Lane County Commissioners have tentatively approved by a 3-2 vote a controversial proposal to bring a quarry to TV Butte near Oakridge
The proposal would rezone 46 acres from forest lands to Quarry and Mine operations to allow for the "Old Hazeldell Quarry" to be built near the intersection of Fish Hatchery and Dunning roads just east of Oakridge city limits
citing concerns over the area's big game habitat
But more recently, county commissioners took the issue back up. They held public comment in October 2024 where speakers overwhelmingly opposed the quarry
A few voiced opposition on behalf of big game
but most described it as a harm to the community
"The mayors and councils of Westfir and Oakridge have repeatedly opposed it," said Josh Laughlin
who was the first of 38 who spoke against it at the public hearing
which is the big economic driver up in the area
have identified serious and unminimized impacts the proposal would have on quality of life
But the discussion Tuesday focused on the big game impact
"Staff's unaware of substantial qualified opposition on a number of issues
so it boils down to big game habitat," said County Commissioner Pat Farr
And he and other commissioners who voted for approval disagreed with the planning commission's conclusion that "significant conflicts to MajorBig Game Habitat will occur as a result of the proposed action."
"It sounds to me like it's a minimal impact," County Commissioner David Loveall said
"based on what they're talking about as far as acreage" of the quarry compared to the Willamette National Forest
"We're all very disappointed but not surprised," Oakridge City Administrator James Cleavenger said of the vote
He described a feeling that residents' concerns besides big game habitat were dismissed
"They haven't addressed any of the citizen concerns that were brought up," he said
they just kind of swept it under the rug by saying the citizens aren't experts
But you don't have to be an expert to live here and know that sound carries
Cleavenger said the city and residents were especially concerned about the historic garbage dump on TV Butte
"The DEQ has said that there's a high probability of there being PCPs
If that stuff gets down into our aquifer protection zone 400 feet away and contaminates our wells we're going to have to get our water from somewhere else," he said
Commissioners' tentative approval Tuesday reopened the public comment period
with 14 days for additional comment and 14 days for the developers to rebut
while county staff draft an ordinance in support of rezoning to allow the quarry
This could be followed by approval or an economic
and energy (ESEE) report written by either the county or the developer
"Staff do recommend that the board conduct an ESEE analysis based on conflicts to Major big game habitat
The board would skip this step and not conduct ESEE findings if they find that all conflicts are minimized," explained Taylor Carsley
"If the board determines that all significant conflicts are not minimized it must conduct an ESEE."

New roundabouts and other road projects are taking shape in Carmel
Here’s the latest update on the projects and how long they will impact traffic:
Construction of the roundabout at the 106th Street and Hazel Dell Parkway intersection is nearing completion. It will be mostly completed by Thanksgiving, according to a news release from the city
The city has not yet set a date for full completion of the project
Eventually raised pedestrian crosswalks will be added to the roundabout
A new roundabout at Veterans Way and West Walnut Street is expected to be completed and open to traffic by the end of November

The reconstruction of College Avenue includes updates to utilities
landscaping the right-of-way and a new road design with intersection improvements
The entire reconstruction project is expected to last into 2026
the westbound lane of West 116th Street between Shelborne Road and Michigan Road will be closed to traffic while contractors work on a new pedestrian path on the north side of West 116th Street
This lane closure is anticipated to last through December
The eastbound lane of West 116th Street will remain open during this phase of work
Any remaining work on the trail will take place in the spring of 2025
3rd Avenue Southwest 3rd Avenue Southwest is expected to be open to traffic by the end of the year
The road has been closed from Elm Street to City Center Drive to improve storm water collection and pedestrian connectivity
and to add a roundabout at 3rd Ave Southwest and Walnut Street

WATCHMcLoud Fire Department tackles major barn blazeby Alexandra Sharfman
(KOKH) — McLoud Fire Department responded to a barn fire at the Nowakowski Farms near Hazel Dell Road and Highway Drive Friday morning
The department said the fire started around 3 a.m
inside a metal building with hundreds of hay bales
A tractor and other farming equipment were also inside the barn
The McLoud Fire Chief Josh Jenkins said the fire was too hot and dry to put form or water on
and the amount of water it would take could take resources away from the rural district
"I don't want to take water away from 500 homes to put a barn fire out," Jenkins said
firefighters started drenching the tree line near the barn
Officials said the home on the property and all the animals are okay
FOX 25 talked to the owner's son and a neighbor
The family has owned the land for more than 60 years
and their son says that part of the barn was extended less than a year ago
he said they've lost well over $100,000
and that the combine harvester that's in the back of the barn is $100,000 alone
the fire will not impact the sweet corn harvest season
The hay that's in the barn would normally be sold to other farms for horses
but the family says they'll have to take a loss on that

REGINA — A new pilot program in five Saskatchewan rural municipalities is launching to help landowners deal with excessive wildlife damage
The Big Game Management Extended Hunt will occur Nov
Each of these will have 50 antlerless elk licences available in addition to what was available through the big game draw
The licences are only for Saskatchewan residents
Grain and oilseed millers are predicted to see sales
volumes and margins decline in 2025 according to Farm Credit Canada’s food and beverage report
Environment minister Christine Tell said in a news release that the pilot is intended to help landowners take preventive measures to reduce future conflicts with wildlife
Wildlife damage can be mitigated while ensuring populations of deer and elk stay sustainable
The criteria for the extended hunt is based on damage reported to the Saskatchewan Crop Insurance Corp
and when producers have exhausted all other preventive measures or agree to implement such measures
The environment ministry and SCIC both regularly hear concerns about wildlife and requests for compensation after feed and crops are damaged
The pilot was developed in concert with the Saskatchewan Association of Rural Municipalities and the Saskatchewan Wildlife Federation
the government said it would find more solutions
“We listen and respond to the needs of our Saskatchewan producers,” said agriculture minister David Marit
SARM acting president Bill Huber said municipalities were happy with the result
“We were at the table when this pilot was developed
and we feel it is a good balance for agriculture producers and game management,” he said
“We also encourage landowners to do their part by allowing responsible hunters to access their property.”

Scott said he aims to ensure every Hazel Dell student meets or exceeds ISAT standards
“For the past ten years we’ve had about 70 percent of the population meet or exceed,” he said
“There’s been a consistent 30 percent of the population that has not met that expectation.”
The school’s ISAT scores have risen slightly during the past five years
from about 66 percent meeting state standards in 2005 to 73 percent in 2010

Scott said he plans to look at the school’s curriculum to determine exactly how the school can improve teaching to meet the standards
“I want to implement some student assessments that will give us some clear indicators of performance,” he said

Scott has spent the past three years as an assistant principal at Southeast High School
he was a guidance dean at Lanphier High School for one year
School Superintendent Walter Milton said he was impressed with Scott’s ideas to lead Hazel Dell’s instructional agenda
“He was very articulate in the interview process,” Milton said
“We’re looking forward to great things with the school in the near future.”
Scott’s appointment was one of more than 50 appointments in the board’s personnel recommendations

A county judge has signed a search warrant for the vehicle and Vancouver Police say the search and processing of evidence will happen in the next few days as the investigation continues
— Authorities discovered human remains in a burned vehicle and a person of interest in the case was taken into custody on unrelated charges

Deputies were investigating a case where a man had been reported missing for several weeks by his mother
they went to his last known residence around Northwest Sluman Road and Overlook Drive in Hazel Dell
they found a vehicle they said appeared to be recently burned
and inside they said they found human remains
"[The car] looked like it had just recently [burned]
like it was still kind of smoldering; it had been fairly recent
It appears it may have been from the day prior
they're still looking into the actual timeline for that," said Sgt
spokesperson for the sheriff's office
"There was that and some additional factors that
in this point of the investigation we can't really get into
that raised the deputies' concern enough that they reached out to our major crime's unit."
Multiple agencies responded Tuesday to investigate and process the scene
The sheriff's office said the fire department did respond to a car fire over the weekend
It is working to gather more information about that call
Authorities are investigating the man's death as a homicide
citing the case as an active homicide investigation
— Deputies said a crash in the Hazel Dell area that caused a car and utility pole to catch on fire Monday night stemmed from a "physical altercation" at a nearby apartment
according to the Clark County Sheriff’s Office
Crews were called to a crash at the 8200 block of NE Highway 99 just after 10:20 p.m
Deputies said a small sedan hit a utility pole
both the car and utility pole caught on fire
which started a display of sparks and flashes that could be seen from a mile away
People inside the car were able to get out and no one was hurt

Deputies said it appears the crash stemmed from a physical altercation that started at a nearby apartment complex

Springfield School District 186 Superintendent Jennifer Gill admitted she expressed concern the first time it was mentioned to her about the possibility of folding Southern View Elementary into a consolidation plan that already included Hazel Dell and Laketown schools
The more apparent it became that all three schools would have to undergo hefty renovations
the more appealing the consolidation became
"We were looking at the construction challenges we had
and the opportunities we had to bring a new school to life," Gill said
On Monday the board approved 6-1 a resolution that paved the way for the three-school consolidation

It also calls for the construction of a school on a new site
the first for the city's south side of town since the mid-1960s
The most touted site is a parcel owned by some members of the Smith family
a privately-held pharmaceutical wholesaler
An eight-page guideline released by District 186 identifies it as having "the highest potential for a new school facility."
Gill said once the district identified a property and purchased it, it would be a 12- to 18-month process "so we might be looking at 2024 for actual start of school."
the district will eliminate nine mobile units that have been operating for about 25 years
All three schools have seen declining enrollments
"As a board, we have to look at this as fiscally responsible," said vice president Mike Zimmers, who represents Subdistrict 4
"We cannot continue to run schools with fewer than 200 kids
Buffy Lael-Wolf of Subdistrict 5 said staff efficiencies stood out
while also noting the downturn in enrollment
Lael-Wolf said the responses she received were split evenly for and against including Southern View in the consolidation
while some parents just wanted to be able to walk their kids to school
Hazel Dell and Laketown were already part of a consolidation stemming from a 2017 facilities master plan, Our Schools Our Future
Shawn Wilkinson suggested that the school boundaries be re-drawn to allow children on the northwestern edge of the current Laketown district to attend Southern View
he said, the district to build a new school on the Laketown site and renovate the Southern View site
It keeps schools in the neighborhoods and "a vital part of these communities at minimal additional cost to the district," Wilkinson added

Miller said the consolidation of three schools on the south end of town was too much
"Based on the feedback from our (public) community engagement sessions
the teachers and parents also agree," Miller added

Gill said while she looked forward to being part of the design process of the new school
But she also acknowledged that consolidation can hit a nerve
"I know there will be some mourning and some loss but the idea of having 18 or more months available is welcoming so we do it the right way," she said
Scheels letter of intentThe board will consider signing a letter of intent offered by the developers of the Scheels Sports Park at Legacy Pointe
Legacy Pointe Development Company managing partner Stephen Luker, who made a presentation to the board, said he expected ground to be broken for the multiuse sports facility on Springfield's south side sometime later this summer
District 186 athletic teams annually would get 2,000 hours of use of the complex's facilities
which will include synthetic turf multi-purpose fields and a 160,000-square-foot indoor dome housing basketball and volleyball courts and one of the multi-purpose turf fields
The developers are looking for a "use privilege agreement" of an annual amount plus abatement of the tax on the property on which the sports complex is going to be located

Gill said local baseball and softball facilities get a lot of rainouts so "(the letter of intent is) something enticing."

a longtime Iles School music/technology teacher who died Saturday
Taylor retired from District 186 last year. Her husband is Mike Taylor
an astronomy and physical science instructor at Springfield High School and a former SHS head football coach from 2006 to 2011
"I know the Iles staff is mourning the loss and the Springfield High family is as well," Gill said
"It was hard to hear that news this weekend
She was a vital member of our staff and obviously just retired but was still in the hearts and minds of District 186 family."
The board also honored longtime Lutheran High School and Sangamon Learning Academy teacher and coach Mike Filter who died in Springfield Thursday
Filter had brain cancer but had recently been involved in an automobile accident in Effingham County
This week marks Teacher Appreciation Week and while Horace Mann and the district will again forego its luncheon
it will continue to recognize top educators

One of the biggest projects in the first phase of the Springfield School District’s facilities master plan is consolidating Hazel Dell and Laketown elementary schools into a new building
Hazel Dell principal Jamar Scott said the idea of bringing the schools together had always been in the works
“We’ve pretty much known at some point this has to happen because we spend a lot of money on maintenance and utilities on this building,” Scott said
“Small schools are more expensive than larger schools
the proposal is to tear down both buildings and build a brand new structure on the south side of town on a site that is to be determined
The money for the project would come from two sources
Hazel Dell would receive $2 million and Laketown would receive $2.5 million
the money from those bonds can only go toward maintenance of the existing buildings
The other source would be from the proposed sales tax increase that is on the ballot in Sangamon County in the Nov
the 1 percent sales tax would take effect countywide and be distributed among all the school districts within Sangamon County proportionally
District 186's share of the new tax would be about $10 million per year
The money would have to go toward facilities improvements and upgrades
are the smallest elementary schools in the district
there are 159 students at Hazel Dell and 157 at Laketown
it means that some grades only have a single classroom
“It doesn’t allow for any collaboration with other teaching partners,” said Jennifer Gill
The two buildings also are in desperate need of upgrades
Hazel Dell has five mobile units that have been at the school for more than 20 years
neither school has central cooling or heating — they both rely on window units
“That’s a pretty profound difference,” he said
that alone could take them out of their structure.”
While the district was forming the facilities plan
it held many meetings with the community for input
Hazel Dell had a team of administrators and community members who came to every meeting and were part of every stage in the process
She has a grandson in first grade at Hazel Dell
Lewis has been to Hazel Dell several times
The cafeteria has to double for a lot of different purposes
from physical education to assemblies to even a library
her grandson is in one of the mobile units
“Particularly because of the weather,” she said
Lewis thinks the plan to consolidate the two schools is a smart decision
especially if it means better facilities for the students

Suspects tied to Clark County Detective Jeremy Brown's slaying are tied to a burglary of dozens of guns from a unit at the facility
a sheriff’s deputy took a report of a break-in at a suburban Clark County storage unit with a shocking amount of firepower
Missing from Unit 109 at the Public Storage: a bevy of assault rifles and handguns
at least 20,000 rounds of ammunition and a night-vision monocular
court records obtained by Oregon Public Broadcasting show
The burglary appears to have set the stage for a fatal confrontation less than two months later
when Guillermo Raya-Leon allegedly used a stolen silver revolver to shoot and kill a Clark County Sheriff’s Office detective investigating him
When Clark County Prosecuting Attorney Tony Golik charged Raya-Leon with aggravated murder July 24
Golik also charged him with possession of a stolen firearm
“A serial number check of the silver revolver through (a federal database) revealed that it was stolen,” Golik wrote
He referenced a Clark County Sheriff’s Office case number
which OPB has confirmed to be the storage unit break-in
Court records filed Tuesday show at least two guns listed as stolen from the storage unit potentially match what police suspect is the murder weapon
Many details surrounding the fatal shooting July 23 have not yet been released
What is known is that Detective Jeremy Brown conducted surveillance that night on The Pointe Apartments
but officials have not yet described the scope of the investigation
Inside the apartment were three key subjects: Raya-Leon
Court records show the family members are connected to a web of storage unite break-ins
It’s not entirely clear if firearms or other weapons were the target in some of those burglaries
Hood River and Linn counties have investigated similar incidents with common vehicles and suspects
The Public Storage break-in occurred in Hazel Dell
an unincorporated community just north of Vancouver
He said he “has never seen someone have that much firepower” along with ballistic vests
surveillance cameras captured a blue Volvo SUV pulling up near Unit 109
according to a Clark County search warrant
three people exited the vehicle and entered a neighboring unit to
Detectives believe they broke in through the shared wall
Footage reviewed by detectives caught multiple people accessing the unit and pilfering the weapons and ammo inside
detectives saw a man and a woman pull up near the unit in a black truck
the footage showed them hauling approximately 25 boxes to the pickup one-by-one
The detectives believed the box contained ammunition
“I can tell what she is lifting is heavy because she keeps her arms straight down by her sides and when she hands them to the male to put in the truck
she swings her whole body toward him hardly bending her arm,” the detective wrote in the search warrant
Detectives identified Misty May Raya by her clothes and neck tattoos
would later admit his involvement to police
Clement told detectives that Raya enlisted him to open a safe and that it would be “lucrative” for him
Clement said he hauled a safe away and opened it elsewhere

According to charging documents and a search warrant
and between 20,000 and 30,000 rounds of ammunition
The security footage showed over the three days that it was all hauled away in Clement’s black pickup and the blue Volvo
Detectives in Clark County asked Oregon law enforcement agencies if they had similar cases
That’s when “numerous agencies” reached out
Clark County detectives stated in a search warrant
Police had spotted the pickup and the Volvo at storage unit break-ins in Oregon
the burglarized units were accessed the same way,” the Clark County detective wrote in a search warrant
“by the person fraudulently renting another unit and then accessing the victim’s unit by breaking through the wall in between.”
Clark County detectives further linked Raya and Clement together as they built the Hazel Dell burglary case
Detectives accessed jail phone records from June between Raya and her husband
at the time lodged in the Clackamas County Jail for stealing a Volvo SUV and attempting to elude police

arrested by a Hood River deputy July 3 while allegedly attempting to break into another storage facility
The deputy reported finding Clement with a cut lock
and two orange handled lock picks that he claimed were for his teeth
Clark County detectives questioned Clement in The Dalles on July 6
He admitted his involvement with the Hazel Dell case
He also told them Raya angled to rent him a storage unit in Hood River “fraudulently so he could burglarize others as consistent with their modus operandi,” court records state

Guillermo Raya-Leon and Raya-Leon’s girlfriend
Detectives believed all three worked together
and referencing other outside agency reports
and Brian Clement have been working together to obtain stolen property by burglarizing storage units.”

The Marion County Sheriff’s Office told OPB that Raya-Leon was jailed on drug charges at the time of the storage unit burglary
That stint lasted from May 29 through June 19

Springfield School District 186 will hold the first of three public hearings at Hazel Dell Elementary School, 850 W. Lake Shore Dr., at 6 p.m. Tuesday soliciting comments on the proposal to construct a new elementary school in the city.
That proposal is to consolidate Hazel Dell
Laketown and Southern View elementary schools
The district's original facilities master plan from 2017 "Our Schools Our Future" called for the consolidation of Hazel Dell and Laketown.

Southern View entered the discussion, said District 186 Superintendent Jennifer Gill, within the last calendar year.
All three of the schools have "structural deficiencies" that have to be addressed
Neither Hazel Dell nor Laketown have air conditioning
all three schools have seen enrollments decrease
the three schools would have an enrollment of 450 students
An eight-page guideline released recently identifies a 13.2-acre property on 11th Street as having "the highest potential for a new school facility."

A small fire at a Hazel Dell Elementary School mobile unit at 850 West Lake Shore Drive broke out just after 1 p.m
No students were in the mobile unit at the time of the fire
a spokeswoman for Springfield District 186
Springfield Fire Department Battalion Chief Matthew Raymond said a substitute teacher eating lunch in the mobile unit smelled smoke and alerted authorities about the fire
Raymond said the fire was caused by a motor on a furnace that burned up
The fire got into the wall and the attic of the unit
SFD crews unbolted the furnace from the building and dropped it to ground
Hankins said alternative arrangements will be made for the first-grade classes using the space and school will continue without disruption
The main school building and other mobile units that the school is using weren’t affected
The school district’s master plan calls for the elimination of the 28 mobile units it is now using
The plan also calls for Hazel Dell’s main building to be torn down
It will be consolidated with Laketown Elementary
Hazel Dell has an enrollment of 164 students in kindergarten through fifth grade
