who she says impersonated a police officer to get out of traffic
Elizabeth Sizemore says she was heading home with Edwin Shingleton when a driver tailgated them
'He's not an emergency vehicle.' That doesn't make any sense."
Sizemore and Shingleton say they were driving home Wednesday night when a silver jeep came up behind them
"He would just do it to get cars to move out of his way," Shingleton said
and were transferred to the Oklahoma Highway Patrol (OHP)
OHP says they didn't have anyone in the area
"There was no purple, no green. No whatever colors. He was acting like a cop."
Sizemore and Singleton aren't the only ones who've seen a driver do this. Other Oklahomans say they've witnessed this too:
"I get it right now, it's not a big deal," Shingleton said. "But, what if it's an 18-year-old female or whoever that he pulls over? I mean, who's to say what he does?"
Fire crews continue battling hot spots this morning as wildfires leave a trail of destruction across the state. Aerial footage near Harrah shows several homes burned near Britton Road and Moccasin Lane, where what started as a small grass fire quickly turned destructive.
Further south, near Lake Thunderbird, another wildfire destroyed 8 to 10 homes in a nearby community. Firefighters worked through the night to contain the flames, preventing what could have been an even greater disaster.
Emergency crews are still assessing the damage and monitoring potential flare-ups. Residents are urged to remain cautious as dry conditions and shifting winds continue to pose wildfire risks.

marking the start of a transformative project named 'Revival.'
is partnering with Ahlquist LLC to redevelop the site into a mixed-use development
the project will include a redesign of three towers
featuring 300 market-rate residential apartments
A ground-level outdoor plaza will integrate these elements
with Las Vegas-based Fine Entertainment opening 'The George' as a flagship tenant
In February 2024, court documents obtained by News 4-Fox 11 showed the Delaware-based project owners of the then "Reno City Center" filed for Chapter 11 bankruptcy
but officials with the city of Reno said the project was not dead
Reno's revitalization manager Bryan McArdle told us in an interview before the bankruptcy filing the project stalled due to the 'perfect storm of a bit of pandemic

People living at the east tower of the former Harrah’s Reno hotel-casino are scrambling to find new housing after being notified that the building is closing for renovations
Residents with weekly agreements at Reno Suites
found a letter posted on their doors late Thursday notifying them that the property will close in seven days
“We are writing to inform you that due to an exciting new renovation project
2025,” said the letter obtained by the Reno Gazette Journal
“This project will allow us to enhance our facilities and provide an even better experience for future guests.”
After the people staying there are out by March 21
Reno Suites will fully close for renovation on March 31
The announcement comes amid a change in ownership for the former Reno City Center property
which was recently renamed the “Revival” project
North Carolina-based real estate investment firm Madison Capital Group gained majority ownership of the stalled redevelopment project on Feb. 1 as part of a deal to help Reno City Center get out of bankruptcy
The company has since announced plans to restart the project
Reno Suites is one of three towers that comprise the former Harrah’s Reno hotel-casino
It is being remodeled into a mixed-use residential

several of whom have been using the property as de facto housing since last year
Tammi Rhodes started living with her daughter and granddaughter at Reno Suites in November

The distinction is important because it means people staying at Reno Suites are considered guests and not tenants
Tenants are afforded more rights as residents compared to hotel guests
must be given 30 days' notice if they’re told to move out
“Nevada has a residential landlord tenant act and that is essentially the bill of rights for tenants in Nevada,” said Sarah Molleck
supervising attorney for the Senior Law Center and Nevada Legal Aid’s housing consumer department
Another issue brought up by people staying at Reno Suites is its practice of moving them to different rooms after a certain period of time
The practice typically involves having them switch rooms every 28 days
The reason is to comply with zoning and hotel regulations
“If a guest stays longer than 28 consecutive days … their stay could inadvertently be classified as a long-term rental or tenancy
rather than a transient hotel stay,” Bullentini said
“Having them move rooms ensures they are in compliance with transient lodging regulations.”
The practice raises red flags among housing advocates
Molleck equated it to taking away a renter’s rights by ensuring that someone who should be a tenant is indefinitely classified as a hotel guest
“If a tenant is living on the premises for several months but the property owner is continually shifting them around to new rooms
then that property owner is intentionally skirting around the requirements of the landlord-tenant act,” Molleck said
known as the “28-day shuffle.” Molleck and other legal and real estate sources contacted by the Reno Gazette Journal
Bullentini stressed that Revival’s new ownership was not responsible for enacting the 28-day rule at Reno Suites
Bullentini noted that Madison Capital Group only recently acquired its majority stake in the project
Bullentini referred questions about the 28-day policy to Gryphon Private Wealth Management
which used to be the majority owner of the Reno City Center project and continues to have a minority stake in Revival
who used the word “tenants” to describe the people staying at Reno Suites
stated that all weekly tenants were required to sign documents indicating that Reno Suites was not their permanent residence
Tenants also were not allowed to receive mail at the property
a potential issue for Reno Suites involves people who stayed in their units longer than they were supposed to
Rhodes confirmed that she stayed in one room from Nov
and then the next room through March 7 before moving to her current room
“If someone is residing at a residence for 30 days or over
then the protections of (Nevada law) are going to apply to them,” Molleck said
“I would certainly argue that they are a tenant.”
This is especially true for people who suddenly need to move without much advance notice
which raises the risk for homelessness and becoming jobless
they are stable contributors to their jobs and the community,” Molleck said
“Having to move frequently can place a lot of instability in our community in terms of housing resources and job availability.”
“It can be so disruptive to a tenant’s life,” Molleck added
In response to concerns from people living in Reno Suites
Bullentini said Reno Suites will work with them to make sure their needs are met
Ownership has also talked to nearby properties that are offering “special discounts for any of the Reno Suites guests that decide to relocate to their nearby entities,” Bullentini said
the closure of Reno Suites couldn’t come at a worse time

"GPWM are no longer managers of any of the LLCs,” said Tommy Ahlquist
“They continue to represent some of the investors (but) all day-to-day operations and decisions are being made by Madison Capital Group & Ahlquist now.”
The RGJ has reached out to Gryphon for comment
Although Gryphon is no longer fully overseeing redevelopment for the former Harrah’s property
the plans for Revival retain several proposals made under previous ownership
The plans include adding hotel rooms to the redevelopment’s original mixed-use residential and office concept. The addition of hotel rooms caused Las Vegas-based CAI Investments to sell its stake in Reno Center in 2023 after serving as the longtime manager of the development
CAI Investments CEO Chris Beavor cited his non-compete clause over a separate project to build a Kimpton Hotel in downtown Reno
The latest plans for Revival involve a full redesign of all three towers at the former Harrah’s Reno property
The plans bank on Revival being a “central hub” to the downtown corridor
While former office anchor tenant Clear Capital pulled out of its deal to lease space in 2023
Las Vegas-based Fine Entertainment remains committed to its plans to bring its trademark dining and entertainment portfolio to Revival
“The property’s been taken out of bankruptcy
Fine Entertainment proposed several restaurants including a PKWY Tavern
is located on the former casino floor and will include about 6,000 square feet of gaming space
Fine Entertainment is in negotiations with Revival ownership to significantly expand its footprint from 25,000 square feet to 85,000 square feet
Fine believes there’s untapped demand for things to do in downtown Reno
calling it a “no-brainer” to offer more attractions
Should expansion negotiations be successful
Fine also plans to build a sports and entertainment concept similar to The George in Las Vegas
which his company operates inside the Durango Casino & Resort
Other potential additions include a Mexican restaurant
Fine is also thinking of adding an ice rink and other amenities for seasonal events on the outdoor plaza
“It just solidifies our presence and makes sure we’re more of a destination,” Fine said
Questions remain about the legal issues between Gryphon and CAI InvestmentsWhile Madison Capital Group and Ahlquist are eager to move on from past drama over the property
Still percolating in the background are the legal issues between Gryphon and CAI Investments
The new ownership stressed that the legal claims between both parties have nothing to do with them
Given how acrimonious the relationship between the former partners has turned — culminating in the Chapter 11 bankruptcy that was filed over the Reno City Center in 2024 — it’s no surprise that the new owners are distancing themselves from the dispute
CAI Investments still claims that Gryphon owes it $141 million
“I want them to finish the project … so I can at least get paid,” Beavor said in February
Gryphon vigorously pushed back against Beavor’s claims
“We vehemently disagree with Chris’ assertion that he is owed any money,” said Phil Oleson
co-founder and managing partner for Gryphon
The issues with the project led to multiple claims being filed against the property
including by contractors who did work at Reno City Center
One of the parties affected was Fine Entertainment
which was on the hook for making payments even when the project stalled
“We paid all of our contractors — we actually paid them more than they billed us — even though it wasn’t our fault when the project got shut down,” Fine said
To overcome the negative perceptions that have grown around the redevelopment
Revival will make sure to keep stakeholders and the community informed throughout the process
said local development partner Brianna Bullentini
The partners behind the project will also be more transparent
“We understand the public’s perception surrounding Harrah’s to date
“Many promises were made in the past with Reno City Center that never came to fruition.”
“Our priority is to get this right and deliver on our commitments to the community,” Bullentini added
One person who continues to stick with the project despite its many issues in the past is Fine Entertainment’s co-founder

Residents in the Kalidy Drive neighborhood off SE 15th and Harrah Road are being urged to leave
The Oklahoma County Sheriff's Office (OCSO) reports that OG&E was putting in new poles and lines Sunday night and that they're worried about the stability as more severe weather moved through on Monday

A tornado left a swath of damage at least 10 miles long through the city of Harrah
Leaders and members of Harrah Church jumped into action the morning of the storms
Harrah Church has its doors open for 12 hours a day offering citizens a hot meal
or just a helping hand to get them through an uncertain time
Walking through the front doors citizens are met with food and kindness
“My sister is a member here,” said Todd Jacobsen
“We’re just trying to meet the needs of the community,” he said
Farris said donations and volunteers started arriving Sunday morning
and had volunteers and teams ready to go,” said Farris
There are teams to handle the heavy lifting of clearing storm debris
about four men per team with chainsaws and heavy equipment that are clearing driveways and helping anyone that’s in need,” said Farris
There are volunteers behind the scenes managing what Farris called organized chaos
“We put the addresses up if there’s a point of contact
We put the point of contact for that area.”
Many of the people working were directly impacted by the storms themselves
Farris was not surprised by the support that poured in
so I’m not surprised because I’m getting emotional,” said Farris
“Watching God just show up and take something that’s so chaotic and destructive and just be able to organize it.”

(KOKH) — A 26-year-old man is recovering in the hospital tonight with severe injuries after being hit by a car
Sam Elliott's loved ones say this happened Saturday night in Harrah when he was walking to a bar
He's currently being treated at the OU Medical Center
They just did surgery on his hips to basically pin them back together
Fox 25 is told by a friend of Elliott's that it could take more than a year for him to recover from his injuries
Mark Cavener says he was shocked to see a crime scene outside his house around 6:30 Saturday night
"I thought a deer had been hit," Cavener said
Elliott's loved ones say he was hit by car while walking on the side of Southeast 29th Street and Dobbs Road
I know there’s a lot of Harrah folks that are praying for him
Elliott's friend Penny Parr has been visiting him at the hospital since it happened
"It's devastating," Parr said
She says Elliott was just a minute walk away from getting to the bar she works at the night it happened
"The guy that hit him did stop and gave him all necessary information
he has brain trauma and he's on a ventilator
"The news from the doctors today: could be 18+ months
It’s going to be a long process of physical therapy
I think we have to keep reminding him that this isn’t a nap right now

The signs of what was promised before at the former Harrah's Casino are still visible on the buildings in downtown Reno
new developers have ushered in renewed optimism and hope that the site may soon be home to the work-live-play residential development envisioned for nearly half a decade
the project's new team acknowledged the public skepticism given the project's rocky past
but is confident the 'Revival' vision will come to fruition

Madison Capital Group announced this week it is now the majority owner, manager and developer of the project
once considered one of the biggest adaptive reuse projects in the country
Along with Ahlquist and local partner Brianna Bullentini, the team pulled CAI Investment's 'Reno City Center' project out of bankruptcy and kickstarted it once again
Their 'Revival' plan is a mixed-use development featuring 282 market-rate apartment units and 390 hotel rooms as well as space for offices
They also envision an 'elevated' gaming component
I've done projects that scale in New York
It's just that it didn't have a concise vision kind of in the past
they intend to convert two hotel rooms into one apartment unit
Much of the construction work was already done under the previous developer
so their team is not starting from scratch
"Most of the demo(lition) work is done in the entire site," Ahlquist said
"Asbestos remediation has been done and it's ready for us to come in and revive."
Ahlquist didn't say how much property tax revenue developers would seek to receive under such an agreement
but described the arrangement as the 'best deal ever' for a downtown
"The current tax level that's being paid on the project is here
and you're basically getting a little share of that back
We will be asking for something like that from the city of Reno," he said
it's the best deal ever for a downtown because you're taking tax revenue that's not a reality right now and saying
share a little back (to) us that helps us get through some of the public infrastructure that needs to go in."
City officials told News 4-Fox 11 they haven't negotiated any incentives or deal points yet but are trying to be as supportive as possible
"We haven't negotiated any incentives or any support structures just yet
I imagine those conversations will be coming up in the future," said revitalization manager Bryan McArdle
"What we're trying to do is be super fast and supportive of their project
and making sure that they can pick up the phone and call us and be super responsive to help this thing move as fast as possible."
He described the project as a potential 'catalyst,' that could spur a broader revitalization in the city core
it's going to bring our entire downtown back to life and extend to the neighboring properties
it's going to bring a lot of life and activity to the entire neighborhood
And we're really excited for this."
Ahlquist didn't lay out a specific timetable for the project
but said developers hope to have a groundbreaking event in the next several months
