We're learning new information about the investigation into the murders of six people in Henryetta
Sex offender Jesse McFadden killed himself
and two other teenage girls two years ago this week
The father of one of the victims is sharing a recorded conversation between family members and an OSBI agent
Police discovered seven bodies inside a house in Henryetta on May 1
shortly after Webster and Brewer were reported missing by their families
McFadden was due in court on May 1 to face charges for a crime he committed in prison involving an underage girl
He was a known sex offender and had recently been released after serving 17 years on a first-degree rape charge
He was sentenced to 20 years but was released early because of the way the DOC calculates time served
The medical examiners' report revealed that the six victims
and McFadden died of a self-inflicted gunshot wound
Ivy and Brittany had injuries consistent with sexual assault
Ivy and Brittany’s bodies were found nearby on the property outside the house
Ivy and Brittany were taken out to where they were found
and I think that they were killed," said the OSBI agent
Below is a timeline of events leading up to the murder-suicide
according to the OSBI in the recorded briefing with the Webster family
Tuesday, April 26th, 2023 – Jesse McFadden purchases cables and locks from Walmart
“Those items were later found in the house of McFadden
Those locks and cables recovered were consistent with being used as restraints,” he said in the recording
Friday, April 28th, 2023 – A text message is sent from Holly McFadden's phone to Tiffany Guess and Rylee Allen saying Jesse would begin to teach them about sexual education and encouraged Tiffany to assist Rylee because she was ‘further along in this.’ Then the OSBI agent said videos of McFadden engaging in sexual acts with a minor were found on McFadden's phone
it did not look like it was the first time," said the OSBI agent
This led investigators to believe Tiffany was being groomed by Jesse
I believe he’s been abusing Tiffany for a while and was getting ready to start with the other one,” the agent said in the recording
The agent says they believe Holly McFadden knew about the abuse
"I believe Holly was 100 percent aware of what was happening,100 percent okay with it because she just simply didn't intervene," said the OSBI agent
The agent says Holly was listed as a suspect
while the OSBI agent didn't believe that was the case

1:11 p.m.: Jesse, Ivy, Tiffany and Brittany go to a mall in Tulsa
Tiffany and Brittany go to an entertainment restaurant and arcade in Tulsa
5:26 p.m.: Jesse goes to a store in Muskogee that sells adult entertainment
6:25 p.m.: Brittany returns home to get a swimsuit
and Ivy sends a Snapchat with her face in it to her mom
Tiffany and Brittany are seen at a restaurant in Henryetta
8:23 p.m.: Ivy sends a Snapchat with her face in it to her mom
2:46 a.m.: Brittany's phone connects to the internet at Walmart
Investigators discovered McFadden had been communicating with a woman from Tulsa on a sugar daddy website and was planning to meet up with her
“He thought that they were going to meet at the Walmart in Henryetta early that morning
But he was driving around with at least with Brittany Brewer’s phone,” the OSBI agent said in the recording
The woman he was planning to meet up with refused to speak with investigators
and Brittany’s phone stops communicating with cell towers
10:07 a.m.: Ivy’s mom receives a text from her phone saying the group was heading to McAlester and would be back around 5 p.m
2:15 p.m. to 4:10 p.m.: McFadden and Tiffany meet with McFadden’s attorney in Adair County
meaning Tiffany was still alive Sunday afternoon
5:11 p.m.: McFadden called Ivy’s mother and stated everybody was still in McAlester
-McFadden's mother comes to his house and drops off a blanket
7:44 p.m.- McFadden sends a text to his attorney that he had met hours before and said
"So I decided to go ahead and just be what they wanted me to be
The bodies were discovered on the Henryetta property the next day, hours before McFadden was set to appear in court and shortly after Oklahoma Highway Patrol issued an Amber Alert for Ivy and Brittany
The OSBI agent said Tiffany's hands were tested for gun residue
The one-hour and 24-minute recording is of a conversation between an OSBI Agent and Ivy’s parents, Ashleigh and Justin, and her grandmother, Shannon Boykin
the agent lays out all the evidence the OSBI collected and the conclusions their investigation came to
Boykin said she recorded the conversation because she wanted to be able to refer to it if she forgot any details

Both Justin Webster and Nathan Brewer are sharing these details in hopes of raising awareness for stricter laws against convicted sex offenders like McFadden

Webster said getting more answers has brought some closure
but he still misses his daughter every day
"I thank God every day that I got to live with one of his angels," said Webster
Brewer says his daughter was loving and wanted to either be a teacher or a veterinarian
she still had a lot to give to the communities and to life," said Brewer
The OSBI declined to comment on the release of the recording but said the investigation is ongoing
District Attorney Carol Iski did not respond to a request for comment

Thursday marks two years since the Henryetta murder-suicide that left seven people dead
and two friends spending the night at the house
Ivy Webster’s family is now releasing an audio recording that reveals new details about the case
Police discovered the seven bodies inside a house in Henryetta on May 1
The medical examiners' report revealed that the six victims died of gunshot wounds to the head
Ivy’s family expressed concern over what they considered important evidence being left behind at the crime scene
The hour 24 minute recording is of a conversation between OSBI Agent Kevin Lanham and Ivy’s parents
Lanham lays out all the evidence the OSBI collected and the conclusions their investigation came to

“He should have never been released until he was tried and convicted on those charges
especially when he had had other charges of rape and child pornography while incarcerated.”
Boykin said the family still feels the pain of their loss every day
I don’t think that we’ve actually even started the grieving process
Just finding out in April of last year what had actually transpired,” she said
Boykin says she wants Ivy to be remembered for the loving
Anybody who's ever met her always spoke about how kind and loving she was,” Boykin said

Families of the victims have been advocating for legislative reforms ever since
rallying behind a proposed bill known as Knight’s Law
aimed at requiring stricter sentencing for people convicted of sex crimes against children
Despite efforts by parents like Justin Webster
whose daughter Ivy was also among the victims
Knight’s Law has failed to pass through the Oklahoma legislature after being introduced in multiple sessions
not just in our state but in our country,” Webster said during the 2024 legislative session
“If we can get the recognition and get people moving and getting out of their chairs to make a difference
the failure to pass the bill has only deepened his resolve
just 11 days away from the primary election
he says he's ready to take matters into his own hands
“The biggest problem they’ve seen on Knight’s Law is having somebody on the Senate side,” Brewer said
visibly emotional during a recent interview
spoke about the horrors his daughter faced and why that is a driving force behind his campaign
“When the report came out that one of the last things McFadden had searched up on the internet was how to get drunk anally while in handcuffs..
I’m pretty sure that’s how she got the alcohol in her system
And that’s why I’m fighting the fight that I’m fighting right now.”

NewsChannel 8 reached out to the Oklahoma State Bureau of Investigation to talk about the investigation into the murders
OSBI said they have no additional information at this time
The primary election for Oklahoma Senate District 8 is set to take place on May 13
The registered sex offender knew her from a dating website
They were going to meet at night outside the Walmart
The mass shooting two years ago is one of the worst in state history
The Oklahoma State Bureau of Investigation took over the case days after the bodies were discovered but has yet to give any public updates
The Oklahoman learned about the horrific findings of the investigation because an OSBI special agent briefed the families of the sleepover guests last year
A recording of one briefing was provided to The Oklahoman
The key finding was that McFadden was the sole shooter
He managed to kill so many people by himself because he used cables and locks
"Our bad guy's dead," Agent Kevin Lanham said in the recording
raised questions about the role of the youngest victim in the tragedy
so much so that her hands were tested for gun powder residue
had been sentenced to 20 years in prison after pleading no contest to a 2003 rape
He was released early in October 2020 because of credit for good behavior and time spent in jail
He was facing a return to prison on a charge filed while he was still locked up
He was accused of sexting a minor with a contraband phone in 2016 and possessing juvenile pornography
who had come over for a sleepover with Tiffany
Both had injuries consistent with sexual assault
Finally, he killed himself, after telling his mother he was not going back to prison.

Ivy's parents remain frustrated that McFadden was released from prison early while facing a charge accusing him of crimes while in custody
They also remain frustrated that authorities didn't check up on the registered sex offender often enough
They believe that failure gave him time to groom Tiffany
"The system failed us," Ashleigh Webster said
that the sheriff' deputies ended the investigation so quickly without gathering evidence from the house
It was a search of the house led by Ivy's family
They praised the work of the OSBI to give them answers
They still hope stronger laws will come from the tragedy
They said nothing has happened yet at the Legislature
"It's almost like they don't even care what happened here in Henryetta and to our daughter and care to want to fix it and make sure it never happens again," Justin Webster said
The same exact thing that happened can happen again."
Brittany's father decided to run for the state Senate because of the tragedy
The Henryetta Democrat will be on the ballot at a special election May 13
He said he wants to protect other families from sex offenders and already has written bills
"I'm trying to change laws because it's pitiful." he said

The DA did not respond to questions sent to her by The Oklahoman
Lanham declined to talk about the investigation
The OSBI agent briefed Ivy's parents in person last year while Ivy's grandmother
listened over the phone from her home in Arizona
She said she recorded the briefing so she could remember what was said
"There is a lot that is forgotten," she said

Fire officials said a passerby saw the fire around 5:30 a.m

The officials said they believe renovation work was being done to the house recently
The Okmulgee County Sheriff's Office said the State Fire Marshal's Office suspects the fire was an act of arson
OCSO said they don't have any leads and are interviewing people in the area
The State Fire Marshal's Office confirmed info 2 News brought up late on Dec
10 that the house on Holly Road is also at the crux of a divorce dispute in court between the married couple that owns the property
The couple will be interviewed as part of the investigation

Dewar and Henryetta Fire Departments responded to the fire early Tuesday morning

"We have evidence to indicate this fire could be suspicious in nature," said James Fullingim

which led us to a fire investigation on Tuesday at a vacant home that was unsecured
"That would lead you to wonder why it was unlocked
It looked like it could have broken windows and indicated someone had been in there," said Fullingim
Fullingim says the Dewar and Henryetta Fire Departments will release an incident report on Wednesday

and Explosives (ATF) is offering a $5,000 reward for information regarding a deadly arson in Henryetta
and agents are seeking the public's help to solve the case
at 323 East Trudgeon in the early hours of the morning
Investigators quickly determined that the fire was intentionally set
ATF Agent Ashley Stephens says they are assisting Henryetta Police and the State Fire Marshal’s office in the investigation
ATF agents have released video footage showing a man walking up to Yancey’s home
Investigators say someone picked up the suspect at a nearby convenience store shortly after the arson
Agent Stephens emphasized that the ATF is confident that someone in the Henryetta community can help identify the suspect in the video
they are hoping to identify the person who dropped the arsonist off at the scene
“Even the smallest piece of information could make a difference,” said Agent Stephens
“It could be a video or just a recognition of someone
it could lead to the arrest and a $5,000 reward.”
Agent Stephens added that making an arrest would bring justice to the victim’s family and provide answers to the community

As long as a school doesn’t consider a player “under discipline” or “suspended from school or an activity,” the OSSAA considers that player eligible

the two players wearing the ankle monitors are accused of entering a convenience store in Jenks
They allegedly demanded money and cigarettes from a female employee
The two players were arrested in early January by Okmulgee police
but the FBI ultimately took over the investigation because the players are Native American
That’s because of the 2020 Supreme Court ruling in McGirt v. Oklahoma that the Muscogee (Creek) Nation reservation in eastern Oklahoma still existed
The state no longer has the power to prosecute criminal cases involving Native Americans on those lands
Remember when the small-school state tournaments were quaint

It was quite an accomplishment for the tiny school just northwest of Henryetta
Two-thirds of students are eligible for free and reduced lunches
everyone from Wilson walked a little taller
their heads higher and shoulders straighter
It won all of its games in the tournament by 15 points or more
blasting Calumet by 25 points in the finals
Wilson (Henryetta) remains a supremely talented team
This squad is built around stout players who are athletic and physical
Hammon was within two possessions a minute into the second half
turned them into points and expanded the lead to 15 points
And there were times as you watched Wilson (Henryetta) trapping and pressing and blasting its way to a 72-55 victory
The players wearing them had wrapped them in black fabric
so they blended into socks and shoes and leggings
But then you’d catch a glimpse of the bulge the size of a deck of playing cards
you’d start thinking about how playing sports is a privilege and debating whether being arrested and accused of robbing a convenience store with a gun should have prompted the leaders at Wilson to take that privilege away from those players
Or you’d wonder if they were good kids who made a terrible decision and the school’s leaders had done right by keeping them in a structured environment and giving them another chance

A man is in the hospital with serious injuries after Henryetta police say he stole and then crashed a patrol car
Police say John Lee was in handcuffs but managed to slip them off
hop into the driver's seat of the patrol car
Police Chief Steve Norman says Lee is well known to Henryetta officers and has a history of assaulting officers
and crashed along a gravel road west of town
“It’s probably about 4 miles from the scene where he took the car to the actual crash site,” said Norman
Norman says he’s thankful no innocent people or officers were hurt because Lee had the patrol car
which contained the officer’s phone and firearms
He says there was never a police pursuit because Lee crashed so quickly
Norman says it all started when they received several 911 calls from people in a neighborhood about a man they said was acting erratically and vandalizing cars
the Henryetta officer was waiting for Creek Nation Lighthorse Police to arrive
Lee had a dog with him and asked the officer if he would put the dog in the fence
When the officer went to take the dog and put him up
jumped in the driver’s seat of the officer’s unit
He says this situation highlights the dangers officers face every day
This man is just being held for another agency,” said Norman
Norman says they’ve dealt with Lee several times in the past
and while it’s unfortunate that he’s seriously hurt
“He has to take responsibility for what he did
and nobody did that to him but himself,” said Norman
Records show Lee was released from prison in 2019 after serving six years of a 10-year sentence for drugs

OKLA (KTUL) — Two people are dead after a crash around 12:30 a.m
Oklahoma Highway Patrol reports a 2006 Dodge Ram 2500 driven by 24-year-old Austin Peavler was going westbound on Old US-62
The driver was pinned for roughly 2 hours and 45 minutes
32-year-old Dakota Baldwin was ejected about six feet from the vehicle and was also pronounced dead on the scene
The OHP report noted they were not wearing seatbelts
The condition of the driver and the cause of the crash are under investigation
The fathers of two murder victims say they were shocked to learn the house where it happened was set on fire Tuesday
The home is where Jesse McFadden murdered his wife
and two of their friends who were staying the night in May of 2023
The Okmulgee County Sheriff’s Office believes the fire was arson

Deputies say they were informed about the fire at 8:00 a.m

Investigators say graffiti was found inside the home as well
Investigators say they don’t have any evidence at this time tying the owner of the property to the arson
The two agencies are working together to figure out what happened

Jesse McFadden was a sex offender after being convicted in 2003 of first-degree rape in Pittsburg County
He was released from prison in 2020 and after his release married Holly and rented the home
McFadden was charged with using a contraband cell phone to send sexual messages to a teenage girl
He was charged with that crime in 2017 and the trial for those charges was supposed to start on May 1
That was the same day investigators found McFadden and six victims dead
Investigators believe McFadden shot all six people to death before killing himself
as well as Brittany Brewer and Ivy Webster
The fathers of Brittany Brewer and Ivy Webster say seeing all the investigators outside the house Tuesday takes them right back to the day they learned their little girls had been killed
says he does all he can to avoid that area
“It’s still a horrific scene,” said Brewer
“It brings back memories to people who live in that area
or even the victim’s families to go by there.”
Brewer says he doesn’t think the house should have been there after the tragedy
but he doesn’t agree with setting it on fire
still doesn’t give the right for somebody to go and burn it down,” said Brewer
says he heard the sirens going down to the house while he was getting ready for work
you think about what happened in that house,” said Webster
Webster says hearing those sirens go down his road brought him right back to what happened there
“We haven’t entered Ivy’s room since the first week,” said Webster
Webster says the house isn’t what’s important
It’s what happened in that house that matters
You have to change and make sure that happens again.”
Investigators are still trying to piece together what happened
Investigators say if anyone knows who set the house on fire
they should call the Okmulgee County Sheriff’s Office

Chamber Ambassador April Mason explains it's a concept found across the globe
"The idea behind it is that is that love is forever
but what's really special about the Love Lock Sculpture is it in our hometown," said Mason
Green Country Technology Center welded the 8-foot metal and mesh statue
Love is not something that can easily break
So just like people put a whole lot of work into building and designing this- it also takes work to build relationships and keep them going."
The sculpture is open 24/7 to anyone looking to share their love
"You could do it with your husband or kids
I did one with my best friend," said Mordecai

We watched as one couple declared their unbreakable bond
a husband and wife's public display of affection
"It's going to be there forever because I plan on being with my husband forever

The Mordecais tell 2 News Anchor Julie Chin they have plans for another Henryetta statue-- so their love for their hometown isn't done just yet

accused of robbing a Jenks convenience store employee
Sources have told News On 6 that two teenagers
demanded money and cigarettes from a woman who was working at the time
They were later arrested by Okmulgee Police
Sources said the FBI has taken over the investigation because of the boys’ tribal status
The FBI said that they could not confirm that
Wilson Public Schools in Henryetta is allowing the students to keep playing basketball while wearing ankle monitors
This has raised concern from parents and other school Districts
---We are not identifying the students because they are juveniles and have not been convicted of a crime at this time
Mark Hudson is the Superintendent of Preston Public Schools and is also the director for the Muscogee Nation Invitational Tournament where Preston and Wilson will both be playing this week
Hudson said he fully supports individual schools handling their own issues
but he says there needs to be accountability
especially when it involves allegations of crimes
That's not like two kids getting a speeding ticket or getting caught drinking beer," said Hudson
He says he doesn't want to judge another school district
but he does not believe these boys should be allowed to play until the case is resolved
I'm not going to tell another school how they ought to run their school
there's a certain degree of accountability," Hudson
Mark Hudson says if two players at his school were arrested and accused of a violent crime
he would not allow them to play or even be on the team at this time
"We love to win ball games but we will never put that ahead of how we behave and how we act," said Hudson
Hudson said parents from other districts have expressed concerns about the boys playing at the upcoming tournament
he says he has no authority to say who can and cannot play at the tournament that’s hosted by the Muscogee Nation
Preston Superintendent Hudson said that he has learned there are no rules against students wearing ankle monitors during games
He called Wilson's superintendent and head coach about his concerns
"They told me that they felt certain that it would be safe and they were well aware of the situation
but they didn't feel any cause for alarm on our part," he said
News On 6 reached out to the Superintendent at Wilson Schools who returned voicemail saying that they would not be commenting on students

Representatives with the Oklahoma Secondary School Activities Association (OSSAA) said that issues like this are handled by each school district
What Is The OSAA's Statement/Responsibility
They stated that issues like this are school matters
because what the player is accused of did not occur during a game
if a player from the University of Oklahoma football team is arrested for a crime
it is up to Head Coach Brent Venables to decide whether to impose any punishment on the player
The OSSAA has stated that there is no policy prohibiting a player from wearing an ankle monitor during a game
The Muscogee Nation Invitational is being held January 23-25th at the Muscogee Dome in Okmulgee
including Wilson High School and Preston High School

where three semis crashed on I-40 in the eastbound lane
A strong to intense line of storms moved across part of southern and east-central Oklahoma early Tuesday morning and formed some tornadoes resulting in some damage
Five tornadoes were confirmed in Okmulgee and McIntosh counties
with surveys of the continuing damage from the National Weather Service Office in Tulsa

According to Rule 4 regarding conduct of students
“A student who is under discipline or who is suspended from school or an activity shall be ineligible until reinstated by the school principal.”
The two Wilson (Henryetta) basketball players remain eligible in their school system
The alleged incident also did not happen during an OSSAA-sanctioned event
And the OSSAA does not have an eligibility policy regarding incidents away from sanctioned events

Officers believe the home was being used as a stash house
and that the stabbing is related to a trafficking operation
Norman is hoping to get help from the medical examiner's office and fingerprint analysis to help identify the four people involved

California and the state of Washington believing the people involved in the stabbing were family members
OKLAHOMA CITY (KOKH) — A mother in Henryetta continues her call for change after her 14-year-old daughter and four other teenagers were murdered by a convicted sex offender last year
Ashleigh Webster says she wants lawmakers at the Oklahoma State Capitol to pass what's called Knights Law
which is a bill that she says would protect children
She continues to share the story of her daughter's heartbreaking death with millions of TikTok viewers
Webster shows Ring camera footage from the moment she learned Ivy died
"I figured maybe if I start talking and show the realness and the rawness as a lot of people saw in that one video
maybe it will get more attention," Webster said
"[Maybe] people will see that the things that happened to our family shouldn't happen."
Webster is also using her platform to promote a national petition for Knights Law
More than 24,000 people pledged their support for a bill that would require people convicted of certain child sex crimes to serve 100% of their sentence
It's an idea that would have impacted her daughter's killer Jesse McFadden
a convicted sex offender released from prison early
and their friends who came over for a sleepover
and those five kids would've still been alive
we're still trying to work on things like that."
"The laws that are in place right now failed us," Ivy's father Justin Webster said
"Oklahoma has no urgency right now to strengthen the laws
They've had two sessions since our daughter's murder to strengthen those laws
that this same tragedy that happened to us can happen again today using the same loopholes."
The Webster family says they're talking to Fetgatter about how to get the bill passed next session

killing two and leaving a third person hurt
They said the person responsible also stabbed themself and was flown to a Tulsa hospital in critical condition
Police say everyone involved is from Latin America
and there is a language barrier with both the surviving victim and the suspect
Police Chief Steve Norman says that because of that
Norman also said the home where this took place was filled with marijuana
Neighbors told officers everyone involved moved to Henryetta just a few months ago
Norman says crimes like this are unusual for his community

“This type of double homicide in Henryetta is virtually unheard of.”
Norman said they’re working with the FBI and the District 25 violent crimes task force
Henryetta Police say they have identified the suspect in a fatal stabbing that killed two and left a third person hurt on Thursday
Officers say 21-year-old Brady Jordan Alva Cifuentes is a Guatemalan national and has had contact with ICE in the past
Police say the stabbing happened around 3:30 p.m

On Monday, May 1, 2023, authorities arrived at a rental property and determined that Jesse McFadden murdered his wife
The murders occurred at the home McFadden rented in Henryetta
along with at least two other girls who declined
received invites to come over to Tiffany's
Jesse McFadden picked Brittany up at about noon on Saturday
and the plan was to take the girls shopping at the mall and to Main Event — a family entertainment center — in Tulsa
Ivy Snapchatted her mother throughout the night
Ivy and Brittany's parents received messages from their daughters that they were heading to McFadden's family property in McAlester
the girls' parents knew something was wrong when they saw that neither Brittany
Michael or Rylee were on the school bus as it drove by
Sometime between Saturday night and Monday, authorities say McFadden shot his wife, her three children and their two teenage friends in the head before killing himself
Their bodies were found spread out around the property
some near a creek and some in a wooded area
Investigators said the victims were shot between one and three times in the head
Deputies who went to the home the morning of May 1 found the front door ajar
Recovered from the property May 1 were a broken cellphone
The Oklahoma State Bureau of Investigation took over the case May 6 because of complaints evidence had been left behind in the home
The OSBI said in a news release that its agents have been "communicating with the involved families
working to keep them informed on the progress and priorities in this case
searching additional locations and property
and obtaining intelligence and documentation."

An Okmulgee County sheriff's deputy had told Webster's father, mother and a grandmother in May that she had been raped
the chief medical examiner had told The Oklahoman May 4 that some victims may have been sexually assaulted
Jesse McFadden had a troubled history with the law long before the Henryetta slayings
he dropped out of school after ninth grade
He was living in McAlester when he began to get in trouble with the law
the first time for being in possession of a beer underage
he admitted to stealing over $80,000 from his grandfather and pleaded guilty to a felony — grand larceny in a dwelling house
And in 2003 he was caught twice driving under suspension
McFadden was sentenced to 20 years in prison after pleading no contest to raping a 17-year-old girl at knifepoint
McFadden was caught with a cell phone for the first time after a woman reported he had been texting her for three months
He was caught again with a cell phone in 2016 and was later charged in 2017 with sex crimes based on material found on the phone: one felony count of sexting with a minor and in a second felony count of possessing juvenile pornography
He completed his sentence under Department of Corrections calculations that gave him credit for such things as good behavior and time spent in jail
McFadden was arrested and placed into the Muskogee County jail for the 2017 sex case
but he was released shortly after on a $25,000 bond
He was set to appear in court on child pornography charges on May 1

In the Henryetta case in 2023, investigators found that convicted rapist Jesse McFadden was out of prison when police say he murdered his wife
and their two friends who had come over for a sleepover
McFadden was accused of committing those child pornography crimes while serving a 20-year sentence for a first-degree rape conviction in 2003
But he was released from prison in October 2020 after 85% of his sentence had been served
He was set to appear in court on the day his victims' bodies were found
The proposal passed the Oklahoma House in March 2024 and moved on to the Senate
but was not approved by the end of the legislative session
