(WHAM) — A 9-year-old boy is recovering after being shot Saturday at a Henrietta gas station
according to the Monroe County Sheriff's Office
about customer trouble at the Speedy Trac at West Henrietta and Bailey roads
Chief Deputy Michael Fowler said Ruben Smith
was involved in an argument with the store owner
"The store owner didn't want him in there
"He was trying to sell some of his own personal merchandise to customers
and the store owner had asked him repeatedly to leave."
Fowler said the store owner asked for help from other employees
at one point holding Smith down on the floor waiting for deputies to arrive
when Smith pulled a revolver and fired two rounds
"That 9-year-old boy was shopping with his father in the convenience store," Fowler said
"They were waiting to check out while this altercation was taking place and
that round went through some merchandise and
struck the boy in the upper chest area on the right-hand side."
Fowler said the store owner then restrained Smith
"They actually held him down and took control of the firearm," Fowler said
several other employees from the store came out
assisted the store owner with restraining him until deputies could arrive
get the little boy to the hospital and start their investigation."
Fowler said the boy was taken to Strong Memorial Hospital and is recovering
"When we got this call and started coming in
we fully expected this to be a much worse outcome," Fowler said
just sheer luck and the intervention of the hospital
it looks like the boy is going to make a full recovery."
Fowler said Smith will be charged with two counts of second-degree assault
though more charges are likely via grand jury

generating nearly $1 million in cannabis tax revenue since the opening of several adult-use dispensaries
Henrietta is demonstrating how legal cannabis can benefit communities in tangible ways
The New York State Office of Cannabis Management reported that the town is now reversing a recent tax increase
attributing this financial flexibility to cannabis revenue
Henrietta Town Supervisor Stephen Schultz emphasized the importance of strategic location for the dispensaries

according to an inspection report obtained Wednesday morning by 13WHAM
The report indicated an inspection Tuesday found three "public health hazards" and seven "other violations" at the restaurant
Photos in the report showed roaches under the restaurant's dish machine
bags of peanuts "adulterated with rodent chewings and droppings" and a roach submerged in sauce along the main cook line
The inspection report indicated the county suspended the restaurant's permit to operate
meaning the restaurant must close until further notice
The county noted the restaurant must hire an exterminator and needs to address all violations before being reinspected
The restaurant confirmed earlier Wednesday morning that it had been temporarily closed due to a pest issue
A sign on the restaurant door indicated it was closed Tuesday night

and caring for others was a constant thread throughout her life and the number of lives she touched and had a positive effect on were innumerable

much to the chagrin of her sons growing up
She was always on the move helping those who needed it
forging the deep bonds of friendship that few people ever experience
or volunteering in the kid’s ministry at church
and playing cards but she truly loved “Spicy Farkle.“ Whenever there was a get together with family or friends you could count on her to try to get a game started
She was also occasionally known to play a slot machine or two
and it was common to hear her chant “come on grand daddy” while trying to coax bigger fish to her lure
She was a passionate advocate for each of her sons
daughter in-laws and grandchildren as well as her nieces

and that's what they're basing this on," Recore said

Town Supervisor Steve Schultz explained that while the tax rate has decreased in recent years
the housing bubble has influenced the current situation
"The problem with this particular increase is you're seeing a shift in the tax burden from the more expensive homes to the less expensive homes," Schultz said
"And the reason for that is the less expensive homes are going up faster
we can't change that here in a town that's governed by real property tax law."
Schultz said he anticipates the town will lower the tax levy following economic boosts
such as the opening of legal cannabis stores in Henrietta
He expressed a desire for a simpler process
"I think the system is broken," Schultz said
it used to be you could do a town-wide reassessment every four years and it wouldn't be this massive increase."
Schultz highlighted the challenges posed by the current real estate market
noting that the tax burden is shifting from high-end homes to smaller homes due to increased demand for entry-level and downsized homes
"There really isn't a good way to fix it with the current system," he said
Schultz suggested a system based on formulas could alleviate the issue
potentially saving Henrietta about $500,000 annually and reducing costs statewide
Schultz also encouraged homeowners who are dissatisfied with their assessments to formally appeal them
He added that the town's assessor must now assess about 12,000 homes and 2,000 businesses
we're in the middle of what's called informal
"You don't have to go through the formal grievance process
You have to apply for a hearing by the 21st."

Henrietta Texas Roadhouse to reopen Friday following health department shutdownby WHAM
— The Texas Roadhouse on West Henrietta Road is reopening to customers Friday evening
following an inspection by the Monroe County Department of Public Health that forced it to temporarily shut down
The location had been closed since Tuesday night
An inspection report received by 13WHAM indicated there were three "public health hazards" and seven "other violations" at the restaurant
According to a statement from Texas Roadhouse
the location has since passed all Monroe County Health inspections
and repaired all infrastructure issues that were allowing pests
The company says several deep cleanings have been conducted by both staff and third party vendors
leaving behind an enduring legacy as a talented artist
She was born to Loring Roush and Sara Glazier Roush on July 23
Henrietta thrived in her mother’s art studio and often accompanied her while she worked as an illustrator in the print field
It was this early influence that molded Henrietta’s sensibilities and instilled in her the desire to become an artist
By the time she graduated from Eastern High School in Louisville in 1964
She had decided upon a career in education
knowing it would meld her love of art and teaching
Henrietta earned her Bachelor of Arts degree from Eastern Kentucky University
She later earned her Master’s Degree from Western Kentucky University in Art Education
It was during her time at EKU that Henrietta met Jeffrey Grant Scott
1968 and remained married for 48 years until his passing on August 18
Henrietta spent most of her teaching career serving the students of Adair County High School
She taught them fundamental art concepts and techniques in drawing
Henrietta taught her students to appreciate and understand various forms of conventional art
she also taught them to see artistry in the natural world
forever awakening their passion for self-expression
She loved escorting students on excursions to various museums
even traveling abroad with student groups on art trips
Henrietta was their greatest supporter and cheerleader and she was often viewed as a friend
Those friendships have lasted and evolved over decades
and she was still in touch with many of her former students
Henrietta received many awards and accolades
she was honored in 1986 as the recipient of the Governor’s Arts Award for Education
presented by Governor Martha Layne Collins and the Kentucky Arts Council
Henrietta was the winner of two first place awards at the Kentucky State Fair
She placed first in the fair’s Kentucky Watercolor Society contest for her watercolor
won the Whip Mix Purchase Award and was acquired by the company
Her iconic watercolor of the Adair County Courthouse can be seen hanging in many locations around the county
Henrietta’s artwork has also been featured in art shows and festivals across the state of Kentucky
Henrietta helped her husband establish a productive orchard of 250 trees which surrounded their home in the Sparksville community
The grounds boasted more than 50 varieties of apples alone
The Scotts were founding members and supporters of the local farmer’s market where they sold produce and cider
Henrietta and Jeff opened Highland Raku Studio
It was this pottery that caught the attention of Churchhill Downs
which commissioned them to provide pottery pieces for the Kentucky Derby
Henrietta and Jeff didn’t stay away from teaching very long
They extended their love of art and teaching by offering classes in ceramics
Students of all ages traveled from several surrounding counties to attend their classes
the Scotts also opened their studio to local artisans in an effort to provide support and studio space for them to work in their chosen medium
The studio also contained a gallery which sold their works and those of approximately 20 other juried artists from south-central Kentucky
Henrietta began teaching watercolor classes as an adjunct professor at Campbellsville University
It was there that the art exhibit Lifetime Partners: Art of Jeff & Henrietta Scott was held in 2017
In 2020 Henrietta sold the orchard and art studio and moved to Somerset to be closer to her daughter and grandchildren
and she established an art studio in her basement where she continued to create pieces which she exhibited at local venues
Henrietta was an avid reader and loved to travel
Henrietta was a long-standing member of the Sparksville Baptist Church
Henrietta was preceded in death by a brother
Henrietta leaves behind two beloved daughters: Sara Marie Browning (Fred) of Somerset and Mary Beth Mowery (Michael) of Florida
Two adored grandchildren also survive: Hayden Scott Browning and Addisyn Page Hatcher
Step grandchildren Allen James Mowery and Asher Wayne Mowery also survive
Numerous friends and loved ones also survive
Memorial services will be held on Wednesday
with interment to follow in the Sparkesville Baptist Church Cemetery

Henrietta’s ‘ugly duckling’ former Cartwright Inn slated to receive makeover
The former Cartwright Inn in Henrietta will undergo an extreme makeover soon
it’s thanks to his mother’s credit card and an infomercial he saw on television in the wee hours of the morning 20-some years ago
Liess transitioned from a fledgling front-office career in minor league sports to the world of real estate around 2002
shortly after his purchase of a how-to guide to financial freedom

turning it into a career in property sales and investment
“I got home late one night after work and was watching an infomercial,” he said
bought the book (and DVDs) and within two weeks of reading the book I bought my first property
“I can’t tell you how many times along the way people told me

“Obviously I plan on keeping it very historic,” Mike Liess said
“The vision I have is probably not a restaurant but something mixed use or multipurpose
I would definitely develop to fit a user.”
Supervisor Stephen Schultz said he would like the historic nature of both buildings preserved
I was open to proposals,” Schultz said
“since we could do a lot under the Historic Property Incentive Zoning we put in place a few years back just for this purpose — to provide incentives to developers so that they are encouraged to restore and upkeep historic properties rather than tear down and replace them.”
Since a significant part of Henrietta’s legacy is tied to the West Hamlet
“The entire West Hamlet area has more historic properties than most of the rest of town put together,” Schultz said
“We have a concerted effort to preserve this area to hold onto our heritage.”
State money also could be available to aid in development through the NY Main Street Program grants aimed at blight removal
The intersection of Erie Station Road and West Henrietta Road
along with the intersection of Lehigh Station Road and East Henrietta Road
are the “closest Henrietta has to an old town main street,” Schultz said
He said the state agreed that restoration of the Cartwright properties would qualify for blight removal grants
At least one previous developer backed out of a potential sale because of where the northwest corner of the Cartwright Inn building sits: within the right-of-way of state Route 253 (Erie Station Road)
Banks won’t finance a property that does not have a clean title
Even though the building existed long before the state roadway
the right-of-way somehow includes the building corner
The town is now working with the Department of Transportation
lawmakers in Albany and Monroe County officials on a plan for the state to cede a slice of the right-of-way
“Steve Schultz has been amazing to work with,” Liess said
“He has a great vision for the town.”
In total there are about 3.5 acres of land on the two sites
so the vacant parking area to the south offers other development possibilities in what likely will be a two- to four-year development endeavor
Schultz said his one ask on any possible new buildings is that the architecture conform to the era in which the existing structures were built
“Others have handled that,” Schultz said
“by making the new buildings look like agricultural structures
which were common next to or behind historic homes and properties like the former Cartwright Inn and historic house on the adjoining property.”
Liess hasn’t moved that far along in his vision
But he is sure of one thing: nothing will move into the property until the old Cartwright Inn is gutted and refurbished
“I’m hoping to salvage as much of the (original) Stagecoach Inn as I can,” he said
“We’ll need to take everything down to the studs
I want to take an ugly duckling and make it look historic.”
