Immigration and Customs Enforcement (ICE) has released additional information regarding the arrest of Gaithersburg resident Eric Tano Tataw
revealing that he allegedly raised over $110,000 to fund separatist militias in Cameroon
He is also accused of directing violent acts
including mutilations referred to as “Garriing,” and using social media to incite and coordinate attacks on civilians
along with the FBI and the Diplomatic Security Service led to the federal indictment of Cameroonian national
also known as “the Garri Master,” is charged with conspiring to provide material support to armed separatist groups in Cameroon and making threatening communications to injure or kidnap Cameroonian civilians
“The indictment of Eric Tataw reflects the unwavering commitment of U.S
Immigration and Customs Enforcement’s Homeland Security Investigations to combat transnational crime and pursue justice for victims around the world,” said ICE HSI Baltimore Special Agent in Charge Michael McCarthy
Tataw is alleged to have played a significant role in promoting violence and human rights violations in Cameroon by supporting a separatist movement
These groups have been linked to heinous crimes against civilians
and this case highlights how such atrocities can be financed and directed from afar
HSI will continue to pursue those who facilitate violence—no matter where they are located—and I commend the dedicated agents
and prosecutors who worked tirelessly on this case
we continue to uphold the rule of law — at home and abroad.”
multiple armed and violent secessionist groups in the Northwest and Southwest regions of Cameroon are fighting to form a new country called “Ambazonia.” The armed separatist groups sought to achieve secession by not only attacking the Cameroonian military
but also intentionally attacking the civilian population in Cameroon to coerce and intimidate the Cameroonian government into allowing these regions to secede
These separatist fighters are frequently referred to as “Amba Boys.”
Tataw was a citizen of Cameroon living in Maryland and was a member of the Cameroonian diaspora with a large social media following
Tataw conspired to provide material support and resources — including money
Tataw and his co-conspirators directed the maiming of Cameroonian civilians by severing their limbs
a practice Tataw called “Garriing.” Tataw used the phrase “small Garri” to refer to removing fingers or other small appendages and the phrase “large Garri” to refer to removing large limbs or killing people
Tataw referred to himself as the “Garri Master,” or master of mutilation
Tataw and his co-conspirators targeted those believed to be working for or collaborating with the government
and employees of the Cameroon Development Corporation
Tataw personally wrote hundreds of social media posts on Facebook
and Twitter calling for attacks against Cameroonian civilians
and threatening those he viewed as cooperating with the Cameroonian government
These social media posts were regularly viewed by tens of thousands of people
and were often further disseminated by third parties allegedly acting at Tataw’s direction or encouragement
Tataw and his co-conspirators solicited and raised funds to supply Amba Boys with firearms
and other equipment for enforcing lockdown or “ghost-town” orders and carrying out violent attacks
known as the “National AK Campaign,” was designed to arm each Amba Boy in Cameroon with an AK-47 rifle
Tataw and his co-conspirators raised more than $110,000
Tataw and co-conspirators transferred portions of these funds — either directly or through intermediaries — to Amba Boys located in Cameroon and neighboring Nigeria
Tataw communicated directly with Amba Boy leaders on the ground in Cameroon
personally took credit for Amba Boys murdering
and maiming civilians in connection with the separatists’ cause
McCarthy announced the indictment with Kelly O

Audience members hold signs reading “Why Won’t You Meet With Us” and “How Many More Have To Die” during Gaithersburg’s Regular Session on Tuesday
Gaithersburg community members and justice organization representatives on Tuesday called for transparency from the Gaithersburg mayor and City Council about a Gaithersburg resident who died Dec
later identified as 35-year-old Marvin Salamanca Garcia
was pronounced dead at a local hospital two days after Gaithersburg police restrained him
That prompted seven people to speak at the meeting about the incident
“If you all are representing the city of Gaithersburg
don’t only represent the elite of Gaithersburg,” activist Rabiath Moses said to the Council in a public comment during Tuesday’s regular session
”Represent the marginalized voices of Gaithersburg
the vulnerable community of Gaithersburg.”
The Gaithersburg Police Department responded to a report of a man causing a disturbance on Dec
according to the office of Maryland Attorney General Anthony Brown
The officers encountered a man covered in blood and acting erratically at the front of an apartment building
then placed and held him on the ground when he began walking away
He became unconscious and stopped breathing during this time
and officers began to render emergency medical aid until fire and rescue units arrived
Authorities later identified the man as Garcia
Community members and representatives from justice organizations expressed anger during Tuesday’s regular session about the Council’s denial to meet and talk about Garcia’s death
a Gaithersburg resident and representative from the Montgomery County Racial Equity Network
told the Gaithersburg council that she is “shocked” by the lawmakers’ refusal to meet and discuss policies to ensure that such death doesn’t happen again
“There is not anyone in the county that we can’t get a meeting with except for you all,” Kelly said to the council during public comments
Groups have sent requests to meet with the Gaithersburg chief of police and council to discuss police policies as early as Feb.5
No one outside of the office of communications unit for Maryland’s Independent Investigation Division is allowed to talk about the case while it's under investigation
Some audience members booed as Sroka walked off at the end of his address
Gaithersburg Mayor Jud Ashman said city officials are not denying the conversation but deferring it until they get all of the facts of the case
“We are as interested as you are in the results in the report from this investigation; we are eagerly looking forward to it

He said that anyone causing disruptions would be taken out of the meeting
Jo Saint-George, founder and chair of Women of Color for Equal Justice, expressed disappointment with the City Council’s decision not to speak with groups requesting to meet, citing the police body camera footage of the incident
“I disagree with the interpretation of the law that you can't talk about the circumstances around the facts because what's on the video is not in dispute,” Saint-George said
The issue is with the character and integrity of officers
and there needs to be a closer investigation to see if the officers present have a pattern of treating people how Garcia was treated
organizing director of the immigrant advocacy organization CASA
urged the Council to take action and work together to address the situation
and we need your empathy and your commitment to the people of the city to ensure that this doesn't become another inaction,” Vasquez said
Vasquez said that it was important to have this conversation because another incident could take place at any moment
If citizen activists weren’t at the meeting on Tuesday
the Council probably would not have addressed this issue

“I’m going to utilize a city business for my city campaign.”
Kelly launched her mayoral campaign two weeks later
right across from multiple Olde Towne businesses in cowboy boots and the bright blue t-shirt printed by Minuteman Press
She said that many businesses in Olde Towne are minority-owned
“These businesses are being forgotten because they’re not in the fanciest part of town
Six Gaithersburg community members gave speeches in support of Kelly and shared how she has advocated for them

Marc Saint-Jour spoke with his wife Sarah and two children
The family lived in a Potomac Oaks condominium that exploded in November 2022
Saint-Jour shared that it was a difficult time for his family
was shuttled from hotel to hotel and tried to get resources from Montgomery County
He said that Kelly helped them handle all of that
and she just has a fight in her relentlessly,” Saint-Jour said
Kelly said that she wants to lead like it is illegal to make decisions without everyone’s input
She said doing so goes against everything she believes about what public service is supposed to be
even when it's hard – that’s what leadership looks like,” Kelly said
that’s how I’ve lived and that’s how I serve.”

A Maryland man known as the “Garri Master” is accused of ordering mutilations
and kidnappings in Cameroon while living comfortably in Gaithersburg
Immigration and Customs Enforcement announced the indictment of the "Garri Master."
Eric Tano Tataw has been federally indicted for allegedly financing and directing a violent separatist campaign in Cameroon from his home in Montgomery County
is accused of raising more than $110,000 to arm a brutal militia group called the Amba Boys
and calling for attacks on civilians — including orders to cut off fingers
and kill those viewed as cooperating with the government
and promote violence in the Northwest and Southwest regions of Cameroon
where armed separatists are trying to form a breakaway nation called Ambazonia
investigators say Tataw posted hundreds of messages across Facebook
and Twitter to tens of thousands of followers
and what he described as “Garriing” — a term he used for severing body parts
Tataw called "small Garri" the removal of fingers or small appendages
and "large Garri" the removal of limbs or murder
He allegedly encouraged attacks on government workers
and employees of the state-owned Cameroon Development Corporation
and claimed responsibility for killings and kidnappings committed by Amba fighters
dubbed the “National AK Campaign,” aimed to provide every Amba fighter with an AK-47 rifle
Federal officials say he sent funds and equipment to armed separatists in both Cameroon and Nigeria
Tataw is alleged to have played a significant role in promoting violence and human rights violations in Cameroon by supporting a separatist movement," HSI Baltimore Special Agent in Charge Michael McCarthy said
"These groups have been linked to heinous crimes against civilians
and this case highlights how such atrocities can be financed and directed from afar."
Tataw is charged with conspiracy to provide material support to foreign terrorist organizations and threatening communications to injure or kidnap civilians
The indictment was returned by a federal grand jury in Baltimore on Thursday

The City of Gaithersburg has declared a snow emergency from 6 p.m

The snow emergency activates the City’s emergency management plan and requires all essential City employees to report to work and remain on duty until relieved
All vehicles must be removed from snow emergency routes
Vehicles parked in violation may be ticketed or towed at the owner’s expense
Residents are urged to obey posted signs regarding parking restrictions during snow events
A list of designated snow emergency routes is available in the Map Gallery on the City’s website
The City will strictly enforce NO PARKING THIS SIDE OF STREET regulations during snow events
Even if you are not on a snow emergency route
This allows road crews to remove snow and ice more effectively and quickly
please park close to the curb and avoid cul-de-sacs
Residents and business owners are required to remove snow and ice from public sidewalks along their property within 12 hours of the last precipitation. To avoid repeated shoveling, it is advised to wait until plow crews have cleared the roadways. Click here for more snow shoveling tips.
Gaithersburg maintains nearly 93 miles of City streets, but some roads within the City are not maintained by City crews. Find out who maintains your road here.
Plowing operations begin once two inches of snow accumulate on the roadway. Streets are plowed in the following order: primary roads, secondary roads, neighborhood roads, and courts. they discovered a man lying on the ground outside an apartment building
who was conscious but "covered in blood" and "acting erratically," stood up and walked away from the building
Then authorities said the officers grabbed the man and placed him on the ground
and and held him while waiting for fire and rescue personnel
the man became unconscious and stopped breathing
Officers administered emergency medical aid before fire and rescue units arrived to take over and rush him to an area hospital

Jennifer Espinoza-Orellana and Jose Manuel Zavala Marquez
with all but 18 years suspended after being convicted of second-degree murder in the 2023 death of 20-year-old Jose Manuel Zavala Marquez
Montgomery County prosecutors announced on Wednesday
The killing unfolded in the early morning hours of Sept
outside the couple’s home in the 8000 block of Shady Spring Drive
Espinoza-Orellana and Zavala Marquez had been drinking with a friend when an argument escalated
She later told detectives Zavala Marquez grabbed a knife and threatened to hurt himself if she ended the relationship
Espinoza-Orellana admitted to pulling the knife from his hands and stabbing him in the chest — the blade pierced his sternum and heart
Espinoza-Orellana and her friend carried Zavala Marquez to her car and placed him in the back seat
picked up a different friend in Montgomery Village
and drove that person all the way to Frederick
Espinoza-Orellana dropped Zavala Marquez at Adventist HealthCare Shady Grove Medical Center — more than four hours after the stabbing
while she didn’t stick around long enough to say goodbye
and only returned to the hospital around 8:30 a.m
Investigators said she initially made up a bizarre story about a sister getting a text from Zavala Marquez and claimed she had no idea how he got hurt
She also told detectives she’d been in a car accident leaving the hospital — another lie meant to explain why she had switched vehicles
Espinoza-Orellana finally confessed she had stabbed Zavala Marquez herself
and that the rest of her story — including having a sister — was completely fabricated
Detectives said she had Zavala Marquez’s cellphone and backpack in her car and never once tried to get him immediate help
jurors took just 90 minutes to find her guilty of second-degree murder
Judge Harry Storm sentenced her to serve 18 years behind bars
a judge also ordered that Espinoza-Orellana serve five years of supervised probation
