The release of NASA's latest budget reveals the Orion spacecraft and Lunar Gateway space station are getting the chop The US$18.8-billion total figure decreases spending by $6 billion as the space agency increases funding for crewed Moon and Mars missions The new budget request not only reflects the Trump administration's policy to curb federal spending it also marks a shift in NASA's priorities that involves more than simple bookkeeping NASA has been at the center of a multi-directional tug of war over not only money but the question of what the American space program should be in the 21st century The most conspicuous change that will occur if the budget is approved is that both the Orion spacecraft and the Space Launch System (SLS) will end with the Artemis III mission scheduled to fly in Already beleaguered by significant delays and cost overruns there have already been calls to cancel the projects in favor of more advanced and cost effective commercial competitors Orion is already $20 billion in the hole and has suffered ongoing setbacks including problems with its life support system and heat shield SLS is decades behind schedule and has eaten through $24 billion each launch of the disposable SLS costs an estimated $4 billion and can only fly once every two years it has been criticized as an Apollo-light project using 1970s era Space Shuttle technology and being organized less as a cutting-edge space venture and more as a job creation program for congressional constituencies and aerospace contractors Along with these, NASA is also pulling the plug on Gateway Originally planned as an outpost in cislunar orbit that would act as a stopping-off point for lunar landing and Mars expeditions it has received criticism as unnecessary and that with current delays it will not enter service until the mid-2030s The new budget will end the Gateway project and transfer the completed components to other missions these cuts do not reflect an overall winding down of the Artemis program The budget allocates an increase of $7 billion for crewed lunar exploration with an additional billion dollars going to a projected crewed mission to Mars – especially as a counter to China's increasingly ambitious efforts to land astronauts on the Moon and Mars Another aspect of the budget is to eliminate missions that are seen as not cost effective in terms of science returns for money invested The top candidate for cancellation is the Mars Sample Return mission budgeted at up to $11 billion that would not fly until the middle of the next decade Other possible sacrifices could be the continuation of the aging Chandra X-ray Observatory with an annual operating cost of $70 million the Nancy Grace Roman Space Telescope for studying dark energy at a cost of $3 billion and has been cited as being redundant compared to other missions and $1.161 billion for Earth science missions The last of these is significant because it shows the ascendance of advocates who have for decades pushed for NASA to move away from space launch vehicles and Earth monitoring missions in favor of deep space missions and cutting-edge technology while leaving many traditional space roles to commercial firms the budget cuts loose green aviation projects and focuses more attention to aiding the FAA in fulfilling the administration's directive to modernize America's alarmingly antiquated air traffic control system with cracks and air leaks threatening to force the orbital lab's evacuation and disposal much earlier than anticipated NASA seems to be pushing harder for private companies to develop their own space stations and to fast track the development of the propulsion system needed to lower the ISS into the Earth's atmosphere for a controlled burn up "This proposal includes investments to simultaneously pursue exploration of the Moon and Mars while still prioritizing critical science and technology research," said acting NASA Administrator Janet Petro "I appreciate the President’s continued support for NASA’s mission and look forward to working closely with the administration and Congress to ensure we continue making progress toward achieving the impossible." Source: NASA Lawrence city commissioners will consider advancing multimillion-dollar tax incentives to help fund the second phase of KU’s Gateway Project and a proposed Q39 restaurant downtown The meeting will include public hearings on both.  The Gateway Project’s first phase included renovating much of the KU football stadium and construction of a conference center The approximate price tag of Phase 1 is $448 million.  Phase 2 of the Gateway Project is proposed to finish the south and east sides of the football stadium and construct about 1,000 parking spaces above and below ground It also includes a 20,000-square-foot outdoor plaza; 162-room full-service hotel; a 443-bed student housing facility; and 43,000 square feet of retail The second phase has an estimated cost of $311 million The total estimated state and local incentives package is $85.2 million all directed toward the stadium and parking improvements The entire Gateway Project has an estimated price tag of $759 million.  and more information will be provided through the next several months and respecting any additional information that will come out of public participation I recommend approval of all the district boundaries as presented,” City Manager Craig Owens wrote in a memo to the commission.  The commission is considering a package of public incentives for Phase 2: A sales tax and revenue bond district would allow future sales tax revenue generated within the area to be used to help finance the development A tax increment financing district uses the increase in property tax revenue from the development area to help pay for project-related public improvements A community improvement district would create an extra sales tax of up to 2% over 22 years to provide for the sales of up to $20.2 million in bonds On Tuesday, the commission will hold public hearings and consider giving initial approval to the STAR and TIF districts. The city will consider establishing the community improvement district in July and August, according to the commission’s meeting agenda KU Chancellor Douglas Girod has previously said the project will be attractive to prospective KU students bring business to the downtown area and provide millions of dollars in property taxes thanks to nearby private developers.  KU Endowment has pledged the donation of no less than $4 million of land to be used for affordable housing or other city uses and the project will contribute $14.5 million toward stormwater projects in the Jayhawk watershed “This project represents a generational investment by KU and KU Athletics in its facilities and greatly enhances the economic development contribution of KU to Lawrence,” according to the meeting agenda The commission Tuesday will also hold a public hearing and consider approving a set of incentives for a proposed Q39 barbecue location downtown Commissioners will discuss the potential creation of a community improvement district and issuance of industrial revenue bonds for the redevelopment of 639 New Hampshire St. the former site of the Lawrence Journal-World that has sat vacant for years.  The Kansas City-based barbecue restaurant previously said the tax breaks are “without doubt” necessary to finish construction and open. According to the commission’s meeting agenda the restaurant plans to open in summer or fall if the incentives are granted “The project is expected to include approximately $7 million in private investment and support 88 new permanent jobs including 8 managerial positions,” according to the meeting agenda The developers are requesting an industrial revenue bond to obtain an approximately $177,000 sales tax exemption on allowable construction materials and labor They are also asking for an additional community improvement district 2% sales tax collected over 22 years which reimburses the developer for eligible construction costs during redevelopment of the property The tax will provide reimbursement of approximately $3 million of redevelopment costs Commissioners in February deferred their decision on a request from the developers.  Commissioners will begin their regular meeting at 5:45 p.m. Tuesday, May 6 at Lawrence City Hall, 6 E. Send Mother Lode News Story photos to news@clarkebroadcasting.com The White House released a "skinny" version of its budget proposal for fiscal year 2026 on Friday including financial information for all federal agencies A "skinny" budget simply means that while the document contains top-line numbers for agencies and their programs it does not provide much in the way of specific allocations The document was delivered to the Senate Committee on Appropriations on Friday and signed by Russell Vought director of the White House Office of Management and Budget A "full fiscal plan" will follow in the coming weeks This is the first step in the budget process in which Congress has the critical role of actually writing a budget "I look forward to working with you to achieve significant budgetary savings for the American people within the spending programs under your jurisdiction," Vought wrote The budget contains some notable changes for the US space agency NASA is asked to take a 25 percent cut in its budget Ars has previously reported on some of these proposed cuts These include a $2.265 billion reduction in Space science and a $1.161 billion reduction in Earth science Perhaps the most notable cancellation here is the Mars Sample Return mission which the budget proposal says will be achieved by human missions to Mars There are also significant changes proposed in NASA's biggest-ticket exploration programs The budget would cancel the Lunar Gateway that NASA has started developing and end the Space Launch System rocket and Orion spacecraft after two more flights "The Budget phases out the grossly expensive and delayed Space Launch System (SLS) rocket and Orion capsule after three flights," the document states "SLS alone costs $4 billion per launch and is 140 percent over budget The Budget funds a program to replace SLS and Orion flights to the Moon with more cost-effective commercial systems that would support more ambitious subsequent lunar missions." There are no further details about those commercial systems NASA has contracted with SpaceX and Blue Origin to develop reusable landers for the Moon and both of these systems include vehicles to move from Earth orbit to the Moon and Gateway have been widely speculated upon in recent months but seeing them in black and white is still significant The development of the SLS rocket and Orion spacecraft has been a budget fixture for decades costing in excess of $3 billion a year for slow progress The projects have been widely derided as "jobs programs." However that is one reason Congress has so fiercely supported them: They provide good-paying Several sources in the space community, therefore, believe it is indeed plausible that SLS and Orion will be phased out over the next five years in favor of far less expensive commercial rockets and spacecraft. NASA will thus be asked to beat China to the Moon with the legacy systems and then identify more affordable options for future missions to the Moon. One area that will see increased spending under the Trump administration's proposed budget is human space exploration. "By allocating over $7 billion for lunar exploration and introducing $1 billion in new investments for Mars-focused programs, the Budget ensures that America’s human space exploration efforts remain unparalleled, innovative, and efficient," the document states. Under the Trump administration, NASA will seek to reach both the Moon and Mars. The goal, stated in the document, is to refocus NASA "on beating China to the Moon and putting the first human on Mars." Unfortunately, there is no information on what these "Mars-focused programs" will be. Some of this new funding would almost certainly go to SpaceX. The company, founded by Trump ally Elon Musk, explicitly focuses on establishing human settlements on Mars. Although lunar and Mars exploration receive increases, the budget seeks to reduce the agency's commitment to the International Space Station, while still flying it until 2030. "The Budget reduces the space station’s crew size and onboard research," the document states. "Crew and cargo flights to the station would be significantly reduced. The station’s reduced research capacity would be focused on efforts critical to the Moon and Mars exploration programs." It is likely that Congress will oppose some of these changes, particularly the cuts to science programs and the reduction in activity on the International Space Station. But that story will play out in the coming months as the laborious budget process unfolds. stadium has won a key recommendation from Lawrence City Manager Craig Owens as KU and its development partners are now offering to pay nearly $20 million for other city projects KU or the KU Endowment financial incentives for the redevelopment The new funding offer doesn’t alter KU’s promise that the stadium project won’t use general university funds the money KU would provide for city projects KU partnering with a private developer to construct a 162-room hotel and approximately 1,000 parking spaces that will be located in a mix of underground parking garages and new surface parking lots have said the project is not possible unless the city of Lawrence — and ultimately the state of Kansas — agree to create several new taxing districts that will support the new development city commissioners are being asked to take some of the first steps to approve a STAR bond and a tax increment financing district for the project and would be the first time the economic development tool has been used in Lawrence The STAR bond district would allow sales taxes that are collected at the stadium — and also at nearly all Lawrence campus locations — to be directed toward the costs of building infrastructure for the Gateway project The STAR bond district is different from special taxing districts in that it allows the state’s share of new sales tax collections to be directed toward the project Most taxing districts only allow the city and county’s share of new sales tax collections to be captured In his recommendation to city commissioners Owens said the STAR bond district is a powerful tool because it essentially will funnel tens of millions of dollars of state money to a Lawrence project “The participation of the State of Kansas to dedicate its sales tax increment through the STAR Bond mechanism is substantial and expands the long term assets of the University in a way that is highly beneficial to the City of Lawrence including its tax base and the vitality of our economy,” Owens said in the memo The offer by KU and KU Endowment to provide land and funds for additional city projects is a new development in the matter In a Friday interview with the Journal-World KU’s vice chancellor for strategic growth initiatives and real estate said the idea of KU using funds generated by the stadium project to help pay for other city projects came up through negotiations with the city manager’s office She said the idea fit well with KU’s overall philosophy that the Gateway project should broadly benefit the Lawrence community “This is an economic development project,” Blanck said “We are trying to drive economic benefits to the city we started talking about whether there are opportunities for us and Lawrence as a whole to leverage this project to improve the overall environment.” The affordable housing component fits with the city’s policies that housing projects that receive economic development incentives — the stadium project includes student housing — should also provide some element of affordable housing Blanck said the university and the city haven’t finalized a particular piece of land that would be provided for an affordable housing project the university in a draft memorandum of understanding with the city has proposed a 19-acre site just north of Rock Chalk Park Drive and just east of Kansas Highway 10 The site is just northwest of the will make their way to downtown to spend money Under the provisions of the proposed memorandum of understanding the hotel and student housing complex would be on the property tax rolls since they are being developed by a private entity the hotel and student housing complex would be eligible to have 100% of its property taxes rebated into a fund that could be used to pay for infrastructure related to the hotel and student housing complex KU has asked its private developer to allow the city to use the first $14.5 million of rebated taxes for the Ninth Street/stormwater project But none of it will happen if the city and state don’t approve the new taxing districts and the economic development incentives that come with them Blanck said none of the phase two portion of the Gateway project will occur if the incentives are denied The project already will have large dollar amounts coming from donors and the university’s private development partner a group led by Edgemoor Infrastructure & Real Estate which is the entity that led the redevelopment of the Kansas City International Airport “We are to the point where we have extended university donors as far as we can,” Blanck said Tuesday’s actions by the City Commission won’t be the final votes needed for the project The Tuesday actions merely create the districts for the STAR bond and tax increment financing districts for the project if they move the project forward on Tuesday will be asked to take other key votes to finalize the STAR bond district in July and August A third taxing district — a Community Improvement District — that would create a new 2% special sales tax for all purchases made at the stadium and on the KU campus still must be agreed to That item also is expected to come to the City Commission in The Gateway senior throwing standout won the shot put with a top attempt of 58 feet, 4.5 inches, almost a foot further than the record 57-6 he tallied at South Fayette last year. He bested runner-up Tyler Ondrusek, a senior from Central Valley, who threw 58-0. They both were four feet clear of the rest of the field. It was another top mark in a strong final varsity season for Nadarevic who will be a favorite in both the shot and discus at the WPIAL championships May 14 at Slippery Rock. Nadarevic set a school record in the discus at 172-5 in the season-opening dual meet against Hempfield and Connellsville and then tossed a 172-7 in winning the Tri-State Track Coaches Association title April 12.
