Kelly Ayotte slammed the brakes on a long-pursued state sale of land along Interstate 95 in Hampton next to new liquor stores under construction
The effort has stretched for more than a decade as the State Liquor Commission (SLC) has spent a lot of time and some money securing permits needed for the project
The commission looked to construct two state-of-the-art liquor stores and sell the remaining surplus property at the sites — 64 acres of land on the northbound side and 24 acres on the southbound side
the town of Hampton indicated no interest in owning the parcels
and the owners of the Common Man Roadside each submitted proposals to purchase the land and develop it for highway-oriented services such as fueling & EV charging stations
restaurants and other travel-related amenities
But Ayotte has pulled the plug on a proposed purchase and sales agreement
She has instead instructed SLC Chairman Joe Mollica to pursue a deal in which the state would retain ownership of all the land and lease the 88 acres to a private development group
“This location is a gateway to our state and should reflect the charm and beauty of New Hampshire — not the New Jersey turnpike,” Ayotte said in a statement provided to the Sunday News
“I’m fighting for the best deal that will deliver more revenue to our state and ensure any project being built is the right fit.”
Chris Sununu said the state’s long-term lease of the welcome centers in Hooksett on both sides of Interstate 93 to Alex Ray’s Common Man Roadside was an excellent deal for the state
Sununu said the lease gives the developer day-to-day supervision of the property
but still ensures that all businesses brought to the site are compatible with state desires
This is one of the first times Ayotte has invoked the power any governor has when it comes to the Executive Council agenda — the chief executive can decide for any reason to pull any item off the docket
said she was glad to learn that just as with a private sale
the lease arrangement will result in the town of Hampton getting at least $1 million in annual property taxes
“This will push back completion of this project by six to nine months
I’ve been told there might actually be even more interest from developers to a lease arrangement
so this should have a happy ending,” Stevens said
but Ayotte will soon be getting another signature priority bill placed on her desk — banning cities and towns from adopting so-called “sanctuary city” policies that limit cooperation with federal immigration authorities
The House of Representatives has passed its bill (HB 511) over to the Senate, which has sent its own measure (SB 62) back to the House
Legislative leaders had discussions in recent days and have agreed on the timing of when these bills will be considered
Senate GOP leaders would prefer that the House act first
The lead lawmakers on the topic are Senate Judiciary Committee Chairman Bill Gannon
and House Criminal Justice and Public Safety Committee Chairman Terry Roy
Ayotte has been vocal in her support of legislation on the subject
As we reported last week, a seemingly safe bill (SB 36) for New Hampshire to become the 47th state in the nation to collect state public health statistics on abortion ran into a brick wall in the GOP-led House
Anti-abortion groups have worked for years to pass such legislation
but they came out of the woodwork to assail the Senate-passed bill as a weak sellout
Human Services and Elderly Affairs Committee voted
This means the bill must return to the full House for action in early 2026
but there’s no way it’s going to look like what the Senate had passed
When he was commissioner of the state Department of Health and Human Services
had championed the New Hampshire law that required able-bodied people receiving federal-state Medicaid health insurance benefits to pursue a job
But the House Health, Human Services and Elderly Affairs Committee also sidelined the Senate-passed measure (SB 134) that had Ayotte’s conceptual support
told the committee that the effort could be a can of worms since the state spent significant time and money to set up the work requirement only to have the Biden administration nullify the effort
The Trump White House has signaled to red-state governors that he could support work-requirement reforms
but to date Georgia is the only state with such a program
invited the United States Concealed Carry Association last week to provided a firearm education
training and safety course at the State House
“New Hampshire is one of the few states where open carry is permitted on its Capitol grounds and inside the building
offering a unique opportunity to highlight the importance of training in environments where gun ownership is publicly visible and where legislators are doing the people’s work,” Packard and the USCCA wrote in a Union Leader op-ed last week

Separate from the city’s fundraising efforts is one led by Community Journals’ chairman and co-founder Doug Greenlaw to raise money for a veterans memorial in the park
Greenlaw is a founder of the Upstate charter of the Military Order of the Purple Heart

the Liquor Commission changed direction and issued a notice of cancellation/withdrawal from the RFP process
The notice cited a condition in the RFP document that reads
“notwithstanding any other provision of this RFP
this RFP does not commit the NHLC to award a contract or enter into an agreement.”
at any time; to cancel this RFP and to solicit new submissions under a new acquisition process,” the notice stated

In late 2022, the commission secured a significant rezoning of the property via a Hampton Town Meeting vote to create an “interstate corridor overlay district,” enabling multiple permitted uses on the property

Those were uses the Liquor Commission originally requested but were rejected by the town of Hampton

and a dangerous incident involving accidental gunfire in another
the Hampton County Sheriff's Office and assisting agencies responded to a fatal shooting incident that reportedly occurred around 10 p.m
near the intersection of Ishmel Road and Simmons Street in the Yemassee area
deputies located a male victim who had been fatally shot inside his vehicle
The deceased was identified as Tyshawn Shaw
Hampton County Coroner Anna Fields responded to the incident and officially pronounced Shaw dead at the scene
A juvenile who was also injured during the shooting had been transported by private vehicle to a nearby medical facility for treatment
The incident remains under active investigation
"The Hampton County Sheriff’s Office extends its deepest condolences to the family
Sheriff Anthony Russell said in a public statement
"Our thoughts and prayers are with them during this incredibly difficult time
We remain committed to seeking justice on their behalf."

The Town of Hampton Police Department responded to the Hampton McDonald's restaurant at 108 Hoover Street North around 2:45 p.m
for a report of a discharge of a firearm inside the restaurant
the HPD asked citizens to avoid the area and temporarily closed the business to investigate the incident
The scene was cleared and the business reopened around 3:15 p.m
Bradford Drawdy said that no injuries were reported and the HPD did not believe there was a further threat to the community
Drawdy announced that a McDonald's employee was in custody on charges of discharging firearm inside city limits
Further charges may be pending as the case is still under investigation
Drawdy told The Hampton County Guardian that
the suspect was allegedly showing other employees a handgun in the storage area of the restaurant when the handgun discharged into a wall
after which the employee returned the gun to his vehicle
where HPD detectives later recovered the weapon and shell casing
The HDP was assisted in the incident by the Varnville Police Department

alongside bringing in quality food and beverage tenants that will draw people to stay and dine
"We've got a lot of exciting plans in store," McAdams said
and added trees for shade and quality food are what the Charlotte-based real estate developers are banking on
There is also mention of adding a racket-based sports area to the property in the future
the upcoming redevelopment of Hampton Station will build on its history by redeveloping the site and making the space inclusive

Westbound traffic on I-64 to shift onto newly completed westbound Hampton River bridge as early as May 5
HAMPTON — Starting as early as Monday, May 5, motorists on I-64 west in Hampton will encounter a new traffic pattern at the Hampton River bridges as construction of the Hampton Roads Express Lanes (HREL) Hampton Segment reaches a project milestone with the reopening of the newly widened and rehabilitated westbound Hampton River bridge to traffic
As part of this long-term traffic configuration
two westbound lanes on I-64 will be shifted from the eastbound Hampton River bridge to the newly updated westbound bridge between Woodland Road (exit 267) and Armistead Avenue/LaSalle Avenue (exit 265B)
traffic on I-64 east will remain on the eastbound Hampton River bridge and will be shifted left toward the median between Armistead Avenue (exit 265C) and Settlers Landing Road (exit 267)
two eastbound lanes on I-64 will also be shifted from the eastbound Hampton River bridge to the reopened westbound bridge alongside the I-64 west traffic to allow for the demolition and reconstruction of the eastbound bridge over the Hampton River
These shifts are estimated to be in place until late 2026 when the construction of the new eastbound Hampton River bridge is anticipated to be completed and reopen to eastbound traffic
The work to implement the first I-64 west traffic shift is anticipated to take place over several nights starting as early as Sunday
with overnight ramp closures in place from as early as 9 p.m
Motorists are encouraged to use I-664 as an alternate route to avoid the work area when possible and are reminded to use caution when traveling near work zones

Running back Omarion Hampton had to wait until the 22nd overall pick to hear his name called in the first round of the draft last week
but he was more concerned with the team doing the picking than the number of the pick
Hampton said on The Jim Rome Show that “fit and situation is way more important” than position in the draft order and he made it clear that he loves the fit and situation in Los Angeles
Hampton noted the presence of quarterback Justin Herbert and a strong offensive line as well as the ability to learn from backfield mate Najee Harris
he’s looking forward to playing for a head coach who likes to run the ball as much as Jim Harbaugh does
“It’s been great just getting to know him and everything,” Hampton said

Repair work continues on the utility pole in Hampton Bays on Tuesday
An East Hampton Town police officer was arrested and charged with driving while intoxicated after Southampton Town police said he crashed into a utility pole early Tuesday morning in Hampton Bays
said: "Officer Morales has been immediately placed on administrative leave pending a full internal affairs investigation of the incident."
Southampton police said the crash occurred at 2:04 a.m
The incident resulted in some minor power outages in the area — though the PSEG Long Island outage map showed repairs had been made and power in the area was restored
Morales was "found to be intoxicated by alcohol" at the scene
and he was transported to a hospital for treatment of what was described only as "non-life-threatening injuries."
Arraignment information was not immediately available
It was not immediately clear if Morales is represented by counsel

Dobbins has always been one of the most talented players at his positions
but he had incredibly bad injury luck.
He finally put together almost a full season of football and looked like a star at times.
It seemed like he would stick around in Los Angeles for a while
During the beginning stages of free agency
the Chargers signed former Pittsburgh Steeler Najee Harris to be their starting running back.
The bell cow role didn’t last long however because a month later the team selected Omarion Hampton in the first round of the NFL draft
The former North Carolina Tar Heel was one of the most explosive athletes in all of college football which is a total contrast to Harris’ style.
While neither one of them may greatly outpace the other in terms of carries
they are shaping up to be a dynamic duo that can cause issues for opposing defenses
Hampton was interviewed last week about the future pairing and believes he and Harris will be a “dominant duo backfield.”
We’ve seen a number of these running back styles mesh well together, most notably being David Montgomery and Jahmyr Gibbs with the Detroit Lions
Montgomery is the ground and pound back while Gibbs comes in and hits the home runs.
If Hampton and Harris are anything like the duo nicknamed “Sonic and Knuckles,” then they will be a nightmare for opposing defensive coordinators

The power of the cowrie wasn’t just symbolic. The shell was currency for various groups and nations stretching further than 1000 B.C.E. in China
being traded to Egypt as early as the Bronze Age
primarily from the Maldive Islands and the coast of Zanzibar
the “cowrie money zone” at times stretched east to Bengal and southern China and west to the African empires of Mali and Oyo
“African kingdoms were lending legitimacy to the currency by taking taxes in it or giving gifts in it; it was still an economy where gift giving was very important,” Pell said
that did “legitimize” those kingdoms’ authority
The shell continues to appear in decorations on the Central Bank of West African States building in Benin and minted onto Ghanaian coins
The exchange of cowries reached its peak when European merchants and enslavers got involved
leveraging the currency to gain and maintain economic advantages as European nations vied for trade monopolies in the African continent
“West African economies were growing at this time and so there was a lot of money to be made there,” Pell said
but they don’t get their dominance until later on after sort of pillaging the New World.”
The shells made their way to Virginia in the hands of European traders of enslaved people
used as blood money in the trafficking of Africans
But some were also brought by African people taken to English North America in bondage
They’ve been found in commercial centers and homes of powerful colonizers in settlements such as Yorktown
as well as in archaeological sites associated with Colonial-era African population centers
“They were stripped of everything while being brought over
but something small like this that they might have had already in their hair or on their person
that’s something that you can hold on to and bring with you – if nothing else,” Pell said
Primary sources are sparse on how cowries were used in Virginia at that time
but it's possible that cowries continued to be used as currency in North America
“There wasn’t a lot of coinage in Colonial Virginia; a lot of things were done on credit,” Pell said
“So there is that niche in the market for potentially something like a shell to be functionally like a small currency
What is more clear is that the shells retained symbolic significance
They have been found in areas used for burials or religious purposes
pointing toward a continued view of the shells as spiritually important to early Virginians of African descent
Cowries continue to be used in religious contexts
including to decorate head shrines or ile ori by African people of the Yoruba Orisha tradition and in diasporic spiritualities such as Vodou or Candomblé
Ori shrines in Yoruba culture are dedicated to a personalized deity embodying one’s destiny and fortune
“What better way to decorate it than with something that symbolizes fortune
The significance of the shells continues into modern African American communities
having also come to represent ancestral connection
“There’s a lot of symbolic meaning in holding on to that one little thing that you have the ability to hold on to from your homeland,” Pell said

Jessica Lapa Beals and Elliot Beals agreed two years ago to remove the pigs from their Esker Road property as part of a lawsuit settlement with the town of Hampton
The town sued the Bealses to enforce its zoning ordinance in the aftermath of neighborhood complaints dating back to 2021
Livestock is prohibited in that part of town
and the Bealses' 0.2-acre residential property contains pens and other structures that were never approved by Hampton’s building department
Hampton Town Manager Jamie Sullivan said the town reopened the case upon discovering the pigs were still on the property
The matter was heard Monday in Rockingham Superior Court
Judge Andrew Schulman refrained from issuing contempt charges after the Bealses told the court that the pigs would be relocated to a home in Massachusetts by May 10
"If they are in fact removed on or about May 10
and if defendants comply with the other provisions of this order
the court will not enter a finding of contempt," Schulman stated in his ruling
The Bealses have been in violation of the agreement with the town since it was signed
The agreement called for the two pigs and chickens at the home to be removed
It also required the Bealses to pay the town $8,569.83 in attorney fees- an amount that remains unpaid
Schulman directed the Bealses to pay 50% of the town's attorney fees related to the latest hearing
He also ordered they make monthly payments of $150 until they have paid off the outstanding balance
A compliance hearing has been scheduled for June 9

Sullivan previously said they decided to file the court action after they had proof that the pigs were on the property
the Bealses neighbor Erica de Vries blasted the Select Board for not enforcing the town zoning and not following up with the Bealses to remove the hogs

depressing property values and making life rather unlivable for the people who live there," De Vries said at the time
De Vries and her neighbors have long complained about the animals
resulting in over 30 police reports about loose livestock
De Vries filed a civil suit against the Bealses in 2021
alleging the goats and sheep caused more than $20,000 in damage to her property
The goats and sheep were turned over to the NHSPCA in July 2022 after the judge found the Bealses in contempt when the animals had once again trespassed onto de Vries' property while the case was pending
In 2024, the judge ruled in favor of de Vries' lawsuit and ordered the Bealses to pay an additional $18,425 in damages
de Vries states she has yet to receive any payment from the judgment
saying the legal action should not have been necessary had the town enforced its ordinances more effectively
"This isn’t about one property or one animal hoarding situation," said de Vries
"It is about the Select Board refusing to enforce the rules that voters passed
and still a pigsty in the middle of a residential neighborhood

Hampton Commonwealth's Attorney Anton Bell said he does not want to prosecute Bigsby for now because of his two other children
