FILE - Vehicles and pedestrians make their way down Fifth Avenue in New York
NEW YORK (AP) — Manhattan’s famed luxury store row Fifth Avenue is in line for a major makeover
New York City officials unveiled a plan this week to transform a central portion of the thoroughfare between Bryant Park and Central Park into a more pedestrian-centered boulevard
They propose doubling the size of sidewalks
as well as adding seating areas and hundreds of trees and planters
The vision is to emulate iconic strolling and shopping boulevards such as the Champs-Élysées in Paris
“As we celebrate the 200th anniversary of one of the most famous streets in the world
New Yorkers can look forward to a brand-new Fifth Avenue that will return the street to its former glory as a pedestrian boulevard,” Madelyn Wils
interim president of the Fifth Avenue Association
which runs the local business improvement district
“Reversing the century-old trend of putting cars first
this visionary design will transform our overcrowded avenue into a spacious and green corridor for shoppers and workers
The plan would cost more than $350 million and be paid through a mix of public and private financing
according to Mayor Eric Adams’ administration and the Future of Fifth Partnership
Officials said the project represents the avenue’s first major redesign and could pay for itself in less than five years through increased property and sales tax revenue
But some transit advocates have voiced concerns
saying the plan does not give enough consideration to the needs of the public bus system or the city’s many cyclists
A public meeting will be held later this month on the plan
Officials say Fifth Avenue is roughly 100 feet wide
even though pedestrians make up 70% of all traffic on the corridor
Some 5,500 pedestrians traverse its blocks on average each hour
a number that swells to 23,000 people an hour during the holidays
“People across the globe identify Fifth Avenue as a premier destination for strolling and shopping,” Meera Joshi
“But its larger-than-life reputation means that its sidewalks have reached their capacity
hosting more people per hour in peak seasons than Madison Square Garden.”
The Fifth Avenue plan was among other ambitious plans for roadways city officials revealed this week
They also proposed capping stretches of the Cross Bronx Expressway
a major highway that cuts through the borough of the Bronx
City officials said the proposals would build parks and greenspaces atop the covered highway
helping restore urban neighborhoods hollowed out by the expansion of the national highway system and the development of suburbs
“This is a historic opportunity to right the wrongs of the past and reconnect communities once again,” Joshi said

A recently redone section of road in downtown Kansas City
led to a handful of drivers walking away with tickets
“It’s very unfair,” said KC resident Rachel Grgurich
When the city reopened Grand Boulevard with changes to the location of the bike and parking lanes
“I think that it’s important for there to be some grace,” Grgurich said
“Especially when new things are implemented.”
Grgurich reached out to KSHB 41 about the issue after she tried to appeal her ticket and was denied
After KSHB's Abby Dodge asked the city about the situation
Kansas City said it’s now focused on educating drivers about the change
The city called the situation a “coordination issue,” adding it did not intend to issue tickets so soon
the city canceled Grgurich’s ticket and close to a dozen others
“I’m actually kind of surprised that it was,” she said
“But grateful that you guys got involved and we were able to get it canceled.”
The city plans to start ticketing again in the coming weeks

one-way streets could see an overhaul in the hopes of making the streets more pedestrian- and business-friendly
In a presentation to the City Council on Tuesday, staff members from the council and Transportation Division presented the Grand Boulevards Concept Development Project — a long-simmering concept to change 500 South and 600 South between Interstate 15 and 700 East
The goal of the project is to try and walk the fine line between keeping up the current vehicle flow and also increasing pedestrian
biking and other modal options for the streets
Keegan Galloro, a transportation planner for Salt Lake City, acknowledged that any changes to 500 and 600 South would have to run through the Utah Department of Transportation, which is a byproduct of Senate Bill 195.
UDOT already owns the sections of 500 South and 600 South between State Street and I-15
SB 195 also stripped Salt Lake City of its ability to plan the portions of many streets around Downtown and beyond
including 500 South and 600 South east of State
redevelopment is reshaping the landscape around this area and around these corridors,” Galloro said
“It’s moving from more of an auto-centric
The Tuesday update was the latest in a long-simmering concept of making two key entrances and exits to and from Downtown Salt Lake City better looking and more welcoming for people who aren’t in cars
There was no discussion about previous or ongoing efforts to reconfigure the rows of large billboards that line both 500 South and 600 South
indicating recent efforts to tame the billboards’ visual impact along the corridors is on the shelf for now
Some members acknowledged the need for enabling different modes of transportation
but said cars need to get in and out of Salt Lake City.
Councilmember Dan Dugan said he likes the idea of Grand Boulevards going in and out of the city
but worried that activating the streets would be difficult as long as each are one-way.
“I’ve always thought about the idea of making those streets
“So you just slow down some different things
and you can actually make it more livable as a walkable street.”
Galloro said making the streets two-ways is
“something that’s definitely on the table
and it’s something that we’re looking at.”
A number of Downtown businesses oppose any plans to slow down traffic or change how roads are currently used
She asked city transportation staff how they could find balance in the project.
“We really do need to make sure that we’re addressing the needs of all users
and that does include people who drive,” said Jon Larsen
Salt Lake City’s Transportation Division Director
and our transportation system becomes more and more multimodal
I do think it’s important that we do that in a way that still leaves driving as a convenient option for many people who come to Salt Lake City.”
who represents Rose Park and parts of Fairpark
driving across town has become more of a challenge
She said more and more streets that run from East to West are either clogged with construction
have been narrowed down to one or two lanes or are too congested to use regularly.
is there one time where we’re not going to penalize people who have been conditioned into actually needing a car
by virtue of not earning enough to have disposable hours in their day?” Petro asked.
She told city staff she regularly has to drive through Salt Lake City during peak hours to drop off or pick up her kids from school
and she often takes 500 and 600 South because those are the quickest options.
“You take our west side kids and send them to East High School
you send them to Highland (High School),” Petro said
“We have to cross the city in record time to not only pick them up when they’re sick
There has to be at some point a consideration for what we’ve inherited through the legacy of the car
and not harming the people who are still dependent on it.”
Larsen said he’s heard from other west side residents with the same concern
He said understands using transit might not be the best option for everybody
“The last thing you want is for people to feel like they’re being punished for driving when they’re just trying to go about their day.”
and I really do believe that there’s enough space in the right of way to be able to meet our multimodal needs
while still keeping cars flowing,” Larsen said
but we’ll still be moving the same number of cars.”
said it’s still very early in the process of creating a plan for the two streets
and the council’s feedback will be considered in future concepts.
Galloro said the longest phase of the planning project will be for public engagement
He said a plan for the area could be finalized before the end of the year
as the city has had to shift its timeline in response to SB 195.

Redeveloping commercial corridors into mixed-use urban places could solve the housing crisis
“As of right” zoning was adopted for 8 million housing units—two million “market feasible”—on thoroughfares lined with retail
the “grand boulevard” strategy could be implemented with a basic form-based code with zero parking requirements
A 15 percent inclusionary zoning requirement would create 300,000 affordable housing units in the Golden State
Those are numbers sufficient to eliminate the housing deficit there
The “grand boulevard” strategy is at the heart of California’s AB 2011
Grand boulevards could be adopted anywhere in the US
and could meet the housing shortage of between 5.5 million and 6.8 million units
His analysis focused largely on the Golden State
which has the second most expensive housing behind Hawaii
but it has 28 times the island state's population
single-family housing production collapsed in California and has yet to recover
“Subdivision and single family is dead,” he says
According to research from Minneapolis, Minnesota, grand boulevards compare favorably to missing middle housing, Calthorpe told CNU. Minneapolis 2040 land use reforms
apply to missing middle housing and commercial corridors
A Pew analysis shows that the reforms were effective—housing production rose 12 percent in Minneapolis while rents rose only 1 percent
Yet 87 percent of Minneapolis’s housing production was in 20-plus unit projects (commercial corridors and TOD)
while only 1 percent was in the 2-4 units range
“Almost zero of these (missing middle) units have been built,” Calthorpe argues
He calls missing middle a “beautiful idea” that works well for new housing developments but argues that it is not scalable for redeveloping single-family lots
Calthorpe analyzed a 43-mile commercial corridor between San Francisco and San Jose
Reimagining this as a grand boulevard allows 3,500 acres of infill development
with up to 250,000 dwelling units—some with ground-floor commercial space
he analyzed 700 miles of commercial corridors in the Bay Area
and they could accommodate up to 1,370,000 new infill housing units on 15,400 acres up-zoned to mixed-use
Transit service would be greatly expanded if larger corridors were served with buses
and household transportation costs could be substantially reduced
includes the following form-based standards:
Grand boulevards do not impact office and industrial parks
which he calls “the economic engine that you don’t have to touch and don’t want to touch.” He also acknowledges that housing design along commercial corridors leaves much to be desired
but we are not going to be the architecture police for this country,” he says
the full vision requires a rethinking of the streetscape
Street transformation and transit could follow after the “ribbons of density” are built
Grand boulevards place housing near businesses and solve shelter problems for those who need it most

I met Artistic and Kingdom Rock around 1993 at a Chi-ROCK Nation meeting I stumbled upon while walking through Hyde Park
if you were hip-hop there were only a few dress codes that would alert others—baggy clothes

as you were likely buying the same magazines and listening to the same music
the “Terrordome” (actually the Iowa Building across the street from the Museum of Science and Industry)
and anticipate my involvement as I got to know more people in the scene
People from all over the city would come there to network
and it came as no surprise to me that Artistic
and Brian Gorman would start a Chicago hip-hop-focused museum
because they and their respective crews taught me so much about what hip-hop was before I was of age to experience the scene
The first time I visited The Chicago Hip Hop Heritage Museum I was struck
Their inaugural installation focused on the start of the hip-hop scene locally
and a memorial wall for all of our fallen brothers and sisters from the scene
It also includes podcast studios and a room dedicated to Chicago’s rap scene
I even saw myself and my crew from the ’90s
I came back soon after to donate stage props from The Nacrobats’ twenty-seventh-anniversary show (2020) and a few CDs
The museum is always looking for items to display that tell our stories
“Come see yourself on the walls” is something we all say when telling others that they need to visit and take it all in.
I held my listening party for my album “Mookie on The Southside” there

Big changes are coming to make Grand Boulevard safer for cyclists and pedestrians
On Tuesday, the city unveiled plans for a redesign of Grand Boulevard, which advocacy group Trailnet has identified as one of the most dangerous streets in St
Louis for pedestrians in the past several years.
succinct guide to local news from award-winning journalists Sarah Fenske and Ryan Krull
Although virtually the entire stretch of Grand will be getting resurfaced
what the redesign will look like depends in large part on what part of the city you’re in
program manager for the city’s Planning and Urban Design Agency
says that in general the stretches of thoroughfare with greater traffic volume were less flexible to change.
the redesign includes new bike lanes that will be separated from moving vehicles by parking lanes as well as what Ogilvie calls a “low vertical element,” sort of like bollards
crosswalks along Grand will be shortened via bump-outs
New roundabouts and other traffic-calming features are intended to reduce racing
reckless passing and other dangerous driving practices
The proposed redesign also calls for a bike lane along the eastern edge of Tower Grove Park
praised many aspects of the proposed redesign
in particular the north city bike lanes.
But Mense notes that one stretch of South Grand relatively unchanged by the new proposal is the South Grand Business District.
“The most negative thing I can say about [the proposed redesign of] Grand
as you head into the South Grand Business District
there needs to be more,” Mense says.
home to restaurants including Steve’s Hot Dogs
saw a spate of pedestrian deaths as a result of car collisions
leading activists to mount “complimentary helmets” along with signage to suggest people ought to wear one before crossing the street.
“They could negotiate removing some of that parking,” says Mense
referring to the street parking in the business district; its removal could free up space for cyclists and cars to better adjust to the bike lane coming to an end at Arsenal.
Ward 1 Alderwoman Anne Schweitzer struck a similar note
“There’s a lot of improvement here
and I think there will be more.” She says that the protected bike lanes on North Grand are great
which includes Carondelet Park and Holly Hills
Grand isn’t the only major north-south boulevard with big changes in store
The city unveiled plans for Kingshighway last month
A stretch of Kinghighway will also be getting a bike lane south of Nottingham Avenue near Bevo Mill.
the city reduced the number of lanes on Kingshighway near Tower Grove Park from six lanes to four—a road diet aimed at slowing drivers and making things safer for everyone else
says the city is now seeking feedback on the Grand plan
Mary’s High School (4701 South Grand Boulevard).
“Previous public input has led to real changes in these designs,” Kerrigan says
“The plans are almost finalized to reduce Kingshighway from six to four lanes around Tower Grove Park
a change that was the direct result of public input
We’re excited to continue these sessions as we finalize the design plans to make these roadways safer for everyone.”
If you can’t make the meeting, there is an online survey here
The Bottom Line: In addition to Grand and Kingshighway
the city also plans improvements to Goodfellow and Union boulevards
Jefferson Avenue and a portion of South Broadway near 4th Street
$46 million of federal ARPA money has been dedicated to the projects
Construction is slated to begin next year.
“We’ve basically won the lottery with these ARPA funds,” Schweitzer says
this level of development would likely take decades rather than years.

KANSAS CITY, Mo. — Starting Monday, Jan. 20, phased construction will begin in the River Market area for the KC Streetcar Riverfront Extension
Grand Boulevard between 3rd and 2nd streets will close until April 30 so demolition
track and platform construction can be done
The work will allow for the new route to eventually connect to the downtown track
“This will be a wonderful way to connect Kansas City's River
connect better to the rest of the community by free public transit,” said KC Streetcar Authority spokesperson Donna Mandelbaum
streetcar service will be suspended for two weeks
RideKC buses will run the streetcar route during normal hours
Third Street between Grand and Walnut will also close
Construction will temporarily close the stop at 3rd and Grand
“The one benefit we have on the riverfront is we have less driveways and businesses than Main Street
so we're able to move a little quicker,” said Taylor Rippe
communications spokesperson for KC Streetcar Construction-Riverfront Extension
Businesses will remain open as well as access to City Market
One business impacted is Chinatown Food Market
It is located in the middle of the Grand Boulevard closure
and then we think it'll be bringing a lot of great changes and foot traffic
the Grand Boulevard/Berkeley Parkway bridge will close to complete the final phase of track work
