That Xcel assistance offer compares to the larger proposed compensation package for Pueblo to help with the closing of the Comanche Generating Station Xcel regional vice president for regulatory policy testified at an October PUC hearing that the projected “community assistance payments without any offset for replacement generations or new infrastructure” for Hayden Station units 1 and 2 would total $16.3 million The same document shows a proposed total payment for Comanche 3 in Pueblo at $162.4 million which is slated to close no later than Jan has about three times the generating capacity than the Hayden Station in a town of approximately 112,000 people The current population in Hayden is estimated at 1,950 several employees and leaders from the Hayden School District and West Routt Fire Protection District spoke about the significant financial impacts to the viability of nonprofit services due to percentages of their budgets represented by Hayden Station tax payments superintendent of the Hayden School District warned of “profound impacts” on the town’s schools with reductions in the significant property tax contributions currently from Hayden Station Wattles said the school district already is on a “very tight budget” noting that the school board approved a “deficit budget” this fiscal year in an attempt to keep staff salaries in line with inflation “This is not just an energy transition; for us it’s an economic cliff,” Wattles said “The Hayden School District stands to lose approximately 36% of property tax base when the Hayden Station closes That level of reduction will result in difficult decisions including staffing cuts program elimination and deferred maintenance.” Wattles said when Hayden voters passed a bond issue in 2017 to build the new preK-12 school complex the closure of the Hayden Station was then slated for 2036 The timeframe for closure of Hayden Station has been accelerated to 2028 “A just transition must include 10 years of full property tax backfill at a minimum which would align us with what other communities have received,” Wattles said “We understand the urgency of moving toward renewable energy Our district and our town are being left behind…As the state changes how it powers homes and businesses we ask that it does not extinguish the future of the children in Hayden.” Another repeated theme during the public comments included an emphasis on keeping energy generation in Hayden and Routt County “I would urge the PUC to support Xcel in changing over to other methods of power generation and keep our power generation in the valley within this community,” said West Routt Fire Chief Trevor Guire “Let us produce the power and keep as much of that tax base as we can here… I would encourage everyone here to support Xcel to keep the power generation in the valley.” Some public commenters said wind and solar power would not be sufficient to replace Hayden Station generation and urged investigations into newer technologies the executive director of the Yampa Valley Sustainability Council asked the PUC to encourage Xcel to investigate replacement power generation from deep geothermal resources Heat from deep underground temperatures would be a stable reliable and renewable energy source for electricity production She said the state’s “heat beneath our feet” advocacy campaign for geothermal “makes economic geologic and energy sense for our region.” “YVSC strongly requests that the commission avoid construction of a new gas plant at Hayden Station,” Stewart said advocating for enhanced and advanced geothermal energy storage and generation Geothermal investments would protect utility rate payers from stranded natural gas investment risks “Geothermal generation and storage can be deployed on a timeline that meets the urgency of the Hayden transition,” she added Audience members remained quiet and respectful during the public comments as requested by PUC Chairman Eric Blank prior to opening the meeting The three-member Public Utilities Commission sitting at a table near the auditorium stage at the Hayden Center listened intently during the hearing The state commission that regulates many utilities includes Blank a lawyer and economist from Boulder; waiting there Phyllis was the oldest of two daughters born to Andrew and Ruth McCoy they visited Utah for her sister's wedding they were sealed in the Manti Temple and decided they liked Utah so much that they soon made the move permanent Lehi and then made their permanent home in American Fork which were the joy of her life and her greatest accomplishment While we are sad to have her gone from Last year, Wilde announced that he would be taking a break from short-course racing for two years to focus on the longer distances, ahead of the next Olympic cycle. its overall budget Commissioners and advocates have argued that Xcel’s current offer — $16 million over six years — falls short, especially compared to the 10-year support package offered to Pueblo County for the closure of Comanche Generating Station.  The Tuesday presentation was led by UCA Deputy Director Joe Pereira who described the UCA as a “small government office” within the Colorado Department of Regulatory Agencies “Our first and foremost job is to represent the public interest before the commission,” Pereira said we only give our perspective and present advocacy.” Pereira walked the attendees through the PUC’s process outlining its basic purpose as well as its dual quasi-legislative and quasi-judicial roles “The PUC is a regulatory body that was established to oversee utility service in a variety of areas They are statutorily mandated to give consideration to the public interest,” said Pereira “Their job is to figure out what that means.” their role is trying to figure out what are the details of the law and it’s also quasi-judicial,” he continued there are lots of advocacy positions: the UCA so these cases have a lot of positions in them and their job is to be the judge.”  “The applicant files their direct case The applicant here is Xcel Energy,” said Pereira “So they have filed a case that says ‘We have resource needs coming into the future and we need the commission to decide how we move forward on those needs.’ The utility initiates the process and they’re the first ones to lay out the case.” the PUC notifies the public and invites interested parties local governments and environmental groups The process then moves through phases of answer testimony rebuttal testimony and public hearings.  “There were … 50 different witnesses that presented answer testimony,” Pereira said it’s kind of a silent period where parties are thinking about what they want to say about the other parties.” “Have you ever seen a filing like this before?” asked Commissioner Tim Redmond “It’s very typical in what we would see in an energy resource plan in that the documents are predictable and the analysis they’re giving is pretty normal But the size and scale of this is something that we have never seen before.” “The issues like just transition and workforce transition are new because the decisions to close Comanche and Craig and Hayden are pretty new as well,” he continued “And then we have this very new factor called data centers … That’s the first time we’ve ever seen something like this.” is driving unprecedented increases in projected electricity demand across the country “The plan that (Xcel) filed is huge … the new projected load is somewhere between 12,000 and 14,000 megawatts,” said Pereira who believes the current public service load to be around 8,000 megawatts “Some of this is related to the state’s beneficial electrification goals … but the large These are all the facilities that will be used so we can quickly type into our phone and figure out all this new information and ChatGPT and all the stuff that is related to (artificial intelligence).”  “We just went through a process with one data center noted incentives for new energy projects and efforts to encourage economic development including putting data centers in just transition communities.  Pereira then gave an overview of how the Thursday public hearing will work and provided suggestions on how members of the public can most effectively engage with the commissioners and they’ll be pretty strict about adhering to that timeline,” said Pereira “It’s my thought that in two to three minutes it’s better to come prepared than to try to just speak off the cuff … my suggestion is to consider writing down your comments if you can and practicing.” He encouraged speakers to introduce themselves explain how the decision affects them and offer a recommendation.  Tell them what you know about the PUC … because they’re going to want to know what is your motivation or how does this affect you how are you personally related to this issue,” Pereira said “Give them a recommendation: ‘I recommend you support the answer testimony put forward by this party,’ or ‘I recommend you consider this.'” “You don’t have to act like you think a government official might act or a lawyer might act “Use the natural language you would always use.”  The public hearing will take place 4-6 p.m All three PUC commissioners will be present to hear public comment but they will not engage in dialogue,” Pereira clarified noting that the commissioners would be in their “quasi-judicial role” and would likely not be answering questions.  Written comments can also be submitted up until the close of the hearing period in mid- to late-June Claims were concentrated in the public sector with costs to the Crown of all settlements so far totalling $1.78 billion a year "The changes I am proposing will significantly reduce costs to the Crown," she said "The changes will discontinue current pay equity claims." Van Velden told Midday Report she believes in pay equity but the current thresholds were "a bit too loose" Asked how she ensure women were not hurt by this the minister said "I'm a woman and I support women who work" "I also support removing gender based discriminations from our workforces but what I don't support are muddied laws and unclear laws," she said "So these changes are better for all women who are working where we can genuinely say hand on heart that what they are finding with their claims is genuine gender based discrimination." Van Velden told reporters at Parliament any current claims would be stopped and need to restart under the new threshold to show "genuine" gender discrimination and make sure the comparators were right She gave a figure of 33 current claims that would be stopped as the legislation was put through under urgency "You have librarians who've been comparing themselves to transport engineers We have admin and clerical staff at Health New Zealand comparing themselves to mechanical engineers." Social workers had compared themselves to air traffic controllers "We don't believe we have that setting right." Any comparison would now be between female employees and male employees at the same employer "But you cannot go fishing for discrimination across the New Zealand workforce." All current settled claims would continue but the government was drawing "a line in the sand" "We're not stopping claims." The nurse's union has this year had at least 10 pay equity claims in play The PSA union has said pay equity claims and settlements had resulted in significant improvements in pay and working conditions for many workers The union said the changes would make it "impossible for people in female-dominated professions to be paid fairly" "Women across the country will pay the price for this," PSA national secretary Fleur Fitzsimons said "The government's changes today are a dark day for New Zealand women as the government says it will repeal the pay equity law and extinguish 33 existing claims in a constitutional overreach "The PSA is exploring all possible avenues to oppose these unconstitutional amendments and stop this attack on women We will not be deterred in our fight to achieve pay equity for all." "This is a blatant and shameful attack on women," New Zealand Nurses organisation chief executive Paul Goulter said "Women in workforces predominantly performed by female employees have been underpaid and undervalued for generations That is what pay equity claims seek to rectify," he said "This move by the government will widen the pay gap between men and women." Hopefully I can just keep doing it.” The Giants would like to find a way to keep Birdsong stretched out in case they need someone to step into the rotation down the line, though he’s mostly been limited to working in two- or three-inning bursts through the first few weeks of the regular season.
