let’s begin with observations on recent events followed by some thoughts about the glorious month of May
I was saddened to learn of the passing of John “John Boy” Blachinsky
about the time I was putting the final touches on my April column
so I chose to wait to share some thoughts about John in this column
I do not believe his contributions to the city of Kewanee and surrounding communities, plus his contributions to Kewanee Community School District #229, can be overstated. If you need to be reminded of these contributions, simply go back and read his obituary that is available on The Kewanee Voice
But I don’t think the obit says it all
John helped many people in ways no one would notice unless a person was in direct benefit of John’s support and help
and our two children in so many ways that I can’t possibly mention them all here
John was different in the fact that he gave lawyers a “good name.” John had it correct when he said
I believe “they” are everywhere
Recently I experienced the death of a dear
The funeral was in the Metro East area (the Illinois side of the St
Christakos to secure a hotel for me in the area of the ceremony
Several days later I received an e-mail from Expedia (I have an Expedia account
but it wasn’t used to make the reservation) touting the wonderful prices on hotel rooms in the area
I also recently requested her to order some new checks as we were about to run out
Again she did it without assistance from me
I received an e-mail from the company that we order checks from
touting the fact that they had checks with a French Bulldog motif
Now my daughter’s family had recently acquired a French Bulldog pup
and I do have pictures of the cute little fellow with my grandchildren on my phone
One thing I am fairly certain of is that “they” are out there
and “they” are watching and listening
But I must admit that I am not totally certain of who “they” are
I think that sometimes we need to be careful of what we wish for
I expressed the hope that the day of the week for our landscape waste bag pick-up could be changed from Friday to Monday
The landscape waste pick-up company did just that
But somehow I never received word of the change
I found out about the change after I had put out nine bags that had been hibernating in my storage shed over the winter
This made it necessary for me to cover them up with a tarp until Monday to protect them from a rainy weekend
Judging from the number of bags I noticed on the street this past Friday
I wasn’t the only one not to receive notification of the change
I’m just saying that I guess the lines of communication should be better
I didn’t know that our bee population was in peril
I was fortunate to hear a presentation by Eric Wolf from Kewanee Bee Rescue
He does honey bee swarm rescue and hive relocations
He mentioned that the past winter’s weather had a devastating effect on pollinator populations in general
Pollinators are an essential link in the food chain
and their disappearance will have devastating effects on our world
So if you have bees that are becoming an issue
be sure to call on Eric to remove them safely
Eric has also been serving me some of the best coffee found in Kewanee at Country Morning Coffee for a long time
He also has this amazing carrot cake for sale from time to time
I highly recommend it if you enjoy that sort of thing
I believe that the Kewanee Schools Foundation does an outstanding job of helping the young people of District #229
Christakos and I attended a KSF charity auction held at Midland Golf Club recently
This well-run and fun event was held to raise money toward helping to pay for the installation of a new outdoor fitness court
graphic art mural which has been created by Sue Blake
since 1990 the KSF helps students at Kewanee schools by helping to improve facilities
the foundation will present over 100 scholarships that total over $150,000 to graduating seniors
Thank you to the KSF and all that donate time and money to support its efforts
and many of the other May happenings seem to help improve my outlook and disposition
I mean sometimes it gets warm enough to take outdoor naps
and I think they are the best kind of naps
There are a whole host of great things in the Month of May
The Stanley Cup and NBA playoffs are heating up
My wonderful daughter’s birthday is in May
I almost forgot that it’s impolite for a gentleman to mention a lady’s age
One of the first things that will be happening this May will be the Kewanee Voice K-Town Yard Sale
At last count The Voice received well over thirty responses from those wishing to participate in this city-wide sale
I feel as though I have enough of my own “stuff” that I don’t know what to do with; so I don’t need to purchase other people’s “stuff”
there will be a variety of food trucks available at the event
We have a magnet attached to a metal cabinet in our garage that says “Honor Thy Father
But Ask Thy Mother.” That was the way it was in our family when I was growing up
and I believe that was the way it was for our children
I am fairly certain I would not have achieved some of the things I have in my lifetime without the love and support of my mother (and my father too)
I believe that the quest for Lord Stanley’s Cup is one of the toughest grinds in all of professional sports
It is full of exciting and entertaining moments (a game seven overtime game is really something to behold)
Overtime hockey in the playoffs is amazing
and hoist it up while skating around the ice with it
will have truly earned the right to celebrate
That team will have disposed of four opponents in four grueling best-of-seven series
It is quite an accomplishment to be the only team to win sixteen games during the playoffs
My interest in the Stanley Cup has been heightened this year by the fact that
even though they may have been eliminated by time you read this
Louis Blues are participating in the playoffs after not qualifying the last few years
I just learned that May 31 is “National Smile at Someone Day.” I believe that every day should be “National Smile at Someone Day”
It is my opinion that most people are much more attractive when they are smiling
as opposed to frowning or displaying an angry or indifferent face
I hope no one will forget that we celebrate “Teacher Appreciation Days” during the first week of May
If you have ever had your life touched by one of your former educators
and you are able to tell that person you appreciated his/her help
I will close with the thought of the month

Kewanee had quite a weekend with multiple events happening everywhere all at once
While treasure hunters shopped the numerous sales held for the inaugural K-Town Yard Sale
others got their BBQ fix at the Flemish American Club to support the restoration of the iconic windmill sign
And dozens turned out for the first Cinco de Mayo Festival held on Saturday in Northeast Park
Over 35 residents held yard sales throughout the weekend from Thursday through Saturday
The citywide sale marks the first of its kind and follows other towns such as Geneseo and Annawan who hold similar sales
Top That and Uncle Bud’s Apple Cider Slush joined in the event to offer lunch for hungry shoppers
PhatBoys BBQ served customers and part of the proceeds benefited the windmill sign restoration
which holds an annual garage sale and bake sale in April
held the event a week and joined in with the K-Town Yard Sale
The festival offered music and vendors selling food and other items
as well as a Children’s Entrepreneur Market
where young vendors between the ages of 8-17 showcased and sold their goods
Other fun activities included bouncy houses and crafts

along with former Galvan Gary Coon met recently in Washington Park to plant a tree in honor of Diana Chamberlin
Chamberlain directed the Galva Ambulance Service for many years before her death last January
Coon had worked with her during much of her tenure
driving the ambulance and assisting with patient transfers
“Diana always stood by her staff,” said Coon
Coon was instrumental in arranging the memorial to coincide with the Arbor Day planting
he is the son of the late Ivan and Janet Coon who were both heavily involved in the Galva community
“The tree that was planted is a Kentucky Espresso
known for its colorful leaves and hardiness,” said City Administrator David Dyer
adding that such trees are moderately fast-growing and the wood is often used by cabinet makers and carpenters
“We choose trees that will be here for a long time,” he said
“It’s important that we make certain they are here for future generations to enjoy.”
the Kentucky Expresso trees are found in many parts of North America
including on the campus of Dartmouth College
and the path leading up to the home of George Washington in Mount Vernon
who launched it in the state of Kansas in 1892
the Arbor Day Society began the “Tree City USA” program
giving the designation to 42 communities in 16 states
nearly 4,000 cities are granted status and found in all 50 states
Galva has been designated an official “Tree City
Galva’s Mayor Rich Volkert noted that winning cities must complete a specific application
budgets and planting while maintaining programs and collaborations with volunteers and other environmentally aligned agencies
“We have a lot of beautiful trees in Galva and thank Gary for making this particular planting very special to the people who knew Diana Chamberlain,” the mayor said

A former Kewanee city clerk has been charged in Henry County Circuit Court with the theft of more than $4,000 from the city
A statement released by City Manager Gary Bradley Monday said that in March of last year
the city’s auditors “identified inconsistencies within city financial records
“A subsequent review by city officials revealed multiple unauthorized transactions totaling $4,425.25 made from city accounts” to Jones
City officials contacted the Illinois State Police Division of Criminal Investigation “to conduct a full review of the matter,” according to the statement
Jones was not employed by the city when the matter was discovered
“Nobody employed by the city when the matter was discovered did anything wrong,” according to the statement
The statement quoted Mayor Gary Moore as saying
“Out of respect for the judicial process and to avoid compromising the state of Illinois’ investigation
the city waited until charges were filed before making an official statement.”

I was at the Kewanee DMV today to get a REAL ID
The entrance doors to the building are not automatic handicap accessible and it was extremely difficult to get through the two sets of doors
Luckily my homemaker was with me and the DMV staff came to help hold the doors open
I write this to inform others who are handicapped
disabled or wheelchair bound and needing to get a REAL ID or conduct other business at Kewanee DMV of the difficulty entering the building
There is a long sidewalk in front of the building which has no ramp
I came to the DMV on the Henry County Transportation bus and we had to try to turn my wheelchair around and head back to the front entrance because there was no way to get level with the parking lot from the sidewalk
The bus pulled forward and we found entry to the parking lot level by using the handicap parking spot which had a car parked in it
We had to maneuver around that vehicle to get entry to the building and then exiting to the parking lot to meet the bus on the side of the building
We filed a complaint with the Inspector General and questioned if DMV offices shouldn’t be ADA compliant
He was very concerned and said he will get back to us
Hopefully something can be done to make access easier for others who need DMV services especially since the May 7 deadline for the REAL ID is quickly approaching
Hopefully others who have experienced this difficulty at the Kewanee DMV would also call the Inspector General at the Illinois Secretary of State

Nearly 1,500 NALC branches in all 50 states are involved

residents are asked to fill the white bag with donations and place it near their mailbox for pickup
The national drive has delivered more than 1.82 billion pounds of food the past 30 years
and Hill said the local pantry relies on the donations to help feed local families
While the pantry currently is well stocked with peanut butter
any nonperishable food item will gladly be accepted

Kewaneeans have had many questions about the proposal of Illinois American Water (IAW) to take over the operation of their city’s water and sewer operations
they had the chance to ask those questions of a number of IAW executives who came to an information session at City Hall
A steady stream of Kewaneeans came to City Hall to get information about the proposed changes
There was a small group of protestors who stood along Second Street in front of City Hall
holding signs opposing sale of the local infrastructure
Representatives of all the IAW divisions — engineering
rates and so on — were on hand to answer those questions
Perhaps the most-sought piece of information was how much IAW would charge residents for water and sewer services
The company distributed a sheet showing that the average Kewanee water user would pay IAW $87.39 a month for water and sewer
That charge would be for 3,000 gallons of water
which City Manager Gary Bradley said is considered an average water usage for municipal customers
Residents could also apply for an “income-based tariff program” — in other words
a rate structure for lower-income households
The monthly bill for those ratepayers would be $53.72
IAW’s rates are governed by the Illinois Commerce Commission (ICC)
Company officials said Thursday that in the past 10 years
IAW has applied for three rate increases and ICC has approved them all
the ICC authorized the company to collect an additional $110.6 million
30 percent lower than IAW’s initial request for $152.4 million.)

A new receiver for the three Kewanee trailer parks has given city officials hope that the problems with the parks can be resolved
City Attorney Zachary Lessard reported on recent developments in the trailer park case
He said there was a court session in Cambridge with Ira Lauter
who has been the court-appointed receiver in the trailer park case since January
but a judge wanted the two sides to work out an arrangement for going forward
The two major issues in the trailer park case have been the condition of the parks and the trailers in them
and a backlog of unpaid water bills for trailer park residents that city officials say now exceeds half a million dollars
water bills have been collected from trailer park residents
He said a Michigan real estate firm that had initially been appointed as receiver in the case “sat on their hands” and didn’t do much to improve the parks or the water bill collections
“did more cleanup in three weeks” in the parks than the Michigan firm ever did
“There’s been some demonstration of commitment” on the part of Lauter
Trailer park residents “feel comfortable” about making water bill payments to Lauter
While the city will be receiving the water payments from now on
council members have been adamant about not forgiving the half-million-dollar backlog of unpaid bills
that holds a mortgage on the trailer parks earlier asked the council to forgive all but $100,000 of that backlog
“We’re not forgiving anything,” Lessard said Monday

About a dozen guests gathered at Barnhouse restaurant Tuesday for a special send off
After 27 years of waiting tables at the restaurant
“She’s really special to us,” said Barnhouse owner Vicki Karamajanes
Silvis had finished her final shift without much fanfare and thinking that was the end of it
although owner George Karamajanes had given her a hug before she left
It was an anti-climactic ending to her quarter of a century service to the restaurant
and she had hoped it would be acknowledged in some way
admitting she felt bad about thinking that later
But when Vicki called her asking her to come back in to help out with a big party that had come into the restaurant
When she walked into the restaurant for the second time that day
gifts and even that cake she was hoping for
Silvis’s retirement comes six months after her husband retired
They can spend time together and travel and of course have more time with the family
“I want to be able to spend more time with my grandkids.”
She and her husband also travel and plan to go to Disney in November
Vicki Karamajanes said that while she is happy for Silvis in her retirement
and she was always special to Karamajanes’s dad
is a humble person and so making the celebration a surprise was necessary
“I wanted her to appreciate herself,” she said
adding that Silvis is the kind of person who would drop everything to help someone
Silvis said she will miss her job and much more
everyone I work with are like my family,” she said

Police Chief Kijanowski stated that both officers on the scene—Sean Gruszeczka
a resource officer for the Kewanee School District
and Officer Roy Carpenter—recognized the nature of the situation
“Both officers quickly recognized that they were dealing with a First Amendment auditor
I also identified the nature of the situation right away when the officers contacted me from the scene,” Kijanowski said
Officer Gruszeczka can be heard telling Snow
we’ve done this before with other people recording.” During the interaction
But once Snow declines to identify himself and requests to be addressed as “sir,” the officer does not press further
At no point did the officers threaten Snow with arrest
they asked him to leave the building or risk being trespassed
The police chief emphasized that the officers conducted themselves appropriately
“Neither officer took any action that violated the individual’s constitutional rights
seize the individual’s phone or engage in any conduct that would be considered unlawful,” Kijanowski said
noting that police presence in public spaces does not infringe on individual rights
Officer Gruszecka was unclear if the administration building’s lobby qualified as a public area
after Officer Carpenter contacted the chief
it was confirmed that the lobby was a public space
The officers then decided to end their involvement
“I confirmed that the lobby is considered a public area
the individual had the right to record there,” Kijanowski said
the chief spoke with administration staff about the legal protections surrounding public recording
with the department receiving messages about how the incident was handled
“We respect those opinions and understand the importance of transparency and accountability
it’s important for the public to know that law enforcement officers have the same right to be present in public spaces as any citizen
including individuals engaged in First Amendment auditing,” said Kijanowski
He clarified that officers may ask for identification
but individuals are not obligated to provide it unless committing a crime
Officers can remain in public spaces as necessary
school staff expressed feeling more secure with an officer present
despite no perceived physical threat from the man
The chief explained that officers are trained to differentiate between consensual contact
reasonable suspicion and probable cause during interactions
“This incident involved a consensual contact
and the officers did not engage in any actions inconsistent with the standards that apply to that level of interaction,” Kijanowski said
Although the officers incorrectly suggested Snow could be trespassed for recording
Snow continued recording throughout the encounter
and his rights to free speech remained intact
explaining that a person is considered “seized” only if a reasonable individual would not feel free to leave
“The person kept recording the entire time
and his free speech was not limited or stopped in any way,” Kijanowski said

Two Kewanee schools were placed in lockdown Friday after police received a report from the Fairview area of a person walking around and knocking on doors
while possessing what was described as a “long gun.”
According to a news release from the Kewanee Police department
officers immediately began searching the area
both Kewanee High School and Belle Alexander Elementary School were placed on lockdown

With an outstanding water bill of more than half a million dollars and a northern Illinois bank in charge of the properties
Kewanee’s four trailer parks present a challenge to city officials
might be for the city to condemn the trailer parks and take ownership of them
A bank in Sugar Grove holds the mortgage on the four parks — the former Southwind Mobile Estates
Reecy’s and Reecy’s West and a small park north of West Sixth Street near Baker Park — and owes the city a water bill that Mayor Gary Moore estimated now totals more than half a million dollars
At the council’s last meeting a lawyer representing the bank offered to pay the city $100,000 on the water bill
“They (bank officials) made a bad business deal
plain and simple,” in taking over the trailer parks
“I’m not willing to accept a very small portion of that bill to appease that bank.”
Some of the residents are apparently paying the bank for their water
but the bank hasn’t forwarded any of that money to the city
“They’re using our money to fund their bank,” Councilman Chris Colomer said
Moore said the city might have to take a drastic step: “We need to shut the water off
That would penalize the people who have been paying for their water
so the council heard a suggestion from a member of the audience
director of mission effectiveness and agency expansion for Project NOW
said his agency could do more for the residents if the city were to condemn the trailer park properties
Lund said Project NOW could have a team in Kewanee this week to work on helping the residents find other places to live
“We want to work with the renters first,” he said
a lot of these people would live there” rather than in the trailer parks
Moore also said the trailer park properties had been appraised at a value of $910,000
and questioned whether the appraiser ever actually saw the properties
The mayor said the appraiser may have been from the Chicago area
where real estate values are considerably higher than in Kewanee

Goodwill announced Thursday it will close its location in Kewanee on March 8
The non-profit organization Goodwill of Central Illinois announced all Kewanee store employees will be eligible for rehire at another location
These employees will also qualify for unemployment benefits
youth and veterans services will still be available to area residents
Goodwill in December opened a larger store in Galesburg
It is three times the size of its previous store

Goodwill chief executive officer Don Johnson said "sustainability must always be our first consideration."

Northeast Park in Kewanee will come alive with the sights
sounds and flavors of Mexican heritage as the Kewanee Commission on Human Relations hosts a Cinco de Mayo Festival
Designed as a family-friendly and community-driven event
the festival offers free admission and aims to foster cultural appreciation while commemorating the Battle of Puebla
where young vendors between the ages of 8-17 will showcase and sell their goods
attendees can look forward to craft activities hosted by the Key Clubs of Kewanee and Wethersfield high schools
“All food vendors will have something different to offer
as we made sure there was no overlap between vendor menus,” said Adriana Landeros
we are looking into having obstacle course jumpers
a piñata giveaway as well and an area designated for picture taking.”
In order to make that all happen, festival organizers are seeking support from the community. Individuals can support the Kewanee Cinco De Mayo Festival by becoming a sponsor of the event or making a donation. Those interested in contributing can reach out via email at kewaneecincodemayo@gmail.com
Another fundraising effort in the works is a Cinco de Mayo T-shirt sale in collaboration with Breedlove’s
expected to launch by the end of the month
A Ceviche Fundraiser is also being held on Friday
April 18 at the Daily Fix parking lot from 5-8 p.m
One hundred percent of the proceeds will benefit the festival
Tosti-Ceviche Aguachile is being sold for $15
Vendor applications for the festival remain open
with a $40 registration fee for adult vendors and free registration for children entrepreneurs
