Texas legislators have introduced a bill that could make zoning changes easier
That's after Las Vegas Sands proposed rezoning a mixed-use development in Irving that would have included casino gaming in its destination resort
The proposal led to considerable blowback from Irving residents and others opposed to casino gambling
Senate Bill 844 was filed on Jan
During the Senate Committee on Local Government hearing on Monday
Hughes said the bill was about property rights
and would address obstacles that can come up when a city is making changes to an area's zoning
changes in zoning can be quickly and significantly disrupted by a small number of property owners
even if some don't even own the land that would be affected by the change," Hughes said

Following strong pushback from Irving residents
Sands took out the casino-related portion of the development plans

The "high intensity mixed-use" development will sit on 1,001 acres
including the site of the former Texas Stadium
There are about 452 acres of buildable land on the site
Las Vegas Sands entered into an agreement to buy the land in 2022 and finalized the purchase in 2023
months before primary Las Vegas Sands shareholder Miriam Adelson acquired a controlling stake in the Dallas Mavericks
Plans for the development also include an arena
but Las Vegas Sands have not said whether it would be for an athletic team
While plans for the land have been in the works since 2022
the Irving City Council had not heard details on the development until January of this year
Within two months council members were set to approve the rezoning
The first and only town hall about the project was held less than a week before council met to finalize the rezoning
Days later the city's planning and zoning commission heard seven hours of public comment from a majority of people opposed to the rezoning and its casino element
including lifelong Irving resident Deborah Malain
Malain called the proposal unprecedented and was not convinced the rezoning needed to be done while casino gaming was still illegal

If they are asking for a compromise and exception to the rule at the very beginning of this process
the rezoning passed the planning and zoning commission in a 5-4 vote
Planning and Zoning Commissioner Daniel Denny was one of the four who voted against the rezoning
During the meeting he said he was skeptical about approving a project before casino gaming is legalized
"If it doesn't pass the state legislature this year
it's going to be two years before it comes up again," Denny said
"How much work could we expect on that site if it's uncertain it's going to get passed?"
In a letter the University of Dallas addressed to the Irving City Council on March 20
Sanford said they strongly opposed the inclusion of the casino gaming element in the destination resort plans
The university — along with UD Land Holdings LLC and UD Land Corporation — own land on Tom Braniff Drive
Because the university owns significant acreage in Tracts E
F and H of PUD 6 along with additional adjacent properties
Sanford said they should have been given official notice from the city to confirm suitability of the proposed use for PUD 6
"Casino gaming would threaten the wholesome and truth-seeking climate we have worked hard to cultivate over many years at the University of Dallas
and it would negatively impact the family friendly environment that the city of Irving has fostered so well over so many years," Sanford said in his letter
city officials say property owned by the University of Dallas does not fall within 200 feet of the recent destination resort zoning case
so Sanford's letter would not have invoked the state’s zoning protest law
While the Irving City Council approved an amended rezoning proposal on March 20 without the casino gaming element
some city council candidates say the casino issue is far from over
Following the public backlash over the casino gaming
Place 2 candidate Sergio Porres updated his website to include an anti-casino message along with campaign flyers
paid for by the Anti-Predatory Gambling Association
telling residents to "stop the predatory casino."
Even though casino gaming is illegal in the state
Porres said the May 3 election would determine whether it could have a future in Irving
"[Las Vegas Sands] is just waiting to see if they get candidates that are going to give them what they want instead of being the tough negotiators that the city needs to make sure that we protect Irving and its character," he said
Las Vegas Sands previously said during the March 14 town hall that they were not financially involved in the May 3 election
which includes three city council seats on the ballot
Sands' Senior Vice President Andrew Abboud said during the town hall that they would not directly nor indirectly influence the proposed zoning change through financial donations

the Texas Sands PAC has not only supported authors of the bill in Austin
but it has also supported committee members that have overseen the bill
On March 27, House Bill 24 was sent to the Committee on Land and Resource Management. Six of the nine members have been supported by the PAC. And out of the seven Senate Committee on Local Government members who heard the bill on Monday
PACs having influence on what legislation gets attention is nothing new in Texas

The most consistent success story for legislation is one that has the financial backing to it. And a PAC like Texas Sands has that multimillion dollar contribution power
When it comes to legalizing casino gaming in the state
Rottinghaus said that legislation has been met with a non-financial hurdle: moral opposition
Legislators who are morally opposed or who see economic liabilities have been one of the stoppage points to getting it passed statewide
Another reason is the lack of buy-in from political leaders like Dan Patrick
"The third reason is that major changes in how especially gaming operates in legislature
While the casino gaming issue has become a talking point on the Irving City Council campaign trail for some
Place 2 candidate David Pfaff said it is currently a state issue
"This should go to vote of the Irving citizens at the appropriate time when we know if it's even legal from the state Texas and what does that even entail," Pfaff said
"So we're kind of running blindly right now with it being illegal."

Two Irving city council candidates will face each other in a runoff for a citywide seat and two other races were neck-and-neck after unofficial results were tallied Saturday
There were three candidates for the citywide Place 2 seat: Sergio Porres
Porres and Pfaff had the most votes but neither secured a majority
who is backed by the Families for Irving PAC
and longtime Irving resident Pfaff will face off in a runoff in June
according to unofficial results from the Dallas County elections administrator
The Families for Irving PAC's principles include “traditional family values," school choice
The PAC backs candidates who align with its priorities
Place 1 incumbent John Bloch and Place 7 candidate Adam Muller
both backed by the Families for Irving PAC
appeared to have the majority of votes as of election night
while Muller was slightly ahead of Priscilla Vigliante
Candidates in both races were separated by less than 100 votes
Families for Irving spent around $15,500 on its candidates this year. In the days before early voting, an organization called the Lone Star Conservative Action Fund poured $93,000 into campaign signs and text messages for the PAC's opponents
but many Irving residents decided it wasn't enough to sway their votes
The Lone Star Conservative Action Fund is a 501(c)(4) organization
That classification allows it to legally conceal its donors
the group's principal officer is Aaron De Leon
owner and president of consulting firm Leon Strategies
The consulting firm has worked with Republican campaigns along with the Texans for Opportunity and Prosperity PAC
which received tens of thousands of dollars from the resort company Las Vegas Sands
Las Vegas Sands wanted a zoning change approved in Irving earlier this year to allow for a destination resort with a casino gaming element
(De Leon has not responded to KERA’s requests for comment.)
While the Families for Irving PAC does not have an official stance on casino gaming
its candidates were vocal in their opposition to Las Vegas Sands
Although casino gambling would have to be legalized at the state level before any decisions happened in the city
Porres said he was against the concept in Irving should it become legal
it's going to fundamentally change the character of our city," Porres previously told KERA
"These billionaires are very much attacking the middle class because that's the group that gets most impacted by a casino
but it would undermine our local sovereignty here."
Porres linked his opponent's less vocal opposition to the casino as the reason why the Lone Star Conservative Action Fund paid for campaign signs in support of Pfaff
But Pfaff told KERA he did not know who the Lone Star Conservative Action Fund was and that no one on his team had coordinated with them
And while Pfaff has said the casino issue is not an immediate city issue
he would leave it to residents to ultimately decide
"This should go to a vote of the Irving citizens at the appropriate time when we know if it's even legal from the state Texas and what does that even entail," Pfaff said
"We don't zone for other illegal things at this point
so I'm not sure what we would do until we figure out what the state of Texas is going to do."

Figure 1 shows the location of hole 24OMI-001 and Figure 2 illustrates its cross-sectional position with respect to historic drill holes completed by Irving at Omui between 2019 and 2023
Hole 24OMI-001 encountered a 101.1m-wide intercept of silicified rocks grading 1.14 gpt Au
There are no other holes in the immediate area of 24OMI-001 at this time
Based upon the pervasive nature of silicification observed in this interval
Irving believes there could be significant potential to find larger volumes of gold-rich silica in this area
Irving signed an option agreement with JX over select areas at the Omu gold project
Current work is focused on the vision to make Omu into a new source of gold-bearing silica smelter flux
JX and Irving plan to drill an additional four such holes testing more parts of Omui for shallow silicification and veins
Drilling is expected to commence in late May
Assuming the outcome of the next four holes is favourable
Irving and JX plan to advance Omui alongside the Omu Sinter project to evaluate the potential for creating a new domestic Au-rich smelter flux production centre that is capable of providing significant quantities of silica flux to numerous base metal smelters scattered across Japan
Irving initiated drilling of its third diamond drill hole at East Yamagano
a south-oriented 702.1m deep drill hole inclined at -70 degrees designed to test a steeply oriented electrically resistive zone evident in AMT data (Figures 3 and 4)
This hole was completed in the middle of February 2025
Figure 3 shows a plan view of the drill trace of hole 24SY-002 and Figure 4 shows a sectional view of this hole overlain on AMT resistivity data
It is evident that 24SY-002 paralleled the southern margin of the targeted resistive zone
Although this hole did not encounter any high-grade veins
several broad zones of silicification and anomalous levels of gold
generally ranging between 0.1 and 1 gpt Au
The highest-grade individual vein that was intersected ran 1.90 gpt Au over 0.86m starting at 226.36m
Results from 24SY-002 are notably lower grade than those encountered in nearby hole 23SY-001
a north directed drill hole that crossed the same resistive feature being tested by 24SY-002
Hole 23SY-001 encountered a stockwork vein zone grading 9.6 gpt Au over 5.0m that is positioned inside the resistive feature
Irving believes that further drilling across this resistive zone is warranted to better ascertain the orientation of the high-grade vein encountered in hole 23SY-001
a -82 degree southerly inclined hole collared approximately 350m northeast of 24SY-002
this hole tests a similar steeply dipping resistive zone
It is currently at a depth of approximately 660m and is targeting a final depth of 800m
It is anticipated that two drill holes will be completed by mid-2025
Permitting of at least another six holes is currently underway which are expected to be drilled after mid-year
East Yamagano is a joint venture between Newmont Overseas Exploration Limited ("Newmont")
a wholly-owned subsidiary of Newmont Corporation
Sumitomo Corporation ("Sumitomo") and Irving
The initial interests of the parties in the joint venture are Newmont

For 44 episodes of CBS’ series “Dallas,” Pointer played Rebecca Barnes Wentworth, Pamela and Cliff’s mother and the head of a rival oil family. In the 1976 movie “Carrie” she played Mrs. Snell, mother to Sue Snell, who was played by her daughter Amy.
She was just shy of her 101st birthday, according to a family statement obtained by The Times.
“Priscilla had a long acting career. She met her first husband Jules Irving in Europe just after WWII in an army production of ‘Brother Rat,’” the statement said. “They returned to the U.S. and formed the Actor’s Workshop in San Francisco. The company eventually took over the Vivian Beaumont Theater in NYC.”
Pointer, who was born in New York City on May 18, 1924, began her stage career in the city the 1940s. She was was married to Irving from 1947 until his death in 1979, moving out west with him after the war. They returned to New York City as the San Francisco troupe was winding down and Irving served as artistic director of Manhattan’s Lincoln Center from 1965 to 1972. The couple moved to Southern California after he retired, settling down in Santa Monica.
Wink Martindale, the king of the television game show who hosted ‘Tic-Tac-Dough,’ ‘Gambit’ and ‘High Rollers,’ died Tuesday. He was 91.
After her first husband died, Pointer married Robert Symonds. The two knew each other from San Francisco, and Symonds had moved to New York from California to work as Irving’s associate director at the Lincoln Center.
Symonds recalled meeting Pointer for the first time at the Actor’s Workshop in San Francisco, where she was “sitting at a desk typing a letter,” he told The Times in 1997. “I remember she was very, very pretty.”
Former Times staff writer Daryl H. Miller dubbed Pointer a “natural beauty.”
“Whether hunkered on the floor petting a dog or sitting pertly on a couch,” he wrote, “she is regal yet casual, arresting yet homespun.”

who decided to take in some postseason action on Thursday night.
The Mavs were eliminated from playoff contention after losing their play-in game against the Memphis Grizzlies on Friday, 120-106. The loss put an end to Dallas' campaign, as the Grizzlies secured the No. 8 seed to set up a first-round matchup against the No. 1 Oklahoma City Thunder.

The NBA took to social media to share its reaction to Irving's rather unexpected appearance at the Clippers-Nuggets game.

Irving was seen dribbling a basketball while he was seated courtside before the game
He also exchanged pleasantries with a few players before taking a couple of photos with some young fans.
Irving's surgically repaired knee looked fine
and it did not look like he had any trouble with his mobility -- at least in the video above
The nine-time All-Star tore his ACL on March 3 during a game
Irving is reportedly expected to make a full recovery, but he isn't expected to be back until January
