The Washoe County Medical Examiner's Office has identified the victim in an Incline Village homicide.
The victim is 25-year-old Karen Herrera Ramon of Incline Village.
The suspect was booked into Washoe County Jail.
25-year-old Karen Herrera Ramon of Incline Village was identified as the victim in a release.
The cause of death was multiple sharp force injuries.
Detectives with the Washoe County Sheriff's Office have identified and arrested Manuel Lopez-Gomez in connection with a homicide that occurred in Incline Village on April 10.
The investigation began last Thursday, when deputies were dispatched to a home in Incline Village for a report of a deceased person.
"On April 10th deputies were dispatched to Incline Village for a deceased person," said Deputy Cade Goodman, Public Information Officer for the Washoe County Sheriff’s Office. "Upon arrival and entering the residence they located a deceased female. Detectives were notified and they arrived on scene and took over the investigation. Through their investigation a suspect was identified."
Following the identification, a description of Lopez-Gomez, his car, and his last known direction of travel was distributed to surrounding law enforcement agencies.
According to the Washoe County Sheriff's Office in an online Facebook Post, The California Highway Patrol located and stopped Lopez-Gomez in Kern County, California, where he was taken into custody without incident and booked into the Kern County Jail.
On April 16, Lopez-Gomez was extradited to Nevada and booked into the Washoe County Detention Facility on a charge of Open Murder.
"He is now being extradited today to our custody in the Washoe County Detention Facility where he's being booked for open murder," Goodman added.
Our news crew was on the scene as detectives escorted Lopez-Gomez into the Washoe County Detention Facility, where he was officially booked.
The identity of the female victim has not yet been released, and authorities have not disclosed any further details about the circumstances surrounding her death.
The investigation is ongoing. Anyone with information is urged to contact the Washoe County Sheriff’s Office Detective Division at (775) 328-3220 and reference Case #25-1751. Tips can also be submitted anonymously through Secret Witness by calling or texting 775-322-4900.

– The Public Utilities Commission of Nevada (PUCN) yesterday accepted two stipulations issuing civil penalties to Great Basin Transmission Company (Great Basin) and Aspen Developers Corp
(Aspen) for a pipeline excavation damage incident that occurred on Oct
The civil penalties were issued in Docket Nos
25-02009 and 25-02010 as part of the PUCN’s enforcement of Nevada’s “Call (811) Before You Dig” law
The excavation damage associated with these civil penalties involved the high-pressure
8-inch transmission pipeline lateral located between Carson City and Incline Village that serves all of Incline Village and North Tahoe
The stipulations stated that while this damage could have resulted in 38,000 customers losing service
the incident did not result in any significant interruption of services
Great Basin received a $40,000 fine for violations regarding incorrect marking of subsurface facilities in response to an excavation ticket
Aspen was fined $6,000 for failing to obtain a valid “One Call” ticket prior to excavation
Although the pipeline that was damaged is an interstate pipeline and under the authority of the Pipeline Hazardous Material Safety Administration (PHMSA)
protection of the pipeline from excavation is subject to the jurisdiction of Nevada’s Call Before You Dig law and the PUCN
“This excavation damage had the potential of causing widespread customer outages just as the onset of winter was occurring
Nevada has one of the most effective damage prevention laws and programs in the country
Holding both operators and excavators accountable when incidents occur
so they look at their practices and procedures to ensure improvements going forward
is very important,” said Paul Maguire
State regulations require contractors to obtain a dig ticket if using mechanical equipment or hand tools
Non-contractors also always need a dig ticket if excavating with mechanical equipment or digging more than 12 inches deep with hand tools
it is good practice for everyone to call for a free dig ticket whenever excavating regardless of depth

which includes questions over $6 million in duplicate invoices
two disclaimers of opinion and several timeline extensions to submit audit figures for the 2024-25 fiscal year
but also of the consistency and delivery of the upcoming figures
IVGID auditor Davis Farr prematurely terminated their five-year contract with IVGID earlier this year.
A disclaimer of opinion is seen as one of the worst outcomes for a publicly funded agency
and indicates significant limitations in the audit evaluation process
It is issued when an auditor determines there is missing information
lack of sufficient evidence to form an opinion
or limitations created by the agency in question.

the Committee on Local Government Finance held a meeting with the State of Nevada Department of Taxation
IVGID board members and other parties involved in the agency’s finances
While a fifth extension has been criticized heavily by outside entities and may violate certain state policies
District General Manager Robert Harrison has stated repeatedly in committee meetings that taking additional time still trumps receiving another disclaimer of opinion.
The board has faced even more scrutiny in recent months
with public uncertainty around $6 million across thousands of duplicate invoices
which board members attribute to a technical error in their accounting software
In the February meeting in which they were first discussed at length
Director of Finance Jessica O’Connell cited a hand deletion of invoices
“The staff deleted 3,000 invoices and with the new ERP (enterprise resource planning) system it wasn’t just a click of a void
click here and say okay then let the hamster wheel go round and round and then it would post it.”
IVGID trustee Ray Tulloch said he found certain financial practices “completely alien.”
“I’ve never worked in a business where I can just delete and then just not do a capital project and then drop the money back into my operating budget the next year basically,” said Tulloch
IVGID’s District General Manager Robert Harrison
attributes the duplicate invoices to a faulty transition between enterprise software
“The transition from the old system into the new system just wasn’t as successful
as people would have liked it to be,” Harrison told the Tahoe Daily Tribune in a telephone interview
“Then we also suffered from quite a bit of transition
both in leadership at the general manager and finance director level
as well as on the team and the finance department
So I think all of that instability contributed to the challenges of just installing a whole new ERP system in the first place.”
He added that the board’s intention is to “actually have a finished audit and have good
solid new financials to start the new year with.”
High turnover and a ‘financial pot of boiling water’
Questions over IVGID’s future and finances arrive on the heels of a period of significant turnover and a series of short-serving general managers
most recently with termination of former district general manager Kent Walrack
who served just six weeks in his role before being removed from his position and receiving a severance payout of $250,000 — the amount he would have been paid for a year of service
as trustees discussed short-term goals for the newly-appointed Harrison
said the list “highlighted the fact that we are in a financial pot of boiling water,” focusing primarily the completion of the 2024 audit
In light of the turnover as well as lack of accounting staff
IVGID has also contracted with an outside financial agency
for a contract of at least $165,000 to assist with audit preparation
following additional audit extensions and efforts to present defensible figures
the board expects to pay the financial firm additional fees on top of the initially agreed-upon contract
IVGID’s next audit committee meeting will be held on April 22 and will determine the next steps for the board
which is in the process of untangling several financial knots in the public eye.

Both vehicles traveled at high speeds above the posted limit
The deputy activated the patrol vehicle’s red and blue overhead lights attempting to conduct a traffic stop
The white Jeep Cherokee and black Ford F-150 failed to yield for the deputy
The pursuit continued to the Incline Valley Bowling Alley parking lot
where both vehicles entered to evade the deputy
The deputy blocked the exit to prevent the vehicles from escaping
The white Jeep Cherokee evaded by driving around
while the black Ford F-150 struck the patrol vehicle before fleeing
A second deputy arrived and continued to pursue both vehicles
The pursuit was terminated when the white Jeep Cherokee collided with a tree near the intersection of Northwood Boulevard and Lakeshore Boulevard
A description of the black Ford F-150 was provided to neighboring agencies as it fled toward the California border
After a pursuit with Truckee Police Department officers ended in a crash
the driver of the black Ford F-150 was ultimately apprehended and arrested on local charges

No deputies or officers involved were injured in this incident
The driver of the white Jeep Cherokee was identified as Luca Giannini

initial goals for the new district general manager
Director of Finance Jessica O’Connell started the meeting with a verbal report on the progress of the 2024 audit
IVGID has requested a fourth extension with the state due to “staff resource issues.” However
she outlined progress in financial reporting
“We have completed the fiscal year trial balance for the auditors,” she said
we tied out accounts payable and capital assets.”
She added that Baker Tilly is working to complete the current audit
and preparing for the fiscal year 2025 audit
The firm is additionally assisting with the development of a cost allocation plan
“which hasn’t been done with an outside party for a long time.”
Trustee Ray Tulloch voiced his preference that efficiency is prioritized in the development of the budget
“We did see that the salaries and benefits had grown by over 50% over three years
so I would ask that you stress to venue managers to look for real efficiencies
not just keep adding stuff,” he said.
Trustees additionally discussed at-large audit committee nominations
and voted unanimously to appoint both Marc Kelly and Kim Lighthart to fill the vacancies
Tulloch’s term is expected to expire Feb
and Chair Michaela Tonking was unanimously voted to replace him.
The initial goals for new District General Manager Robert Harrison were also rolled out
Vice Chair Michelle Jezycki outlined the key points
many of which focused on financial management
“You’ll notice this plan looks quite a bit different than the others,” said Jezycki
“We highlighted the fact that we are in a financial pot of boiling water so we are really heavy on the finance part of that.”
Multiple trustees expressed concern over the number of goals and their particular deadlines ahead of June 30
Jezycki clarified that the dates “are not carved in stone.”
Top of the list was completing the 2024 audit
and the completion and finalization of the 2024 annual comprehensive financial report
which includes eliminating “the backlog of reconciliations for all relevant accounts by April 30
2025.” This was followed by goals regarding timely and accurate financial reporting
under which a comprehensive process review which identifies inefficiencies and sets improvement targets.
Other goals fall under organizational and leadership development
and organizational structure and management efficiency
The goals were approved unanimously.
Trustees additionally approved a cost increase of 5% to all non-resident season pass products at the Diamond Peak Ski Resort

deputies responded to a call about “trouble unknown” at a residence
They arrived to conduct a safety sweep and discovered a deceased adult female
later identified by the Washoe County Medical Examiner’s Office as Susan Powell
and her death ruled a homicide by stabbing.
Detectives soon identified Powell as the primary suspect in her death
and the Incline Village-Crystal Township Justice Court issued an arrest warrant for him
Following a high-speed chase through multiple counties
Powell was apprehended on Nevada Highway 338 and initially placed in custody at the Lyon County Detention Facility
agencies including the Lyon County Sheriff’s Office
Mono County Sheriff’s Office and the California Highway Patrol assisted in bringing Powell into custody
and the relationship between the two has not yet been disclosed.

That meeting coincided with the soon-to-launch Placemate Lease to Locals program
started off the first presentation of the series by discussing the importance of workforce housing
“The IVCBA has been working to create positive interaction and common ground on issues that can be controversial… Workforce housing includes not just service work
the IVCBA also conducted a workforce housing series survey
where nearly 70% of people expressed their interest in unlocking existing housing stock for workforce housing
general manager of Placemate in the Tahoe region
which has already been implemented in Truckee
Incline Village and Crystal Bay would be the 11th community to join the program
one of the IVCBA community outreach members
“[Placemate] is serving communities like ours,” as they focus on resort and tourist towns
Janvrin thanked the meeting attendees for the support they provided to Placemate
“We’ve never had this much support before launch
The Lease to Locals program in the area would operate much like those already in the community: they provide either seasonal or long-term leases to people working in the area and an incentive to the property owners for renting it out
At least one adult in the household must be locally employed for 30 hours a week and cannot have a gross income greater than 200% of the area median income—which helps target the “missing middle” of the housing crisis in Tahoe
Janvrin stated that a high percentage of homes in tourist communities are vacant second homes
which may remain empty for many months out of the year
That’s why the incentives for property owners aim to galvanize them into utilizing the housing space for more time in the year
These one-time payments are funded by Washoe County for Incline Village and Crystal Bay
Janvrin thanked Commissioner Alexis Hill for helping enable funds for the pilot
“There is no other program out there with costs so modest to house people,” said Janvrin
Placemate will also be utilizing the American Rescue Plan Act (ARPA) funds that have carried it through opening their last ten programs
though those funds must be completely spent by 2026
Incline Village and Crystal Bay have $216,000 allocated for them from these funds
Though much of the logistics were completed late last year
Janvrin said they chose to launch the program in February to avoid holiday slowdowns
There will be an eight-month onboarding period and a 12-month compliance period
and the program is projected to unlock about 20 homes
with a total projected budget of $350,000 for the pilot program
Washoe County will be waiting on the results of Placemate’s program before they commit to further funding
planning to do outreach and bolster the success of the program
Other counties and cities are also evaluating the success of the program
though Janvrin stated that even without further incentives in South Lake Tahoe
93% of property owners chose to renew their leases for their tenants

The Incline Village General Improvement District met on March 12 to approve the development contract for the Incline Beach House Project
next moves for the Skate Park Enhancement Project
and candidacy for the next General Manager of Golf Operations.
IVGID passed a motion to approve and authorize an agreement with construction company Core West Inc
to move ahead with the full development contract for the Incline Beach House Project
Public Works Director Kate Nelson gave an overview of the project
along with a description of civil drawings provided by District Project Manager Bree Waters
“The Incline Beach house was designed with functionality and durability at its core,” said Nelson
“Our goal was to create a modern yet understated space that allows the natural beauty of Lake Tahoe to take center stage while ensuring efficiency
longevity and just a great experience for visitors year-around.”
Plans include doubling the capacity of the existing beach house restrooms
and upgrades to the kitchen area to provide additional storage
The exterior features materials “suited to heavy snowfall and intense summer sun.”

Harrison said staff have drafted an RFP for an in-house attorney and legal services
with more concrete steps for recruitment to be established by June of this year.
Trustees unanimously made a motion to approve and authorize the District General Manager to execute a payment between IVGID and the Nevada Department of Transportation for the adjustment of manholes
valve covers and meter boxes in the amount of $102,385.58.
Trustee Michelle Jezycki was nominated unanimously as the board liaison to attend the interviews of candidates for the General Manager of Golf Operations Position
Jezycki will be responsible for providing feedback to the board and staff following the interviews
Next steps for Skate Park Enhancement Project

Nelson provided an overview of the current 30% design of the skate park project and outlined its progression.
Adam Eichorn of Spohn Ranch Skate Parks offered two design concepts for board consideration
with one design offering more safety features than the other.
The board agreed that the second option was the most ideal design for the reason that it has more safety features
and directed Spohn Ranch to move ahead with the 100% design plans for this version.
Director of Finance Jessica O’Connell concluded the essential updates in the meeting by providing a review of the 2025-26 budget workshop for the General Fund and Utilities Fund.
“The workshops are a great tool to bring trustees and staff together to build a balanced budget and a good place for open discussion,” said O’Connell.
IVGID will hold its next meeting on March 19 to address 2025 summer season beach rates

The Incline Village General Improvement District met March 19 to approve an increase to beach rates for the 2025 season
amend an agreement with the North Lake Tahoe Fire Protection District
in which they disclosed that the deadline would not be met
Trustee Mick Homan gave the update on audit progress
and said the district will not make the deadline
but is closer to receiving an opinion from the auditor.
“The good news is that we appear to be progressing closer towards getting an opinion from our auditors,” said Homan
He added that state officials said “staff has made more progress this month than they have seen in the previous six months.”
“The bad news is that we are not going to meet the latest deadline,” he said
“Neither the state nor us are frankly happy with that.” Staff aims to have the audit completed or in the clean-up stages by late April
and the delay was necessary to give time to be more thorough in order to avoid another disclaimer of opinion.
The additional time also means there will be additional payment to Davis Farr and Baker Tilly
the external agencies assisting with the audit
Trustees additionally unanimously approved a cost increase to kayak and paddleboard rack rental rates
Director of Parks and Recreation Karen Crocker said that given the high number of people on the waitlist for rental racks
an increase could bring excess demand down

Trustee Dave Noble proposed increasing the threshold to $500,000
“I don’t want to be looking back in a year or two wishing we had increased the funding if we are faced with a catastrophic fire that devastates the community,” he said
Trustee Michelle Jezycki also questioned if $200,000 would be sufficient for fire reduction efforts
“Can we accomplish what we want to accomplish with $200,000?,” Jezycki asked
Trustees additionally unanimously approved the recommended golf rates proposed by Senior Head Golf Professional Robert Bruce

The start of the meeting was standing room only
with most audience seats filled and a small crowd gathered in the lobby of the IVGID office
The board discussion opened with Chair Michaela Tonking
citing concerns over Walrack’s qualifications in government finance
Regarding his performance in his first weeks
Tonking also noted what she saw as a lack of sufficient engagement with staff and trustees
Trustee Dave Noble cited similar concerns over his “lack of government management and lack of government finance background.”
“In any other situation where we were not facing serious financial issues
Walrack might be the best person for this job,” said Noble
who in the previous week’s meeting proposed a termination of Walrack’s contract
referred to the initial decision as a failure
“Every time the previous board dealt with the general management position
it basically ended up in a failure of one form or another
and to me it was no different in their last actions of hiring Kent,” he said
“I’d like to go on record here saying this is one of the craziest decisions I’ve ever seen from this board,” he said
“Don’t forget that what they’re doing is spending $260,000 plus of taxpayer money just to satisfy their own desires.”
Despite a majority of the board not in favor of Walrack
several members of the public still arrived to voice their support for Walrack and to oppose his termination
Jim Lyon called the move “sheer madness and in direct contradiction to you [the board’s] campaign promises to bring about normality to the board.” Lyon additionally praised Walrack’s performance during his term
Trustees floated an offer of an 18-month contract with a salary of $250,000 and a maximum of a six-month severance
IVGID staff is set to return with a new contract agreement on or before January 29

Dosanjh was booked into the Washoe County Detention Facility on charges of:

Authorities say crews responded to a residential structure fire at 1013 Tomahawk Trail on Dec
crews observed smoke and flames coming from the home
All occupants had safely evacuated the home before firefighters arrived
The cause of the fire is under investigation
where he faces a charge of open murder with a deadly weapon in the death of 59-year-old Susan Powell

– Incline Village General Improvement District (IVGID) board met on March 26 to discuss the procurement of residential water meter registers
a new Budget and Recreation meeting time and selection of an auditor for the 2024/2025 fiscal year
Trustees unanimously voted to approve an update to the district’s Water Management Plan
which includes the purchase of 8.81 acre feet of water rights for $140,961 by Incline Hotel LLC
which owns the Hyatt Regency at Lake Tahoe
Trustees suggested raising the rate of water rights fees
as the current rate has not been adjusted since 2008
“I would support this item but with a directive to staff to look at raising the water rights fee and come back to the board at a later date,” said Trustee Dave Noble.
They additionally approved the procurement of 1,860 residential water meter registers and 1,970 transponders through vendor Hydro Specialties Co
trustees unanimously approved the date of a hearing for the Budget and Recreation Roll
District General Manager Robert Harrison additionally gave a brief update around the search for an auditor for the 2024/2025 fiscal year
and said that IVGID has reached out to several potential auditors but has not yet found an agency that has capacity to assist.
“We have two firms that did express an interest,” said Harrison
“They don’t have capacity right now but they have smaller CPAs that they work with.”
“We are hopeful that maybe we will have an engagement letter,” he said.
Trustees are expected to discuss a draft budget for the upcoming year.
The Duluth Incline Village construction is officially underway

On the one hand the project is estimated to cost half of a billion dollars
there will be more than just housing units added to the Duluth Central Hillside neighborhoods

There’s even plans for over 200 units of senior housing that will be made available before 2030
the Business Development Executive at ICS says the Duluth incline village construction has already started
there will be 70-unit condominium building
which should be completed in the summer of 2026
“The development will also be including retail space
It will also include public amenity space with a trailhead and a public pavilion,” Schiltz said
“I’m proud to say that the developer’s giving up some of his private property to allow the loot to take advantage of continued use of this wonderful piece of property with the public amenity space.”
