UPDATE: The Kirkland Police Department announced Sunday that a community search party located 66-year-old David Harger.
The department said Harger, who had been missing since Wednesday afternoon, was found about six blocks from where he was last seen.
KIRKLAND, Wash. - The Kirkland Police Department (KPD) is seeking the public’s assistance in locating a missing vulnerable adult, 66-year-old David Harger from Kirkland.
KPD said David left his Kirkland residence, located in the Kingsgate area at North East 144 Pace and 129th Place North East, around 12 p.m. on Wednesday, August 21, and has not returned.
KPD said that David has brown hair and blue eyes and was last seen wearing a dark red t-shirt, dark-colored knit pants, and black Velcro shoes. Officers said when he was last seen, David had around his neck a black pouch that contains necessary medication. David requires consistent medical care. Without this care, he is prone to falling, disorientation, and or confusion.
“The feeling is that he may have fallen and it’s been cold, he’s been probably huddled up somewhere trying to stay dry we don’t know. He has dementia so he’s operating in a different world we don’t know where he is," said Liz Gobbo, a family friend of David.
He does know his name and will respond to “Dave” if called. His medical needs increase the urgency to locate him.
The Kirkland Police Department has been working with King County Search and Rescue in an attempt to find David, which has included the use of an unmanned aerial system and teams canvassing the area. David does not have access to a car but could have accessed the King County Metro bus system. David has been entered into Washington State’s database as a missing person with a “Silver Alert.”
Going on four days now that David has been missing, family and friends are gathering at a local Safeway parking lot in Kirkland to pass out flyers in hopes of locating him.
His wife, Loretta Fast, said they are hoping to find any sign that will lead them to him.
“What worries me the most is that other than Wednesday there hasn’t been any other leads for the search and rescue and for police to follow up on and that’s really concerning because where could he be and no one has seen him?" she added.
Loretta said she is grateful for the amount of people who have come out to help look for her husband and for all the community support.
“Many have come out even as families to search and that has been really heartwarming and makes you realize that it is a big world with lots of people who care about my husband and it gives me hope," she said.
Kirkland Police are asking anyone who may have information that could assist in locating David Harger to contact Kirkland Police 425-577-5656. If you see David in the community, please contact the local police department, or 9-1-1, so police can help reunite him with his family.

“The lease provides that rent is a fixed percentage of the value of the lands based on a use that is ‘immediate,'” said Chan in her decision
“Depending on how ‘immediate’ use is interpreted
the difference in the market value of the lands
The land is owned by the Vancouver school district
which leased it in 1972 to Royal Oak Holdings for 99 years
The lease was broken down into an initial term of 25 years
with “basic rent” set at 8.25 per cent of the market value of the lands
Beedie took over the lease and renewed it from 2007 to 2017
with rent set at $750,000 a year for the first five years of the term and $760,000 for the remaining five
but couldn’t come to an agreement with the school district on price
The school district argued the market value should be based on the maximum allowable floor-space ratio of 3.0 allowed under city rules
while Beedie said the value ought to be based on the actual use
a three-person panel ruled the market value should be calculated at $116.5 million based on 3.0 floor-space ratio
under rules that allow for other uses at the site
saying the market value should be $20 million
based on “outright approval use” and the 1.0 floor-space ratio allowed there for solely retail use
in line with a previous arbitration decision made in 1999
Beedie appealed the decision and won when Chan rejected the board’s majority decision and determined the land value to be $20 million
about a sixth of the amount earlier ordered by the panel
Beedie president Ryan Beedie welcomed the decision
“This judgment reconfirms the majority on the arbitration panel erred in their decision and were incorrect in their interpretation of the lease,” he said In a statement
“It is extremely unfortunate that it took a lengthy and very expensive legal battle with the Vancouver school board to establish this fact
and we sincerely hope this matter is now firmly behind us.”
The school board said the decision establishes a “significantly lower valuation” of the Kingsgate Mall property for the purpose of determining rent
A spokesperson said the district is considering its next steps

developer has won a long-standing legal dispute against the Vancouver School Board over the cost of rent at its Kingsgate Mall property in a case that could cost the school district tens of millions of dollars.

Parcels of land at the mall site were first acquired by the school board and the city in the 1800s
Mount Pleasant school was built on the land in 1892
as the area became a traffic and commercial hub
a new school was built nearby on Guelph Street
The school board had originally leased the property to Royal Oak Holdings Ltd
in 1972 before Beedie Development LP took it over in 2005
The site is currently zoned for commercial use and is located in an area that has seen an increase in residential development
including the Rize highrise built across the street from the mall
Beedie wanted to renew its lease but when it couldn’t come to an agreement with the school board over what the rent should be
the dispute was sent to a hearing before a three-member tribunal
the tribunal concluded the 2017 market value of the property should be calculated at $116.5 million
That was based on a floor space ratio (FSR) of 3.0
which would align with a maximum development density and use for everything from manufacturing to retail and residential units
The “basic rent” Beedie would pay was then calculated at 8.25 per cent of the market value every time it was renewed.

and its subsidiary Kingsgate Property Ltd.
owed a total of about $49 million in past and future rent.

finding Beedie had been ordered to pay rents almost six times higher than should have been applied.
Chan's decision also vacated a July 13
order requiring Beedie to provide security for the higher rent rate.
The judge ordered the tenant to pay the school board $1.65 million a year
far from $9.6 million a year in rent ordered by the tribunal
School board spokesperson Jiana Ling said the “significantly lower” new rent calculation applies to the full $49 million previously owed by Beedie. She said there are no other legal proceedings before the courts.
“The VSB is currently evaluating its next steps in response to the ruling,” Ling said
Beedie president Ryan Beedie said the court decision reconfirms the tribunal members were “incorrect in interpretation of their lease.”
“It is extremely unfortunate that it took a lengthy and very expensive legal battle with the Vancouver School Board to establish this fact
and we sincerely hope this matter is now firmly behind us,” said Beedie.
“We look forward to collectively turning our attention towards what is best for the future of Kingsgate Mall and for the community.”

“Gatehouse Property Management has been appointed to manage the centre on behalf of the purchaser and there may be new opportunities for some of the current staff if they are not retained by their existing employer.”

Taiton Resources Ltd (ASX:T88) has snapped up the 310.2-square-kilometre Kingsgate Quartz Project in northern New South Wales
obtaining a high-purity quartz asset that has already produced results of up to 99.99% silicon oxide with impurities of less than 100 parts per million (ppm)
with high-purity material serving as feedstock for silicon used to manufacture solar panels
semiconductors and a wide variety of future technology applications
The project – which also has potential for molybdenum and bismuth mineralisation – covers the EL 9636 and EL 9641 licences about 20 kilometres east of the town of Glen Innes on the Northern Highlands of NSW
600 kilometres north of Sydney and 250 kilometres south of Brisbane
Executive director Noel Ong said: “This is a very exciting time for Taiton as we have finally gained access to what is a high-value asset
"Although these are preliminary assessment samples
they offer encouraging indicators for the potential presence of high-purity quartz within the Kingsgate project
"With the recent acquisition of the Kingsgate property
Taiton has commenced focused exploration programs targeting both molybdenum-bismuth-tungsten and high-purity quartz/high-purity silica (HPQ/HPS) using existing data
"Taiton is also actively negotiating with landholders across the broader Kingsgate project area to secure exploration access

While assessing the Hammond acquisition on EL9636
T88 had the opportunity to collect 11 float samples from a trial mining pit developed by Auzex Resources Limited in 2008
The company found the quartz samples graded between 99.53% and 99.99% with impurities ranging from 99 ppm to 4,100 ppm
Taiton says the project area holds multiple quartz pipe structures
with widths up to 8 metres and thicknesses of up to 10 metres
observed in historical drilling data from Auzex’s efforts
sampling and mapping the known quartz pipes and beginning exploration efforts in earnest
The samples collected so far have been particularly clear
"The high-purity quartz industry is a growing business and the source of quality HPQ is not something that is replicable
The key component to establish a HPQ source is the lack of impurities
the Kingsgate quartz is well known for being a supply of piezoelectric quartz crystals and it is well known for its clarity
"There has been limited research on the quality of the quartz and it was Auzex Resources Limited in 2008
who had identified a large volume of high-quality quartz present at the Kingsgate project
"The trial mining conducted by Auzex had identified at least 100,000 tonnes of quartz that could be mined annually over a 10-year period
"Taiton views the Kingsgate project as its flagship project now and the company will work earnestly to bring this project into a mining stage as soon as practicably possible

It is a dilemma that many landlords and asset managers are all too familiar with – what do you do with former department store space
hundreds of thousands of square feet have been surrendered as anchor tenant retailers such as BHS
Debenhams and House of Fraser have disappeared from shopping centres and high streets up and down the land
Some landlords and asset managers have successfully filled the space by subdividing it and letting it to multiple retailers
But one of the most popular options over the past couple of years has been to pivot the space into leisure use
and particularly experiential leisure and competitive socialising
That is what has happened at the Kingsgate shopping centre in the heart of Huddersfield
where the redevelopment of a former department store is providing the focal point not just for the regeneration of the shopping centre it is located in but also for the wider regeneration plans for the West Yorkshire town
When the Kingsgate opened in the early 2000s
it was the third shopping centre in the town
The 280,000 sq ft centre was developed by private property company WD Ltd
The Kingsgate was anchored by a 85,000 sq ft House of Fraser store at its southern end and was a typical fashion-led centre of the sort commonplace at the time
The retail landscape has changed dramatically over the past 20 years as a result of the rise of e-commerce and demise of many of the UK’s long-standing retailers and department store operators
it came as little surprise when it was announced in 2022 that the House of Fraser store was scheduled to close
the owner of the Kingsgate was already considering replacing some of the surplus retail space with a leisure development in the northern part of the centre
but when the department store unit became vacant
attention switched to the opposite end of the site
One of the first ideas was to fill the vacant space with a cinema operator
which is joint agent on the centre with Newns Webster
but the desire was always to do something a little bit bigger,” says Thomas
a deal with struck with The Light in late 2022 to bring its leisure concept to the centre
The Kingsgate venue was the first site opened by The Light under new owner Luke Johnson and Risk Capital Partners
In some of the earlier iterations of The Light
the focus was very much on the cinema offer
with other leisure activities taking more of a back seat
the brand’s offer has evolved and although its new Huddersfield site will feature a six-screen cinema
it will also host a wide range of different leisure activities
The leisure line-up at the Kingsgate includes pool
The intention is to evolve the offer over time
“Their business model is such that they can bring in new concepts and new ideas and keep it really fresh
That’s what really resonated with the team here
We wanted to secure a proposition that could really flex going forwards in terms of providing an innovative all-encompassing leisure offer reflecting what the catchment and the customer really wanted.”
That catchment is sizeable with around 120,000 people in the immediate area and circa 230,000 people within a 30-minute drive
including Huddersfield’s large student population
tend to go to larger regional cities like Leeds or Sheffield to get their leisure fix
but the Kingsgate team are confident that The Light’s evolving offer will help to capture a lot of the spend that is currently being deployed elsewhere
While the opening of The Light is a key moment for the Kingsgate centre
Bateman says it is just the first step in the journey
“The strategy going forward is to then turn the rest of the shopping centre into something which is entirely complementary with a best-in-class leisure anchor,” he explains
“Having that leisure anchor is very much a deliberate strategy to offer a much wider appeal to customers and somewhere that resonates more with the wider regeneration of the town centre
“As the retail offer consolidates around the town
the Kingsgate will become even more focused as the prime location in the town
The idea is to reposition the shopping centre gently and consolidate the demand that is there from existing operators in the town
but also present Kingsgate as a great opportunity for operators who don’t really know Huddersfield and hopefully will see the shopping centre and the town as a location where they can trade really well.”
The centre has already started the process of evolving its offer away from fashion and bringing in retailers previously located elsewhere in the town
It recently agreed a deal to relocate Boots to a 16,000 sq ft unit from its previous location on King Street
Holland & Barrett has signed for the former 2,000 sq ft Body Shop unit and Pandora has relocated to a larger 1,500 sq ft unit
In addition to the introduction of The Light
the redevelopment also features four prominent F&B units ranging from 3,000 sq ft to 7,500 sq ft
which have already attracted a lot of attention from potential occupiers

Kingsgate Consolidated (ASX:KCN) remains focused on getting its Chatree Gold Mine into full production but is “always aspirational” regarding seeking potential acquisitions
Speaking to Mining.com.au on the sidelines of the Diggers & Dealers Mining Forum in Kalgoorlie
CEO Jamie Gibson says as an ASX-listed gold mining company with a producing asset in Thailand and a development project in Chile
The $349.25 million market capitalised company will assess prospective targets internally
but also welcomes approaches from advisory firms pitching potential targets
“I think you have to be open in this market with gold at around US$2,400. It’s an incredible bull market for gold
there’s been a few wobbles in recent times
we’ll take it,” the CEO tells this news service
we’re single-minded just about getting our Chatree Gold Mine back into full production
I guess the proceeds is split up between the operational side of it
We’re also running a really aggressive exploration program
extension to the Chatree system within 2-3 kilometres of the existing plant
if we find the right asset or someone makes us the right offer
Kingsgate also reported the conditions precedent to drawdown the US$35 million term facility with Nebari Gold Fund 1 and Nebari Natural Resources Credit Fund II have been satisfied
Gibson says it’s currently a tough market to raise capital
and the US$35 million facility means Kingsgate is fully funded have Chatree at full production
The company now has a “transformational quarter” ahead with plans to upgrade both the gold grade and production in terms of ounces at Chatree
and we’ve actually just funded into a whole lot of new Caterpillar equipment – 41 new pieces,” the CEO adds
Gibson notes existing producers typically like to add ounces
and it’s easier if they have a brownfields
or an operating project as you they “just blend it straight in”
“What you find with the greenfield projects is obviously a lot of capital
Sometimes it doesn’t always pan out the way it can
the first priority is you look for something that’s already producing
you look at something that’s near mine
The aforementioned funds received will go towards: repayment of the preference shareholder loans; delivery of the remainder of new mining equipment; expanding the aggressive near-mine and regional exploration programs; and ongoing work on upgrading the existing resource base at Chatree
specialising in privately-offered pooled investment vehicles including Nebari Natural Resources Credit Fund II and Nebari Gold Fund 1
which are funding the aforementioned transaction
Kingsgate appointed Dan O’Connell to the management team as CFO

The start of July the price of gold is $3,487.18 per ounce
The World Gold Council says total gold supply in 2023 increased 3% year-on-year as mine supply and recycling both posted growth – to total 4,898.8 tonnes
Australian gold production decreased by 4% year-on-year in the March quarter 2024, due to lower grades and disruptions from heavy rainfall, according to the Department of Industry, Science and Resources’ (DISR) latest issue of its Resources and Energy Quarterly: June 2024
Production is forecast to grow over the outlook period as major new projects and expansions come online
Gold export earnings are expected to reach a record $33 billion in 2023–24
easing to around $31 billion in 2025–26 as prices gradually decline from record levels in Australian dollar terms
World gold demand decreased by 5.3% year-on-year to 1,100 tonnes in the March quarter 2024
This fall was largely driven by a 28% decline in investment demand
with central bank demand continuing to be elevated

Lower Kingsgate Reserve in Havelock North has fully reopened after major repairs to damage caused by Cyclone Gabrielle over two years ago
The restoration work on the popular local walking spot included repairing five damaged footbridges
Havelock North resident for 25 years Denise McBride said the return of the full track was a welcome relief as it was her “go-to place”
“It’s the best place for walking under trees on a hot day
It feels as if I’m in the middle of the bush,” she told Hawke’s Bay Today
“He can keep cool on his walk and also enjoy a paddle in the waterways
Other dog walkers are very friendly along with their dogs.”
On her first day back to the reserve on Tuesday
she noticed the impact of the cyclone and the improvements made

The former Kingsgate Cinema building at 1300 Park Avenue West has been ordered for demolition by the City of Mansfield Building and Codes Office
Building and Codes Manager Marc Milliron said the former movie theater has been ordered demolished following an inspection on April 28
Photographs provided to the News Journal of the theater taken during the inspection show the dilapidated interior
The inside of the theater building has excessive mold and failed heating
plumbing and electrical systems in the building
directly to the east of the theater building
It does not warrant any type of demolition or condemnation orders at this time
"It still has a functioning sprinkler system and structurally it seems pretty decent," he said
"The two-story JCPenney building looks pretty good," he said
the owners of the Kingsgate Shopping Center asked the Richland County Land Bank for assistance in tearing down a portion of the property.
The company representatives said they were interested in applying for demolition grant funds through the Richland County Land Bank
Land bank board members said Skilken Gold would first need to forfeit the property to the land bank
The land bank is tasked with acquiring vacant and abandoned properties
reducing blight and returning them to productive use

The Mansfield Square Cinema changed its name to the Kingsgate Cinemas in 1989
The Kingsgate Cinemas continued to operate until closing for the final time in the spring of 2006
