KANSAS CITY, Mo. — A marijuana deal gone awry in a Grain Valley Dollar General parking lot led to a shooting Monday evening
is charged with first-degree assault and armed criminal action in connection with the incident
Grain Valley police were called to the Dollar General at 1701 NE Main St
they learned the victim had left the scene and was in a nearby neighborhood
Once police made contact with the victim at the new location
officers noted “severe trauma around the victim’s face” due to a gunshot wound
The victim was transported to an area hospital for treatment
Officers also noted the victim’s vehicle had a broken rear window and flat tires
Witnesses told police they saw the vehicle leave the parking lot
Police were also shown video and photos from the incident by witnesses
The images showed three males standing on the driver’s side of a vehicle
Witnesses also told police they saw the three flee to a street adjacent to the Dollar General
officers located a vehicle in a driveway with a bullet hole in the passenger rear door
While they later learned the vehicle was not connected to the incident
the vehicle and witness statements led Grain Valley officers and SWAT personnel from the Jackson County Sheriff’s Office to create a perimeter and contact the occupants who exited the residence
Court documents stated two witnesses and Hunley were transported to the Grain Valley Police Department for a 24-hour hold
The first witness recalled he was with Hunely to buy marijuana from the victim
He said Hunley was angry with the victim when he didn’t show the marijuana before the exchange
the witness told officers Hunley tried to grab the marijuana and the victim began to flee before gunshots were fired
He then fled on foot with Hunley to the nearby residence
the witness said Hunley told him he was going to change to hide the gun and his clothes somewhere in his bedroom
The second witness corroborated the statement provided by the first witness
one difference was that the second witness said he was already heading back to the residence on foot when he heard gunshots
which prompted him to believe “the marijuana transaction did not go well.”
He said the other two arrived at the home “just minutes” after he heard the gunshots
Based on the witness tip Hunley hid his clothes and the gun
The same clothes he was wearing at the time of the crime and the gun were recovered
The bullets inside the gun also matched the rounds located at Dollar General
Hunley is being held in the Jackson County Detention Center on a $100,000 cash-only bond
He is set to make his first appearance in court Wednesday afternoon

police said the department executed a search warrant on a residence related to the incident as work continues with the Jackson County Prosecutor's Office to "finalize charges."
Investigators believe some of the individuals involved are not permanent residents of Grain Valley
"This case moved as efficiently as it did because of our residents — neighbors who looked out for each other and made the choice to speak up," police said on social media

Grain Valley Police Chief Ed Turner said the shooting happened just after 6 p.m
The person who turned out to be the shooting victim made it to a residence and called the police
He was taken to a hospital and is in stable condition
Law officers arrested a person of interest and several others at a second house in Grain Valley
Police are investigating what led to the shooting
Grain Valley voters will be asked to approve a new community center and city hall

The current facilities were built in the early 2000s
city administrator Ken Murphy said the city’s population has tripled to nearly 17,000 people — projecting it to reach 36,000 in the next 25 years
Murphy said growth is one reason why the city feels a new
If voters approve the bond issue, the new community center and city hallwould be built on city-owned land at the northwest corner of Buckner Tarsney and Sni-A-Bar Roads
The city held a citizen focus group ahead of the project planning to decide what is needed
The community center would include a larger gymnasium space
and increase the amount of courts available
a child care center and larger meeting spaces
“One of the biggest things with this is we're not really pushing this as a recreation center
So it's not something to where it's just sports related
they're coming here because it's a community spot,” said Shannon Davies
One feature not included in this bond issue is a new aquatic center
Murphy said the citizens’ focus group said that it is a needed feature
but the city decided to hold off for now due to cost and to see how Blue Springs’ new pool does
“Just the idea was we were not going to ask for an increase to the levy
so working within the amount that we could do without increasing that Levy
Murphy said the city’s Board of Aldermen previously directed staff and a design group to look at renovating city hall after the police department moved out
it was ultimately decided it would not be doable within a reasonable cost
that were more focused towards the police department
that there's not a need for with city staff
there's square footage that's just not usable
We have two of everything to run each half of the building,” said Murphy
This is the city’s second attempt. The first was in April 2020 for $23.5M in bonds to build a complex that would house a city hall, police building, municipal court and community center. Voters denied with a 64% no vote. Since then, the city has built a new police building.

After the district used its allotted five Alternative Method of Instruction (AMI) days
it had to either use days originally given off to students or tack extra days on to the end of the year
The district sent families a survey asking what day(s) they would prefer to give up: Presidents Day
Easter break or add days on after Memorial Day weekend
“They've had a couple of days off here to where they should be fine going on that Monday
I don't have a problem with it,” Hughes said
Angela Osterle and her family voted for the end of the school year
Her family is new to the district from Texas and said staying later doesn’t bother her
after the end of school because they're in school for a certain number of days
and the school district approved this well beforehand
I would rather have the kids go into the summertime to makeup school days."
Osterle also doesn’t agree with how the district decides what qualifies to cancel school
She said she kept her children home one day because she felt temperatures were too cold for them to wait for a bus
While Osterle and Hughes voted differently on the survey
they both agreed they liked the district seeking more input from families
“I think it's great to get your parents of the district's input on what to do with them if we have an issue of going one day or another," Hughes said
Osterle said she liked that the survey showed the district where parents stand
Grain Valley School District officials declined an interview for this story. However, the district previously told KSHB 41 News other makeup snow days would first be April 18 and 21

(KCTV) - Police in Grain Valley responded to calls of a middle schooler struck by a car early this morning around 7:30 a.m
The driver is said to have veered off the road near NW Phelps and Woodbury Drives
striking the student waiting for their school bus
The victim is said to be stable and talking with doctors
Neighbors told KCTV5 they saw the car speeding down Woodbury
veered off the road and hit a mailbox which then collided with the student
“Her shoes were up here by my driveway; I saw on her stomach she had scratches on her stomach as well
“There’s a lot of cars that speed down this street
I’m not really surprised because the mailbox around the corner has been hit multiple times too.”
There is no report of the driver being injured
That driver did stop and is cooperating with the police
a vehicle left the roadway and struck a juvenile..

— A man is accused of assault and leaving the scene of an accident after hitting a juvenile male with his SUV in a Blue Springs Walmart parking lot and driving away
at his home when police and a tow company came to the house to tow Watson's SUV
The alleged incident happened about 1:30 p.m
on January 18th when two witnesses told police they saw the driver of the SUV honk at the victim and the driver accelerated before hitting the juvenile
Surveillance video shows the victim flying off the hood of the SUV
rolling over the top of his head and causing his shoes to fall off
Police found the victim sitting inside the lawn and garden doors at the Walmart
He had blood on his hands and asked for an ambulance
The court document states in 2017 that Watson was a suspect in a road rage incident where he struck a motorcycle and left the scene
The victim declined to cooperate with police after being compensated for damages
Watson also was allegedly involved in a road rage incident in 2022 in Leavenworth that ended in a physical altercation
— Grain Valley police report a juvenile was struck by a vehicle Tuesday morning east of Buckner Tarsney Road north of Interstate 70
The city confirmed the incident was at a North Middle School bus stop at the corner of NW Phelps Drive and Woodbury Road
In a social media post
police said the driver of a vehicle lost control and left the roadway
Witnesses said a middle schooler was then struck by a mailbox that was hit by the vehicle
"I was really shocked," said Zane Williams
was walking her dog when she saw the accident
"She did not know what day of the week it was
and she didn't know what really actually happened to her," Carter said of the interaction she had with the victim after the collision
"But she was able to finally speak out her name."
The city said the juvenile was transported to an area hospital for treatment and is in stable condition
"We are working closely with the Grain Valley School District to investigate the accident
and taking care of our students who may have found themselves navigating their emotions," police shared in the social media post
Police said the driver remained on the scene and is cooperating with the investigation
"That motorist is working with the police department because it was an accident
so they're cooperating with us," said Grain Valley Chief of Police Ed Turner
The city said a school bus was not present at the time of the crash
— An 18-year-old from Grain Valley is facing felony charges for allegedly bringing a loaded weapon onto Grain Valley High School grounds last week
Bergeron faces one count of unlawful use of a weapon on a school premises
Court documents filed in the case revealed that around 9 a.m
someone notified the school resource officer of an opened door of a car in the parking lot and the smell of marijuana coming from the car
The school resource officer found the car and called Bergeron down
A school official searched the car while the SRO kept track of Bergeron
Authorities recovered a bag of marijuana and a Glock 9mm handgun in the car
Bergeron allegedly told police detectives following his arrest that he had recently received the gun as a birthday present
He also allegedly said the marijuana belonged to him and that he planned to divide it up and sell it
Bergeron remained in custody over the weekend on a $20,000 bond
He’s slated to make his initial appearance in court on Monday

The Good People Cafe in Grain Valley opened in May with a mission to employee people with disabilities and be a community hotspot
After facing the hardships of running a restaurant business
The nonprofit restaurant posted on its Facebook page Thursday announcing its last day will be September 15

the cafe announced it would be temporarily closing
Pastor Mike Cassidy said they needed to fundraise to reopen
reevaluate their business model and hire a new manager
"So we knew going in it was going to be be tough
I think even more in this time that we are so isolated as a people
and then to have a community that was already isolated
It's even more so," said Cassidy back in July
business still didn't increase enough to stay afloat
That has prompted the cafe to close after the weekend

But we also get a lot of other things from a job: value
Those are a lot of things that I think people don't realize come with working with employment
Those are all things that a lot of this community is missing out on
The cafe posted a reminder that this closure does not reflect the quality and ability of their staff

a Grain Valley alderman is taking the legal route
has drafted an anti-bullying ordinance he said would give parents an extra tool
the only legal outlet that a parent would have to pursue their child's bully would be a harassment charge
That comes with penalties that I don't think really fit,” Bray said
Bray’s proposed ordinance is not official city business yet because he says it is still in review
he did provide a draft copy to KSHB 41 News
The ordinance defines bullying as “any severe or pervasive physical or verbal act or conduct
including communications made in writing or electronically
that is directed toward a minor that can be reasonably predicted to cause fear of harm
or substantial disruption in the minor’s ability to participate in school or community activities.”
The ordinance goes on to list places it would cover where bullying could occur:
The first would be on the minor’s parent or legal guardian
If the minor makes another offense within 90 days of the warning
The ordinance reads that parents then would have to meet with the city to create a plan to prevent further bullying
and more than two offenses could be up to $500
The court could also require parents to go to educational programming or counseling to prevent bullying behaviors
The second enforcement would be for violating minors
The ordinance would require participation in community service
counseling or education programs assigned by the court
Bray wrote an exemption into the ordinance
Minors who are already under the care of a licensed mental health professional for behavioral issues or bullying would not be required to do court-ordered programs
their doctor would create a plan and provide that to the city
Mykael Winfrey wrote a public letter of support for the ordinance in the Grain Valley News
Winfrey said she experienced bullying when she was in school and is now seeing her teenager deal with it
"Everyone has access to talk to everybody immediately
So that was one of the stimulants of me kind of pushing for this
and our family has dealt with it quite a bit,” Winfrey said
I want to see not only my daughter do better but all of the students
The ordinance has not yet gone through the official process to be considered by the Board of Alderman; therefore
it has not been discussed at an open meeting

(KCTV) - Police announced Saturday evening they were looking for a third suspect in connection with a burglary
The Grain Valley Police Department indicated that two suspects were already in custody after they were involved in a burglary in the city of Buckner
The at-large suspect was last seen near the StorageMart on Jefferson Street in Grain Valley
and he was wearing a white shirt and black pants at the time
Anyone with information has been asked to call 911 immediately

the City of Grain Valley has taken a new approach to attracting business
It held open houses of available retail space during its First Fridays each month
Mayor Michael Todd said the city has focused on development at the Interstate 70 interchange
but wants to start growing out of the middle
"The downtown is pretty much the heart of the town
so we've done a lot of work around the I-70 interchange in getting businesses there; they're starting to fill up," Todd said
"So we want to start concentrating on the downtown because it's the heart of the city and bringing these buildings back up to life."
Todd said to expect some facelifts as well — there is a facade improvement plan in the works
Storefronts can be redone with matching grant money
He said with the city population around 17,000 and growing
the small downtown should become more of a destination
Scout Coffee has called the corner of Main Street and Walnut Street home

A public records request revealed Grain Valley officers have listed Flock or LPR cameras in almost 60 case reports thus far

“The Flock system was used in helping Kansas City with a homicide that had just occurred
and they put out the information over the radio to outside agencies," said Lt

We were able to search that vehicle description and locate it here in Blue Springs.”
The two departments are not comparable in size but are in location
these two departments can work together on cases thanks in part to the connection between Flock
Departments can also see how often officers are searching and using Flock

Both departments said they have future plans of expanding their camera usage and reach. Blue Springs also uses Flock's live 911 call system
Grain Valley originally purchased its LPRs with American Rescue Plan Act funds and will now factor them into future budgets

Flock is not just available to law enforcement; homeowners associations and businesses can also purchase a subscription
Both BSPD and GVPD said they are working to educate their community partners on this camera system as an available tool but are not actively pushing them to purchase
