HAGERSTOWN, Md. — Mark Stevanus, inspired by the use of heavy equipment during the setup of events he used to throw in Hagerstown, created the Heavy Metal Playground.
This year, he partnered with South Hagerstown High School to create a program for students to learn trade skills using the equipment.
"We've had them for 15 weeks and to see the change in them from day one to graduating tomorrow is unbelievable. I mean they are out here right now and it's just the confidence level has skyrocketed," says Stevanus.
The pilot program has 4 students, 3 juniors and Brandon Shaw, who is a graduating senior.
"It was amazing. We did a bunch of skills from tire stacking. We learned how to use our coordination with multiple joy sticks at a time, we learned skid steers, we attempted to learn fork lifts, but we weren't so successful with that one but hopefully next time well be able to get that as well. But we have done an absolute lot of stuff out here that I never even thought possible," Shaw said.
He says getting involved with this program has him excited for life after graduation.
"I am very confident that any company would be happy to have me at an entry-level job," says Shaw.
Shaw also encourages others to join the program, he says it's fun and safe.
"Miss Shawna, our instructor, keeps a very tight leash on us and makes sure that we do everything how we're supposed to and that we stay safe here, that is their number 1 priority and has been from the start is that we stay safe," he says.
Tim Morrow, who works at South Hagerstown High, says he believes all 4 of the students have the skills to take on life after high school even beyond just work.
"And to watch these young men grow into leaders, it's just awesome," says Morrow.
He says he is proud to have the students be a part of it, and graduate from the program after just 15 weeks.
"This gives them something that they can go out in the world and get a good job right off the bat and we're looking forward to seeing that happen," says Morrow.
Stevanus says it's the reason he decided to create a curriculum teaching these skills.
"If you can help people gain employment and get out in the world, they are going to somehow pay it forward in the world itself," says Stevanus.
The program is expanding to have even more students come to the site to learn.

The proposed Hagerstown City budget includes property tax rate hikes
an increase that could fund public safety initiatives making up roughly 50% of the proposed budget
City officials already approved a new police collective bargaining contract increasing officers' salaries and approved the addition of nine full-time officer positions and four full-time civilian positions
according to Chief Financial Officer Michelle Hepburn
She said she anticipates a $2.8 million increase in spending covering salaries
"So the tax rate increase dollars will help to offset a portion of this increase," Hepburn told The Herald-Mail in an email
The city will hold a public hearing on May 13 at 7 p.m. on the proposed budget and on the proposed real property tax rate. Those with comments or questions can either call the city at 301-739-8577, ext. 113, email councilcomments@hagerstownmd.org or send written comments to City Hall
which would raise the property tax rate by 5.5 cents to $1.057 per $100 of assessed property value
is being deliberated by Mayor Bill McIntire and City Council members
The current tax rate is $1.002 and there has not been a proposed increase since the 2019 fiscal year
Proposed city tax rate hikes would generate about $2.2 million in revenue for the city
$1.9 million in real estate revenue and $300,000 in corporate personal property tax revenue
McIntire said this would only partially cover the city's spending on the Hagerstown Police increases in personnel and salary
He said he believes increasing the police force is necessary
The city had a rash of shootings last summer
one of which occurred around lunchtime near downtown Hagerstown in mid-July
This specific shooting led to discussions among community leaders regarding public safety concerns
"Everybody wants more public safety," McIntire said
we're freeing up police officers to be more of community policing
whether it's stopping into a business or just talking to residents
it's going to help when we have a lot more police presence on the street."
What proposed Hagerstown tax hike means for property ownersA chart provided in the proposed budget outlines the amount residential property owners would be paying based on the price of their house
those owning a house assessed at $200,000 would be paying a total of $2,114 for the fiscal year
That's a $110 increase in the annual city property tax bill
Hagerstown property owners are expected to see their next reassessment notices in January
property values have increased significantly across the state
But the city still needs to find money to pay for the remainder of the police force increases
McIntire said he is unsure where this money would come from
and nobody on the City Council has proposed cuts to address the gap
While the collective bargaining agreement driving the cost of the police force up has been decided on
Hagerstown's firefighters union is also in discussions with the city
McIntire said any agreement with the fire department would most likely affect future budgets

HAGERSTOWN – The Hagerstown Mayor and Council had a work session yesterday afternoon where there was discussion about sleeping and camping in the streets downtown as well as a potential use for the CitiCorp building.
Hagerstown Police will likely be provided more tools to handle individuals who become combative when they’re asked to move along if they are found sleeping or camping out in public spaces.
I think there were two council members that have noticed verbiage in the ordinance that they want to change
but it does look positive for a sunset on us for six months and reevaluation
They asked to give us a data update at the end of six months
but the police department actually said we’ll do it monthly
So that’s going to be a great tool to come to the council every month and give them data.”
“We don’t have a 24/7 crisis center here
the Bowmans have graciously given the building to us at no cost
other than operating costs or whatever it takes to get the building fitted out on the inside
and it’s also a place where now the police department
we’re introducing the anti-camping ordinance that now we can step up and say
We’re going to try and do it as slowly as possible
work at a lower level and gradually work it up
But we want to get all the community partners involved in it sooner or later
We do need a center like that where we can send
I had a meeting with the library in my office
and people were getting sent there from Meritus
Sometimes they’re still in a gown and they don’t have any place else to go
They don’t know what to do and the library doesn’t know what to do
So we need a crisis center where we’re sending everybody that needs service there.”
Allison Trobaugh of NewsTalk 103.7FM noted
for the city and it’s great to see some of the players that are coming together to meet about this and to have a conversation
It’s taken you to be here as mayor to kind of bring this together and get this conversation started
“I don’t know if anybody’s paying attention to the cleanup of Hagerstown
It’s called Clean Up Hagerstown on Facebook
These volunteers are going through and cleaning up all these camps
They’re always looking for volunteers
and they’re doing some amazing work out there
and it’s going to average on a $200,000 house
it’s going to average to about seven more dollars a month on property tax
It’s a resource that we’re using
and I brought it up during the council meeting
that we use three years of man hours in the last six months to combat this problem
We have to think about the fire department
and how much money we are spending on it.”
“Permit Inspections do a great job and the restructuring is going to be we’re going to have a liaison between the permit department and the public
look at the building and tell you exactly what you may need to get this building up to code
so we’re not coming back at the end of the project and telling you
They’re selling that building to you
It’s like our permits are more hard line
but you have a liaison now that is basically selling that building to you and a different face
telling you exactly what you may need and move forward.”

Kamryn Fleming already has bragging rights on mom
The Paramount Elementary fourth grader achieved something her mother never did earlier this school year: winning an Elks Hoop Shoot district championship
Then the Southeast Central region championship in Charlottesville
Last weekend, Fleming was one of 12 competitors in the 8-9 girls division to compete in the Elks Hoop Shoot national finals at Wintrust Arena in Chicago
"I can't say enough good stuff about the Elks Lodge and the Elks organization
from the county level with Joe Lingg all the way through the national level
they've been amazing," said mother Amanda Fleming
especially at Charlottesville ― and then we were told
"They had a fan zone set up and they were so good with the kids
Just everything they did for these kids ― they treated them like celebrities all weekend long
They put a lot into this and we're so appreciative that we got to have the experience."
She's one of the boys: Kathleen Sadler's love of baseball leads her to Smithsburg as JV head coach
Amanda Fleming was a standout in multiple sports during her time at Hancock Middle-Senior High School and was very familiar with the Elks Hoop Shoot
I still play in a women's league," Amanda said
I participated in the Elks Hoop Shoot for three years
I won my school (competition) and then counties for three years
"Once I found out her school was doing it and she was going to get to start doing it
Kamryn first participated in the Elks Hoop Shoot last year at age 8
county and district titles before finishing fourth at states
let this fuel you and motivate you for next year.' She kind of ran with that."
who plays with Upward Elite at Maugansville Bible Brethren Church
gets plenty of shooting practice whenever time allows
"When we have time after practices for softball or basketball
we go out to (Hagerstown Community College) or the church and practice," she said
"We usually do how many you can make in a row
at the church or we'll drive to HCC ― my friend coaches the women's team out there," Amanda added
Kamryn repeated as the Paramount 8-9 girls winner
She then survived a rough 12-of-25 performance at counties
prevailing in a three-way shoot-off to repeat again
She hit her stride in repeating at districts in Frederick
and then won her first state title with a 22-of-25 performance
"I was really excited when I won states because then I knew I would get my first travel experience (to Charlottesville)," Kamryn said
"I was proud of myself for getting past the point I didn't get past last year
Kamryn team made 18 of 25 to prevail at regionals
setting up last weekend's trip to the Windy City
Feeling like a celebrity in ChicagoIt didn't take long for the excitement of nationals to kick in for Kamryn
"We got to the hotel and it was like a mansion
and we were on the 21st floor and it had a nice view
The Flemings found out days before nationals that Kamryn would be the first competitor in her division to shoot
"That was the exact opposite of when I wanted to be shooting ― I wanted to be last
It was kind of scary because you have to set the tone
people are going to think I'm not very good.'"
"The mental toughness that you needed in that huge arena with all those people with the cameras on you
and it's silent enough that you can hear a pin drop
that's a lot to put on a 9-year-old girl," Amanda added
That ended up good enough to tie for sixth place
"I was a little disappointed in myself that I didn't get higher than sixth place
but was also still proud of myself for getting to nationals," she said
You're one of only 12 who are here,'" Amanda added
"I was very proud of her and thought she did great
Even making it to nationals was quite an accomplishment for 9 years old."
What were Kamryn's favorite memories from nationals
You get to know all the other people if you trade the cards with them," she said
I liked competing and going to the gym and feeling like you were a celebrity for a few days."
This competitive national grant will enable the airport to expand its terminal by no less than 20%
a significant step in accommodating future growth and enhancing operations for air carriers and passengers
“This grant is a testament to the future potential of Hagerstown Regional Airport,” said Neil Doran
“Receiving a larger award than many higher-volume airports highlights the FAA’s confidence in our growth trajectory and the need for additional space to support our continued expansion
This project will encourage more competition among the airlines by constructing the terminal support spaces necessary for additional airlines to more realistically and feasibly serve HGR in the future.”
Ninety-five percent (95%) of this expansion project will be funded by the federal government
with HGR likely also utilizing additional entitlement funds to fully support the improvements if costs exceed $5.25 million
The Maryland Aviation Administration has also signaled their support to fund a portion of the costs of this project
This critical infrastructure project will enhance operational efficiency and provide the necessary space to support both the current airline and any potential future air carriers
The expansion will focus on the terminal’s east side
and additional space for leasable concessionaire counters
behind-the-scenes areas that are not typically visible to passengers will be expanded to better accommodate the space needs of airlines
“We’re excited about this opportunity to better serve our community and travelers,” added Andrew Eshleman
“and we’re grateful for the FAA’s support through this competitive grant process.”
We are proud to be a recipient of the FAA’s $5.25 million-dollar Bipartisan Infrastructure Law grant award
This investment will go towards projects that improve and enhance the passenger experience by expanding terminal space to better accommodate our current and future growth
Hagerstown Regional Airport is committed to providing high-quality
efficient air travel services to the local community and beyond
