another close by at Goodman Road and Airways Boulevard in Southaven Photo: Horn Lake Alderman and mayoral candidate David answers questions during a Saturday night forum at City Hall 2025- What was set up to be a discussion between the three Republican candidates for Horn Lake mayor turned into a solo act Saturday night at the Horn Lake City Hall Soon after the qualifying period was completed and the three Republican candidates were set set up the forum debate with the two other candidates.  However the Saturday night gathering before about two dozen voters and interested parties saw Klein and Baker not take part That gave Young the opportunity to answer questions from moderate Jon Stevenson without rebuttal from other two candidates.   Young noted the city’s high millage rate of 50 mills is too high.  “Our number to operate the city this past year was $42.87 million and it’s going to be more next year,” Young said “Does that mean we need to raise our millage rate Young said what needs to be done to lower the millage rate is to bring more businesses “My goal in the next four years is to drop the millage by two mills,” said Young “It doesn’t sound like a lot but we have to start somewhere.”   Young said Horn Lake should see house development that is “obtainable,” which is different from what he termed “affordable” housing Young believes that would help attract more business to the community.   “We better have the houses these people coming will live in,” Young said “We have the schools and we need to have the houses that’s obtainable from the COO of that business down to the person who is sweeping the floor.” Young called the Horn Lake Creek Interceptor District a tremendous issue in front of the city.   The Horn Lake Creek Basin Interceptor Sewer District established in 1971 by the Mississippi Legislature serves as the exclusive provider of public wastewater collection services for Southaven The district has relied on the city of Memphis to treat wastewater Memphis said it was going to terminate the agreement so it could focus more on Memphis residents A federal judge ruled in September 2023 that the district has eight years to develop and implement an alternative wastewater treatment solution This includes constructing or expanding facilities to redirect wastewater away from Memphis’ system Young said the DeSoto County Regional Utility Authority is working actively on the issue with Congressional representatives But he also said it is imperative to continue pushing the issue at all levels The candidate also talked a significant time about the Horn Lake Animal Shelter under construction set to be the largest of its type in DeSoto County.  The cost of the 10,250 square foot shelter has become an issue when compared to another facility being built in Olive Branch and a new one currently open in Hernando.   Young said he has opposed the animal shelter since a $6 million bond was approved to cover the cost of construction opposing it because he wanted the money to be on hand through grants Young said the bond has added $13 million in debt to the city and when completed will mean an operating budget of more than $1 million annually “We have no play in the budget right now,” he said Young also talked about water issues in the Bullfrog Corner area not words,” Young said in his closing remarks.  The winner of the April 1 Republican primary vote in Horn Lake will face Democrat Jimmy Stokes II in the June 3 general election to become the next mayor as current Mayor Allen Latimer is retiring Stokes has already advanced to the general election as he has no opposition in his party’s primary.   Share on FacebookShare on X (formerly Twitter)Share on PinterestShare on LinkedInHORN LAKE (WMC) - The Horn You can reach him at jacob.wilt@commercialappeal.com 2025- It was expected but Monday it was made official that the Republican campaign for mayor of Horn Lake will be a race between two sitting aldermen Alderman at-Large Danny Klein and Ward 4 Alderman Dave Young have both qualified to run for the post with the upcoming retirement of Mayor Allen Latimer.  Young announced his qualification in a news release Monday after Klein posted a photo of him signing his qualification papers on social media.  Klein and Young will run in a Republican primary in April The winner apparently will face Jimmy Stokes II who reportedly has announced a run as a Democrat Both Klein and Young have been on the Board of Aldermen since 2021.  Latimer announced his retirement after being the city’s mayor since 2013.   In the news release announcing his qualifying intentions Young stated his desire to bring new jobs and development to Horn Lake.   “Our city has improved compared to previous years; look around.” Young said “We undoubtedly have many additional needs but much has been accomplished in the past four years saying Horn Lake needs a conservative leader for the future indebtedness and growth will be a balancing act,” he said Klein initially announced publicly in August that he had planned to run for mayor.  A former Horn Lake alderman has pleaded guilty to fraud related to unemployment compensation the DeSoto County District Attorney's office announced Monday Former Alderman Charles Roberts was indicted by the DA's Office in September for one count of fraud Over the course of seven months in 2020 while Roberts was still in office he received unemployment payments totaling $16,780 and purposefully omitted from the application that he was still earning a paycheck as an alderman District Attorney Matthew Barton said Roberts had paid back the amount after his wages were garnished and his house was sold "I'm not done with DeSoto County," Barton said "I will take every chance I can to go after someone who is defrauding the public whether it is an elected official or not." The fraud was initially uncovered by State Auditor Shad White and was part of a larger initiative called "Operation Payback," which aimed to return the estimated $500 million Mississippi lost to unemployment compensation fraud during the COVID-19 pandemic Barton said Roberts was the only case he knew of that involved a public official who could have faced up to five years of prison was sentenced to three years of post-release supervision Barton said the sentencing took into account that Roberts had no prior criminal history and paid off his debt Roberts served three terms as Ward 4 alderman in Horn Lake before losing in a primary runoff to current Alderman David Young in 2021 Jacob Wilt is a reporter for The Commercial Appeal covering DeSoto County, as well as Dining in the Memphis area. The department then built a case that was presented to the District Attorney’s office for indictment.  “It involved multiple people but we wanted to single him out as quickly as we could because we did not want someone like getting another job in law enforcement,” Barton said.   Herring was indicted on charges of conspiracy to take a vehicle and accessory after the fact of stealing a motor vehicle in April 2024 and later bonded out.   Barton said Herring entered a guilty plea Monday morning and will be sentenced in May.   2025-Four people have been jailed on weapons and drug charges after a search warrant was executed in Horn Lake The DeSoto County Sheriff’s Office said its Special Investigation Division entered a residence in Horn Lake early Friday morning with a search warrant They were assisted by the Sheriff’s Office SWAT team including a rifle with an illegal machine gun conversion kit Four individuals were taken into custody on drug and weapon charges We will add further information here when it becomes available A Horn Lake man accused of having sex with a dog has been indicted by a grand jury DeSoto County District Attorney Matthew Barton confirms that Tristan Pipkin faces up to a decade in prison if convicted for his alleged role in committing bestiality Pipkin was arrested by law enforcement in early February Horn Lake police report seizing evidence that included footage of a sexual encounter between the suspect and the canine with the utmost seriousness,” Barton said “Cruelty cases involving pets are disturbing at their core and we will work tirelessly to ensure justice is served here.” RELATED: Jones County woman sentenced to 4 years in prison for having sex with dogs The dog was removed from Pipkin’s care He is currently out on bond and is set to appear in court on March 20 Copyright 2025 SuperTalk Mississippi Media Subscribe to our newsletter to get our newest articles instantly SuperTalk Mississippi Media is Mississippi’s leader in news SuperTalk Mississippi Media covers every inch of the state About Us | Contact Us | Email Preferences | Help | Donate Subscribe Log In href="/section/business" aria-current="page" href="/section/opinion" aria-current="page" href="/section/sports" aria-current="page" href="/section/arts-culture" aria-current="page" href="/section/suburbs" aria-current="page" href="/section/neighborhoods" aria-current="page" href="//marketplace.dailymemphian.com/" aria-current="page" href="https://www.eventbrite.com/o/the-daily-memphian-23209873738" href="/section/suburbsarlington" aria-current="page" href="/section/suburbsbartlett" aria-current="page" href="/section/suburbscollierville" aria-current="page" href="/section/suburbsgermantown" aria-current="page" href="/section/suburbsmillington" aria-current="page" href="/section/suburbslakeland" aria-current="page" href="/section/suburbsnorth-mississippi" aria-current="page" googletag.cmd.push(function () { googletag.display('div-gpt-ad-1575557230823-0'); }); googletag.cmd.push(function () { googletag.display('div-gpt-ad-1575558347846-0'); }); North Mississippi Klein and Baker face off for Republican nod in Horn Lake mayor’s race By , Daily Memphian Updated: April 15, 2025 6:33 PM CT | Published: April 15, 2025 6:26 PM CT googletag.cmd.push(function () { googletag.display('div-gpt-ad-1576080080820-0'); }); Former Horn Lake Mayor Nat Baker, left, will face Horn Lake Alderman Danny Klein, right, in a runoff for the Republican nominee for Horn Lake mayor April 22. to $10,000 in fines and five years in prison if convicted Photo: Horn Lake Alderman-at-Large Danny Klein has announced his candidacy for Horn Lake Mayor 2024- The municipal elections in DeSoto County are not until June 3 of next year with the primary election set for April 1.  candidates have started to voice their intentions to run for office and Danny Klein this week officially made public his intentions to run for that city’s mayoral position.   Klein is currently an Area Manager for DeSoto County Schools and is in charge of Walls Elementary School all Lake Cormorant schools and all Hernando schools His career background includes years in logistics and as a business owner Klein has also served as a DeSoto County Election Commissioner where he was Commission chairman for eight years and was on the Horn Lake Planning Commission for 16 years eight of which were as that Commission’s chairman We sat down with Klein this week to find out more about his candidacy and why he’s running for mayor.   Can you tell us about some of the reasons why you chose to run for mayor?  “I’d really like to lead this city for the next four years and continue what we’ve started One of the things I ran on for Alderman-at-Large was to strengthen our fire department and first responders; to strengthen that group and to get a better road system management system set up as a city Basically we’ve done both of those things We’re in line at the fire department to go from a “4” to a “3” for our insurance rating and that should happen Then we’re looking at building a training facility there at Fire Station Three which I’m hoping will move us to a “2.” That will help our businesses and homeowners as far as insurance We’ve been able to get our police and fire departments competitive with other cities but now it’s about keeping us there because the other cities have deeper pockets.  So those couple of things are kind of in the forefront of my mind Crime is the thing that I will make sure that we stay on top of by developing a strong relationship with the sheriff’s department and hopefully put some programs that we can work together on and have more presence in the retail area and more presence in the neighborhood.” Crime is a big concern for everybody right now Southaven has taken steps to try and cut off Memphis crime Do you think there’s something similar that you could do or are there other specific things that could work in Horn Lake to lower the crime rate?  “Just showing a stronger presence would help tremendously We’ve got a good police force and good leadership already as a leader you’re looking to make sure that department has all the tools that they need to succeed.” It was kind of like the squeaky wheel getting grease So one of the first things we did was we bought a system with a company that will come in and grade our roads One is your best and four is the worst  and then say which one is best for your work and then we’ll put together a plan over a five year period on how to get them from poor condition to good condition and then from good condition to excellent condition We’ve got $3 million set aside every year and this program is even paid for the internet sales tax.  Talk a little bit about economic development here but is there a way that you can help attract new business to the city?  My background has been management and sales so I want to make sure that our city is business friendly When they come in and want to possibly do business it should not be a complicated thing that they come in and it gets up pretty easy in maybe one or two trips to City Hall rather than three or four So tell me a little bit about your background where you’re at and what you’ve done I’m an area manager with DeSoto County Schools I have nine schools and I have managed the maintenance of those schools from the grass cutting all the way to the roof And so they’re nine budgets that I’m dealing with that I have to handle There’s a bid process and things of that nature So what I’ve learned in the last four or five years in the school system is going to help me tremendously knowing how the process works and budget items and things of that nature So I feel real comfortable that I can be an asset especially with public works and public utilities departments.” What are some of the selling points as far as business and residents coming to Horn Lake “I think one of the main selling points would be family I personally want to be remembered as a family man I can’t think of a more honorable position than to be thought of as a family man and I like to see that family atmosphere in our departments We’re working together as a family.” Klein is one of two Horn Lake aldermen who have announced their plans to run for mayor in the Republican primary as Ward Four Alderman Dave Young has said he will be running.
