vacant City land in Kapolei became the site of a groundbreaking ceremony for an ambitious vision: Parkway Village at Kapolei
this transformative project is complete—a milestone that redefines what is possible in affordable housing
The success of Parkway Village is a testament to collaboration
The Kobayashi Group partnered with the City & County of Honolulu
Hawai‘i Housing Finance and Development Corporation (HHFDC)
and other key players to bring this vision to life
The project also received financial backing from HHFDC in the form of a $36 million Rental Housing Revolving Fund Loan
$112 million in Low-Income Housing Tax Credits (LIHTC)
and $98 million in Hula Mae Multi-Family Tax-Exempt Bonds
🏘 401 Affordable Homes in Record TimeParkway Village addresses Hawai‘i’s pressing need for affordable housing
providing homes for individuals and families earning 30–60% of the Area Median Income (AMI)
With rents starting as low as $597 for a studio
these homes offer stability and opportunity for over 400 families
the $199 million project was completed in just over a year
demonstrating the power of collaboration and urgency
🌿 More Than Housing—A CommunityDesigned to foster a sense of connection and well-being
Every detail has been thoughtfully planned to create a vibrant and supportive environment
🎓 Investing in Early EducationA hallmark of Parkway Village is Hawai‘i’s first privately developed public charter preschool
with six classrooms operated by Kamehameha Schools and Partners in Development Foundation
These facilities will serve up to 120 keiki
addressing a critical need for early childhood education in West O‘ahu and helping to shape a brighter future for Hawai‘i’s youngest residents
🌱 A Model for SustainabilityIn addition to housing and education
Parkway Village incorporates sustainability with a hydroponic Freight Farm
This innovative feature provides keiki with hands-on experience in farming and healthy living
Parkway Village demonstrates how the City & County of Honolulu is working to address Hawai‘i’s housing crisis
the City made the Kapolei land available to private developers under a long-term ground lease with the requirement that affordability be maintained for 75 years
this initiative has resulted in over 18 acres of City-owned land being made available for the development of nearly 850 affordable rental units
By making land available and fostering public-private partnerships
the City ensures that projects like Parkway Village are not just possible but successful
the project highlights what can be achieved when urgency meets innovation

The 120-bed home run by the Department of Veterans Affairs is named for former U.S
Press releases for dedication ceremonies and blessings for buildings land in Civil Beat inboxes daily
Akaka State Veterans Home in Kapolei stood out
The regular list of dignitaries and politicians were expected to attend
But the meaning of this new facility had deep resonance
The 120-bed home run by the Department of Veterans Affairs is named for the late U.S
who was elected to the House of Representatives in 1976 and became the first senator of Hawaiian ancestry in 1990
Akaka dedicated his life to the rights and recognition of veterans and Asian Americans
Part of his legacy was shaped by ensuring the mostly Japanese-American 442nd Regimental Combat Team and 100th Infantry Battalion received upgraded medals and honors. Those soldiers had fought two battles: fascism abroad and racism at home
“Unfortunately, Asian Pacific Americans were not accorded full consideration for the Medal of Honor at the time of their service,” Akaka was quoted as saying of a provision he authored of the 1996 Defense Authorization Act
which mandated a review of service records of soldiers who had received the Distinguished Service Cross
Four years and $93 million after ground was broken
Akaka State Veterans Home opened its doors to honor their contributions and sacrifice
It offers support to those who risked their health and lives for our freedom and an opportunity to keep kūpuna in Hawaiʻi
will provide everything from adult health services to skilled nursing and not just to eligible veterans
but to their spouses and Gold Star parents
The project was a collaboration among the state Department of Defense
Department of Accounting and General Services and the Legislature; the U.S
Department of Veterans Affairs; the Oʻahu Regional Healthcare System and Hawaiʻi Health Systems Corp
Akaka State Veterans Home is the second such facility in Hawaiʻi
coming 18 years after the 95-bed Yukio Okutsu State Veterans Home opened in Hilo in 2007

the lot is commonly referred to as “Musubi Lot” because of its triangular shape and rounded corners
It’s located amid homeless encampments that have generated numerous complaints
“Kapolei has been on our radar for a while and finding a location has been a challenge given how busy the Regional Park is,” said City and County of Honolulu Homeless Coordinator Sam Moku in a release. “The Musubi Lot is something outside the box for us and is being made available for HONU through the collaboration of multiple city departments.”
The city will work with area service providers and businesses to increase outreach activities to “high complaint” areas such as Kapolei Regional Park
along Kapolei Parkway and areas in Kalaeloa once HONU is situated at the new site
the Neighborhood Board Meeting for Makakilo

stand before Judge Ronald Johnson in Circuit Court this morning for their arraignment on murder and related charges in the starvation death of Sarai Perez-Rivera
The mother of a 3-year-old girl who died of starvation and the mother’s girlfriend were arraigned this morning in Circuit Court
pleaded not guilty to charges of second-degree murder
conspiracy to commit kidnapping and two counts of persistent nonsupport
Judge Ronald Johnson confirmed no bail for both defendants
Some of the charges relate to Perez’s other children
5 and 2 at the time of Sarai Perez-Rivera’s death on June 13
She was found unresponsive in their Kapolei home and pronounced dead at the hospital
KAPOLEI – The City and County of Honolulu’s Department of Design and Construction (DDC) is excited to announce the start of a leading-edge project to build photovoltaic carport structures in the Kapolei Hale parking lot
In addition to providing much-needed shade for parked vehicles
the photovoltaic system will generate more than 1.7 million kilowatt-hours of electricity annually
saving City taxpayers more than $100,000 in electricity costs
“This project is yet another bold and innovative step we are taking when it comes to tackling climate change aggressively and intelligently,” said Mayor Rick Blangiardi
“Our team is making a common-sense investment in the future
“The City and County of Honolulu continues to lead when it comes to renewable energy,” said Ben Sullivan
the Chief Resilience Officer and Executive Director of the Office of Climate Change
“Projects like this will make a long-term impact
not just when it comes to reducing carbon pollution from fossil fuels
but also by providing shade for our vehicles and energy for them to charge
and by mitigating the impact of heat in the area as temperatures continue to climb.”
There is no construction cost to the City for this project
which is being executed through a power purchase agreement
allowing the City to purchase electricity at a rate lower than that of the utility
This initiative is part of the City’s Energy Services Performance Contract with Johnson Controls
and aligns with the City’s Climate Action Plan to expand renewable energy generation at City facilities
EV chargers are being installed for City fleet vehicles
Construction is expected to be completed by December 31
Work will take place Monday through Friday (excluding holidays) from 7:00 a.m
starting with the parking area typically used by visitors to Kapolei Hale
During phase 1 (approximately 6 weeks) of the project
City vehicles will be relocated off-site to allow additional room for visitors’ vehicles
In June, Mayor Rick Blangiardi hosted a groundbreaking ceremony at the Neal S. Blaisdell Center to commemorate the start of an $11 million project to install a solar canopy of more than 4,500 large-format photovoltaic panels, which will span the entire upper deck of the facility’s parking structure. Click here for more information on the Blaisdell solar canopy project
The City and County of Honolulu appreciates the public’s assistance and cooperation during both projects and thanks them for their patience and support while we work to improve parking facilities in our community
with plenty of festivities leading up to it
