a key leadership role
creating meaningful opportunities for residents to actively shape the project
Through consistent outreach and collaboration
she has ensured that community voices are not only heard but directly influence the planning and design of the modular homes coming to Clark-Fulton this fall.
“The response from residents has been very positive
People are excited not just about the new homes
but about being part of the process,” said Councilwoman Santana
“This pilot shows what’s possible when we engage the community early and often—when neighbors feel heard
The City expects to select a modular or panelized home manufacturer by the end of 2025 with production scaling up in the first quarter of 2026
This initiative not only addresses urgent housing needs but also supports economic development by activating thousands of vacant residential lots and creating new manufacturing jobs.
Cleveland’s investment in modular housing marks a significant step forward in reimagining how the city builds—and sustains—affordable
high-quality housing for the future.

(Atlanta News First) - Fulton County police officers shot and killed a man in Atlanta’s Adamsville neighborhood on Thursday afternoon
prompting a chaotic scene that drew several law enforcement agencies
According to the Georgia Bureau of Investigation (GBI) and Fulton County police
the county police department received a call about “suspicious persons” loitering at 3657 MLK Jr
which police described as a “known drug location.” When the officers arrived
several people started running — including 24-year-old Damario Smith
where Smith allegedly pulled out a handgun
Fulton County police said three officers then shot at him
Smith was taken to Grady Memorial Hospital
In a video posted by ATL Uncensored on Instagram
a man is seen running across Martin Luther King Jr
The video shows two officers pointing their guns before shots ring out
which corresponds with the Fulton County Police Department’s account of the incident
Fulton County police are not saying at this time if Smith was involved in any illegal drug activity
said she wants to know how her nephew went from running from police to being killed by them
What caused him to open fire on him,” she said
who lives near where the shooting took place
noted that Smith never pointed or fired his gun
“I feel like they should’ve thought more about the situation
he did not pull it up and draw it at them,” Maryam said
crime is prevalent in the low-income area where the shooting happened
She said this latest shooting is frustrating
“They could’ve handled this more better than creating a murder scene
because if they feel like if he was dangerous to y’all
somebody better equipped for the situation,” said Maryam
Officials said Smith was wanted on armed robbery and aggravated assault charges and had been out on bond since 2022 with an ankle monitor
They said he was able to remove it and had been on the run since

Fulton County Chairman Robb Pitts and members of the Board of Commissioners participated in a groundbreaking ceremony for Grady Health System’s new 20,000 square-foot freestanding emergency department
which will be located on Highway 92 at South Fulton Parkway in Union City
Commissioners in attendance included Vice Chair Bob Ellis
as well as County Manager Dick Anderson and Chief Operating Officer Dr
Pamela Roshell. Fulton County and Grady officials were joined by Governor Brian Kemp
The Freestanding Emergency Room is the latest collaboration in Fulton County’s longstanding relationship with Grady
which dates back for more than a century. Fulton County will contribute approximately $19.2 million in debt service payments for this project
The new freestanding Emergency Center responds to a need for improved healthcare access in South Fulton. In 2022
two hospitals in Fulton County closed their doors – one in Atlanta and one in East Point
Fulton County collaborated with Morehouse School of Medicine and Ernst & Young to conduct the “Project Care” study
which examined the impact of gaps in healthcare access for Fulton County residents
This study confirmed the existence of a significant “healthcare desert” in South Fulton
and a life expectancy difference of 7 years between residents in South Fulton and those in North Fulton. Following that study
Fulton County engaged Grady leadership in addressing the issue
“We learned that the lack of accessible emergency care in South Fulton is literally costing people their lives. I applaud Grady’s leadership for listening
and I applaud them even more for taking real action
Residents in South Fulton need this and they deserve it.”
The new freestanding emergency room will open in Fall 2026
The 40-acre parcel provides the opportunity for future expansion to potentially include additional healthcare services.
— A harsh reality of the current fiscal climate when it comes to public education is making budgets work without having them impact students in a negative way
increased energy bills and normal business costs rising
the Fulton City School District is faced with laying off dozens of its employees
the district is doing so in a way that will have as little impact on student's education as possible
In a phone conversation with CNY Central, Superintendent Brian Pulvino walked us through the district's 2025-2026 draft budget
Three major areas of concern which are impacting the current budget are escalating healthcare costs
the district faces a 56% increase in healthcare benefits over the past three years
adding up to more than $5.2 million in additional expenditures
The district also says energy costs are up approximately $500,000 from previous years
The initial rollover budget for 2025-26 was $99,319,545 on the expenditure side
representing a 12.2% increase to the overall budget
the expenditure side was brought into balance with the revenue to reach $94,197,840 budget
and included a careful analysis of needs and spending on supplies and materials
In a letter sent to district employees dated April 8
the board and the district's administration have carefully reviewed our financial situation and the necessary staffing levels for the coming year
we have had to make the challenging decision to reduce positions.''
Pulvino explained to CNY Central the district must regrettably reduce 59 staff positions
some of those positions will be reduced through retirement
The superintendent broke down the number of reductions as follows:
(These numbers do not represent the final number of positions eliminated
as the budget still needs to be ratified and voted on
and there could be other future resignations)
Pulvino said affected staff may be recalled
He said recalled employees will be contacted
as the district receives resignations and retirement notices for the next school year
The district is hosting community budget forums on April 15 and 21

State Police responded to a home in Fulton
an individual was interviewed and advised that 911 was called because Grinmanis, who is known to the victim
had come to the home and was refusing to leave. Grinmanis had left before law enforcement arrived
Troopers patrolled the area but were unable to locate Grinmanis
an additional 911 hang-up was received from the location
On arrival, Grinmanis was observed running from the home into the surrounding woods
With the assistance of the Schoharie County Sheriff’s Office
and Grinmanis was taken into custody
The investigation determined that Grinmanis reported returned to the home once Trooper left the area and forcibly entered it through a basement window
the victim attempted to flee from Grinmanis
who allegedly held them against their will and obstructed their breathing using his hands
The victim was able to dial 911 and when Trooper arrived Grinmanis attempted to flee
Further investigation discovered a court-issued stay-away order of protection against Grinmanis, protecting the victim was in place at the time of both incidents
after undergoing medical and mental health evaluations at area hospitals, Grinmanis was transported to SP Cobleskill for processing
He was then transported to the Schoharie County Correctional Facility to await arraignment.

Fulton County Commission Chairman Robb Pitts announced today that the County will prioritize hiring federal workers affected by recent job cuts implemented by the Department of Government Efficiency (DOGE)
“There are thousands of skilled Fulton County professionals now facing unexpected unemployment” said Chairman Pitts
“It’s critical that we step up and give these individuals the first opportunity to fill available jobs.”
The sweeping federal job reductions have impacted multiple agencies
including the Internal Revenue Service (IRS)
Centers for Disease Control and Prevention (CDC)
and Federal Emergency Management Agency (FEMA)
Fulton County alone has approximately 800 funded but vacant positions
and Chairman Pitts has directed the County’s Human Resources Department to guarantee an interview for displaced federal workers residing in the county
He is also urging local governments in Fulton County
and private sector employers to follow suit.“ I call on the 15 cities within Fulton County
and businesses across the County to extend the same consideration,” Pitts stated
High-priority recruitment areas in Fulton County include information technology
Pitts emphasized that while public sector salaries may not always match private sector wages
government jobs offer competitive benefits and a strong sense of purpose
“We know there are plenty of job openings in Fulton County and elsewhere
Let’s come together and help these experienced
It’s simply the right thing to do,” said Pitts
