INGLESIDE, Tx — The Port of Texas, LP has filed a lawsuit against the City of Ingleside
seeking $15 million in damages related to 288.13 acres of land owned by the business
The amount in damages is expected to be amended
as a recent appraisal valued the land at $80 million
The lawsuit was filed in federal district court on November 15
That property has been used for bulk storage and as a gas pipeline hub since 1927
the City of Ingleside annexed the property and "temporarily" zoned it as R-1 Single Family Residential
"The temporary 'R-1' zoning is inconsistent with the historic and current use of the property
as oil and gas storage are not permitted use in 'R-1.'"
was required by the Texas Commission on Environmental Quality (TCEQ) and the Texas Railroad Commission to file a "Deed Restriction" prohibiting residential use on the land
On March 5, the Port of Texas, LP requested formal recognition of the property’s non-conforming rights. The city denied the request in June, citing the removal of storage tanks from the property in 2005. The business then applied to rezone the property from R-1 to Industrial.
Port of Texas owner Kenneth Berry attended the meeting and expressed frustration
"I don't want to give up $15 million of property so people feel good

A confidential source provided a series of email communications between the former IT coordinator and Lewis in July 2023
6 Investigates verified the authenticity of the emails provided
The emails pertained to a city council meeting held on July 11
a presentation was given on the then-proposed 2023–2024 fiscal year budget
Within the presentation was a list of equipment being requested for the city's public works

When asked what the implications of altering this meeting could mean
Larsen said that it would be a violation of the Texas Public Information Act and Texas Penal Code
"The facts are that he intentionally altered or destroyed this record
would have a very difficult time trusting this public officer again."

Tx — The Ingleside City Council held a special meeting on Tuesday regarding the alleged altering of a public meeting by City Manager Brenton Lewis
Following the nearly 90-minute executive session, the council voted in favor of issuing Lewis a letter of reprimand for violating Personnel Policies and Procedures Section 13G under "Prohibited Activities." However

Fox Lake Fire Deputy Chief Larry Van Hoorlebeke said firefighters were dispatched to the 26000 block of Ingleside Shore Road at about 4:30 p.m
Van Hoorlebeke said firefighters found acreages of slough in the area had caught fire and was spreading rapidly due to high winds
bringing in firefighters and additional resources from nearby departments to assist in bringing the fire under control
Additional resources were strategically deployed to prevent the fire from igniting structures that buttress the slough on all sides
“We did have a few issues where a deck caught fire along with the siding of a garage,” Van Hoorlebeke said

INGLESIDE — Despite opposition from Coastal Bend residents
Canadian energy company Enbridge and Norwegian chemicals company Yara continue to pursue plans for an ammonia production facility in Ingleside
the ammonia plant team held an open house at the Humble Station Community and Youth Center in Ingleside
environmental coalition Coastal Action Network held a march and community meeting in opposition of the project
The company's meeting came ahead of a public meeting planned next week in Portland by the Texas Commission on Environmental Quality regarding air permits for the facility
Project YaREN is being developed by Enbridge and Yara through their joint venture, Ingleside Clean Ammonia Partners LLC. According to the project website
the companies plan to build two production trains with a total capacity of up to 2.8 million metric tons of ammonia per year
If Project YaREN receives the necessary approvals
the production facility will be located at the Enbridge Ingleside Energy Center
located east of Ingleside on the Bay facing the mouth of Corpus Christi Bay
The ammonia would be exported by sea and used in the production of fertilizers and other industrial applications
An estimated 95% of the carbon dioxide generated during the production process would be captured and transported off site and stored in geologic storage in South Texas
In January, the Ingleside City Council denied an objectionable use permit for the facility after hearing concerns from community members.
After the January meeting, Enbridge and Yara shared a letter of apology with the city, which the city has shared online. The letter apologized for the tone of the presentation and pledged additional transparency
the companies are still pursuing the ammonia facility
the project is in a community engagement phase
"The project still relies upon having that local community engagement and approval to proceed," project manager Tarek Shaaban said
During the objectionable use permitting process last year
it became "very evident" that the community had concerns and questions
Project YaREN representative and Enbridge Manager of Stakeholder Engagement Ally Root said Thursday

including whether a carbon capture pipeline is safe for the community and whether the project will actually be able to capture as much carbon dioxide as advertised

"I'm not supportive of the plant at all," Tim Doty said

"It's too close to the communities in the downwind sector
whether it's an accidental release or an emergency release or just typical emissions
Doty is working with the Ingleside on the Bay Coastal Watch Association
He is a retired Texas Commission on Environmental Quality employee who managed the mobile air monitoring program for 17 years
Doty said that the TCEQ permitting process is based on modeling and self-reported emissions data as opposed to real-life situations
"My experience and knowledge tells me this is a dangerous plant," Doty said
According to materials from the open house
ammonia manufactured at the facility will be stored as liquefied gas at cold temperatures
which the company says minimizes the risk of the product becoming vaporized and airborne
The company plans to "meet or exceed" state and federal regulatory requirements
About 15% of the project cost will go toward safety and environmental features
"There's no room for ammonia," Ingleside on the Bay resident Ken Willis said
"I see no reason to bring in two foreign countries to ruin our atmosphere."
Lynne Porter lived in Ingleside for 15 years before moving to Ingleside on the Bay five years ago
"I don't want an ammonia plant anywhere near our city," Porter said
the ammonia production facility would create 200 permanent jobs
Protesters were also concerned about another industrial facility being built in the direction where winds blow in from the bay
Cyndi Valdes lives within a mile of the Enbridge property in Ingleside on the Bay
"Nobody has shared any sort of safety plan for the residents of Ingleside or Ingleside on the Bay," Valdes said
Root said that the project is in the early stages of development and emergency response plans will be built in coordination with local emergency responders
Several of the protesters Thursday also had concerns about how much water the project will consume and where that water will come from
the project will use seawater from the La Quinta Channel for recirculating cooling and heating systems
Project YaREN representative Austin Taylor
said that Yara has successfully used seawater before
Most of the sea water will be used untreated
but about 10% of the water will be demineralized and treated
Taylor said that water released back into the environment will meet "stringent" salinity and temperature requirements in order to prevent impacts to the bay

But she’s worked her way back,” Brady said

And that's really what the holiday celebration on Ingleside has been about for the last five years — neighborhood fun
It isn't specifically coordinated by one person or even a committee
the gathering is simply neighbors coming together to light up their neighborhood
then staging a large get-together the Saturday before Christmas
many of whom make a special effort to drive down Ingleside Drive between Thanksgiving and New Year

creating the magical feel of a Christmas movie
"It's just something that started when our neighbors
They were outside putting lights up on their trees
and their tree and our tree kind of met across the street
The Barnetts were using a lift to place the lights as high as possible
borrowed the lift and matched the height of the Barnetts' lights
"We were up and down in the lift putting lights on the trees
and we kept going with more and more and more lights," Talbot said
when the across-the-street neighbors decided to have a small celebration of the lights and the season
"They started decorating their trees," Talbot said
but the Talbots' new across-the-street neighbors
"They actually lived down the street from us and bought the house from the Barnetts," Talbot said
but everyone still puts their lights as high as their ladders will allow
and we still have our lights meet in the middle."
The Talbots also have added inflatable holly balls to their arch of lights to welcome drivers to the neighborhood
the neighbors are always talking among themselves
The trees are generally decorated on individual timetables
thought most start lighting up around the same time for the holiday season
"We have a progressive dinner in this neighborhood during the spring
This is just an opportunity to bring everyone in on it."
Neighbors furnish refreshments and hot chocolate
along with catering from Mestizo Louisiana Mexican Cuisine
We have musicians who usually play for a couple of hours
everybody kind of hangs out on the street visiting and stopping by
It's not a not a big deal in that it's nothing that's super planned out
and we choose to keep it that way so that it doesn't get into having to have a lot of meetings."
Talbot hasn't kept up with the number of lights that illuminate the street each Christmas

"I would say 80% of the houses on our streetlight up their trees," Talbot said
