score is often rendered purely as an orchestral showpiece and it can succeed on those terms Gardner’s performance offered considerably more He astutely balanced the music’s glittering profile with underlying nostalgic pathos From the first bars of the slow introduction it was obvious that this was not going to be a routine read-through of this 20th century masterpiece The usually muffled timpani part was clearly audible an ominous rumble beneath the short brass motifs Gardner seasoned the brusque theme of the Allegro section with a dose of Hungarian paprika clarinet and oboe solos emerged strong and well defined The clipped rhythmic pattern of the Allegro scherzando (second movement) was given an extra shot of momentum Gardner cut to the heart of the Bartókian night music in the Elegia which Gardner assayed with special clarity The New World fellows excelled in Bartók’s demanding orchestral writing with the burnished tonal glow of the violas particularly outstanding A fast tempo in the Intermezzo avoided exaggerated sentimentality in the secondary theme while the rapid section resounded in robust fashion The brass burps had the proper witty contrast All of which was merely a prelude to the Presto finale with Gardner ramping up the excitement by several notches The brass registered solid impact and the entire ensemble proved fully equal to the challenges and intricacies of Bartók’s soundscape Individual instrumental and sectional details in the fugal passages were clean and transparent aided by the New World Center’s clarifying acoustic Gardner had the players firing on all cylinders in the coda concluding a stellar performance of a singular orchestral creation Perhaps this was because it is one of the few concertos for the instrument that does not have a solo cadenza many leading violinists have added the work to their repertoire and for good reason The score is chock full of the kind of Czech melodies that defined its composer and there is ample opportunity for solo pyrotechnical display Gil Shaham has recently championed the work and he gave a stellar performance Saturday night with Gardner a consummate collaborator In nearly four decades on the world’s concert stages Shaham’s technique is not only intact but stronger and more secure than ever He brought all of that to Dvořák’s canvass capturing the songful sentimentality of Dvořák’s lyrical music brisk touch to the main furiant theme of the finale adding hefty rubato in the central dumka section Shaham and Gardner seemed to breathe the music together Garner fully brought forth the Czech spirit and color of Dvořák’s orchestration A standing ovation brough Shaham back for a pastiche encore Telling the audience that his Dvořák performance was  delayed by the Covid pandemic and lockdown Mixing tuneful tango and jazz melodies with quotes from Mendelssohn’s Violin Concerto Shaham gave the same artistry to this novel vignette that he brings to pillars of the instrumental literature He seemed to be enjoying tossing off this cameo as much as the audience Conducting fellow Molly Turner opened the program with Song of the Enchanter by British composer Thea Musgrave Conceived in 1990 as a tribute to the 125th anniversary of the birth of Jean Sibelius Musgrave’s six-minute piece is based on an episode in the Finnish epic The Kalevala (on which Sibelius based some of his tone poems) With harp strokes audible over whirling winds and serene strings there is more than a suggestion of impressionism Aleatoric or chance elements are blended into the shimmering coloration Turner has shown a real affinity for complex contemporary scores during her two seasons with the ensemble she led a finely textured performance that fully realized Musgrave’s deft soundscape Gardner told the audience that working with the New World fellows was inspirational and that the level of players now in the orchestra is outstanding their performance level has been cannot wait to tell you a myriad of stories about how some seemingly ridiculous regulation or conflicting regulators unnecessarily cost them millions of dollars and months of wasted time on a project I have my own stories of completed project construction following the exact letter of plans that were pre-approved by regulators only to be completely torn down and rebuilt because of a half inch discrepancy in pipe sizes required by a different regulatory inspector Government regulators and inspectors sometimes seem insensitive or oblivious to the fact that an entrepreneur may have his or her entire life savings on the line in such circumstances It is not just developers and builders that experience deep frustration when dealing with the tedium of government bureaucracy I have a friend who is an environmentalist and land acquirer You can physically see his face turn red as he describes the hodge podge of overlapping Federal State and County regulations he must navigate to simply build a road so that he can access a property he owns He would never want to harm an endangered species but complains about what some regulators consider “endangered”   Some species are so plentiful on our planet that they are considered invasive in many counties but if their population is dwindling in one particular county then they may still be considered endangered triggering numerous regulations and onerous restrictions I think every adult I have ever spoken with on this subject has had multiple firsthand negative experiences with bureaucracy I cringe each year as I pay my tax firm tens of thousands of dollars to navigate the plethora of ever-changing tax codes Its only deliverable is to navigate a legal maze of shifting regulations to tell me how much money I owe the government each year Frustration with our bureaucracy is not limited to those who live here Immigrants wanting to legally enter the US face an almost unassailable gauntlet of bureaucracy so much so that it now costs an average of over $40,000 in legal fees for an immigrant to hire the required legal expertise needed to navigate it For immigrants crossing our southern border in hopes of landing minimum wage jobs the complexity and cost of legal entry leaves them with no entry option other than an illegal crossing and with complexity comes the seeds of our undoing Having built and invested in early-stage technology companies my entire life I have had the privilege and sometimes horror of watching nimble and efficient startups grow into large enterprises with many layers of management When directors are granted a fiefdom to rule they usually do not just want to manage the status quo They almost always want to expand it and leave their mark upon the organization Government and industry bureaucrats are no different They continue to “improve” upon the system they run by trying to regulate every possible use case This eventually leads to a labyrinth of regulations and interpretations that are so complex that only a full time professional in such regulatory fields can hope to navigate them Yuval Noah Harari makes an excellent case for bureaucracies as a necessary evil in his book demonstrating how it is impossible to run any large company or government without them I can find no credible data that indicates any mass corruption in US government institutions but there is also no data indicating that these institutions are particularly efficient The US bureaucrats I know are very sincere They view their mission as an almost sacred trust to protect us from those that would sell us unsafe products their departments continue to grow and expand to the point that they can also cause harm to the very people they were established to protect well-meaning Democrats have pushed for more consumer protections which often translated into more government regulation and bureaucracy These expansions were often necessary to address new emerging problems and technologies they often forget that bureaucracies also need to be perpetually pruned there are still some laws and regulations on the books today that were written to address problems caused by prohibition or even slave ownership functioning garden requires a careful balance of growing and pruning There have been attempts at pruning like the paperwork reduction act but in general lawmakers remain quick to grow and painfully slow at pruning Trump was able to tap into the frustration many Americans feel when having to deal with the ever-growing US bureaucracy His supporters wanted change and were eager to believe almost any negative statement made about US institutions Bureaucrats must learn to police the institutions they form with perpetual simplification and efficiency initiatives or someone like Trump is eventually going to come along and try to burn it all down the only thing worse than an inefficient bureaucracy is a gutted surrounded by her loving family at her home in Gardners as the daughter of and spatial-visual When I succeed in hammering a nail into a wall more or less straight I’m filled with a sense of achievement — even more so when I manage to follow a set of instructions and assemble even the most rudimentary purchase Allow me to offer just one of my many failures and the existential self-doubt it caused I bought a propane patio heater since entertaining friends I’d never previously faced such a complicated set of instructions and an inescapable sense of preordained failure only increased the likelihood that I’d bomb Yet somehow I managed to put the appliance together: the brushed metal base that hid the propane canister the long neck that led to the burners beneath the towering canopy all the applicable and potentially combustible gas connections secured The end result was a gleaming edifice that looked exactly the way it did in the instruction manual ignite the burners and bask in the socially distanced camaraderie of family and friends several of whom were gathered for the grand unveiling but my daughter who’d witnessed similar previous defeats of mine took over She briefly examined the manual and then the batteries that powered the igniter discovered that one of them had been inserted backward and remedied the mistake Here’s the thing: I’d already checked the batteries to make sure they were properly installed How could I have gotten it wrong and turned triumph into humiliation The only possible explanation is that I suffer from some undiagnosed disability — one that might have been described as stupidity in any earlier age but I prefer to blame on shoddy genetic wiring I’d escorted that same daughter and her identical twin girls (aka my grandchildren) to a Central Park playground last week and watched as they enviously followed around another toddler who was pushing a toy lawn mower that emitted soap bubbles The toy brought back my own childhood and one of its more disastrous moments my parents bought me a gleaming metal toy lawn mower that actually cut grass my babysitter forced to me share it with the kid next door Echoes of my sobs and cascading tears resound through the ages the sense of pride and agency a toy with adult pretensions can bring a small child So I bought John Deere’s yellow and green “bubble ‘n’ go mower,” the same one my grandchildren had coveted in Central Park to surprise granddaughters Aggie and Faye on their next visit As soon as I picked up the box at the post office I was doing fairly well at first: securing the cap onto the bubble reservoir sliding the handle sections into place until they locked and then connecting them to the body of the lawnmower and finally pouring the included bubble solution into the well without spilling any Everything seemed in order until I realized that I’d slid the handle section but so what) as well as a yellow lever (which also did nothing but nonetheless looked professional) were facing away from the child I thought back to one of my favorite toys growing up It wasn’t my fifth birthday lawnmower; I associated that with misery I was thinking of my hyper-realistic 1960s toy playmobile dashboard replete with speedometer Imagine if all that fabulousness had been facing the wrong direction I looked underneath the machine — which boasted its ability to make mechanical gear sounds while requiring no batteries — but nothing doing there either The only thing I succeeded at was spilling some of the bubble solution which the directions explicitly warned against I don’t know what the big deal is about spilling a little soap — perhaps it would cause some hapless kid (unlike my precocious progeny) to slip crack a rib or his fracture his skull and invite lawsuits against John Deere I tried to comfort myself that two-year-olds would probably be so mesmerized by the bubbles and the gear sounds that they wouldn’t notice my mistake it’s one of those toys that you could easily imagine in a matter of months sitting at the foot of the driveway under a “free” sign it appeared that I’d inserted the handles the only way the slots allowed So I took another look at the box the mower arrived in specifically the photograph of a happy kid pushing the mower amid a floating universe of shimmering bubbles I’d had it right all along: The controls were facing the way the manufacturer had intended How can you play-mow a lawn when you can’t see the dials Wasn’t the designer of this contraption once a kid him- or herself I couldn’t add this to my growing list of failures having bought only one bubble ‘n’ go mower I won’t spark sibling rivalry that will end in fury and tears — just as my formative toy lawn mower experience did all those decades ago Ralph Gardner Jr. is a journalist whose work has appeared in The Wall Street Journal, The New York Times and New York magazine.
