(KPTV) - A body recovered from the Willamette River in Gladstone on Sunday afternoon was identified as a kayaker who had been missing since April
according to the Clackamas County Sheriff’s Office
deputies responded to the report of a body found along the shore of the river
On Monday, investigators confirmed that the body was Marcelus Angelo Rodriguez, a 20-year-old kayaker from Porterville, Calif.
Since April 13, authorities have recovered eight other bodies from rivers in the Portland area

Sitting on a table in the far corner of the large draft room on the second floor of the Miller Electric Center and staring up at the unconventional digital draft board he stacked
Gladstone clutched his cell phone in his right hand and spun a football in his left
the rookie head coach sitting 10 feet across from him
since setting foot in the team’s training facility two months ago
has seldom been without the football — said
Gladstone stood up. Coen stayed seated. A quick game of catch ensued that would have made the ghost of Shoeless Joe Jackson proud
The whirring of their spirals could be heard throughout the draft room
which at that moment included fewer than a dozen people
those sounds were drowned out by something much louder
as if every car in the parking lot were suddenly backfiring
Team owner Shad Khan looked up with a quizzical expression
“What the hell is that?” asked Tony Boselli
the Hall of Fame tackle who Khan hired in early February as his executive vice president of football operations
who has been with the franchise since its inception — his title is senior director of football technology and special projects
and his duties include officially sending in the Jaguars’ draft picks to the NFL — picked up his cell phone and called a friend named Ken Babby
“How long is this gonna last?” Perkins asked Babby
who owns the local baseball team — the Jacksonville Jumbo Shrimp
whose home stadium is just across the parking lot
was punctuating a 7-0 victory over the Gwinnett Stripers with a postgame pyrotechnic display
“Fireworks!” Perkins announced after hanging up the phone
A night earlier, the Jaguars had been responsible for the 2025 NFL Draft’s most explosive moment: the bold

This is not to say the men now running the Jags don’t have swag
Gladstone’s signature saying: “If there’s an opportunity to be bold

Though there are countless permutations concerning which players might be selected in which round — depending upon what other teams do with the picks prior — Gladstone went into the draft with a clear sense of what and who he wanted
While striving to organize his draft board like a coach’s “call sheet” on game day
laminated card that served as a sort of cheat sheet — a list of 31 players he especially hoped to come away with at various points of the draft
he couldn’t get all 31; the Jags had 10 picks going in
Of immediate interest Friday were the two third-round picks
with a handful of players who might be available at those spots high on their wish list
70 selection would boil down to a choice between two players: Central Florida running back RJ Harvey and Louisville edge rusher Ashton Gillotte
“This is a new dawn — can’t you feel it?” said Shad’s daughter
who is also an owner and was in the draft room all three days
It was Gladstone’s job to keep the vibes high
I asked Gladstone to predict which player his former team would take with the 46th selection
He squinted at the board for a moment and replied
Gladstone and Boselli seemed to be gravitating toward Gillotte
much higher on their board than the next-rated player at the position
“We have three first-round defensive linemen,” Coen said
Coen was smitten with Harvey’s talents as a runner
“His superpower is making people miss.” Coen and Gladstone also loved another back
but felt they could get him in a later round based on draft projections
Gladstone called in running backs coach Chad Morton for further discussion
Harvey’s shirtless photo from the combine was projected onto part of the screen covering the far wall
displaying the running back’s muscular physique
I already know what the answer is.” Coen smiled
Gladstone pointed out another player relatively high on the board: West Virginia guard Wyatt Milum
who had a gaudy “Jaguars DNA” score next to his name
Sensing that each of those players might be gone by the latter part of the third round

If Thursday night was Gladstone’s chance to make a splash
Friday was his first venture into the deep end
He was about to be confronted with a flurry of activity that even experienced general managers would have found challenging
another potential option surfaced: The Detroit Lions called
floating a possible trade that would send their third-round pick (No
102) and a pair of 2026 third-rounders to the Jags for the 70th selection
a fifth-round pick and a 2026 sixth-rounder
The Lions still weren’t sure they wanted to do the deal
as he did frequently throughout the three days
consulted via speakerphone with one of his most trusted lieutenants
senior vice president of football analytics Jake Temme
Hired away from the Rams after Gladstone got the job
where his wife had just given birth to the couple’s first child
“Two extra threes are pretty tempting,” Temme said
Gladstone got an offer from the Rams: their second-round pick next year for the 70th selection
Now there were three scenarios: Try to close the trade with the Lions; accept the trade with the Rams; or stand pat and take the player they wanted
Before the discussion could begin in earnest
a collective groan filled the room: The Kansas City Chiefs
with a pick acquired from the Titans in last year’s trade for cornerback L’Jarius Snead
snagged Gillotte with the second pick of the round
With the Jags’ selection just four picks away
now the (Detroit) trade sounds good,” Tony Khan said
Added Temme: “I’d agree to that trade right now.”

The suspicion in the Jags’ draft room was that the Lions had been targeting Gillotte
Gladstone had instructed MacCracken to ask for a sweetener: Instead of including their fifth-round selection in 2025

“They’re considering it,” MacCracken told Gladstone
The Patriots took Washington State receiver Kyle Williams with the 69th pick
Gladstone brought up the Rams’ trade proposal: “That future second will likely be late
MacCracken got clarity from Disner: The trade terms were a go
“Detroit’s in if you want it,” he announced
Gladstone fielded a phone call and grimaced
“Let’s do the (Detroit) deal,” Gladstone said
MacCracken nailed down the trade with Disner and both contacted the assigned NFL representative to make the terms official
a communications issue with the league slowed down the process
The clock was ticking, with very real consequences. In 2003, the Minnesota Vikings’ top decision-makers, believing they’d finalized a trade that would give the Baltimore Ravens the No. 7 selection, watched in horror as a snafu led to two teams passing them in the draft order after their allotted time expired
It was one of the most embarrassing moments in draft history
“We should probably decide on a player to pick here
who’d worked with Gladstone in the Rams’ front office
Whichever GM ended up picking still had to call the prospect in question — a common practice to ensure
that no late-breaking events had negatively impacted the player’s status
and he has a phone on each side of his head — so I would like to think this is getting done.”
MacCracken put down one of the phones and gave Gladstone a thumbs-up
echoing the news Holmes had simultaneously received in the Lions’ draft room
who quickly hung up to call Arkansas wide receiver Isaac TeSlaa
coaches and executives pore over game film and other data and engage in a seemingly endless succession of meetings

even when it came to picking an offensive lineman

It soon became clear that offensive line coach Shaun Sarrett
It was around this time that Gladstone initiated the game of catch with Coen and the fireworks started going off
given his desire to land Ransaw and Milum — either of whom the Jags would have taken with the 70th selection had they not consummated the deal with Detroit — Gladstone explored the idea of trading back up

The Pittsburgh Steelers had reached out with an offer that could have allowed the Jags to move up to 83
the Texans made a more attractive proposal: Their third-round pick (No
89) for the 102nd selection and the fifth-rounder Jacksonville had acquired from the Lions
“Would you guys kick back a seventh?” MacCracken asked his Texans counterpart
“We’re just kind of talking this through.”
The Texans told MacCracken they’d consider the counteroffer and get back to him
holding a cell phone in his right hand and spinning the football with his left
adding a 2025 seventh-round selection to the deal
Gladstone waited to make sure that Ransaw and Milum would be on the board
and when the Green Bay Packers took TCU wide receiver Savion Williams with the 87th pick
already on the clock with the 88th selection
now owned consecutive picks but had only 2:27 to submit the first one
who entered it into the league’s computer system but was told not to hit send until instructed
painstakingly entered Ransaw’s phone number
Gladstone then repeated the drill with Milum
dialed another number and finally got Milum on the phone
Gladstone stood near the front of the room
“When you’re on the call (with Ransaw) — and your (next) pick is now up — you’d better have a quick convo,” he said
the Rams selected outside linebacker Josaiah Stewart
an organization long revered for its drafting prowess
As he finally prepared to leave the facility
with only a few hours of sleep awaiting him
Boselli was blown away by what he’d witnessed
“How about those fireworks?” Boselli asked rhetorically

ESCANABA — Gladstone sophomore Andrew Karl reached new heights in pole vault here Friday
soaring a personal-best 14 feet in the Eskymo Invitational track and field meet
“He was going for the school record,” Gladstone girls’ coach Jim Murtha said
“I’m sure he’s pretty excited.”
Karl’s latest effort left him just four inches shy of the school record set by Josh Syverson in 2009
He’ll try again in Tuesday’s Manistique Emerald Invitational
The Gladstone girls were crowned champions Friday with 115 points
“It was another good performance by our girls,” Murtha said

For a moment at his first league meeting this spring
has most of his personnel department work remotely
but Gladstone laughed and wrapped the older man in a hug
They never hugged in their nine years working together
He beamed as Snead fought to control his expression — a mixture of pride and amusement at the strangeness of meeting his protege as a peer
Gladstone will be the face of the first Jaguars’ draft of a new era after years spent directing the Rams’ draft operation from behind the scenes
“You want to maybe politically correctly go
‘Time will tell if he’s ready,” said Snead
“But there’s this element where you just want to scream
Snead’s first NFL job came as a pro scout for the then-expansion Jaguars in 1995
assistant football coach and student activities director ran a parent event for Snead’s son
organized (in ways Snead was not) and football-crazy (in ways Snead was)
The job was eventually titled “senior assistant to the GM,” but it didn’t really exist
Not one to dwell on technicalities or infrastructure
Snead left the details up to Gladstone as the Rams transitioned from St
Gladstone knew he always wanted to be in football (locally
some believed Clayton was preparing Gladstone to eventually take over as head football coach from his father
Some of Gladstone’s early tasks weren’t glamorous
and Gladstone had to make sure the fridge in Snead’s office always had a cold one sitting inside
But he got to be around football — and in an organization undergoing catalytic change
He started anticipating the needs of people in the building beyond Snead
The Rams’ coaching and personnel departments were sometimes at odds under then-head coach Jeff Fisher
hired the 30-year-old Sean McVay to replace Fisher in 2017
rebuilding the partnership between the two sides of the organization was a priority for Snead
He is slow to praise and prefers to study how people act in the absence of it
He sometimes communicates words and phrases in ways he believes they should sound

Gladstone’s strength over time became creating enough strategy within the Rams’ operations that luck didn’t have to equate to unpredictability
Snead grew comfortable staying in the background of draft meetings where he could observe scouts’ arguments and research
current Rams scouting strategy director Nicole Blake and analytics head Jake Temme built out surveys that scouts could privately fill out about prospects in tandem with the layers of analysis they inputted into JAARS
the Rams’ in-house data and information processing system
Gladstone mapped out conversations based on the data he collected: Did an introverted scout feel especially passionate about a prospect
Gladstone found ways to elevate that scout’s voice where he’d otherwise be happy under the radar
Did Gladstone catch an especially cogent point in a note buried in JAARS
He’d take a moment to highlight it when it would resonate during position group arguments
Armed with new information late in an evaluation
he’d flag an old concern that flared up early in the process so the group could re-litigate
“But then there’s the intentionality behind the communication which has probably made him rare

Gladstone and some other scouts were high on the idea of keeping Florida State teammates Jared Verse and Braden Fiske together because of their already developed chemistry
but they wanted the coaches to arrive at the conclusion separately
Gladstone distributed a survey created by himself
Blake and Temme nicknamed “Make him a Ram.” The aim was to discover who each evaluator would most like to draft based on character
Verse and Fiske emerged both individually and as the top linebacker/lineman pairing
After a failed attempt to trade into the top 10 for tight end Brock Bowers before the first round began
Snead and McVay moved to the tandem strategy

The feeling struck him as he spoke on Gladstone’s behalf with Jaguars executive vice president Tony Boselli — the team’s first ever draft choice who
calling Gladstone’s departure “sweetbitter,” a classic Les-ism
Snead and a handful of other Rams executives watched Gladstone’s introductory news conference together in one of their offices shortly after Jacksonville announced the hire
As Gladstone thanked the important people in his life
waving his palm in the air as his voice broke with emotion
“You guys altered the trajectory of my life
Snead’s sudden tears surprised even himself
The two are very alike after their decade together
Gladstone learned the NFL in nearly a decade spent alongside Snead
and much about life and parenting and balance (and lack thereof) along the way
He competed with Snead as they grew from boss and assistant into trusted collaborators
If Snead arrived at the office at 7:30 a.m.
Gladstone somehow had already clocked in and gotten the personnel staff organized for the day
Staffers noted that somehow Snead’s office whiteboard was always updated with the most relevant information needed for meetings that week
plus a note or two that would lead the GM into a new avenue of discussion with scouts
When Gladstone and others in the scouting department began working remotely for most of the season a few years ago
One high-ranking Rams staffer described his workflow as “relentless
no bulls— without being combative.” The only time anybody in the organization saw Gladstone get angry was when the group tried to cut a Sunday pre-draft meeting short to watch a golf tournament
Gladstone will operate like Snead in some ways
the Jaguars have 10 picks — “for now,” Gladstone joked
Gladstone will use a “call sheet” — a condensed version of JAARS spread across multiple screens in the draft room that organizes prospects by round — for draft strategy
is similar to how McVay uses his playcall sheet for games
sequencing and grouping together different plays based on how a game is unfolding
Gladstone will be able to navigate scenarios based on how the 31 other teams pick and what he knows of their tendencies
This method gives him a lot of information and flexibility — and the structure of a call sheet resonates with the coaches who will be in the draft room with him
“He breaks things down to such an elite level of simplicity for me because he’s a lot smarter than I am,” said new Jaguars head coach Liam Coen
as a position coach from 2018-2020 and as offensive coordinator in 2022
The digital information system used by the Jaguars’ scouting department is called Blackwater
as Jacksonville’s new vice president of football analytics in March
and just as the two helped develop JAARS into its current form
building out scout surveys and other analytics programs
Gladstone and Snead developed alternative methods for gathering intel on prospects prior to the draft
Instead of hosting “30 visits,” or attending en masse all-star events like the Senior Bowl or scouting combine in the spring
the Rams send specific employees to spend a day with players of interest at their college or in their hometown
As long as the visits are within a 50-mile radius of either site
they don’t have to be reported to the league and often don’t leak
Keeping their interest in prospects private was strategically important
but it was even more crucial for Gladstone and Snead to get players to break down plays and teach their scheme in their own environments instead of the truncated interview periods at pre-draft events or the job interview-style 30 visits
Select scouts go to the all-star events to distribute a personality test to players
That the Rams do things differently initially drew Jaguars owner Shad Khan to Gladstone, despite Gladstone never having previously interviewed for a GM job. “Today’s NFL is constantly changing,” Khan said
“It’s important for us to find a GM who’s unafraid of change
Gladstone will blend and morph many of the methods he helped develop in L.A
but he does not believe in slashing and burning
implementing his way simply because it’s what he did with the Rams
Gladstone was a shadow in most meeting rooms
His status as Snead’s assistant back then meant that nobody ever paid attention to him as he observed them
He called his position his “cloak of invisibility.”
He saw how some football people reacted to Snead
a former offensive lineman from a small town in Alabama who maintains his drawl and peppers his conversation with lengthy pauses
He saw people dismiss Snead as old-school despite the Rams’ consistent shift toward progressivism
He watched how Snead strategically withheld emotion and how that often motivated others to speak up
“I got to see the real side of people,” he said
I actually hung onto that in some ways when I was getting different title shifts and things like that
I would still introduce myself as Les’ assistant … because nobody is giving any thought to what that actually means or whether or not there is any influence
It also keeps folks’ guard down a little bit.”

Outside observers will draw early conclusions about him because he is young for the job and looks even younger
Gladstone easily disarms and is quicker to smile than Snead
“It’s better to be underestimated,” Gladstone said
“I think you can leverage that a bit more effectively
Les is somebody who has certainly navigated those waters well
You’ve got to be OK with being underestimated
You’ve got to be confident enough with being underestimated
and knowing that if you’re too insecure with that you may overplay your hand or ego might stand in your way because you’d like to be perceived differently.”
He hopes to turn the perception into an advantage

GLADSTONE — Signage in Gladstone will look different in the future
as the city just adopted a new logo and branding package after collaborating with local marketing artists
The update is part of efforts to build recognition for the municipality and was identified as a goal in the master plan adopted by the city in August 2024
the city has been making efforts to improve its online presence
a task undertaken by city employee Patricia West
the Gladstone City Commission heard a proposal for a digital marketing campaign through Orange Cat Media
The city entered into a $10,000 12-month contract with Orange Cat in July 2024 for periodic photos and videos
including by drone; graphics and flyers as needed; and two to three social media posts per month; with city ownership of all assets created
Finding a new logo was part of the greater movement to propel Gladstone into vibrant modernity and make the town an attractive destination for both tourists and potential property buyers
“Pursuing a refreshed and cohesive brand identity is a natural progression in ensuring a consistent and professional visual narrative,” read West’s report to City Commission on Monday
“…While there is no intention of replacing all existing physical assets–such as signage or vehicle decals
the city hopes to adopt and implement the new branding guide for all materials moving forward.”
The old logo featured a round clip-art type icon with multiple sections representing the four seasons: a fiery sun and a sailboat for summer
an orange leaf and a whitetail buck for autumn
a skier and a snowflake for winter and a pink flower and a fish for spring
“year-round playground,” but it was very busy — impossible to translate completely to embroidery
and appearing as an indistinguishable blob when printed small
and had been modified unofficially over the years
The new logo presented to the commission on Monday was the product of collaboration between Orange Cat Media
and Gladstone Parks and Recreation Director Wendy Taavola

A vector of the image can be scaled up and down without losing clarity; it may be digitized for embroidery while keeping definition; it can be printed on a number of materials
Variations on how the logo may be assembled with text are provided in the package
“Gladstone” is written in a script called “Relation Two Bold,” and “Michigan” is printed below in all capital letters in a sans-serif font named “FinalSix Book.” Above the city and state name
Guidance is included in the package from Orange Cat and Cap Creative on how to use and size the logo
including arranging it with names of the different city departments and boards for “seamless integration within the proposed branding system,” as West’s report put it
The packet from the marketers included a description of the feeling they were trying to evoke with the design
and rooted in the simple joys of small-town life
We keep things warm and easygoing — like a chat at the local cafe or a walk along the lake
Whether you’re a lifelong local or just passing through
One question addressed to West and Taavola — the artists themselves were not at the commission meeting during which the package was presented — was whether “year-round playground” would remain as Gladstone’s motto
Taavola responded to say that the beloved slogan is especially important to the recreation board
and the new logo allows for the words to be added when appropriate
It’s not part of the logo as a whole and won’t be printed on everything
“year-round playground” should definitely appear
The City Commission approved the adoption of the new branding and the payment of a $3,000 invoice to Orange Cat Media from the Dr
In other business at the regular meeting of April 28
– set a hearing for public input on appropriations ordinance 2025-632
The hearing will take place at the next commission meeting
– heard a proposed management and maintenance plan for a social district to potentially be established in the city
The commission agreed to set a hearing for citizens to receive information on the proposal as well; that will be held during the May 12 meeting
– approved a revised service agreement between the Downtown Development Authority (DDA) and the Parks and Recreation Department
When the parks department was understaffed
the contract was reduced from $15,000 to $5,000
Now that the department is more equipped to aid the DDA with things like event preparation
the DDA will pay them $10,000 during the 2025 to ’26 budget period
– approved a special event permit application for Hot Rods and Harleys

Fairbanks also stated that trees are being damaged
perhaps by youth or by vagrants to build shelters

He had previously met with City Manager Eric Buckman and Sergeant Aaron Quinlan
but it feels unlikely the Jaguars knew just what kind of transformation their franchise was set to undertake under Gladstone
Gladstone put his name -- and the Jaguars' -- on the map last weekend with his franchise-altering trade for Travis Hunter
It took an entire buy-in from the rest of the franchise's leaders like Tony and Shad Khan
and executive vice president of football operations Tony Boselli
the Hunter trade will be Gladstone's legacy
If the trade hits and the Jaguars get an All-Pro player like they expect
Gladstone will be seen as one of the true elite general managers in football -- a young and cutting edge executive who operates similar to the other top teams in the NFL
but who still abides by his own principles and philosophies
Gladstone is the face of bold moves since his latest move was the most recent and the boldest of them all
and he has made it clear what the Jaguars are now looking for on and off the field
He wants versatile players with production and experience
as well as players who are physically and mentally tough enough to handle the ups and downs of the NFL
The Travis Hunter trade is perhaps the most aggressive move the franchise has ever made
and it will truly define Gladstone's tenure as the Jaguars' top front office decision-maker
Only time will tell if Gladstone and the Jaguars were right to make the move up for Hunter
But it doesn't take any time to know that the Jaguars are now viewed much differently throughout the entire NFL
and Gladstone and his new path being forged forward are amongst the biggest reasons why this is the case

What it does mean is the Jaguars' new decision-makers have seen enough about the area to be encouraged

Gladstone, the Jaguars' first-year general manager, discussed defensive line extensively when speaking to the media shortly after this past weekend's 2025 NFL Draft. And if many observers and fans were surprised the Jaguars did not address line with any of their nine '25 draft selections
the team hardly ignored the area over the weekend

(WLUC) - Sunday was International Bereaved Mother’s Day
It can be a difficult day for some to celebrate, but MoxieMoms is there for grieving parents.
The non-profit organized a brunch at Saunders Point Brewing in Gladstone on Sunday. Parents also got to build their own bouquets, thanks to donations by Trotter’s Florals and Designs. MoxieMoms Board Member Alyssa Murray says putting on this event has helped transform her loss.
“I stand here today turning my loss into something that I wish I had after I lost my son,” said Murray. “I came together, I found MoxieMoms, or rather they found me, they welcomed me into their community with open arms, they saved my life essentially.”
On May 10th, MoxieMoms will hold the Little Angels Walk in Gladstone. It will take place at 4 p.m. at Van Cleve Park. A Little Angels Walk will also be held in Marquette that same day at 8 a.m. No location for this walk is listed on MoxieMoms’ website.

GLADSTONE — The City of Gladstone is ready to present its proposal for a social district, complete with details on boundaries, times of operation, and nuances of the rules to citizens during a hearing on May 12. Social districts, which allow marked alcoholic beverages from licensed establishments to be consumed in an outdoor area, have recently been adopted in other communities, and proponents believe such a district may help boost Gladstone’s gathering momentum.
The State of Michigan initially introduced social districts as a means of encouraging people to patronize local businesses while keeping safe distances during COVID. Now, the hope is that the appeal of a social district may increase foot traffic, bolstering the downtown as a whole, and potentially bring new businesses to Gladstone.
However, rather than pushing a decision forward rashly, Gladstone officials are doing their best to be thorough, weigh the options, and find out what its citizens want in a social district — if they desire one at all. An early exploratory phase in January included an online community survey, and 79% of the responses were in favor of a social district. Some people surveyed provided thoughts and suggestions which guided the next steps.
A steering committee was then established to fine-tune some details of a maintenance and management plan for the potential district before bringing the matter to the City Commission again.
The Downtown Development Authority (DDA) brought a suggested management and maintenance plan forward on Monday.
The proposed borders are just three blocks wide and include five licensed establishments: Saunders Point Brewing, Dew Drop Family Restaurant, American Legion, Wally’s Bar, and MIDD Bar and Lounge (formerly Sand Bar). About the size of Manistique’s social district, this is a small area compared to the City of Escanaba’s recently-approved district, which is over 20 blocks long –though not yet operational.
Since there is hesitancy about children being around alcohol, suggested operating hours for Gladstone’s social district begin after school lets out to allow kids time to get home. It would be in effect from 4 to 10 p.m. on weekdays and from noon to 10 p.m. on weekends. While some municipalities have enacted seasonal districts, Gladstone’s steering committee decided that year-round would be less confusing.
Some concerns have been raised about enforcement and security. In order to clearly mark the boundaries, signs would be posted, and DDA Director Patricia West said that education would have to be a priority. Public Safety Director Ron Robinson was on the steering committee and reportedly does not anticipate issues with the district.
“It should continue to be emphasized that any alcohol related crimes are still illegal,” said West. “Public intoxication is still illegal, and so all of those items should still be reported to law enforcement if you see any activity that should not be happening.”
If an instance should arise that requires more patrol, such as a busy event, the DDA or an event sponsor could fund that need.
Costs to the city would include signage and receptacles for disposing of beverage containers, whether they be trash or recycling bins. However, the DDA hopes to solicit sponsorships from local businesses to offset the pressure on city funds.
As for the beverage containers themselves — which by law must be less than 16 ounces, not glass and marked with both a logo unique to the social district and a logo for the alcohol-serving establishment — the DDA suggests the licensee (bar or restaurant) purchase those themselves.
In order to maintain the district and discuss its impact, annual meetings would occur between DDA staff, participating establishments, and other downtowners with feedback.
The district could be temporarily closed with seven days notice if appropriate for certain circumstances.
If the social district is enacted but the community or governing body decides at some point in time it is being abused, it could be revoked after a public hearing.
A public hearing before implementation is not a requirement, but the DDA and the City Commission would like to give the people the opportunity to learn more about what having a social district in Gladstone would mean. All members of the public, whether Gladstone residents or frequent visitors, may attend the meeting at Gladstone City Hall (1100 Delta Ave.) on Monday, May 12 at 6 p.m. for further information.

The infant was admitted to a local trauma center with severe injuries on April 20
The Gladstone Police Department reported that the injuries occurred within the city limits and were believed to be the result of "homicidal violence."

There will be an autopsy being conducted tomorrow morning," said Schmerber
The infant died due to the injuries on April 23
was initially charged with first-degree assault on the day the infant was admitted

to be able to go in there and hear the dialogue and the presentations
it's pretty cool because I'm familiar with that flow and so many guys just getting protections onboarded

even the phrase "inexact science" doesn't quite do it justice
No scout or general manager has a crystal ball that can tell how a young athlete will develop at the NFL level
despite the number of whom believe they do
That is why one of the most tried and true ways to evaluate the draft processes teams execute is via the consensus board.
When the consensus board says a team drafted well
When they say their team didn't draft well
But time has proven that as far as draft projections go
the consensus board is typically outperforming the house
People were upset at how low the Jaguars' draft graded by the consensus board last season
but by the end of the year the Jaguars had few impacts being made by their rookies outside of Brian Thomas Jr.
reaction to the consensus board and the Jaguars' draft gave me inspiration for this article
which we will now run in each annual post-draft process
The idea is simple: how did Jaguars' general manager Trent Baalke do by the consensus board in his four drafts from 2021-2024, and how did James Gladstone do in 2025
While we won't know how good of a draft class Gladstone put together for another few years
it is at least worth looking at the process
which had the Jaguars selecting Trevor Lawrence at No
It is something to note that the only two positive picks from the class in terms of consensus board value were Jay Tufele and Jordan Smith
who combined to appear in only six games as Jaguars
they were at least drafted where most people expected
this was a draft of reaches for Baalke and the Jaguars
Tyson Campbell and Walker Little picks have aged well for the most part
the Jaguars reached by an average of 33.11 spots per pick
what about in 2022 when the Jaguars held the No
John Shipley.The Jaguars made only two positive picks by consensus board value
though the Lloyd value is diluted by the Jaguars trading a second-
fourth- and sixth-round pick to trade back up for him
Travon Walker wasn't a big reach and he has produced since being drafted
but the Luke Fortner pick turned out to be costly and the only play worthwhile the Jaguars drafted on Day 3 is the one player who wasn't a major reach
the Jaguars reached by an average of 39.57 spots per pick
filled with reached by the consensus board
Anton Harrison and Tank Bigsby were taken in the right rounds
but it looks like the Jaguars likely overestimated the value of Brenton Strange and their first two Day 3 picks by about two rounds at minimum
John ShipleyBaalke did draft his best value picks in Antonio Johnson and Parker Washington
but he then took five players in a row on Day 3 who were massive reaches even at that point in the draft
the consensus board in 2023 was at -1,119 -- largely due to the massive reaches on Day 3
the Jaguars reached by an average of around 86 spots per pick
He once again found two players who were positive consensus board values but otherwise had some massive reaches
John ShipleyBrian Thomas and Myles Cole were positive picks value wise
The span from Jordan Jefferson through Keilan Robinson was an especially reach-filled one
though it seems like kickers just get dinged for value regardless of where they are drafted
the Jaguars reached by an average of 56.55 spots per pick
the Baalke-led front office only had eight picks of positive consensus board value
That is an average of 20.5% hit-rate in terms of positive value
the Jaguars reached four times in every five picks from 2021 to 2024
how did things look in 2025 under Gladstone

Gladstone's biggest reach would not have been in the top-8 of Baalke's biggest reaches
He also would not have been the biggest reach in any of Baalke's four classes
Gladstone turned nine picks into four positive values
the Jaguars reached by an average of 17.55 spots per pick
All of these figures blow the past four drafts out of the water
Time will tell just how good this draft class
but it sure seems like the Jaguars are getting more efficient with their draft process

For Lily Gladstone, known around these parts as both an Oscar nominee (best actress for “Killers of the Flower Moon”) and a 2004 graduate of Mountlake Terrace High School
the past year has brought a definite shift in the kind of roles being offered to her
“The characters I am seeing now are not explicitly Native characters,” said Gladstone
who made Academy Awards history last year as the first Native American best actress nominee
many of the scripts being sent her way don’t specify the character’s identity — such as her role in “The Wedding Banquet,” Andrew Ahn’s new reimagining of Ang Lee’s 1993 arthouse classic
“I think it’s a lovely moment for film representation now
that audiences see themselves in whoever is portraying the character,” Gladstone said in a Zoom interview from New York earlier this month
She appreciates the opportunity to portray the character
as Indigenous (Gladstone’s tribal affiliations include Blackfeet and Nez Perce) — and “to show that we’re still here
In “The Wedding Banquet,” Gladstone plays a Seattle woman named Lee
in a longtime relationship with her partner Angela (Kelly Marie Tran) and trying to get pregnant via in vitro fertilization — an expensive prospect that could possibly be funded by Angela agreeing to marry their friend Min (Han Gi-chan)
a wealthy young gay man in need of a hasty green card marriage
not least for Min’s partner Chris (Bowen Yang)
Angela’s gay-activist mother May (Joan Chen) and Min’s very traditional Korean grandmother Ja-Young (Youn Yuh-jung)
Lee originally had a different name and not much specificity to her background; Gladstone, working with Ahn, saw the opportunity to give the character a very Pacific Northwest story. (Though set in Seattle, “The Wedding Banquet” was filmed — as many Seattle-set movies are — in Vancouver
B.C.) The character became a member of the Duwamish Tribe
giving a brief speech in the film about her connection to the land and to her family home
“I haven’t seen Duwamish representation on screen,” said Gladstone
“When I talked to Andrew about making it locally specific
I talked about how indigenizing my character was important to me — when you have an opportunity to carve space where there’s not space
She also spent time in Seattle with Ahn and some crew members
doing a bit of unofficial location scouting
“I drove them around the neighborhoods that I felt this family would be living in,” Gladstone said
“I showed them Ballard — there’s a large Native population in Ballard
where Chris may have birded.” (Yang’s character is an avid bird-watcher.)
And the character’s name became Angeline as a nod to Chief Seattle’s daughter
Gladstone pointed out that they were midway through filming before somebody realized that the “ship name,” or relationship name
of the two characters — Angela and Lee — was Ang Lee
and said that the film was made “with his blessing.”)
Making “The Wedding Banquet” was a chance for Gladstone to reacquaint herself with an early love: comedy
“I was always trying to make people laugh,” she said
“A lot of people were surprised that I turned into such a dramatic actress.” She’d long wanted to make a romantic comedy
“Even though Lee is sort of the straight man to everyone else’s chaos
getting the chance to be as cartoony and goofy as I am naturally was really nice
… This ensemble was so tremendously wonderful to work with
Last fall found her in Los Angeles for the comedy “In Memoriam,” playing the therapist of an actor (Marc Maron) obsessed with securing a spot in the Academy Awards’ traditional tribute to those who have died
And she’s long been attached to “The Memory Police,” a science fiction drama scripted by Charlie Kaufman and based on Yōko Ogawa’s novel
But she’s clearly excited by the release of “The Wedding Banquet,” which arrives on screen during a time of political and social upheaval

The Jaguars made an emphasis on certain traits with their nine picks, placing big values on experience and versatility. And with sixth-round Auburn linebacker Jalen McLeod, Jaguars general manager James Gladstone thinks they have found just that

they missed far too many times on important picks
and seemed to always fail to make sure Trevor Lawrence was set up to succeed
especially when it came to the offensive line
New general manager James Gladstone and new head coach Liam Coen clearly have a vision
and you're not seeing any breaches in that culture
couldn't do what Gladstone just did two weeks before the 2025 NFL Draft
what he did two weeks prior is more impressive than anything Baalke did
“I don’t know if I had any real expectation for what that was going to look like when we started to engage," Gladstone said during Hunter's introductory presser
"It’s been something that [Browns General Manager] Andrew Berry and I have been working through for the better part of two weeks
Got to give him a shoutout because he made it a seamless process
"Certainly kept open lines of communication for that duration and as I think back to where we initially started with it and where we ended
there was a pretty good pulse for what the end was going to look like and really what executing that once they were on the clock would sort of shape out to be
The fact that it came to life as seamlessly as it did once the bell rang is something that was fulfilling."
The fact that the trade to acquire, essentially Travis Hunter, was being worked out two weeks in advance with the Cleveland Browns

That's the number of new players the Jacksonville Jaguars have brought into the building since James Gladstone was brought into the building as the franchise's new General Manager.

Yesterday, it was reported that the Jaguars weren't expected to pick up LB Devin Lloyd's fifth option
This places the defender's future in Jacksonville in precarious waters
as it's clear the new regime wants him to prove something before making a major financial commitment
the timing of the report brings a few things into question
Wouldn't that mean Devin Lloyd's contract could've been used as ammunition to move up instead of next year's first-round pick
For those who scoff at the notion, the Cleveland Browns selected a defensive tackle with the fifth overall pick
they probably would've drafted Travis Hunter themselves
it's very possible that Cleveland's defense was going to benefit from the Browns' first-round selection.
All of this matters because one assumes Gladstone's new signings and draftees match his long-term vision for the team's culture and style of play.
If the Jaguars were only one Travis Hunter away
would Gladstone have preserved picks in this draft instead of next year's?
Would he have drafted two running backs when he probably only needed one new starter
Would he draft a center who's likely to be a backup, if he even makes the team, when Luke Fortner
A closer look at his moves shows that he's changed up the WR/TE portion of the team's depth chart as well.
That doesn't sound like a GM who liked the overall quality of the roster (and contracts) he inherited
the Jaguars' 2025 season under Trent Baalke could have been worse than we ever imagined.
at least Jaguars fans won't have to deal with that.

previously the Los Angeles Rams' director of scouting strategy
on Friday was named the Jaguars' general manager
"It's my honor to introduce James Gladstone as the new general manager of the Jacksonville Jaguars," Jaguars Owner Shad Khan said in a statement
the Rams' director of scouting strategy the past three seasons
He was the Rams' director of scouting in 2021 and the director of scouting strategy in 2019-2020
He also served as the Rams' senior assistant to the general manager/player personnel coordinator in 2018
He served as a senior assistant to the general manager with the Rams in 2016-2017
with Jaguars Head Coach Liam Coen working as an assistant with the Rams from 2018-2020 and 2022
following a painstaking but energizing interview process that left nothing to doubt," Khan said
The Jaguars interviewed 11 candidates over the past two weeks
a process that included five "in-person" candidates over the last three days
and I am grateful to them all for their preparation and time spent with us this week in Jacksonville," Khan said

The Smithsonian’s National Museum of the American Indian will display two gowns worn by Oscar-nominated actor Lily Gladstone (Siksikaitsitapi [Blackfeet]/Nimiipuu [Nez Perce]) at its museum in Washington
“Making a Statement,” opens to the public Feb
Four public programs are planned in March 2025
designed by Gucci and Indigenous artist Joe Big Mountain (Mohawk/Cree/Comanche) of Ironhorse Quillwork
The gowns were worn by Gladstone the evening of March 10
to the 96th Academy Awards and the Vanity Fair Oscars party
Gladstone was the first Native American nominated for best actress for her work in the film Killers of the Flower Moon

The second gown was worn to the Vanity Fair Oscars party that same evening
It is a black corseted dress with chevron-patterned beaded fringe and porcupine-quill neckline
The intricate design features 24 carat gold-plated beads
The porcupine quillwork featured on both gowns is an intricate Native design art that is unique to North America
Quilling techniques are passed down within families and communities
The historic collaboration protected this Indigenous knowledge
and the quillwork was done exclusively by Big Mountain and his team of Native artists

spending nearly a decade learning directly from Snead as he built one of the best rosters in all of football
it was hardly a surprise for anyone to see Gladstone embody his inner Snead when it came to making a massive trade for Hunter
Speaking on the Pat McAfee Show
Snead explained why he believes Gladstone and the Jaguars made the move and why it could pay off
I think that they were passionate about that player
I think they wanted to not only add a football player
but add competitiveness to their ecosystem," Snead said

following a painstaking but energizing interview process that left nothing to doubt

Gladstone comes to Jacksonville after nine seasons with the Los Angeles Rams (2016-24)
most recently serving as director of scouting strategy (2022-24)
Gladstone collaborated with General Manager Les Snead on strategic planning
and oversaw the execution of day-to-day scouting processes
during which he served as the director of scouting
Gladstone began his front office career with the Rams as senior assistant to the general manager from 2016-17
Gladstone graduated from Westminster College in 2013 with a bachelor's degree in education and he subsequently added a master's in education administration
awarded Athlete of the Year honors and was named to the BSN All-American team as a wide receiver
JACKSONVILLE, Fla. -- The Jaguars have hired former Rams personnel executive James Gladstone as their new general manager
who has been with the Rams for the past nine seasons
has been their director of scouting strategy for the past three seasons
In that role he worked with general manager Les Snead in strategic planning and the execution of the team's daily scouting processes
He also scouted players and worked on special projects
following a painstaking but energizing interview process that left nothing to doubt," Jaguars owner Shad Khan said in a statement
we found James to be a class ahead and exceptional in every regard -- vision
It's going to be fun watching James work with our football leadership team of [coach] Liam Coen
[executive VP of football operations] Tony Boselli and [chief football strategy officer] Tony Khan
joined the Rams in 2016 as a senior assistant to Snead
He was promoted to senior assistant to the GM/player personnel coordinator in 2018 and then to the team's director of scouting strategy in 2019
He spent two years in that role before being named the Rams' director of scouting in 2021
He again assumed the role of director of scouting strategy in 2022
The Rams won the Super Bowl in Stafford's first season
Los Angeles used its first-round pick in 2024 on edge rusher Jared Verse (19th overall)
who went on to be the Associated Press Defensive Rookie of the Year after leading all rookies in quarterback hits (18)
Coen is familiar with Gladstone from his four seasons with the Rams
serving as the assistant receivers and assistant quarterbacks coach from 2018 to 2020 and as offensive coordinator in 2022
Cleveland's Andrew Berry is the youngest general manager in NFL history, with the Browns hiring him at age 32 in 2020
who was the Jaguars' general manager from 2021 until Jan
when he and Khan decided to mutually part ways
Khan initially retained Baalke when he fired coach Doug Pederson on Jan
saying a complete organizational overhaul would be "suicide." Khan also said that if any coaching candidate expressed reservations about the organizational structure or working with Baalke
That might have been what caused the split. The Jaguars lost out on Ben Johnson, the top head coaching candidate in the hiring cycle, to the Bears. That left Coen, Tampa Bay's offensive coordinator
but Coen backed out of a scheduled in-person interview with the Jaguars on Jan
22 and opted to remain with the Buccaneers
Khan got Coen to agree to come to Jacksonville the next day
Baalke's presence wasn't the primary reason Coen had declined an in-person interview initially
and the two sides eventually agreed to a deal late that night
With Gladstone now in place as the general manager
the Jaguars' top three decision-makers -- Gladstone
Coen and Boselli -- are all in their roles for the first time
"The talent that exists on this team is better than that record," Gladstone said.
Gladstone, hired as general manager Friday and introduced Monday, spoke to the media along with Coen on Tuesday. Gladstone
while speaking of the roster being better than the record
also said he "looks forward to bringing that to life."
"We're going to elevate the floor of the roster immediately," he said
"We look forward to injecting this ecosystem with some intangible elements that Liam and I both covet
"That's rooted in things like mental and physical toughness
just elevating the floor of the roster and at the same time leaning into the guys that we have and knowing that we can put them in some good spots to really showcase their capacity and their attributes."
The Jaguars began meeting this week regarding with free agency
with that period scheduled to open on the March 12 start of the 2025 NFL League Year
The 2025 NFL Draft will be held April 24-26
and there are some obvious places where we can improve and get better," Coen said
whether it's through the free agency or in the draft
we know we have to fill some of those voids."

He also said he likes the Jaguars' salary-cap situation as mid-March approaches
"We have some flexibility here," Gladstone said
"We'll remain disciplined throughout pro free agency and address some specific needs
but I think you guys can all expect that with the amount of draft capital that we have not only in this draft
that that's where we're going to be building."
Gladstone emphasized line play when speaking of offseason
I think we'll prioritize positions that really are across the front both offensively and defensively and those that put points on the board," he said
"That's where my mind goes when you ask a question like that
Gladstone specifically emphasized the interior offensive line and the need to make quarterback Trevor Lawrence feel more confident with pass protection
"When a quarterback has the luxury of stepping into a throw and not feeling that internal pressure
you're going to feel a lot of success come off that," Coen said
"I really look forward to working with our staff to better understand their insights on what our current interior offensive line looks like
and the options we have available throughout free agency in the draft."

"I do think that by addressing the interior
is something that can be really helpful to their success."
said he expected the Jaguars defensively to be "an urgent and explosive bunch" moving forward
"It will certainly be a shift from what our fans probably saw last year," he said
Gladstone in addition to personnel changes said the team should benefit from a change in approach
"There's schematic adjustments that I think will surface some players in a different light and what we saw most recently won't look the same," he said
"That bridges a lot of gaps," Gladstone said
"When it comes to his offensive philosophy
"I think that's something everybody's going to appreciate."

I see a lot of parallels to really my time with the Los Angeles Rams and the current moment in time here with the Jacksonville Jaguars
in particular dating back to the inflection point in 2017 when the Los Angeles Rams were coming off a four-win season
hired a dynamic and resilient head coach and were able to follow that up with a successful season and successful seasons since
So really gonna tap into all those years of experience and the different sort of modes of operation and models that we deployed while applying here."
It reads like a lot of football/leadership jargon, but if the new leadership group -- which also includes Jaguars legend Tony Boselli, who was recently hired as EVP of football operations -- can replicate the turnaround the Rams enjoyed under McVay and general manager Les Snead
they'll accomplish something the Jaguars haven't been able to do since the days of Jack Del Rio: win consistently
They'll also have followed in the footsteps of the Rams in another category: youth

I don't know if we've talked about our age at all," Gladstone said of being hired alongside Coen
I do think we both start from a place of humility and I think that makes a lot of stuff easy and seamless
there's this aura of confidence and understanding that we have [a] dynamic asset and that is our ability to see what tools are available and apply and execute those within our spheres
So I don't know that age has ever been something that my mind's ever gone to as a part of our process and we certainly haven't brought it up in any conversations."
Gladstone sees his youth as an advantage because he's more adept at using modern processes to the Jaguars' benefit -- or at least
Boselli is the elder statesman of the group at 52
But there's truth in Gladstone's elaborate response
Youth is an advantage in a league in which everyone is constantly searching for an edge
"This is a league where you have to be able to connect with people that are coming out of college," Coen explained
"This game is ever-evolving and ever-changing

It wasn't a notable issue under Doug Pederson, but the Jaguars are familiar with lacking connection between locker room and front office. When Tom Coughlin returned as an executive late last decade, he didn't make many fans in the locker room, and his firing was a move that appeared to be quite popular among players at the time
Most of those players are no longer with the team
But the NFL is a business that is constantly resupplied by collegiate draft classes
and if anybody is going to get a young group of players -- which
with a ton of draft capital in hand over the next two years
the Jaguars will have plenty of -- on board quickly
it will be a younger coach and general manager
Gladstone seems invigorated by the opportunity
"The short of it is there's talent in a lot of key spots
and with the amount of draft capital that we have at our disposal over the next two seasons
it's really exciting about what we can do there
especially knowing that that's the highest volume of draft capital that exists for any team in the NFL over the next two years," he said
"We're coming off two cycles in the Los Angeles Rams where that was the exact same case
this is a dynamic that I'm uniquely positioned to navigate and really looking forward to utilizing as a means of continuing to develop this roster."
Gladstone and Coen should be on the same page from the start because of their shared background in Los Angeles
but they're hoping that familiarity helps them hit the ground running
we're aligned just in and of itself," Gladstone said
