than 28 consecutive days … their stay could inadvertently be classified as a long-term rental or tenancy rather than a transient hotel stay,” Bullentini said “Having them move rooms ensures they are in compliance with transient lodging regulations.” The practice raises red flags among housing advocates Molleck equated it to taking away a renter’s rights by ensuring that someone who should be a tenant is indefinitely classified as a hotel guest “If a tenant is living on the premises for several months but the property owner is continually shifting them around to new rooms then that property owner is intentionally skirting around the requirements of the landlord-tenant act,” Molleck said known as the “28-day shuffle.” Molleck and other legal and real estate sources contacted by the Reno Gazette Journal Bullentini stressed that Revival’s new ownership was not responsible for enacting the 28-day rule at Reno Suites Bullentini noted that Madison Capital Group only recently acquired its were supposed to Rhodes confirmed that she stayed in one room from Nov and then the next room through March 7 before moving to her current room “If someone is residing at a residence for 30 days or over then the protections of (Nevada law) are going to apply to them,” Molleck said “I would certainly argue that they are a tenant.” This is especially true for people who suddenly need to move without much advance notice which raises the risk for homelessness and becoming jobless they are stable contributors to their jobs and the community,” Molleck said “Having to move frequently can place a lot of instability in our community in terms of housing resources and job availability.” “It can be so disruptive to a tenant’s life,” Molleck added In response to concerns from people living in (KOKH) — A suspect in a shooting that injured one person in Harrah has been arrested and faces multiple charges was taken to the Oklahoma County Detention Center and will be booked for shooting with intent to kill Police said the victim had been living in a separate residence on the property but it's believed the two may have known each other The victim was released from OU Medical but was arrested on outstanding felony and misdemeanor warrants Harrah Police said they were able to control the situation quickly with the help of the Choctaw Police Department and detain the suspect in roughly 15 minutes from receiving the call OKLA (KOKH) — An early morning pedestrian collision resulted in the death of one Moore man the crash occurred at approximately 5:46 a.m 22 on South Harrah Road near Rolling Oak Road was traveling northbound on South Harrah Road when she approached a hill and struck a pedestrian 41-year-old Travis Fisher was transported to OU Medical Center in Oklahoma City where he was pronounced deceased The new majority owner of the former Harrah’s Reno hotel-casino is seeking a fresh start as it takes control of the stalled downtown project North Carolina-based real estate investment firm Madison Capital Group moved quickly to put its mark on the troubled Reno City Center redevelopment giving it a new name and signing a deal with a new development partner Madison Capital Group confirmed with the Reno Gazette Journal that it now has full control over Reno City Center Madison Capital Group gained majority ownership on Feb 1 after providing funding to help get the project out of bankruptcy The remaining owners include limited partner investors who were part of the original deal The new majority owner also announced an agreement on Monday with commercial developer Ahlquist The announcement did not mention Reno City Center former majority owner Gryphon Private Wealth Management or former manager CAI Investments Gryphon will see a reduced role in the development with the ownership change Madison Capital Group and Ahlquist made it clear that they were in the driver’s seat for Revival "GPWM are no longer managers of any of the LLCs,” said Tommy Ahlquist “They continue to represent some of the investors (but) all day-to-day operations and decisions are being made by Madison Capital Group & Ahlquist now.” The RGJ has reached out to Gryphon for comment Although Gryphon is no longer fully overseeing redevelopment for the former Harrah’s property the plans for Revival retain several proposals made under previous ownership The plans include adding hotel rooms to the redevelopment’s original mixed-use residential and office concept. The addition of hotel rooms caused Las Vegas-based CAI Investments to sell its stake in Reno Center in 2023 after serving as the longtime manager of the development CAI Investments CEO Chris Beavor cited his non-compete clause over a separate project to build a Kimpton Hotel in downtown Reno The latest plans for Revival involve a full redesign of all three towers at the former Harrah’s Reno property The plans bank on Revival being a “central hub” to the downtown corridor While former office anchor tenant Clear Capital pulled out of its deal to lease space in 2023 Las Vegas-based Fine Entertainment remains committed to its plans to bring its trademark dining and entertainment portfolio to Revival “The property’s been taken out of bankruptcy Fine Entertainment proposed several restaurants including a PKWY Tavern is located on the former casino floor and will include about 6,000 square feet of gaming space Fine Entertainment is in negotiations with Revival ownership to significantly expand its footprint from 25,000 square feet to 85,000 square feet Fine believes there’s untapped demand for things to do in downtown Reno calling it a “no-brainer” to offer more attractions Should expansion negotiations be successful Fine also plans to build a sports and entertainment concept similar to The George in Las Vegas which his company operates inside the Durango Casino & Resort Other potential additions include a Mexican restaurant Fine is also thinking of adding an ice rink and other amenities for seasonal events on the outdoor plaza “It just solidifies our presence and makes sure we’re more of a destination,” Fine said Questions remain about the legal issues between Gryphon and CAI InvestmentsWhile Madison Capital Group and Ahlquist are eager to move on from past drama over the property Still percolating in the background are the legal issues between Gryphon and CAI Investments The new ownership stressed that the legal claims between both parties have nothing to do with them Given how acrimonious the relationship between the former partners has turned — culminating in the Chapter 11 bankruptcy that was filed over the Reno City Center in 2024 — it’s no surprise that the new owners are distancing themselves from the dispute CAI Investments still claims that Gryphon owes it $141 million “I want them to finish the project … so I can at least get paid,” Beavor said in February Gryphon vigorously pushed back against Beavor’s claims “We vehemently disagree with Chris’ assertion that he is owed any money,” said Phil Oleson co-founder and managing partner for Gryphon The issues with the project led to multiple claims being filed against the property including by contractors who did work at Reno City Center One of the parties affected was Fine Entertainment which was on the hook for making payments even when the project stalled “We paid all of our contractors — we actually paid them more than they billed us — even though it wasn’t our fault when the project got shut down,” Fine said To overcome the negative perceptions that have grown around the redevelopment Revival will make sure to keep stakeholders and the community informed throughout the process said local development partner Brianna Bullentini The partners behind the project will also be more transparent “We understand the public’s perception surrounding Harrah’s to date “Many promises were made in the past with Reno City Center that never came to fruition.” “Our priority is to get this right and deliver on our commitments to the community,” Ahlquist didn't say how much property tax revenue developers would seek to receive under such an agreement but described the arrangement as the 'best deal ever' for a downtown "The current tax level that's being paid on the project is here and you're basically getting a little share of that back We will be asking for something like that from the city of Reno," he said it's the best deal ever for a downtown because you're taking tax revenue that's not a reality right now and saying share a little back (to) us that helps us get through some of the public infrastructure that needs to go in." City officials told News 4-Fox 11 they haven't negotiated any incentives or deal points yet but are trying to be as supportive as possible "We haven't negotiated any incentives or any support structures just yet I imagine those conversations will be coming up in the future," said revitalization manager Bryan McArdle "What we're trying to do is be super fast and supportive of their project and making sure that they can pick up the phone and call us and be super responsive to help this thing move as fast as possible." He described the project as a potential 'catalyst,' that could spur a broader revitalization in the city core it's going to bring our entire downtown back to life and extend to the neighboring properties it's going to bring a lot of life and activity to the entire neighborhood And we're really excited for this."
