Juliet is testing out new surveillance tools in a push to make campus safer The Wilson County School Board unanimously approved a pilot program allowing law enforcement to access real-time data from license plate reader (LPR) cameras on campus The initiative equips three of the school’s existing outdoor cameras with LPR technology capable of reading and flagging vehicle plates The system is operated through Flock Safety a platform widely used by local law enforcement agencies The cameras will send alerts to the Wilson County Sheriff’s Office if a vehicle connected to a law enforcement alert such as a threat or missing person is detected entering or exiting school grounds It will also be able to detect if a threat is in the area off Lebanon Road or North Greenhill Road The program is designed to give school officials and deputies an early warning system if someone has made a threat and their vehicle has been flagged by law enforcement the system would notify the police who would then notify the school's SRO's immediately if that vehicle comes on campus or near campus initiating a soft lockdown Green Hill High is the first school in the district to test the technology similar systems could be rolled out at other Wilson County schools Local law enforcement agencies including Mt Juliet Police and Lebanon Police have already credited license plate readers with helping solve crimes in the broader community View the full MOU document here Share on FacebookShare on X (formerly Twitter)Share on PinterestShare on LinkedInMT (WSMV) - Green Hill High School will be getting upgrades to three of its exterior cameras Wilson County School Board has entered a pilot program to activate these cameras into license plate readers (LPRs) The decision came on April 24 during a school board meeting in a unanimous decision Here are instructions on how to watch WSMV4 live on various platforms. “We would know if a potential threat is on or near our campus,” said Bart Baker Wilson County Schools Public Information Officer “We would have the ability to flag vehicles (an individual makes a threat of violence and we want an alert if they come on campus) through our SRO.” a platform used by local law enforcement that alerts them when a flagged vehicle is spotted That data is only accessible to the Wilson County Sheriff’s Office with it currently being free for Wilson County Schools as they assess the benefits vs For years, prosecutors have filed more prison riot charges against young people incarcerated at a state-run juvenile detention center in Chehalis than any other facility in Washington Legal advocates for youth say the felony charges indiscriminately target young people when it’s not warranted The Lewis County prosecutor who oversees filing many of the charges says his office is just following the law as it was written Under a bill passed last week by Washington lawmakers prison riot charges would no longer be brought against young people held in juvenile rehabilitation centers which has not yet been signed into law by Gov would also allow anyone who pleaded or was found guilty of a prison riot in a juvenile detention center in the past five years to have the conviction vacated. If they are still serving time The bill passed amid a dramatic rise over the last two years in prison riot charges filed against youth incarcerated at the Green Hill School in Chehalis The detention center has made a spate of headlines about assaults drawing attention to — and criticism of — the state’s handling of the juvenile justice system In Washington, a “prison riot” is defined by statute as whenever two or more incarcerated people assemble and act in “such a manner as to disturb the good order of the institution” through force of violence. It’s a felony offense that carries a sentence between one and 10 years the bill excludes facilities operated by the Department of Children Youth and Families and county juvenile detention facilities from the definition of a “correctional institution” in the context of prison riot charges the bill requires that DCYF establish rules for internally handling prison riot behavior like the agency does for other infractions. That effort is already underway The bill was heavily debated during the hearing process with opponents arguing it will let young people off the hook for breaking the law prison riot charges have been disproportionately filed against people at Green Hill School compared to adult prisons managed by the Department of Corrections like the state penitentiary in Walla Walla The medium-maximum security center in Chehalis has been overcrowded for over a year amplifying violent incidents and halting programming for the young men between 17 and 25 who are housed there Elisa Cozad is a staff attorney with TeamChild which provides free legal services and advocates for youth involved in the juvenile rehabilitation system there have been major spikes in prison riot charges against youth at Green Hill.  Lewis County — where the Green Hill School is located — files the vast majority of prison riot charges in the state the county accounted for 67% of statewide prison riot charges despite being home to about 3% of the state’s incarcerated population according to the Washington State Office of Financial Management.  “We’re not doing this to adults but this is what we’re doing to our young people more subject to fighting,” said TeamChild policy manager Arthur Longworth Cozad said the team has seen youth who were defending themselves, or who say they were attempting to break up a fight, get charged. In some cases, she said, staff are slow to respond or turn a blind eye to the fights. Last year, an employee at Green Hill School was charged with prison riot abuse of office and conspiracy to commit assault after allowing one incarcerated young person to attack another “Basically any sort of fight has been sent to the prosecutor’s office during that time,” Cozad said including minor fights that don’t threaten the institution.  Cozad said there aren’t instances of youth colluding to take over the facility “It’s really kids fighting amongst themselves and I think we’re seeing that is because of the problems within the institution Lewis County Prosecutor Jonathan Meyer said his office is simply following the prison riot statute as it was written to address assaultive behavior at Green Hill.  “I think it turns Green Hill into a fight club,” Meyer said of the bill.  Meyer also defended the cases the agency did choose to prosecute pointing out the office declined 77 cases of the 235 referred to the office between late 2022 and this February “We take no joy in charging them,” Meyer said Meyer also said the incidents that are charged generally are not minor “We see some legitimate issues that aren’t just two people getting into a fight,” said Russell Brown executive director of the Washington Association of Prosecuting Attorneys An analysis by the Office of Financial Management’s public safety policy and research center found there is a racial disproportionality in who is charged with prison riot from Green Hill particularly among young Hispanic/Latino and Black people. About 83% of people charged with prison riot between 2017 and 2024 were people of color according to data from the Administrative Office of the Courts said riot charges keep young people behind bars “If you’re in (Green Hill) for whatever the offense is and you get caught up in this prison riot offense you could get two to six years added to your sentence as well as big financial penalties,” Peterson said “You’re just going to lose hope.” some brought up the idea of changing the prison riot statute further said “it’s always important for us to go back and double check our work and triple check our work.” thinks the statute doesn’t make a lot of sense: He said there’s a “massive” sentencing range and the offense could be a class C felony instead of class B.  DCYF spokesperson Nancy Gutierrez said the agency is “supportive” of the bill and is reviewing who would be eligible for resentencing if it’s signed into law The department anticipates shorter sentences for those individuals where the majority of young people with prison riot charges reside The bill could also expand eligibility for community placement opportunities.  About 21 people in adult prison could be up for resentencing.  DCYF launched a new behavior management system for juvenile rehabilitation creating a framework for how the department responds to inappropriate behavior It’s in the early stages of being developed Stay secure and make sure you have the best reading experience possible by upgrading your browser While seating will be available, guests are encouraged to bring a picnic blanket to enjoy the park in their own style. maintenance workers and contract partners will close the road in both directions Green Hill Road is expected to reopen on April 3 Donny Carter worked on golf course maintenance at private country clubs for more than three decades but he’s enjoying the change of scenery as the new superintendent at Green Hill Municipal Golf Course It’s only a 20-minute drive from his home in Sterling near Sterling National CC to Green Hill was hired as superintendent the first week of November after working at Pine Brook Country Club “I should have done this 10 years ago,” he said Carter will try hard to please the golfers at Green Hill but he expects them to be less demanding than the members were at the exclusive He already has the greens rolling fast at Green Hill but he joked that the fairways at Pine Brook may have rolled even faster “All you want to make sure of is that the greens are smooth and consistent,” he said The 6-foot-1 Carter intends to make an impact in his new job He plans to expand all of the greens to create more possible pin placements and make them less symmetrical He intends to aerify and roll the sand dams that have developed around the edges of the greens from years of top dressing Eliminating the sand dams will allow the rain to drain off the greens easier He also plans to shrink the size of some fairways and mow the tee boxes so they point straighter toward the fairways Carter said early in the season is the best time to do all this work because the grass isn’t growing yet He expects it to take less than a year for the expanded areas on the greens to mature Carter also plans to cut fairways half an inch high and the rough two inches high to speed up play so golfers can finish in four hours or less “I want them to enjoy themselves,” he said “His vision of how the golf course should be maintained,” head pro Matt Moison said Green Hill used to have red flags in the cups cut in the front of the greens white flags in the middle and blue flags in the back Carter plans to have all yellow flags on the greens Carter has enjoyed working with Moison and assistant pro Matt Strzepa “I have been very pleased with our interactions,” Moison said capable and proactive in his approach to the golf course.” Moison has worked with several superintendents during his 29 seasons as head pro all were first-year superintendents except for Vince Gilmartin who left after a few months when he was promoted by BrightView BrightView has a contract with the city to maintain the golf course who left after four years as superintendent Carter knew he wanted to be a golf course superintendent when he was 14 Holden Hills CC awarded junior memberships to youths who worked on the maintenance crew for two weeks Carter grew up in Sterling and learned to play golf by playing with his father at Grandview GC in Leominster he graduated from Wachusett Regional where he played on the golf team as a freshman Golf coach Ron Spakauskas was his chemistry teacher The summers after his junior and senior years at Wachusett he worked in maintenance at the International in Bolton under superintendent Ron Milenski Then he earned a degree in turf grass management at UMass-Stockbridge he served an internship at Oak Hill CC in Fitchburg from April through August he returned to the International to work for Milenski for a year Then he served as assistant superintendent at Nashawtuc CC in Concord for nine years in the 1990s when the club hosted Champions Tour events He enjoyed meeting such Champions Tour legends as Chi Chi Rodriguez and Lee Trevino five-time Champions Tour winner Tom Wargo offered to change the cups on the practice green Former Yankees pitcher Ralph Terry played on the Champions Tour and he asked Carter to caddie for him at Nashawtuc because he knew the course so well “I think it would have been something pretty cool.” Carter joined the crew at Sterling National CC for a couple of years before he moved on to Pine Brook CC a private member-owned country club with a golf course seven days a week from March through November but I just got to a point where I couldn’t do it anymore Carter said his job at Pine Brook was “intense” because the members demanded perfection “They used to call it ‘the Grass Museum,’ ” Carter said “It could be the funhouse or the jewel of Central Mass.,” he said he expected to take the rest of the summer off Tatnuck CC superintendent Craig Resley asked him to help him out and he worked part time there through the end of October Resley had worked for Carter at Pine Brook Carter also worked part time at Merrimack Valley Golf Club in Methuen after he received another call A chemical company vendor with whom Carter has worked told him about the opening at Green Hill and urged him to MARKOVICH A deeply partisan bill that aims to roll back harsh “prison riot” charges against juvenile offenders has now passed both chambers of the Washington State Legislature The Senate approved House Bill 1815 on Tuesday with a 27-21 vote and one senator excused Two Democrats broke ranks to join all Republicans in opposing the bill which has become a lightning rod in the debate over how to handle youth in custody The House previously passed the bill on March 12 with a 64-33 vote Three Republicans crossed the aisle to support the bill alongside all House Democrats The legislation now heads back to the House for concurrence on a few minor amendments before landing on Governor Bob Ferguson’s desk HB 1815 draws a clear line between adult prisons and juvenile detention centers It changes state law so that facilities run by the Department of Children and Families (DCYF) or county juvenile jails are no longer classified as “correctional institutions” when it comes to prison riot charges even a scuffle between two teens in juvenile lockup can lead to a prison riot charge—a Class B felony that can result in up to 10 years in adult prison anyone previously charged with a prison riot offense while in a juvenile facility would be able to: Supporters say it’s high time Washington stopped treating juvenile detention centers like maximum-security prisons Senator Claire Wilson (D-Auburn) spoke in favor of the bill before the Senate vote arguing that juveniles involved in fights or disturbances in youth facilities can still be held accountable—just not under riot laws “There are consequences for bad behavior,” Wilson said “But instead of facing a prison riot charge juveniles would be charged with more specific crimes like custodial assaul—a Class C felony—or assault in the first degree The debate has largely centered around Green Hill School in Lewis County—the only youth facility in Washington that still regularly charges teens with prison riot offenses those charges stemmed from fights between just two teens and suddenly they’re branded “rioters.” Washington is one of only a handful of states that allows riot charges with fewer than three people involved and no requirement that they acted together Opponents argue the bill goes too far and risks letting serious misconduct slide there were charges for a 25-person riot at Green Hill,” said Senate Follow him on X Follow @https://twitter.com/mattmarkovich Get the best experience and stay connected to your community with our Spectrum News app. Learn More Green Hill Golf Course in Worcester opened for the season Wednesday.  Director of Golf Matt Moison said golfers are excited after a long hard winter and opening day is always the best time of year.  He said weather is the biggest factor when deciding when to open the course.  Green Hill is only allowing golfers to walk at this time Share on FacebookShare on X (formerly Twitter)Share on PinterestShare on LinkedInNASHVILLE (WSMV) - A man was charged after a robbery turned shooting at the Green Hills Mall that ended with a crash on the interstate According to the Metro Nashville Police Department 30-year-old Omari Moore was charged with aggravated robbery and unlawful gun possession by a convicted felon in connection with Tuesday afternoon’s robbery of a man who just left Green Hills Mall carrying shopping bags from a high-end retailer Police said the shopper was heading to his vehicle when he was spotted by Moore and his accomplice Moore got out of the Tesla and appeared to be carrying a pistol with an extended magazine Police said Moore and the shopper got into a fight and Moore got away with the shopping bags got into the passenger seat and the car drove off The shopper chased after the car and appeared to throw the extended gun magazine at the car Police recovered the magazine and two spent shell casings from the Green Hills parking lot A short time later on Interstate 65 North the driver of the Tesla crashed into a tree near mile marker 80 in Berry Hill The driver was found by first responders with injuries and later died at Vanderbilt University Medical Center Police said Moore didn’t know when the driver was shot or how it happened Moore also reportedly refused to say where they were before the crash Police said the circumstances of how the driver was fatally shot remain under investigation Detectives are also working to identify the victim of the robbery Police said he left the Green Hills Mall parking lot before police arrived Detectives are asking he come forward to be interviewed Moore was convicted of burglary and felony theft in Nashville in 2022 At that time he received a two-year sentence Police said Moore had other convictions of felony theft and evading arrest in Henderson County Police said efforts are underway to notify the next of kin of the man who died was shot and killed outside of Green Hills Mall on Tuesday leading to the closure of a portion of I-65 North a male shopper exited the mall carrying shopping bags from Louis Vuitton The shopper was then confronted by two people driving around the mall parking lot in a Tesla Police suspect they were searching to find a victim to rob the suspects in the Tesla pulled up next to him then exited the Tesla with what appeared to be a pistol with an extended magazine Moore and the shopper engaged in a short struggle where Moore was able to take the bags from the victim the two suspects drove off with the shopper chasing after them The shopper then allegedly threw the extended magazine at the car Moore told police he did not know when Easley was shot or how it happened He also refused to say where they were before the crash Easley attempted to enter I-65 North but instead lost control and crashed into a tree off the entrance ramp He was taken to Vanderbilt Medical and died shortly after but police are asking for the public's help in finding him in order to finish the investigation are not considering him as a suspect and do believe this altercation was random and not targeted Moore has been charged with aggravated robbery and unlawful gun possession by a convicted felon He was previously convicted in Nashville of burglary and felony theft in 2022 and received a two-year sentence He also has convictions for felony theft and evading arrest in Henderson County The circumstances of how Easley was fatally shot remain under investigation (WZTV) -- Metro Police on Tuesday were investigating a shooting on Interstate 65 North near Craighead Street toward Berry Hill Authorities posted on social media that traffic would be diverted to the Interstate 440 and they recommended drivers find other routes Download the FREE FOX 17 News app to get push alerts sent to your iPhone, iPad or Android. (WSMV) - The victim of an alleged robbery at the Green Hills mall has been identified by Metro Nashville Police 31-year-old Genesis Denton is wanted by Metro Police for questioning after he was identified as the victim of a robbery in the parking lot of the Mall at Green Hills that led to a fatal shooting on Feb Denton was walking to his vehicle with two Louis Vuitton shopping bags when a Tesla drove up to him exited the vehicle and allegedly robbed Denton fled in a rented Volvo SUV after the altercation Police said Easley was shot after driving away from the mall lost control of the vehicle and crashed into a tree off of the I-65 North entrance ramp from I-440 Easley was taken to Vanderbilt University Medical Center where he died a short time later Moore has been arrested at the crash scene and charged with aggravated robbery on Feb 4. The inmate's attorneys state that he was terrified Goodman would "punish him and harm him if he rejected her advances.”
