— The Gustine City Council has approved an agreement to extend the city’s water and sewer rate study
ensuring that utility rates are aligned with current and future costs of providing essential services to residents
The decision was made during the April 15 council meeting
following a recommendation from city staff
The approved resolution authorizes the City Manager to execute an addendum with Harris & Associates
the firm originally hired in late 2023 to conduct the rate study
updates the project timeline and includes a cost escalation of $13,440
This adjustment will allow the study to resume after a pause earlier this year to incorporate updates to the city’s infrastructure maps and capital improvement plans
City officials emphasized that maintaining up-to-date rate schedules is critical for covering the costs of water and sewer services without placing undue financial strain on the city’s budget or taxpayers
“The study ensures we are prepared for future expenses and can adequately fund critical infrastructure,” city staff noted
“This is about planning responsibly to maintain reliable services for our community.”
The fiscal impact of the agreement remains neutral
as funds for the study were already budgeted for the 2024–2025 fiscal year
Any remaining funds from that period will roll over into the 2025–2026 budget to cover the additional costs outlined in the amendment
The extension will allow Harris & Associates to complete their analysis and provide updated recommendations to the city
Officials noted that no water or sewer rate increases were implemented on July 1
but the resumed efforts will help guide future adjustments to ensure the city’s utilities remain sustainable

Abraham Guzman was known for his commitment to serving the community and a willingness to help those in need
often going above and beyond his duties as a volunteer
the Gustine Police Department said
Guzman was scheduled to complete Module II of the Merced Police Academy on April 2
according to Gustine Police Chief Ruben Chavez
he planned to begin the hiring process with Gustine police
“He’s a great guy,” Chavez said
It’s hard enough to get people interested in law enforcement and he was very interested,” he said
Before becoming a volunteer with Gustine police
Chavez said Guzman developed friendships with two of the department’s sergeants and would go on ride-alongs with the officers
Guzman had officially been a volunteer since January
but Chavez said Guzman had been helping out the department since the middle of 2024
“We recruited him to be a volunteer because we wanted him to get on the books
because we wanted him to apply as a reserve officer once he finished up his second module of the reserve academy,” he said
Chavez described Guzman as a “stand up guy” with a “big heart to serve” saying he would help out the department in many ways and even assisted the department in their Christmas program delivering toys to kids
Guzman’s tragic death is a great loss
“He had a passion for the community and passion to serve,” said Chavez
Guzman was tragically killed early Sunday morning on Highway 99 near Livingston when he stopped to help the driver and passengers in a vehicle that had crashed into the highway guardrail
Authorities said that as Guzman attempting to assist the right front passenger of a GMC Acadia
A GoFundMe page created to help support Guzman’s family has surpassed the goal of $25,000 and as of Wednesday afternoon
the Gustine Police Department officers will wear mourning bands over their badges for 30 days from the date of Guzman’s passing
The Gustine Police Department said a memorial service is scheduled to take place with a Rosary at 9:30 a.m. and Mass at 10 a.m. on March 26
at Sacred Heart Church in Merced with burial to follow
Authorities said a law enforcement procession will take place from the church to Evergreen Memorial Park in Merced

A petite woman with a bubbly and outgoing personality
Diane was known for her warmth and friendliness
tailgating and cheering on the Nittany Lions at Beaver Stadium
She and Dave frequently made the nine-hour drive to Michigan for family gatherings and holidays
cherishing every opportunity to connect with those she held dear.
Diane was an active and devoted member of St
where she attended services regularly and participated in numerous charitable activities
She found great joy in volunteering for causes close to her heart

She not only gave her time but also made it a personal mission to purchase extra groceries and toiletries to donate to those less fortunate
Diane delighted in preparing meals and desserts to share with others
Her generosity extended beyond the kitchen into every facet of her life as she continuously sought ways to uplift those around her.
She was preceeded in death by her father Duane DeShon; mother Ruth DeShon; brother David DeShon; and sister-in-law Joyce DeShon
A Celebration of Life service will be held late spring
Diane’s kindness and enthusiasm for life touched many hearts
Her memory will continue to bring comfort to all who knew her.

After a bye week for the Summerville Bears
they hosted the Gustine Reds last night in the second round of the Sac-Joaquin Section Division 7 playoffs
knowing the Bears average 42 points per game
decided to use the clock to keep the Bears offense off the field
They received the opening kickoff and started their first drive on their own 24-yard line
the quarterback waited for the back judge to raise his hand
letting everyone know that there were only five seconds left on the play clock
they drove the ball down to the Bears’ 16 when the Bears finally stopped them
there were only 47 seconds left in the first quarter
The Reds had successfully used up twelve minutes but did not score
the Bears came out with a no-huddle offense and by the end of the quarter they were over midfield
Bryce Leveroos ran 16 yards for the Bears’ first touchdown of the night
the Bears’ defense tightened up and held the Reds to many 3 or 4-and-outs
the Bear offense kicked into high gear and scored on every possession
The Bears scored 35 points in the second quarter and cruised to a 56-to-0 victory even though there was a running clock for most of the second half
After Leveroos scored the first second-quarter touchdown
Colton Cash took a Leveroos shovel pass and scampered 26 yards for their second score on a one-play drive
Then Isaac Biggs sprinted 21 yards up the middle to give the Bears a three-touchdown lead
they punted the ball only to have Orlando Lopez return it 43 yards to the Reds’ 16
the Bears continued with their fast-paced no-huddle offense and capped off the scoring with an 18-yard pass from Leveroos to Lopez
with Cash running one in from 12 yards out and Freshman Lea Karter taking it twice from 12 and 13 yards
Luke Larson had the Hot Hit of the Game when he leveled a Gustine runner and stopped the Reds from converting a first down on the Bears’ 16-yard line
Evan Roberson was named the Player of the Game for his outstanding defensive play
which included many individual tackles and causing a Bear-recovered fumble
the Bears move to the third round of the playoffs and will host the Big Valley Christian Lions next Friday at 7 p.m
