He also pleaded guilty to two counts of manufacturing and delivering controlled substances
He was sentenced to 10 years in prison on each of the drug charges
Roa was given time-served credit for the more than two years he spent in jail awaiting a resolution to his case

The guilty pleas were part of a plea agreement with state prosecutors
Assistant District Attorneys Talisa Gutierrez and Jose Garcia prosecuted the case for the district attorney's office

According to the Horizon Police Department
officers spotted two vehicles racing-- doing 96 miles per hour-- on Eastlake Boulevard
Horizon PD said that when officers tried to pull one of the vehicles over
the driver allegedly attempted to escape but took a sharp left turn too fast and lost control
they reported finding a gun in the vehicle
Horizon PD did not release the identity of the driver
The driver was reportedly booked into the El Paso County Jail and charged with reckless driving

EPCSO's Crisis Negotiators and Crisis Intervention Team also arrived at the scene to try and de-escalate the subject
the subject approached law enforcement officers in a threatening manner with the firearm
and one person got injured in an officer-involved shooting
According to the release the subject was transported to a local hospital for further medical evaluation

and the Texas Rangers are at the scene conducting an investigation
The Internal Affairs Shooting Review Team and the Texas Ranges are also conducting an administrative investigation

Texas (KFOX14/CBS4) — Horizon police have arrested a UPS driver and an accomplice for stealing packages that were not delivered
On Wednesday, the Horizon Police Department first posted to social media that the thieves
the Horizon Police Department began to receive calls about missing and empty pages
police learned that Zubia and Almanza were the duo behind the missing UPS packages
Officers received a notice that the duo's lime green Toyota was spotted driving on Darrington Road
Investigators responded to the area and found that a UPS truck was parked at a business
where Almanza was seen arriving in the lime green Toyota to meet Zubia
Zubia entered the UPS truck's cargo area and retrieved a large black backpack
and placed the backpack into the lime green vehicle
the backpack was later discovered to have contained several UPS packages
Continued surveillance then led to a traffic stop
Almanza denied having illegal items in the vehicle and refused consent for a search
police continued their investigation and followed Almanza to her residence
where she was seen retrieving the black backpack from the vehicle
Police informed Almanza of the theft investigation
She claimed she did not know anything about the investigation
When asked about the backpack's contents
"She did not know because the backpack belonged to her husband," according to the affidavit
and a search of the residence uncovered several empty UPS parcels and cellular devices intended for delivery
officers detected a strong odor of marijuana
Investigators found a lunchbox that was believed to have the missing cell phones
a bag containing a white compacted powdery substance was found
officers were led to believe that the substance was cocaine
Officers also located additional quantities of cocaine in a Ray-Ban sunglasses box on a workbench
The lunch box and the sunglasses box containing the suspected cocaine were seized as evidence
The affidavit confirmed that Zubia and Almanza were arrested and charged with theft of property
Horizon PD said that for all three charges
Zubia's total bond was set at $100,000
while Almanza's total bond was set at $30,000
Detectives believe there may be additional victims and are encouraging residents to come forward and call Sgt

Verdancia will be a 770-acre, master-planned community that eventually will have 2,400 single-family homes, up to 400 apartment units and 101 acres of commercial development along Eastlake Boulevard, and just east of Darrington Road, in an area booming with residential and commercial development
the company announced in a news release issued Wednesday
The first homes are expected to be available in mid-2026
Homebuilders have yet to be announced for the development
but homes are expected to sell for around $290,000 to more than $500,000
The development is projected to take five to seven years to complete
Verdancia is an extension of Hunt’s more than 20 years of residential development in the Eastlake Boulevard area in El Paso County, outside El Paso city and Horizon City limits. Commercial development took off after Amazon opened its huge customer fulfillment center at Eastlake and Interstate 10
Its 4,763-acre Mission Ridge master-planned community with more than 10,000 homes, just west of the new development, is in its final stages. Hunt also began construction in 2024 of its first industrial park in the same area.

Horizon PD officers and deputies from the El Paso County Sheriff's Office responded to a "large disturbance" on the 15000 block of Ashford Street
officers said they saw what appeared to be between 30 to 40 underage partygoers running away from the rental property
law enforcement ran after them and said they were detained and cited for "underage alcohol possession/consumption," after they said they saw alcohol

Garcia was shot in the chest with a "rifle/shotgun" and died at 12:27 p.m

The Sheriff's Office did not publicly announce he had died until two days later on Monday

The hospital accepts any emergency patients
but will have to transfer them to full-service hospitals if they require surgery or other services not provided at the Horizon City facility
The hospital has no operating room and won't deliver babies
"If a patient needs surgery or a cat (catheterization) lab procedure," or other service not provided at Horizon City
the patient "will be stabilized and transferred," Lozano said
Patients would be admitted to the inpatient hospital beds for such things as treating diabetes wounds
or for overnight observation if doctors feel that is warranted

Authorities said the shooting at a house in the Desert Bush area occurred just before midnight on Friday
A neighbor's surveillance footage showed people running away from the scene as some are seen helping someone walk away from the scene
An Horizon City official tell us at least one person was taken to the hospital
Ramirez - who was outside when the shooting occurred next door - recounted what he saw
Multiple neighbors described seeing what they said were young people running down the street in both directions
and some getting in vehicles to drive away
I did see just a bunch of kids just scattering," Ramirez added
Ramirez said his thoughts quickly turned to the safety of his son

30-year-old Carlos Herrera was arrested Friday and charged with child abuse
after the child told police Herrera had whipped their butt with a belt because he was "not reading his flash cards properly."

Herrera bonded out and was released the same day

UPS driver 'main suspect' in package theftsDetectives from the Criminal Investigations Division identified Zubia as "the main suspect responsible for the thefts." The investigation looked into numerous complaints to Horizon City police about the delivery of empty packages
along with complaints about packages never delivered at all
detectives served a search warrant at a home in the 3000 block of Gaston Drive in the Pebble Hills area of East El Paso

as well as opened and discarded boxes with Horizon City addresses and drugs
Horizon City Police Chief Marco Vargas praised the diligent work of investigators and thanked the local UPS security team for its assistance
“We are dedicated to providing high-quality police work to ensure our residents are not victimized by criminal activity," Vargas said in a statement
"This case highlights our officers' commitment to holding offenders accountable and protecting our community."

Texas (KFOX14/CBS4) — Horizon police arrested a UPS driver
for allegedly stealing the packages that he was supposed to deliver
the Horizon Police Department took to social media to announce that they had arrested UPS driver Jason Zubia
in connection with the UPS theft scheme after authorities searched his home and found various boxes with different Horizon City addresses
the investigation started back in February when they started to receive calls from people saying that either they never received their UPS orders or that they had gotten empty packages delivered to their homes
detectives with Horizon PD's Criminal Investigations Division contacted the local UPS Security Team and
identified UPS driver Zubia and his alleged accomplice Almanza as the prime suspects
Horizon PD said that after they raided Zubia's home in the 3000 block of Gaston Drive in East El Paso
they recovered boxes with Horizon addresses and found drugs

According to the Horizon City Police Department
Miguel Arturo Escobar Garcia was arrested and charged with theft after police received a call Tuesday morning from a business located in the 14400 block of Horizon Boulevard
Police said they believe that Escobar Garcia
stole over $5,000 by swapping damaged parts and retaining the money that was meant to be refunded to the business

Police said that Escobar Garcia allegedly admitted to the keeping of approximately $1,200 of stolen funds
Escobar Garcia was booked into the El Paso County Jail on a charge of theft greater than or equal to $2,500 but under $30,000
Escobar Garcia posted a Personal Recognizance Bond $7,500 and was released the same day

Texas (KFOX14) — Residents of Horizon City are expressing frustration over significant traffic congestion caused by ongoing construction projects
That's what's driving some of our viewers crazy this week
A local viewer described the situation in an email
aims to widen Horizon Boulevard from four to six lanes between Torrey Pines and Desert Mesa Drive
It also includes changes to Darrington Road between Nunda Drive and Eastlake Boulevard
Construction crews are working in both directions leaving limited lanes open for people to use
Spokesperson Lauren Macias-Cervnates with the Texas Department of Transportation spokesperson said
and infrastructure work in the area."
She noted the intersection is particularly busy due to the presence of numerous businesses and high traffic volume
Macias-Cervantes added additional routes for drivers
"We expect that this current phase of the construction will be completed in the Spring
It is in the Spring that there will be an additional lane or one lane that opens northbound on Darrington that will provide some additional travel space for drivers in that area," she said
as the project is ongoing and expected to continue until 2026
"It's very important again for people to keep in mind that while there is a lot of construction and the focus is on Horizon and Darrington right now
there is more work that is coming," Macias-Cervantes said

The threat was reportedly accompanied by a photo showing the juvenile holding what appeared to be a weapon
The juvenile later admitted to making the threat
such actions are considered a False Alarm or Report
The incident occurred on April 9 and the arrest was made the following day
The case has been forwarded to the Criminal Investigations Division for further review

According to the Department of Justice,35-year-old Isai Orona
nicknamed "Panda," was sentenced to 54 months in prison after admitting to authorities he led a network of drivers who smuggled undocumented migrants into Albuquerque
and admitting he had smuggled over 2,500 migrants in six months back in 2023
Court documents detail Orona's arrest on Nov
to "one count of conspiracy to transport aliens and one count of transporting aliens."

39-year-old Saul Gabriel Duarte was arrested Wednesday evening in the 14500 block of Horizon Boulevard
after he was pulled over for having an expired vehicle registration
they ran Duarte's name and discovered he's a Chuco Tango member allegedly known for being violent and had multiple active criminal warrants:
Duarte was then booked into the county jail in Downtown El Paso

Jaime Estrada-Alvidrez was arrested on Wednesday after an 11-year-old child told an educator he had been physically assaulted by him almost a week prior on Feb
The child's accusation launched an investigation by Child Protective Services (CPS)
Horizon police and the City's Criminal Investigation Detectives
who-- based on a forensic interview and a medical evaluation-- determined that the 11-year-old suffered temporary hearing loss and head trauma as a result of the assault
Detectives obtained an arrest warrant and took Estrada-Alvidrez into custody at his workplace
RECOMMENDED: 20-year-old arrested for allegedly sexually assault a minor in Horizon during a gathering
Estrada-Alvidrez was booked into the El Paso County jail in Downtown under an "injury to a child" charge and held under a $15,000 bond
Estrada-Alvidrez posted bond and was released that same day

The victim made an outcry to her teacher that Estrada-Alvidrez had punched her on the left side of her head and slammed her head against the wall
The victim said she could not hear from her left ear
The teacher stated that the victim appeared withdrawn
The victim told the teacher that she needed to tell her something "private" and that "she wasn't supposed to say."
The victim stated Estrada-Alvidrez was upset after he found out the victim had asked a family member for money for a book fair
The victim stated he punched her with a closed fist
The victim also said Estrada-Alvidrez had hit her in the past

The victim was a 13-year-old girl who was a friend and teammate on a city youth softball team with Anaya's stepdaughter
The victim told the stepdaughter about allegedly being sexually abused by Anaya

The stepdaughter's mom allegedly responded when told by the girls of the assault

7 when Anaya's wife asked the victim's mother if the victim could spend the night at their house after a softball game
Anaya and his wife went to a football game at the Sun Bowl
during which Anaya kept touching the victim
Anaya kept touching the victim's hip "and then he would go down," the victim told law enforcement investigators
He allegedly would grab the victim's belt loops and tried to "put his hand in" the victim's pants
The stepdaughter noticed Anaya's actions and tried pulling the victim away
"l shouldn't have come." The stepdaughter replied

The stepdaughter's mother "did not notice since she wasn't paying attention to them because she was watching the game," the victim told investigators
where he allegedly continued to grab the victim in her private areas

The victim sat on his lap "but she got up really quick and left for another room," the affidavit states
The victim told the stepdaughter about Anaya making her sit on his lap
"Yeah,he used to do the same thing with me," the affidavit states
the stepdaughter's mother wouldn't let Anaya "get close to them," the girl told investigators
The victim and the stepdaughter told the mother about the alleged sexual assault
"that's how he plays around," the affidavit states
The victim told her parents about the sexual abuse
The parents reported it to the Horizon City Police Department
