Current Texas law is trapping cities in unfavorable transit agreements with no way out but financial ruin. Cities whose citizens vote to leave these agreements are required to pay potentially millions in exit fees, calculated without regard to a city’s actual contributions or service use. State law further restricts voters from putting this issue on the ballot more than once every five years limiting local control over transit decisions Lago Vista is contributing a 1% sales tax toward Capital Metro we would face an exit fee that isn’t based on our contributions It is based on a population-based calculation of our share of CapMetro's sizable financial obligations across its entire service area Just a few years ago, in 2017, Lago Vista’s exit fee was estimated to be around $900,000. By 2022, it jumped to $6 million CapMetro’s own numbers show our city does not receive $6 million worth of transit service yet we would be expected to pay that amount to leave we know that advocating for HB 3643 will put us up against CapMetro’s taxpayer-funded lobbyists and government affairs staff The city of Austin and CapMetro employ lobbyists and government affairs teams — paid for by taxpayers — to fight against reforms like ours Small cities should not have to fight government lobbyists funded by their own tax dollars just to get a fair deal The unfair exit fee led us to take a closer look at our current transit service CapMetro’s website claims to serve all of Lago Vista, but residents know that isn’t true. CapMetro recently sent us an unpublished report showing the areas of Lago Vista they do not serve Recently, the City Council learned that many of the Lago Vista riders for CapMetro's Pickup service an on-demand shared shuttle available in certain zones are high school students going to school or the local Sonic because it is nicer than school buses and runs on more convenient schedules This means Lago Vista taxpayers are paying twice for student transportation: once for school buses But it's unclear if CapMetro drivers have all of the same training and security measures that school buses are required to have Any city should have the ability to leave a transit authority without being financially trapped The exit fee should be proportional to what a city has contributed and the assets that There was no active threat to students, the district said in a statement on Facebook. The school was placed on lockdown shortly after noon Wednesday, and students were later released. The district did not give further details about the incident or the student. "Our thoughts and heartfelt condolences go out to the student’s family and friends during this incredibly difficult time," the district said in its statement. The district said school counselors and local mental health professionals would be available to provide counseling and support to anyone who needs it. Attendance at Lago Vista High School was optional on Thursday, while other Lago Vista schools remained on a normal schedule. The district said all remaining final examinations will be exempted, but any student who wants to take a final exam can contact their teacher to make arrangements.
