leaving numerous area residents without power for several hours
According to the California Highway Patrol
a silver Ford vehicle crashed into a pole in the 2300 block of Bancroft Drive at around 9:30 p.m.
shearing the pole and sending power lines to the ground
CHP officials said the driver fled the scene as the downed pole caused a power outage in many parts of Spring Valley and La Presa
the car’s owner reported the Ford as stolen; a description of the driver involved in the wreck was not immediately available
San Diego Gas & Electric crews worked through the night to restore power to those affected
nearly all customers impacted by the outage had their electricity back
Tropical Storm Alberto was a godsend for water supply in Mexico’s northern states of Nuevo León and Tamaulipas
bringing rain that caused dam levels to rise significantly this week
Alberto, which made landfall in Tamaulipas early Thursday morning and quickly downgraded to a tropical depression
brought extremely heavy rain to northeastern Mexico
The three reservoirs that supply water to the city of Monterrey were among those that benefited from the much-needed precipitation
In a post to X on Monday morning
the National Water Commission’s general director for the Rio Grande Basin reported that the La Boca Dam was at 36.95% of capacity
while the El Cuchillo Dam was at 31.67% and the Cerro Prieto Dam was at just 4.96%
“Good morning, cheer up! We’re relying on a cyclone,” Luis Carlos Alatorre wrote at the top of his post, referring to the storm that was flagged as a potential tropical cyclone as it moved through the Gulf of Mexico earlier this week
At 9 a.m. Friday morning, about 28 hours after Alberto made landfall, Alatorre said that La Boca was at 104.19% of capacity
while El Cuchillo was at 49.21% and Cerro Prieto was at 29.83%

— Conagua (@conagua_mx) June 21, 2024
water levels in La Boca have increased by more than 67 percentage points since Monday morning
while those in El Cuchillo and Cerro Prieto have risen by 17.5 points and 25 points
Floodgates were opened at La Boca on Thursday
allowing water to run to the El Cuchillo Dam
Alatorre also reported on Friday that the recently-built La Libertad Dam in Nuevo León was at 12% of capacity
“The new Libertad Dam is now a reality,” Nuevo León Governor Samuel García said in a video message during a visit to the dam on Thursday
He noted that Alberto had brought “a tremendous downpour” to Nuevo León, which went through a water crisis in 2022
Governor Américo Villareal also took to social media to comment on the “great benefits” brought by Tropical Storm Alberto
“In different municipalities between 200 and 350 millimeters of rain has been recorded. Some streams and rivers continue to fill up, which is beneficial to increase the [water level] percentages of our reservoirs and lagoon systems, which is so needed at this time,” he wrote on X on Thursday afternoon
The Vicente Guerrero Dam in the municipality of Padilla — whose water levels had declined significantly — is one of the dams in Tamaulipas that benefited from the rain
San Luis Potosí and Coahuila also received significant amounts of rain brought by Alberto
Villareal reported that the torrential rain had caused flooding in some parts of Tamaulipas, which has recently suffered from water supply shortages
He noted that the Corona River had broken its banks and that some families in the municipality of Güémez were being evacuated
Four deaths in Nuevo León have been attributed to the tropical storm
A 16-year-old in Monterrey died in a river
trapped by the currents when he attempted to retrieve a soccer ball
and two 12-year-olds in the state were electrocuted in the municipality of Allende when they rode their bikes through a large puddle that was in contact with a live wire

"Deputies immediately began life saving measures until relieved by paramedics. Unfortunately, the victim passed away on scene," sheriff's officials said. The victim has been identified as 35-year-old Ashley Bird.
Officials confirmed the suspect, later identified as Christopher Bird, 39, was found dead inside his vehicle at Calafia Beach Park. The department added that the motive for the incident is under investigation.

SPRING VALLEY, Calif. (KGTV) - A suspicious incident that took place near a San Diego middle school this week has school officials and parents on alert.
A student who attends STEAM Academy at La Presa Middle School was reportedly approached inappropriately Thursday at about 8:50 a.m. by two male strangers while walking to school, the school confirmed.
The student said the strangers made comments about how the student was dressed and followed her from the Spring Valley Branch Library, near Kempton Street Elementary School, toward campus. It's not clear, though, if the men followed her all the way to campus.
The men were described as both in their 30s, with dark, combed-over hair and facial hair. One of the men has a bleached blonde streak on the top of his head. They were last seen driving a black, 4-door sedan with black passenger windows and a heavily tinted rear window.
San Diego Sheriff's Department is currently investigating the report.
In a letter to parents, the school warned to remind children to remain alert, walk in groups, and report any suspicious behavior.
"As a safety precaution, no child should ever walk to and from school alone. There is safety in numbers," the letter said.

where he grew up before he emigrated to the USA in the late 70s
“La Presa is a mountain town that sits just inside the border of Aguascalientes in Mexico
and is named after my family who settled there about 150 years ago,” explains Kevin
“In almost all of the images my father is beside me acting as a fixer of sorts
connecting me with the people and places from his childhood as well as family members I didn’t know I had.”
The series mainly consists of images taken during a week-long celebration of San Jose
which Kevin felt “drew interesting parallels to this work”
and throughout this series warm shades of orange
“I wanted the colours to reflect the ambience of the town which is brightly coloured
but immersed in muted and dusty browns,” says Kevin
I usually describe myself as a reactive photographer
I’m big on meditation and feel like making photographs can be very meditative as you have to be so attentive to the present and ready to react while shooting to avoid missing anything,” explains Kevin
I try not to think too hard while shooting and trust my instincts
When I look back on the images in the editing room
the ideas and visual narratives always present themselves.”
For La Presa Kevin looked for “moments that reminded me of my dad”
“I was also looking to tell the story of this place
its values and way of life that I felt were indicative of my dad and our relationship.” Telling these stories wasn’t always as smooth as Kevin would like though with the distance and language barrier being his main challenges during the project
“I don’t speak Spanish perfectly and it can be tough trying to connect with your subjects and get them to relax if they don’t fully understand you,” he explains
Kevin feels he now understands the distance that was unconsciously between him and his father when growing up
but more of a value barrier that I began to understand was at the heart of an odd divide between us,” explains Kevin
“There was also a cultural history that we just didn’t share from growing up in the same country or with the same mother tongue.”
Initially the project started as a visual exercise during Kevin’s first trip with a camera in 2010
“But after asking my Dad to show me around and tell me more about this place he came from
I started to see a different side of him that I hadn’t before
I could sense we were bonding on a level that we hadn’t before as he led me into his world,” Kevin explains
“When I got the negatives back and looked at the contact sheets there was a sentimental value to the photographs that I did not expect
and I knew this was something I had to continue
Many photographs from that original trip have even made it to the final edit.”
This intimacy and personality is present throughout the series and offers a deeper insight into the town
Along with a physical passage to an unfamiliar place
Kevin’s project also conveys the journey of getting to know someone close to you
the happiness and the beauty of new understandings”

Details are still being finalized, according to Paul Augustyn, attorney for La Presa, but the business did concede for the official village record that [La Presa] agrees with the allegations ‘in principle’ regarding disposition in this matter
the village would have met its burden of proof
so instead we decided to agree to a two-week suspension and pay fines relating to village attorney fees,” Augustyn said
Augustyn noted that business owner Guadalupe Merchato takes the situation very seriously and noted that in the combined total 15 years he has operated two restaurants at 319 S
“La Presa has a long history in the village
which I believed helped us come to an agreement here,” Augustyn said
Village Attorney Patrick Brankin said investigations found that .8 grams of cocaine was sold between an employee and a customer on November 8
Augustyn said he could not clarify whether the employee was the buyer or seller
but did say part of the agreement required that the employee does not return to work for La Presa
Augustyn also said the business will ensure that there is compliance in requiring BASSET training for employees who serve alcohol
but Augustyn said when the agreement is likely finalized by end of business Wednesday
the business will close its doors to observe the two week suspension
More management will also be required to be present at the location as part of the agreement
“Additional operational measures will be outlined [in the final agreement] that will hopefully prevent something like this from ever happening again,” Brankin said

CA: The STEAM Academy at La Presa will get a new multi-use field made out of artificial turf and a track to go around its perimeter
thanks to a unanimous funding vote Wednesday by the San Diego County Board of Supervisors
The board approved the expenditure of $600,000 of county parks money toward the $1.2 million project that is set to begin construction this summer at the campus at 1001 Leland St
The fourth- through eighth-grade Science, Technology, Engineering, Arts and Mathematics Academy at La Presa is in the La Mesa Spring Valley School District and was formerly known as La Presa Middle School
has patiently waited for this project for a long time and today marks a very exciting moment," Supervisor Dianne Jacob said
"This project will not only serve the kids at the academy ..
it will also serve the community as a whole during after school hours."
Design and construction of the project will be managed by the school district
while maintenance and operation costs will be shared between the district and the county
the project contributes to our county goal to live well
as this will keep kids active and out of trouble because if they are out on that field they are busy and they are not getting into trouble and they are exercising," Jacob said
"And it also gives all residents of Spring Valley another opportunity to engage in recreational activities and enrich their health and their quality of life."

and giant holes in the athletic fields of – a huge
vacant lot that lies adjacent to the school
But that may be a thing of the past after school administrators and County officials held a meeting earlier this month about obtaining State grant money in order to build a brand new
"It's a joint operation between the County sports and recreation department and the ," said Mike Allmann
The school is hoping to earn a share of remaining Prop
a $184 million grant given to the state of California
Allmann said that the school started the process about 18 months ago
writing up and submitting a proposal to build the athletic fields
as a portion of the grant money given to the state must be used by the San Diego County Parks and Recreation Department for improvements
The grant they are seeking is for more than $3.4 million
"We got feedback from the state that the proposal was strong," he said
"We needed to get more community input on the project
[over the last 18 months] we held four community forums
said that there was a lot of feedback during the design portion
Several local politicians also support the project
Allmann said that they received support letters from Assemblyman Marty Block and County Supervisor Dianne Jacob
The park is an excellent example of a collaborative effort between County Parks and the school district to provide a safe
which will help deter gang activity and develop a new eco-friendly park
The public and community leadership groups have met in a series of public meetings along with several Town Hall community meetings to provide input on the design and use of the park and address any community concerns
The proposal calls for the building of one of three different ideas for the park:
a half-court basketball court and an ADA-compliant play structure;
Option 3 is the one that is most preferred by the community
He envisions this project as a way for children to play on the fields during regular school hours
and as a general use park for the community
The additon of two more smaller fields will also allow for Under 8 and Under 10 soccer leagues
It is also hoped that lights will be added to the project so the park can be used after the sun goes down
and representatives from the District hosted a site visit from "three decision makers" from the state in early November
"I think it was a very successful visit," said Allmann
"That's the feedback I got from Parks and Rec too
the state officials have to do other site visits and make an ultimate decision
An agency involved with us has also been a part of the teen center in Spring Valley
"We won't know anything until the Spring," said Saumier
adding that additional feedback from the state could include a second site visit

Although Palatine police say the owner's son dealt cocaine on restaurant premises
a deal announced Wednesday likely will allow La Presa to stay open because of its otherwise clean record
which must be approved by Village Manager Reid Ottesen
the restaurant's business license would be suspended
also would be responsible for to-be-determined fines and other measures
such as having additional management present
and hopefully this is the one blemish,” said Paul Augustyn
the attorney for restaurant owner Guadalupe Machado
At a hearing Wednesday that could have concluded with La Presa losing its business license
Augustyn and village attorney Patrick Brankin stipulated that 0.8 grams of cocaine was sold at the restaurant on Nov
but police identified him as Jesus Machado
The involved employee is no longer with the restaurant
and La Presa's liquor-serving employees would obtain the required certification under the agreement
Palatine Deputy Police Chief Brad Grossman said a confidential informant tipped off police that drugs were being sold at the business
An undercover officer posed as a customer and bought the cocaine from the younger Machado
28 and charged with possession of a controlled substance — manufacture/delivery of less than a gram of cocaine
A Cook County judge set his bond at $10,000
a Cook County state's attorney's spokeswoman said
Augustyn said that before La Presa opened on Rohlwing Road
the family-owned restaurant operated at another location for about seven years
A second La Presa has been open on Rand Road for about five years
“You're talking 14 years of business with no problem,” Augustyn said
If there is one thing that my years in Mexico have taught me
it is that the people who have the least are generally the ones who give the most
A case in point is how the La Presa II neighborhood in Zihuatanejo
is helping its community members survive during Covid-19 closures
An initiative began in early 2020 soon after the pandemic forced the government to close the neighborhood’s school
which was built with funds from the local charitable organization Por Los Niños
As a government-run school in one of the poorest areas in Zihuatanejo
it provides a free lunch for all its 300-plus students
a program that came to an end with the school’s closing
Mothers realized soon enough that not only would the students no longer have access to a nutritional lunch but that the students’ families would need help too: many had lost their jobs and were now unable to provide even the barest of necessities
The women searched for someplace nearby where they could set up a kitchen
Doña Laura Valdovinos and Elvira Olea Calixto
constructed the mud chiminea (an open-hearth oven) according to traditional building methods
cooking vessels and supplies and set up their makeshift commissary
These women and other volunteers come regularly to cook
take names and photos of recipients and give out care packages of food
According to community liaison and teacher Rosario Leyva Mata
the group has been serving food for up to 300 people a day
Organizers soon found it would take the community to make the project sustainable — for what might need to be a long time to come
That community has come to be a combination of expats
people who live and do business in the neighborhood
Among the non-Mexicans helping out is a group of women from Canada who remain deliberately anonymous but are fondly known as The Abuelas
Primarily known for their literacy and social service programs at the school
The Abuelas now also ensure that there is wood to cook the food
bottles of water and meat for a community meal or two each week
beans and vegetables provided by Por Los Niños and
DIF family services and the local charitable group Juntos Somos Zihua
headed by Levya with her husband Salvador García and her children Eryn Rose and Oliver
who has donated masa (corn flour) several times for picadillo or tacos
and businesses like the butcher Carnicería Michelle
which has donated extra meat for pozole and stew on numerous occasions
owner of a small convenience store next door to the kitchen
maintains the school’s garden so that it doesn’t become unmanageable while no one is there to tend it
he supplies the initiative’s kitchen with vegetables like chiles
He also supplies fruit like papaya from the school’s trees
While the community bands together feeding students’ stomachs
in her role as teacher Levya is also heavily involved in efforts to feed their minds
some students are taught remotely by television now
But a larger percentage of students receive printed activity booklets
Teachers communicate with students through WhatsApp
Facebook Messenger and even some home visits
Just as she does for all the organizations and volunteers involved in the community meals initiative
Leyva acts as a liaison for her fellow teachers
spending countless hours putting together packages for approximately 260 students
Levya says that the cost to maintain this community kitchen initiative ranges from 2,500 to 3,500 pesos a week
When asked how long she thinks it can carry on
“Once the money dries up,” she says
If you would like to help the La Presa II community kitchen project, you can contact Por Los Niños through the charitable organization’s website
2012 at 4:27 pm PT.css-79elbk{position:relative;}A Spring Valley woman who was shot in the left side of her chest by a San Diego County sheriff's deputy
says that "she got no warning," before the deputy pulled the trigger
Jennifer Orey, told 10News on Wednesday
that she walked out of the front door of her La Presa home on Aug
because she thought she heard someone outside her house
asking who they were and saying that she was the homeowner
She then told 10News that is when the deputy “slid out of her gate that leads to her backyard with his gun at his chest.”
“He said nothing,” Orey told the interviewer
who are you' or something and I was really surprised that there was nothing and then the gunshot went off.”
please don't let this hurt anything important.'”
Initial reports state that a pair of deputies were responding to a call of a man in a ski mask prowling the neighborhood
He has been placed on administrative leave until after the investigation is completed
when it will be determined if he can return to work
The bullet that Berhalter fired struck Orey in the left breast and and passed through her left arm
the deputy that shot me apologized to me and I asked them while I was still trying to come to grips with it… I was still kind of standing
Why were you in my yard?'” Orey told 10News
except that Berhalter reportedly apologized to her
As Orey was getting treatment for the gunshot wound
her ex-husband Carl pulled up to the house
10News says Carl described the way his ex-wife was treated as “a travesty.”
she put her hand on this deputy's shoulder for her balance and he said
'Take your hand off of me,'” Carl Orey told 10News
I am appalled at the way she was treated and the fact that my daughter and I were left with no knowledge of her condition at all.”
Orey plans on hiring a lawyer and filing a tort claim against the San Diego County Sheriff's Department
Her claim will ask that the department claim responsibility and liability for the incident
and will also ask that the department pay for her medical bills and a punitive amount to cover the physical and emotional pain and suffering
