The gunman walked into an office at Spartan College of Aeronautics and Technology on Friday and opened fire on the two victims with a handgun, said Inglewood Mayor James Butts, a former police chief for the city of Santa Monica. “This was not any act of random violence in the city,” Butts told The Times. “This was an act of workplace violence.” The suspect drove away from the campus in his car, but was taken into custody by Los Angeles police Friday night in Koreatown after Inglewood police shared a description of the suspect’s license plate and vehicle with partner agencies, according to Butts, who said Figueroa was in custody in Inglewood’s city jail. He is being held on a $1-million bail in connection to the shooting, according to jail records. The two victims were taken to a trauma center in Long Beach, according to the Los Angeles County Fire Department, which didn’t release their names. Butts said one of the victims was a dean at the college and was in critical condition. The other works at the college as a receptionist and she was taken to the hospital and was stable, he said. “We feel terrible for the families of these two ladies,” the mayor said. Butts said there wasn’t a clear motive for the shooting, but noted Figueroa has been employed at the Inglewood campus for a short time as an unarmed security guard. The handgun believed to be used in the shooting is in Figueroa’s vehicle and police plan to search for the weapon once they secure a search warrant Saturday, Butts added. A 9mm shell casing was recovered at the campus. “Situations like this are very jarring for a community because it promotes a sense of randomness and threatens safety,” Butts said. “This is a college campus; you see no reason that there would be this type of crime at school.” Police spent more than an hour going from room to room on the campus in search of a suspect or additional victims, but did not find anyone, authorities said. Inglewood police said they cleared the campus about 5:15 p.m. A student at the school told ABC7 News that he and his classmates were told to shelter inside a campus building for about 90 minutes. “Everybody kind of got terrified at once and I just feel like we really couldn’t panic,” he told the station. “We really had to just kind of stay cool and the police were here to do their job and we just didn’t want to intervene, so I hope everybody that was involved is safe.” Campus President Christopher Becker told ABC7 that there is 24/7 security on campus and regular safety drills, fire drills and earthquake drills. “We’re an aviation school, so safety is one of the things that we focus on the most,” Becker told the outlet. “It’s a nice community of students and teachers and staff. Doorbell video shows the man pulling a big stack from the mailbox before walking away. The homeowner said she and her partner were on vacation for a couple of weeks and recently returned. They filed a police report and say they wanted to share the footage to alert the community. Father and daughter Michael and Michaela Washington are suing the suspect, Andrew Jesus Arroyo, and CarMax for the physical and emotional damage they say they suffered as a result of Arroyo’s alleged out-of-control conduct, according to an unfiled civil complaint in Los Angeles County Superior Court. Last week, prosecutors charged Arroyo with 12 criminal counts, including attempted murder, assault with a deadly weapon, vandalism and hit-and-run resulting in injury to another person. Several of the charges against him have enhancements for causing great bodily injury. The Washingtons intend to sue Arroyo for assault, battery, negligence and emotional distress, alleging that as they tried to escape they suffered medical injuries that required treatment, according to the complaint. They also are accusing CarMax of negligence and infliction of emotional distress, alleging that the company and its employees failed to take reasonable steps to maintain safe conditions at the store. Representatives for CarMax and Arroyo could not be immediately reached for comment. The Washingtons and CarMax paint two different pictures of the events leading to the vehicle-related carnage. A driver rammed his vehicle into a CarMax showroom on Saturday A suspect is charged with multiple felonies after turning himself in to police The father and daughter say they witnessed an employee push Arroyo during an argument which led to a physical altercation between the two causing him to become “even more agitated and volatile” and chased him out of the store where he jumped on a car and hopped the fence “After this very serious verbal and physical altercation CarMax employees did not call the police department or 911,” the complaint states there were no security personnel present at the CarMax store.” A statement previously provided to The Times by CarMax said that Arroyo was in the store discussing an appraisal for his vehicle He then went outside and viewed the inventory before returning “According to accounts from employees who interacted with the suspect that day he did not complain about the offer and even spent time looking at our inventory for potential purchase,” the statement said “Employees share that they observed his behavior turn suddenly erratic.” A Times employee who was shopping for a car at the dealership before the incident said he saw a customer yelling at staff then ran outside and jumped on the roof of a car The Times employee and his wife became uncomfortable and left After the rampage, which was captured on video, Arroyo drove away from the showroom at 8611 S. La Cienega Blvd. and turned himself in to police. Of the eight people injured, two were taken to trauma centers with critical injuries, police said. One of the people whom Arroyo is charged with injuring is now paralyzed, according to documents in the criminal case against him. CarMax has said that one of its employees was treated at a hospital for non-life-threatening injuries and released. “We are deeply saddened by this event and our hearts go out to everyone impacted,” the company said in a statement. The Washingtons say they suffered severe emotional distress as a result of the incident, including anxiety, loss of sleep, anger and stress. The lawsuit does not specify the physical injuries they suffered. They are seeking damages in excess of $35,000. Arroyo remains in custody without bail, according to jail records. At his arraignment hearing March 12, Arroyo’s attorney voiced doubts about his client’s mental competency. He’s scheduled to appear in mental health court April 2. But some Black business owners tell a different story. “My lowest day of sales was the Super Bowl Because they shut off the street and told people do not come down Prairie if you are not attending the game They said do not!,” said Karolyn Plummer and we were hustling cakes.” Plummer and some of her fellow business owners say traffic around the venues has been a nightmare and there are often road closures on event days meaning regular customers have to go out of their way to get to their businesses But city officials refute these complaints Inglewood Mayor James Butts says the venues have indeed led to an economic renaissance for the city saying there are at least 3,000 more new businesses than there were four years ago In a historic move, the Palm Springs City Council voted unanimously Thursday night to approve a settlement offer for the surviving former residents and descendants of a Black and Latino neighborhood that the city burned to the ground 60 years ago to make way for commercial development.
