They held public comment in October 2024 where speakers overwhelmingly opposed the quarry A few voiced opposition on behalf of big game but most described it as a harm to the community "The mayors and councils of Westfir and Oakridge have repeatedly opposed it," said Josh Laughlin who was the first of 38 who spoke against it at the public hearing which is the big economic driver up in the area have identified serious and unminimized impacts the proposal would have on quality of life But the discussion Tuesday focused on the big game impact "Staff's unaware of substantial qualified opposition on a number of issues so it boils down to big game habitat," said County Commissioner Pat Farr And he and other commissioners who voted for approval disagreed with the planning commission's conclusion that "significant conflicts to MajorBig Game Habitat will occur as a result of the proposed action." "It sounds to me like it's a minimal impact," County Commissioner David Loveall said "based on what they're talking about as far as acreage" of the quarry compared to the Willamette National Forest "We're all very disappointed but not surprised," Oakridge City Administrator James Cleavenger said of the vote He described a feeling that residents' concerns besides big game habitat were dismissed "They haven't addressed any of the citizen concerns that were brought up," he said they just kind of swept it under the rug by saying the citizens aren't experts But you don't have to be an expert to live here and know that sound carries Cleavenger said the city and residents were especially concerned about the historic garbage dump on TV Butte "The DEQ has said that there's a high probability of there being PCPs If that stuff gets down into our aquifer protection zone 400 feet away and contaminates our wells we're going to have to get our water from somewhere else," he said Commissioners' tentative approval Tuesday reopened the public comment period with 14 days for additional comment and 14 days for the developers to rebut while county staff draft an ordinance in support of rezoning to allow the quarry This could be followed by approval or an economic and energy (ESEE) report written by either the county or the developer "Staff do recommend that the board conduct an ESEE analysis based on conflicts to Major big game habitat The board would skip this step and not conduct ESEE findings if they find that all conflicts are minimized," explained Taylor Carsley "If the board determines that all significant conflicts are not minimized it must conduct an ESEE." It also calls for the construction of a school on a new site the first for the city's south side of town since the mid-1960s The most touted site is a parcel owned by some members of the Smith family a privately-held pharmaceutical wholesaler An eight-page guideline released by District 186 identifies it as having "the highest potential for a new school facility." Hazel Dell and Laketown elementary schools into a new building Hazel Dell principal Jamar Scott said the idea of bringing the schools together had always been in the works “We’ve pretty much known at some point this has to happen because we spend a lot of money on maintenance and utilities on this building,” Scott said “Small schools are more expensive than larger schools the proposal is to tear down both buildings and build a brand new structure on the south side of town on a site that is to be determined The money for the project would come from two sources Hazel Dell would receive $2 million and Laketown would receive $2.5 million the money from those bonds can only go toward maintenance of the existing buildings The other source would be from the proposed sales tax increase that is on the ballot in Sangamon County in the Nov the 1 percent sales tax would take effect countywide and be distributed among all the school districts within Sangamon County proportionally District 186's share of the new tax would be about $10 million per year The money would have to go toward facilities improvements and upgrades are the smallest elementary schools in the district there are 159 students at Hazel Dell and 157 at Laketown it means that some grades only have a single classroom “It doesn’t allow for any collaboration with other teaching partners,” said Jennifer Gill The two buildings also are in desperate need of upgrades Hazel Dell has five mobile units that have been at the school for more than 20 years neither school has central cooling or heating — they both rely on window units “That’s a pretty profound difference,” he said that alone could take them out of their structure.” While the district was forming the facilities plan it held many meetings with the community for input Hazel Dell had a team of administrators and community members who came to every meeting and were part of every stage in the process She has a grandson in first grade at Hazel Dell Lewis has been to Hazel Dell several times The cafeteria has to double for a lot of different purposes from physical education to assemblies to even a library her grandson is in one of the mobile burglary of dozens of guns from a unit at the facility a sheriff’s deputy took a report of a break-in at a suburban Clark County storage unit with a shocking amount of firepower Missing from Unit 109 at the Public Storage: a bevy of assault rifles and handguns at least 20,000 rounds of ammunition and a night-vision monocular court records obtained by Oregon Public Broadcasting show The burglary appears to have set the stage for a fatal confrontation less than two months later when Guillermo Raya-Leon allegedly used a stolen silver revolver to shoot and kill a Clark County Sheriff’s Office detective investigating him When Clark County Prosecuting Attorney Tony Golik charged Raya-Leon with aggravated murder July 24 Golik also charged him with possession of a stolen firearm “A serial number check of the silver revolver through (a federal database) revealed that it was stolen,” Golik wrote He referenced a Clark County Sheriff’s Office case number which OPB has confirmed to be the storage unit break-in Court records filed Tuesday show at least two guns listed as stolen from the storage unit potentially match what police suspect is the murder weapon Many details surrounding the fatal shooting July 23 have not yet been released What is known is that Detective Jeremy Brown conducted surveillance that night on The Pointe Apartments but officials have not yet described the scope of the investigation Inside the apartment were three key subjects: Raya-Leon Court records show the family members are connected to a web of storage unite break-ins It’s not entirely clear if firearms or other weapons were the target in some of those burglaries Hood River and Linn counties have investigated similar incidents with common vehicles and suspects The Public Storage break-in occurred in Hazel Dell an unincorporated community just north of Vancouver He said he “has never seen someone have that much firepower” along with ballistic vests surveillance cameras captured a blue Volvo SUV pulling up near Unit 109 according to a Clark County search warrant three people exited the vehicle and entered a neighboring unit to Detectives believe they broke in through the shared wall Footage reviewed by detectives caught multiple people accessing the unit and pilfering the weapons and ammo inside detectives saw a man and a woman pull up near the unit in a black truck the footage showed them hauling approximately 25 boxes to the pickup one-by-one The detectives believed the box contained ammunition “I can tell what she is lifting is heavy because she keeps her arms straight down by her sides and when she hands them to the male to put in the truck she swings her whole body toward him hardly bending her arm,” the detective wrote in the search warrant Detectives identified Misty May Raya by her clothes and neck tattoos would later admit his involvement to police Clement told detectives that Raya enlisted him to open a safe and that it would be “lucrative” for him Clement said he hauled a safe away and opened it elsewhere expensive tires and the owner’s credit cards birth certificate and Social Security card Clement told detectives that Raya paid him with guns: “four AR-15s According to charging documents and a search warrant and between 20,000 and 30,000 rounds of ammunition The security footage showed over the three days that it was all hauled away in Clement’s black pickup and the blue Volvo Detectives in Clark County asked Oregon law enforcement agencies if they had similar cases That’s when “numerous agencies” reached out Clark County detectives stated in a search warrant Police had spotted the pickup and the Volvo at storage unit break-ins in Oregon the burglarized units were accessed the same way,” the Clark County detective wrote in a search warrant “by the person fraudulently renting another unit and then accessing the victim’s unit by breaking through the wall in between.” Clark County detectives further linked Raya and Clement together as they built the Hazel Dell burglary case Detectives accessed jail phone records from June between Raya and her husband at the time lodged in the Clackamas County Jail for stealing a Volvo SUV and attempting County detectives questioned him arrested by a Hood River deputy July 3 while allegedly attempting to break into another storage facility The deputy reported finding Clement with a cut lock and two orange handled lock picks that he claimed were for his teeth Clark County detectives questioned Clement in The Dalles on July 6 He admitted his involvement with the Hazel Dell case He also told them Raya angled to rent him a storage unit in Hood River “fraudulently so he could burglarize others as consistent with their modus operandi,” court records state In talking with detectives about the Hazel Dell break-in Guillermo Raya-Leon and Raya-Leon’s girlfriend Detectives believed all three worked together and referencing other outside agency reports and Brian Clement have been working together to obtain stolen property by burglarizing storage units.” Guillermo Raya-Leon may not have participated in the Hazel Dell heist The Marion County Sheriff’s Office told OPB that Raya-Leon was jailed on drug charges at the time of the storage unit burglary That stint lasted from May 29 through June 19 Guillermo Raya-Leon would shoot and kill Brown Last Friday evening, Guillermo Raya-Leon, Misty May Raya and Abran Raya-Leon left a Portland Target store in a hurry “Misty told (a friend) that they ran from the police in a vehicle earlier that day and that the police were looking for them regarding a burglary,” an affidavit stated Guillermo Raya-Leon became knotted with suspicion pointing out what he believed to be unmarked police cars on their trail Clark County Sheriff Chuck Atkins honored Detective Jerry Brown who was killed in the line of duty on Friday night “Both Misty and Abran stated that Guillermo repeatedly and emphatically expressed a heightened concern that ‘they were “various criminal violations.” The attorney’s office did not name those agencies only Guillermo Raya-Leon faces murder charges He carried a silver revolver in his waistband that night his brother and
