Brian Laws was part of the Nottingham Forest team at Hillsborough in 1989
It is not too late for Nottingham Forest to install a permanent memorial to those people who died as a result of the Hillsborough disaster because the "panic and trauma" of the tragedy will never be forgotten
Laws was playing for Forest in the FA Cup semi-final in 1989 when a crush in the Leppings Lane end of Hillsborough stadium in Sheffield resulted in the deaths of 97 Liverpool supporters
Former Forest chairman Tom Cartledge, who left the role in October, last year said the Premier League side would consider having a permanent tribute at their City Ground home
The idea was first discussed at a fan advisory board meeting in September
with Cartledge among a number of club officials involved
Laws has long been in favour of a memorial at the City Ground
and said it would "respect" those who died and bring some comfort to the Forest supporters who watched the worst stadium disaster in British history play out in front of them
"Liverpool have a memorial of the day and Sheffield Wednesday have one because that was the scene
but Forest haven't really done anything
That has puzzled a lot of people," Laws told BBC Investigations
you can understand it a little bit because it is not our loss to mourn
It's a memory that doesn't go away
it's clear and it is not lost in its moment
"I'm for marking that with respect
And even though people will think 'that's 36 years ago
why are you doing that now?' Well maybe it's just a place to go to talk
to have that memory and to recognise it."
Facing disaster - the Forest fans at Hillsborough
Hillsborough Unheard: Nottingham Forest Fans
but there were 28,000 of them in the ground to witness the tragedy unfold
inquests concluded that the Liverpool fans who had died had been unlawfully killed
Forest have previously paid tribute to those who lost their lives in the disaster by leaving 97 seats vacant when they hosted Liverpool in the FA Cup in 2022 - those seats were instead covered with a memorial banner
The Nottingham branch of the Hillsborough Survivors Support Alliance (HSA) – which was founded in recent years with the support of Liverpool fans - has been the driving force behind the idea of a permanent memorial at Forest's home ground
After largely staying silent about what they had seen on 15 April 1989, a number of Forest supporters featured in a BBC Sounds podcast - Hillsborough Unheard: Nottingham Forest Fans - and spoke about what they witnessed and how it has affected them for more than three decades
Martin Peach was one of the fans to share his story
He had been just 12 years old when he attended the cup tie alone
He grew up idolising Forest players and would grab every opportunity he could to get his picture taken with them
He cherishes one he got with Laws in the summer of 1988
Brian Laws with Martin Peach taken earlier in the 1988-89 season and before Saturday's Premier League game with Everton
On Saturday - before Forest faced Liverpool's Merseyside rivals Everton in the Premier League - Peach met with the former defender
The pair were brought together by what they experienced at Hillsborough
we are always going to be part of that day and it's part of Forest's history," Peach said
"And a lot of people were affected and traumatised by what they saw."
knowing he had been a child sitting in the stands on his own
he also had children of his own watching the game that day
"I know fans reflect on it and personally I do as well because not only was I playing in that game but my family was there
and that was the most frightening thing," Laws said
"When it was unfolding we didn't know what was going on
so you can imagine we are blind to everything
We were dragged off the pitch and into the dressing room and got trickles of information
"There was major panic in the dressing room
We had no outside connection so we were on radio silence
I just wanted to see my wife to make sure they were all right and not involved
"And that is the scar that we are all living with
And it does catch you at times because there was a moment in time when everything went quiet."

Campaigners denounce ‘cover-up of a cover-up’ as IOPC clears officers of scapegoating Liverpool supporters
A 12-year investigation into the Hillsborough disaster by the police watchdog has concluded that no senior South Yorkshire police officers were guilty of misconduct for falsely blaming misbehaviour by Liverpool supporters
That police case was wholly rejected in 2016 by the jury at the second inquest, who determined that no behaviour of Liverpool supporters contributed to the disaster
which happened on 15 April 1989 at the FA Cup semi-final between Liverpool and Nottingham Forest at Sheffield Wednesday’s Hillsborough Stadium
The jury found that the 97 people who died due to a crush on the Leppings Lane terraces were unlawfully killed
as a result of gross negligence manslaughter by the police officer in command
Bereaved families of the 97 and survivors have fought a decades-long campaign for the truth and accountability, and have always protested that the South Yorkshire police mounted a false case to minimise its culpability
The conclusion of the investigation by the Independent Office for Police Conduct (IOPC), which started in 2012
has coincided with delays to the government’s promised “Hillsborough law”
which would impose a duty of candour on police and public officials
for which families have also long campaigned
based on a claim that the forces perpetrated a cover-up
“It feels like a cover-up of a cover-up,” Brookes said
In fact Duckenfield had himself ordered the gate to be opened
to relieve a crush outside the Leppings Lane end turnstiles
After an independent police investigation for the IOPC termed Operation Resolve
11 separate elements of gross misconduct by Duckenfield were found
including for ordering the opening of the gate
and failing to safely direct the people who came through it
Duckenfield did not order the closure of a tunnel leading to crowded central “pens” on the terrace
and the lethal crush developed after people who came through the exit gate went into those pens
Jackson was found culpable of gross misconduct for failures of planning and his response to the disaster; the former superintendent Roger Marshall for crowd management outside the Leppings Lane turnstiles and for asking Duckenfield to open the exit gate; and gross misconduct was also found by the former superintendent Bernard Murray
Duckenfield’s second-in-command in the police control room
Duckenfield was prosecuted for gross negligence manslaughter after the inquest verdict; he was acquitted in 2019
The IOPC said in the letter it had found no case to answer against any senior South Yorkshire police officers who were investigated for whether they gave inaccurate
false or deliberately misleading evidence or “irrelevant criticism of fans’ behaviour” after the disaster
Senior officers were also cleared over the instruction given to officers not to write their accounts of the day in their official police notebooks
and a subsequent process of amending the accounts made by officers
the former detective chief inspector Alan Foster
after an investigation into whether senior officers put “undue pressure” on some other officers who refused to make alterations to their original accounts
was also found culpable of gross misconduct for instructing the deletion of “policy files”
and retaining policy books “in his personal possession” after he retired
No officers will face misconduct proceedings, the IOPC has previously said
which include dozens more individual complaints currently being notified to families
The IOPC has explained of its findings: “Like the [2012] Hillsborough Independent Panel report and the inquests
we found no evidence to support police accounts to the media
the Taylor inquiry and both sets of inquests
which suggested that the behaviour of supporters caused or in any way contributed to the disaster.”
the watchdog said that while South Yorkshire police did seek to “deflect the blame from themselves”
with no duty of candour required the force “was entitled
to present its ‘best case’ and be selective with the evidence it presented”
At Labour’s conference in Liverpool in September
Keir Starmer promised to introduce the Hillsborough law by this month’s 36th anniversary of the disaster
as families have argued that the proposals do not deliver the required duty of candour
Starmer cancelled a visit to Liverpool last week where he was due to announce the new law to families
said she was “frustrated and very disappointed” after learning of the delay
the prime minister has used the deaths of the 97
their anniversary and the Hillsborough law
“There just seems to be this continual pattern
where he says things and then he takes them back
And to do that on the back of a Hillsborough anniversary – I’m appalled by it.”
Starmer’s spokesperson said: “We remain fully committed to bringing in a Hillsborough law
which will include a legal duty of candour for public servants and criminal sanctions for those who refuse to comply
Report released as Labour admits it will break promise to enact law by 36th anniversary and rewrites key proposals
Bereaved families have urged ministers to introduce the Hillsborough law in full, according to a new report, as Labour admitted that a promise to bring legislation to parliament by the 36th anniversary of the disaster would be broken
and the Cabinet Office minister Nick Thomas-Symonds attended the “family listening day” event on 3 February
The report of the listening day
records the overwhelming view of attenders that the government must not retreat from its commitment to guard against future cover-ups by implementing a legally enforceable “duty of candour” on public authorities
But despite the event, and Labour’s manifesto pledge to introduce the Hillsborough law, the government has been rewriting the key proposals. After a furious reaction from families, Keir Starmer is now expected to break his promise to bring the law to parliament by 15 April, the 36th anniversary of the Hillsborough disaster
On Friday Mahmood and Thomas-Symonds co-signed a letter to family members acknowledging that the promise would be broken
“For too long this city has been let down,” Starmer said in 2022
one of my first acts as prime minister will be to put the Hillsborough law on the statute book.”
Repeating that pledge in 2024, Starmer described it as a “law for Liverpool
a law for the 97 [victims of the Hillsborough disaster]” and a law for victims of the Post Office
“and all the countless injustices over the years
suffered by working people at the hands of those who were supposed to serve them”
People whose relatives were killed in those disasters and victims of those scandals attended the Inquest listening day event with Mahmood and Thomas-Symonds
“Participants highlighted egregious cover-ups and outright lies told by officials in public services,” the report says
Families at the event insisted that “thorough enforcement of the duty of candour” was needed
with sanctions and penalties for public officials who “knowingly obstruct justice”
The Hillsborough law drafted by Weatherby sets out the legal terms for such a duty of candour
as well as a justice measure emphasised by bereaved families for decades: public funding for legal representation equal to that of public authorities at inquests and inquiries
families have been told that the government’s new draft is based more on public authorities signing up to a charter
and does not include the funding for legal representation
A government media briefing last week that said the draft law could have led to civil servants being prosecuted for telling a white lie about being late for work to bosses has prompted fury from families
as it has always been clear that criminal sanctions would be for police or public officials misleading the public
Mahmood and Thomas-Symonds said the government remained committed to “a Hillsborough law that will include a legal duty of candour for public servants and criminal sanctions for those who refuse to comply
whose 18-year-old son James was one of the 97 people unlawfully killed at Hillsborough
said of the listening day: “After hearing the stories of all the other families fighting for justice
I am more determined than ever to demand that the Hillsborough law presented to parliament is ‘all or nothing’.”
said the “disappointing” delay should be used as “an urgent opportunity” to ensure the law was introduced in full
“The evidence in our report is too compelling and stark to ignore
