Warren County corrections officer Stephen Frank was found guilty of numerous felony charges related to the domestic abuse of his wife
BALLSTON SPA – A former Warren County correction officer has been sentenced last week to eight and one-third to 25 years of incarceration after being found guilty of multiple domestic violence convictions in January
of Lake George was sentenced Friday after being found guilty of three counts of aggravated criminal contempt
class D felonies; four counts of first-degree criminal contempt
class E felonies; and two counts of third-degree assault
“I want to commend the victim for her strength and courage throughout this year and a half-long process which finally culminated with sentencing today,” Saratoga County District Attorney Karen Heggen said in a statement Friday
“The sentenced imposed in this case ensured that the victim and her children can finally feel safe again and serves as a reminder to the community that domestic abusers can and will be held accountable for their actions.”
The sentence comes after a week-long trial in Saratoga County Court in January
During the trial the jury heard from multiple witnesses about Frank’s actions which had caused physical injuries to the victim on multiple dates
He was also found to have repeatedly violated orders of protection which had been put in place to protect the victim from Frank
the victim spoke in court about how Frank’s violence and abuse had not only caused physical injuries to her body
but how they had a lasting impact on her emotional and mental wellbeing
She also spoke about the impact the defendant’s actions had on their two young children
The trial included dozens of photographs of the victim’s injuries to her face
The victim’s 11-year-old son also took the stand and testified about Frank’s pattern of abuse
The defendant took the stand in his own defense at trial and told the jury that he was
the true victim within the relationship by citing what he called “disrespect” within the Moreau home
The jury rejected the defendant’s claims after an extensive review of the evidence
and convicted Frank after deliberating for less than two hours

Two people were killed in a motorcycle crash in Glens Falls early Saturday morning
According to state police
Alex Morehouse from Warrensburg was driving the motorcycle and Suzie Etu from South Glens Falls was a passenger
police tried to pull them over in Queensbury
but stopped the pursuit because of safety concerns

HUDSON FALLS — Stephen Potvin is one of the best in the area when it comes to his forehand
backhand and just about anything else it takes to win on the tennis court
The Hudson Falls sophomore is currently 10-0 this season and has been dominating the Hudson Falls courts since he was 7 years old
“I started playing around 7 years old and that is mainly because my brother had played and I wanted to join in on the fun,” Potvin said at practice Tuesday
“It has really been amazing to watch his growth from seventh grade to now,” Hudson Falls head coach Kevin Russell said
you would never know if he was up 6-0 or down 6-0
To a lot of his opponents that can be frustrating at times
His maturity on the court is something that is noticeable.”

Potvin has yet to fall in the Foothills Council this season
whether that be during the season or the offseason
Potvin competes and has a trainer down in Schenectady during the offseason
“It has been a lot of hard work in the offseason
I’m just working on things that I need to improve on,” Potvin said
That makes me play a little easier and gets me to feel the ball a little better.”
Potvin recruited some friends to play this season and join him on the Hudson Falls boys tennis team
That has allowed the Tigers to fill out a lineup
which is composed of nine sophomores and one freshman
Russell gives Potvin a lot of credit for helping to build the Tigers tennis team up

“There were slim years to say the least with the tennis program here
we were going to start taking some good strides forward,” Russell said
“I do have to give him a lot of credit for putting a lot of this team together
They’re all athletes and they want to get better and they have shown that every single day
we want to be able to battle with the Glens Falls
Hopefully that gives them some fire to continue to work on their game.”
“I have recruited a bunch of my friends to come out and play and they have really enjoyed it
I love for people to be able to experience that.”

Potvin said he considers his backhand to be the strongest asset of his game
“I would say my backhand is just very consistent,” he said
“It’s my most powerful and what I am most comfortable hitting in my matches.”
“His all-around game -- he can hit pretty much any shot that he needs to hit,” Russell said
we talk a lot about improving at getting to the net
His play at net and his confidence has grown from year to year
He really is a complete all-around player.”

For Potvin to continue to advance this season
make a run at a sectional championship and an appearance at states
he wants to continue to work in the following weeks
“This year I want to make a longer sectional run
I want to get some titles for our school and get tennis more known in the Hudson Falls community,” Potvin said
“It’s going to take a lot of extra practice in the coming weeks
I need to play more and get my confidence up
I need to mentally prepare myself for it.”
“He doesn’t have many weaknesses so it is hard to fine-tune that,” Russell said
but we hope to schedule him some Suburban (Council) schools
In order to get to that next level he needs to play the top players in the Capital Region.”
Sales tax collection sees a dip for the first quarter
WARREN COUNTY – The state’s regular collection of sales tax data showed a slight decline of -1.6% for Warren County for the first quarter
when compared with 2024 data for the same time period
Warren County was among the 10 counties in the state that saw a decline
but overall New York saw an increase of 3.2%
this marked the second straight year that first quarter growth for the state was below the pre-pandemic average of 3.5%
While the county as a whole dipped slightly
the City of Glens Falls showed a marginal increase of 0.9% year over year
which amounted to the collection of about $1.21 million in sales tax in the first quarter
with an increase of 3% in sales tax collection for the first quarter
Saratoga County saw a tiny increase as well
but the City of Saratoga Springs increased by 4.9%
Despite mostly positive sales tax collection rates for the first quarter
DiNapoli warned that the numbers may continue to decline
“Local sales tax collections grew in the first quarter compared to last year
but this growth could be threatened by economic disruptions and uncertainty,” DiNapoli said
“I encourage local officials to take advantage of the financial tools and guidance my office offers to help shore up their finances and build resilience against the challenging headwinds we face.”
most of the gains were made in January and then began to decline in February
Warren County had a collection rate of 6.6%
Saratoga County had a rate of 7.1% and Washington County had a healthy rate of 19.1%
sales tax collection dropped significantly

Trooper Flynn has been a member of the State Police for more than 5 years and is assigned to the Troop G Community Stabilization Unit (CSU).

Cassell III has been arrested on the below charges as a result of the investigation into the officer-involved shooting on April 23
and additional charges are possible.
Cassell was released from the Albany Medical Center yesterday evening and transported to SP Wilton for processing
He was then arraigned at the Moreau Town Court and remanded to the Saratoga County Correctional Facility without bail
The vehicle's passenger was identified as Anthony J
While in custody for questioning related to this incident, Lebrun was found to possess a controlled substance
He was charged with Criminal Possession of a Controlled Substance in the seventh degree and processed at SP Queensbury. Lebrun was issued an appearance ticket returnable to the Moreau Town Court on May 21
The Trooper involved is currently on a voluntary leave
The New York State Police is currently investigating an officer-involved shooting that occurred in the vicinity of State Route 9 and Catherine Street in South Glens Falls
Troopers assigned to the Troop G Community Stabilization Unit were attempting to locate a Billy Cassell III
NY due to an active arrest warrant issued out of Washington County
Troopers located Cassell operating a vehicle in the area of State Route 9 in South Glens Falls
and a pursuit was initiated which ended when the vehicle crashed into a home at the intersection of State Route 9 and Catherine Street
Cassell exited the vehicle and fled on foot with what has been determined to be a loaded Mossberg 12-gauge shotgun
after a brief foot pursuit Cassell was located attempting to conceal himself in front of a residence
Troopers instructed him multiple times to drop the firearm
He did not follow the Troopers commands and raised the firearm towards the Troopers at which time a Trooper fired his department issue firearm striking Cassell in the right shoulder. Trooper immediately provided medical aid until EMS arrived and transported him to Albany Medical Center where Cassell is currently listed in stable condition.
a passenger in the vehicle also fled on foot
an Officer from the South Glens Falls Police Department located the passenger of the vehicle on Jackson Avenue and took him into custody without incident

State Route 9 (Saratoga Road) remains closed between Marion Avenue and Jackson Avenue
The closure is expected to continue into the late evening.

A man was shot by police after a vehicle pursuit ended in a crash and standoff in South Glens Falls on Tuesday afternoon
Troopers were attempting to locate Billy Caselle III
due to an active arrest warrant out of Washington County
said Major Christopher Gilroy of the New York State Police
troopers found Caselle driving on State Route 9
ending when Caselle's vehicle crashed into a home at the intersection of Route 9 and Catherine Street
Caselle exited the vehicle and fled on foot with a loaded 12-gauge shotgun
he was found attempting to conceal himself in front of a residence
Troopers immediately provided medical aid until EMS arrived and transported Caselle to Albany Medical Center
The trooper involved is on voluntary leave
A passenger in Caselle's vehicle also fled the scene
an officer from the South Glens Falls Police Department located the passenger on Jackson Avenue and took him into custody without incident

A State Police trooper shot a 43-year-old Washington County man after investigators said fled from a traffic stop and pointed a rifle at them
Christopher Gilroy said the incident started at around 12:13 p.m
when police attempted to pull over Billy Cassell III
He had an active arrest warrant out of the Washington County Sheriff’s Office on a criminal contempt charge
which ended when the vehicle crashed into a home at the intersection of State Route 9 and Catherine Street,” Gilroy said
Cassell then got out of the vehicle with a loaded 12-gauge shotgun
and Cassell attempted to conceal himself in front of a residence
“Troopers instructed him multiple times to drop the firearm
He did not follow the troopers’ commands and raised the firearm toward the troopers
at which time a trooper fired his department-issued firearm
Cassell in the right shoulder,” Gilroy said
Cassell was taken to Albany Medical Center
but was arrested by the South Glens Falls Police Department on Jackson Avenue without incident just after 12:30 p.m.
Cassell is currently under the supervision of New York State Parole
He has been arrested at least twice before
Public records show that he was arrested in February 2023 for allegedly violating an order of protection

he and another person climbed into a bin in Moreau in an effort to steal donated bottles and cans and redeem them

Thomas J. Howard, 62, is accused of waving a chainsaw in the area during a protest held Saturday in the area of Bay Street and Glen Street

A forensic autopsy on McFarren done the following day determined that the cause of death was fire-related
police said in a news release identifying McFarren last Friday
Police said the circumstances of her death remain under investigation
said in a statement that it was possible McFarren was using the bin for shelter "on a cold and rainy night." It remains unclear how or when the fire started
In the news release announcing McFarren’s death
city police referred to two 911 calls they received Wednesday night hours before the burning bin was discovered
The department said the calls were made around 9:30 p.m
The department has not said what information was relayed in those calls or how they may have related to McFarren’s death
An online obituary stated that McFarren was born on June 15
in Bennington and was a “vibrant and spirited individual who lived life with a joy and energy that touched everyone she met.”
McFarren is survived by her mother and three children
She also leaves behind three grandchildren

Glens Falls Mayor Bill Collins has suggested that McFarren made her way to the clothing bin in a parking lot off Hudson Avenue in a desperate search for shelter

GLENS FALLS—Southern Adirondack Independent Living sent a letter to the City of Glens Falls last week
expressing concerns about snow removal in the city and its impact on people with disabilities in the region
they said that they have received numerous concerns from community members who are struggling to navigate sidewalks
and curb cuts due to businesses and property owners failing to clear snow and ice properly
it creates hazardous conditions that disproportionately affect people with disabilities
and others who rely on accessible walkways,” the letter stated
“If a business can open its doors to customers
it should also be required to maintain a safe and navigable sidewalk.”
This letter came after some particularly intense bouts of snow and ice accumulation the previous week
“Every year we receive phone calls from individuals saying that the sidewalks or the streets under their house aren’t accessible,” said Tyler Whitney
“If you think about an individual who needs to get to work in the city of Glens Falls
someone who’s utilizing crutches for a broken ankle
having to go over those big ice chunks that are stuck to the ground or impassable snow mounds
creates certainly a safety hazard,” Whitney said
it creates an inability for that individual to live
snow must be shoveled within five hours of a snow event
then home and business owners have five hours from 7 a.m
the following morning to clear up the sidewalks
code enforcement officer at the Department of Buildings and Code
said that their team often makes the rounds to ensure that people are following the code
“ensuring that the areas with the most concentrations of pedestrians are the safest.”
“which is just a statement saying what the city code is
and that we’ll be back in 24 hours to do a re-inspection
then we issue the formal violation,” Cancilliere said
For homeowners who may have health or mobility concerns and are unable to clear their sidewalks
Cancilliere refers them to the Department of Public Works
which has programs to support such individuals or refer them to services
is making sure that the effort and the attempt is there
because there’s plenty of properties in the city that have done nothing
whether they’re vacant homes or absentee landlords or whatever it may be
there’s definitely enough out there and so that that’s definitely the focus
is making sure that that good faith effort is put in
and the homeowner is doing whatever they can to remediate the dangerous condition,” he said
and townships can do more to remediate the situation
“I think that we’re looking for enforcement of regulations and for municipalities
to go back to the drawing board and take a look at ways that we can improve this for our residents and our citizens,” Whitney said
“Access to sidewalks and curb cuts isn’t a privilege
And all individuals should have access to those access points
that poses a really serious safety hazard for our residents and our community members.”

he said that the city is trying to work with home and business owners to ensure compliance
“It is the responsibility of the homeowner and the business owner to clear their sidewalks
and we need to work with these people as best we can
And we don’t do it just for folks with disabilities
We do it for all folks so we can walk safely down our streets,” Collins said
“And 96% of the people that we handed out violations responded and cleared their sidewalk and that was a great day
“And so that’s enforcement enough,” he said
“This isn’t something that needs stricter enforcement
We just need to enforce it as best we can and continue to follow up.”
The city has also made an effort to ensure all new sidewalks are accessible
“Any public safety issue where sidewalks or streets are impassable or more dangerous might have a greater effect on people with disabilities,” he said
We do everything we can to comply with the ADA compliance laws
Cancilliere and Collins both reiterated that individuals could reach out to the buildings and codes office to inform them of any violations to be looked into
The letter from SAIL isn’t an effort to put any township or city or municipality on blast
just asking our leadership in these cities
to be able to access independent living philosophy
to live in apartments in the city of Glens Falls or Saratoga
and be able to live there independently and not have to look at a nursing home,” Whitney said
