Officials have released the identity of victim that was found deceased after officers responded to a welfare check on E Ash Street Wednesday morning. The victim was identified as 27-year-old Richard Jamal Starke of Goldsboro. As of now, no foul play is indicated. This investigation remains ongoing. Officers with the Goldsboro Police Department responded to a report of a welfare check on E Ash Street on Wednesday April 8, around 10:30 a.m. When officers arrived with Wayne County EMS, they located an unresponsive individual lying in a field behind several businesses. EMS personnel on the scene pronounced the person deceased, per a release. The Goldsboro Police Department’s Investigative Services Bureau and Crime Scene Unit responded to the scene and initiated an investigation. The identity of the deceased is unknown at this time, and the investigation is ongoing, authorities say.
