President Joe Biden joined union members at Ironworkers Local 5 in Upper Marlboro
where he signed an executive order that gives construction workers new protections for federally contracted projects
the executive order requires federal construction contracts worth more than $35 million to use project labor agreements
will affect an estimated 200,000 union workers in an industry that has taken severe economic hits due to the pandemic
Project labor agreements (PLA) are legal mechanisms by which the terms and conditions for workers on an individual project are determined
any contractor who is awarded a federal contract must co-sign the PLA with any union representing their labor force
“They ensure that major projects are handled by well-trained
avoiding disruptions and work stoppages that can cause expensive delays down the line.”
Biden spotted some ironworkers sitting in the rafters above him
he had witnessed other ironworkers taking their lunch on beams 12 stories above ground
You gotta not only have some brains but you have to be coordinated to be an ironworker.”
Biden was joined onstage by Vice-President Kamala Harris
Labor Secretary Martin Walsh and Energy Secretary Jennifer Granholm
“When the United States needs something to be built right
They are well-trained and well-prepared to get the big jobs done and to do them right
not to mention on time and on budget,” the vice president said during her remarks
In 2009, former President Barack Obama signed an executive order that encouraged federal agencies to require PLA’s on projects budgeted for more than $25 million
The new order from President Biden will make the use of PLA’s mandatory
members of Ironworkers Local 5 presented Biden with a large steel cast “46.” The president thanked the union members for the gift but said it was so heavy he may not be able to carry it back to the White House

Maryland facility for older adults displaced an entire building of 106 units
the last thing that anyone wants is an emergency that forces a home evacuation
that is exactly what happened to residents of the Largo Fellowship House in Upper Marlboro
The Fellowship House provides affordable housing and supportive services to older adults
a fire broke out displacing residents of 15 apartments
With the help of the local fire department
smoke and water damage required the electric service to be temporarily disconnected in the building
the entire building of 106 units was declared “uninhabitable,” and none of the residents were allowed back into their apartments
trained disaster response volunteers from the National Capital and Greater Chesapeake Region arrived on the scene and provided residents with food
water and emotional and mental health support
The respite allowed residents time to consider their housing options
all but 15 residents were able to go back to their units
and those residents who could not return to their apartments were especially vulnerable
and I appreciate the help they gave,” said one of the elderly residents
“The Red Cross called to check on me and made me feel they were thinking about me
It helped me to know that they care about me.”
Home fires are the most common disaster in this country
and our hearts go out to all those affected by these tragedies
there are steps you can take to reduce your risk of a home fire and to protect the lives of your loved ones
Working smoke alarms can cut the risk of dying in a home fire by half
Place smoke alarms on each level of your home
and inside and outside of bedrooms and sleeping areas
Change the batteries at least once a year
check the manufacturer’s date of your smoke alarms
they need to be replaced because the sensor becomes less sensitive over time
the National Capital and Greater Chesapeake volunteers installed over 3,800 smoke alarms
Have a fire safety escape plan and practice regularly
you may have as little as two minutes to escape
and call for help.” Never go back inside for people
Everyone in your home needs to know two ways to escape from each room in your home
Although high-rise apartment buildings and condominiums are more likely to have sprinklers and fire alarms
it’s still critical to have a fire escape plan and working smoke alarms in your unit
the American Red Cross launched the Home Fire Campaign with community partners to help prevent fire tragedies
The Red Cross of the National Capital and Greater Chesapeake Region responded to over 1,200 emergencies throughout the region last year
We also provided more than 2,300 families with financial assistance after a home fire
Red Cross volunteers are there to offer support

Katherine de Barros comes to the town with more than 26 years of law enforcement experience
She was sworn in by the town’s chief of police
Katherine de Barros becomes the Town of Upper Marlboro’s first female officer
UPPER MARLBORO — The Town of Upper Marlboro welcomed its first female officer
22 before the Board of Town Commissioners meeting
“I have always loved being a police officer
and I am eager to bring my knowledge and expertise to the Town of Upper Marlboro,” de Barros said
De Barros began her law enforcement career with the Washington Metropolitan Police Department and then joined the Prince George’s County Police Department (PGPD)
de Barros received several commendations for her work as a patrol officer
and she received her rank of corporal within the county police force
“We are extremely pleased to have someone with Corporal de Barros’ expertise joining our police department,” Mayor Wanda Leonard said
“Her credentials and background speak for themselves
We are especially proud to point out that Corporal de Barros is the first female officer we have ever had in our town police department.”
de Barros has shown a dedication to the communities she has served and brings a commitment to community policing
which is a philosophy that places officers in areas where they can get to know the residents
Corporal de Barros has always been committed to the welfare of the community and was particularly dedicated to listening to and addressing the public safety concerns of the citizens of Prince George’s County,” Burse said
she also volunteered for different community events at local churches and schools
According to the U.S Department of Justice
community policing recognizes that the police cannot solve issues of public safety alone
with the trust and help of the community law enforcement
overcoming challenges becomes more possible
Community policing can help increase trust in the police by making officers more accessible and visible
Instead of only appearing when incidents or crimes have been committed
officers are seen interacting in positive ways within the community
or mentoring citizens within the community
“(de Barros has) enjoyed working with the citizens and believes that a police officer can be essential in gaining the trust of the community
which will help solve crimes and lead to resolutions to immediate community problems,” Burse said
“We are happy that she will bring that attitude and approach to our department.”
Upper Marlboro is only about 0.4 square miles and has a long history dating back to colonial times
much of the region around the incorporated Town of Upper Marlboro constitutes the Greater Upper Marlboro area
is about one-fifth of the geographical area of Prince George’s County
who serves the city of Upper Marlboro as a public information officer
said that the town does not see a whole lot of law enforcement activity related to crime
officers are often called on for traffic-related cases and routine policing
“There’s not a real serious crime problem within the town limits that the town’s police department has to deal with,” Feldmann said
When asked about the department’s hiring policies
Burse said that he does not know why it took Upper Marlboro so long to add a female officer to their police force
and one of the things I noticed by looking through somebody’s old papers and files was that there had never been a female officer working here,” Burse said
that’s a priority that we have both men and women serving within the police department because that’s our constituent
City and police officials agreed in saying de Barros will make a promising addition to the police force
She has training in areas like Community Oriented Policing
Conflict Resolution and Driving While Intoxicated (DWI) Detection and Standardized Field Sobriety Testing
She also has certifications in Crisis Intervention
and in the Multi-Jurisdictional Counter Drug Task Force
De Barros began her first full day of work as an Upper Marlboro police officer on Oct
working in law enforcement has never been just a job or a career,” de Barros said
and I look forward to making a positive difference in this community.”

2013 at 4:00 pm ET.css-79elbk{position:relative;}Grocery stores can be hard to come by in Prince George’s County—so difficult
that the USDA has determined several areas of the county are food deserts
An interactive map created by the Economic Research Service of the USDA
highlights areas of the county where citizens have low access to grocery stores or fresh food
Individuals in a food desert often live a significant distance away from fresh food sources and may not have access to vehicles
which could help them travel to grocery stores
The USDA identifies a significant distance as anywhere between a half mile or a mile for urban areas and 10 to 20 miles for rural areas
an economic development advisor to County Executive Rushern L
said that the Baker administration is committed to improving food access for all
especially along the Beltway and in Southern Prince George’s County
“Since day one of the Baker administration
we have a made a policy of addressing issues of fresh food
fruits and vegetables in all of our communities,” Iannucci said
The county is currently conducting a study
called the Food Systems Study for Prince George’s County
to identify neighborhoods that have poor access to grocery stores
This research includes distributing online surveys and following up with focus groups
the chief of county-wide planning for Prince George’s County
said that while he can not delineate the results yet
“What we are finding is certainly not inconsistent with what the USDA found,” Berlage said
Berlage said the abundance of big box stores
convenience shops at gas stations and fast food restaurants give consumers more food options
but healthy options are reduced because full-service grocery stores are leaving communities
there are people who have access to good healthy food the way they used to
and in some areas of the county the answer is that they don’t have access to healthy food,” he said
Berlage said that some of the solutions include introducing more full-service grocery stores
encouraging retailers to provide healthier options
organizing community gardens and furthering public education on healthy lifestyles
“The solution to the problem requires us to attack it on many different fronts,” Berlage said
Iannucci said that farmers markets can help eliminate food deserts
“I think they are a good part of the solution
but not the only solution because of their seasonality,” he said
“They help our farmers by giving them a greater market for their produce and citizens access to local food.”
Farmers markets in Southern Prince George’s County are taking steps to support low-income residents
The Suitland Farmers Market is partnering with Eat Fresh Maryland to establish the “Maryland Market Money” program
which will allow residents with federal nutrition benefits
such as SNAP (formerly food stamps) or WIC Fruit and Vegetable Check benefits
The market will use a wireless electronic benefit transfer machine to accept federal nutrition benefits and exchange them for matching Maryland Market Money vouchers
the farmers market will double the value of SNAP benefits when residents spend up to $10
If an individual with SNAP benefits plans to spend $10 at the market
he will receive $20 worth of vouchers for the market
Although the USDA designates College Park as a low access
the situation is not as dire as it appears
Approximately 80 percent of residents live in group quarters
The ERS does not count institutional cafeterias or retail food services
which are the primary food providers for students at the University of Maryland
University of Maryland students may make up most of the low-income population in the city
but they have greater access to fresh food
with a number of dining halls and farmers markets within walking distance
When it comes to determining that College Park is a low-income area
Stiefvater said that the USDA is likely taking student incomes into consideration
“It’s swayed a bit because there are a lot of students
and if you look at the income levels of those who reside in College Park for the majority of the year
He added that the student incomes do not fairly represent the income levels of permanent residents
“They do play a big role,” Stiefvater said
“I think that’s why we’re categorized as low income

(AP) — Lamar Jackson was solid in Baltimore's biggest game of the season so far
after one of the star quarterback's rare slip-ups
one of his teammates delivered the play of the day
Jackson threw three touchdown passes and Marlon Humphrey scored on a fourth-quarter interception return to help the Ravens pull even with Pittsburgh atop the AFC North with a 34-17 victory over the Steelers on Saturday
Pittsburgh (10-5) would have clinched the division with a victory
but now the teams are deadlocked after the Ravens (10-5) won for just the second time in the last 10 games in this series
and we just took care of business,” Humphrey said
“I felt that this team has had our number over the years
I felt like the performance we put on wasn't perfect
but I felt like that's what we were supposed to do.”
the second of which tied the game at 17 with 5:14 left in the third quarter
Jackson answered with a 7-yard scoring strike to Mark Andrews
and after Pittsburgh turned the ball over on downs
a 44-yard run by Derrick Henry put the Ravens in the red zone
That drive came to nothing when Jackson was intercepted for just the fourth time this season
but then Humphrey — who was celebrating the recent birth of his son Duke — picked off Wilson and went 37 yards to the end zone to give Baltimore a cushion in a series that’s been razor-thin of late
The previous nine games between the Steelers and Ravens were decided by seven points or fewer
“My whole family's in town to help out with my wife and everything,” Humphrey said
I'm supposed to go pick her up from the hospital
So there's a lot of just great things that happened this week.”
Jackson improved to 2-4 against Pittsburgh as a starter
This was his first time facing the Steelers at home since 2020
“I feel like we've been busting our behind all season long
had ups and downs throughout this whole season
but to clinch a playoff against a great team like that
“That means we're moving in the right direction.”
Pittsburgh entered the game with a plus-18 margin in turnovers
but the Ravens had the edge in that department Saturday
Baltimore recovered three of its own fumbles and had two big takeaways
you’ve got to do some splash plays or win the turnover battle in a significant way
and we didn’t do that either,” Steelers coach Mike Tomlin said
“There were some balls on the ground that we didn’t get
Then obviously we turned the ball over going in -- it took seven points off the board -- and they had a pick-6
Jackson found Isaiah Likely for a 9-yard touchdown to open the scoring
Wilson answered with a 1-yard scoring pass to MyCole Pruitt
and the Steelers appeared poised to take the lead when the veteran quarterback broke loose for a 19-yard run in Baltimore territory
But Ar'Darius Washington delivered a punishing hit on Wilson at the end of that play
Kyle Van Noy recovered for the Ravens at the Baltimore 4
The Ravens then drove 96 yards and took a 14-7 lead on Jackson's 14-yard touchdown toss to Rashod Bateman
Wilson threw a 12-yard TD to Cordarrelle Patterson to tie it in the third
Jackson set a team record with his 37th touchdown pass of the season
and he's now up to a career high of 3,787 yards
Ravens receiver Zay Flowers had five catches for 100 yards
Henry has exceeded 1,500 yards rushing for the fourth time
a mark he's only surpassed once — in his 2,027-yard campaign of 2020
Baltimore RB Justice Hill left the game because of a concussion
Both teams play on Christmas Day to wrap up stretches of three games in 11 days
Pittsburgh hosts Kansas City on Wednesday and Baltimore plays at Houston
that she and other NCCU leaders were off campus when police detained five people among those rallying for more student housing
The school said on Wednesday that the rally appeared to be sponsored by "a significant number of people who are not NCCU students or otherwise affiliated with the university."
After the names of those arrested were released
the university issued an updated statement to acknowledge that most of those protesting were
the primary organizer is not affiliated with the university
while the remaining four are affiliated with NCCU
The people arrested on the campus of North Carolina Central University are:
"All non-NCCU-affiliated private groups are required to follow established procedures to host events on campus
These expectations were communicated to the non-NCCU-affiliated private group that organized the April 16 protest on campus."
WRAL Investigates spoke with several lawyers Thursday on camera and off about the protests that unfolded the day before on the North Carolina Central University campus
WRAL Investigates asked Durham-based attorney Daniel Meier whether he thinks it's constitutional for a public university to restrict who can come onto campus and protest
"Protest groups can come to a public place and protest."
WRAL Investigates asked the university why some people were not welcome even though it's a public university and the protesters included people affiliated with the school
North Carolina Central University is part of the UNC System
which has a policy on free speech and free expression
"University members can assemble as long as it doesn't 'substantially disrupt the functioning' of the school."
I think that's certainly a different question."
"The First Amendment is broad," Meier said
"I'd be hard pressed to say that an institution could come up with their own policy that said students and faculty cannot invite people onto campus."
WRAL News spoke to several students who participated in the rally
"A lot of our dorms currently have mold in them," said Waverly Hill
a freshman student at North Carolina Central
Senior student Jasilyn Brown said she shares an off-campus apartment with another senior because
the university did not have space for them on campus
Dixon's statement addressed those concerns as well
"Although we provide more housing per student than the average public university in North Carolina
we are not immune to the broader national housing crisis
which is affecting the general public and college campuses across the country — particularly those experiencing growth
We are actively engaging public partners and private apartment complexes that are open to partnerships to expand quality housing options that our students can afford."
In August 2024, the university announced record-breaking growth in enrollment with 1,918 first-year students
296 transfer students and 18 second-degree students
The class is expected to be the largest the university has seen in 15 years
The $55.4 million North Carolina Central University Student Center officially opened in January 2022 and replaced the Alfonso Elder Student Center
North Carolina Central also opened three new residential halls in 2022: Lawson Street Residential Complex
Alston Avenue Apartments and George Street Residential Complex
The public-private partnership with Provident Resources Group Inc
added a total of 1,274 new beds in semi-suite and apartment-style units
The Alston Avenue Apartments and George Street Residential Apartments opened in late 2020
The Lawson Street Residential Complex opened in January 2022
In August 2003, North Carolina Central University shut down two dormitories because of toxic black mold
moving about 500 students to hotels and other off-campus housing arrangements
The university spent $6 million cleaning the dorms
2012 at 3:42 am ET.css-79elbk{position:relative;}Getting a good workout doesn’t require being stuck in a gym during those deliciously crisp fall days
To change things up a bit in your workout routine
consider making use of a free and easily accessible resource: a local playground
In Upper Marlboro, you have options like Watkins Regional Park or King's Grant Rec
While playgrounds themselves are nothing new
adults are returning to them in greater numbers—and not just to entertain their kids
Thanks to the rise in popularity of outdoor boot camps
which often make use of equipment available in parks and playgrounds
many adults are taking a second look at playgrounds as an affordable way to exercise their inner child and outer adult—and make exercising seem less like a chore and more (dare we say it?) fun
Lindsay Vastola, owner of Body Project Boot Camp, a New Jersey-based boot camp company with three locations, and the editor of Personal Fitness Professional Magazine
a national industry publication and media company for fitness professionals
also credits the rising popularity of adventure racing for the new view of playgrounds as an exercise space
People enjoy working out in playgrounds because “they’re craving something outside of the big box gym and typical fitness routines," Vastola says
"Playground workouts allow adults to rekindle the feeling of being a kid again and let them be creative about getting fit
Being outdoors also naturally just gives people extra energy."
Vastola suggests using anything you can hang or swing from in a playground to exercise a variety of muscle groups
Slides can be used for more challenging push-ups or sit-ups
and holding oneself stationary on a swing in plank position can be a great core workout
Peter Lavelle, co-owner of Ultimate Bootcamp
which has 14 locations throughout New England
says he appreciates the creative thinking that playgrounds encourage
He incorporates them into his company’s boot camp workouts by using benches for tricep dips and using the rubber mats from playground flooring for high-impact work like burpees and squat jumps
Lavelle says it’s important to keep in mind that playgrounds are designed for kids and are primarily for their use—so adults using playgrounds for exercise should use the equipment during off-hours or when the space is relatively empty
(No pushing little kids out of the way so you can do pull-ups!)
He also cautions that safety is of the utmost importance and reminds exercisers that playground equipment is designed for children’s bodies and weight
Before clambering onto the equipment yourself
“try to ensure that it’s capable of holding your weight
and be respectful of the fact that it’s designed for children," Lavella says
"Playground maintenance and repairs cost money
make sure that you leave it as you found it.” (i.e
without cracking a frame or otherwise damaging equipment.)
