Colmar Avenue in Lake Grove his eyes were rolled toward the back of his head and he was having extreme difficulty breathing the ambulance that was transporting the boy to the hospital had to pull over during the transit so a MedCat Emergency Medical Technician (EMT) could board the ambulance to provide additional lifesaving care to the infant The child had stopped breathing for an extended period of time on the way to Stony Brook University Hospital and had been unresponsive for approximately 40 minutes The medics inside the ambulance determined that the symptoms the child was exhibiting were from opiate poisoning They quickly acted and provided the baby with a quantity of Narcan in each nostril Five minutes after the administration of Narcan he took a full breath on his own and began to cry the 11-month-old child was diagnosed with acute fentanyl poisoning and respiratory failure and required additional doses of Narcan in the Pediatric Emergency Room After his admission to the Pediatric Intensive Care Unit the infant was placed on a Narcan drip in order to prevent recurrent respiratory failure due to the opioid poisoning A search of the Lake Grove residence was conducted by the Suffolk County Police Department and investigators recovered a straw containing cocaine and a plastic bag containing cocaine residue A review of phone data recovered from Carr’s phone revealed that on January 4 he was in contact with Mauro where they discussed a sale of narcotics where Mauro offered to sell narcotics to Carr Mauro knew that the narcotics that he intended to sell Carr had caused an overdose previously and advertised the drugs to Carr as an “oz of fire that some kid od’d off of.” Over the next few days Carr actively sought out the drugs from Mauro just four days before the infant ingested a near-fatal dose of fentanyl while Suffolk County Police Department Fourth Squad detectives were conducting their investigation into Carr and Mauro Homicide Squad detectives responded to a fatal overdose that occurred at a home in Patchogue law enforcement recovered from the scene the 31-year-old victim’s1 cell phone A review of the victim’s phone data showed that she too had purchased narcotics from Mauro A further review of the data showed that on January 26 the victim texted Mauro that she had not used heroin in over a year and was concerned about the substance she was going to buy Should I be concerned?” Mauro responded that “lol u will b fine” and that he would sell her a “non-fenty” mix That same day Mauro told an unidentified purchaser that his product was so strong that it put him “out” for a couple of hours An autopsy conducted by the Suffolk County Medical Examiner’s Office concluded that the female victim’s cause of death was acute intoxication due to the combined effects of fentanyl also known as “Tranq,” is a powerful sedative commonly used by veterinarians to tranquilize large livestock and is increasingly used by drug dealers as a “cutting agent” to increase their profits on their sale of drugs Despite legislative efforts championed by District Attorney Tierney Xylazine is still currently legal to possess and sell in New York State a search warrant was executed at Mauro’s home in Miller Place Mauro attempted to destroy evidence by throwing a digital scale and a quantity of fentanyl/4-ANPP out of his bedroom window into the snow but those items were recovered by law enforcement as well as suboxone pills and Mauro’s cellphone A review of the digital evidence recovered from Mauro’s phone showed that he was aware of how deadly his narcotics were He told one contact that he was afraid to use it alone “I have Narcan but I’m alone so I gotta wait and see wut these kids say.” On January 26 the same day he reassured the victim before her fatal overdose he had a separate conversation with an unidentified purchaser where Mauro mentioned how potent the drug was after he tried it Mauro pleaded guilty to Manslaughter in the Second Degree and Criminal Sale of a Controlled Substance Mauro was sentenced to five to fifteen years in prison which is the maximum sentence allowable under the law and which will be followed by a period of two years post-release supervision once he is released Carr was found guilty of one count of Assault in the Second Degree and one count of Criminal Possession of a Controlled Substance in the Seventh Degree after a jury trial heard before Judge Goglas He is due back in court for sentencing on March 31 and faces up to two to seven years in prison This case is being prosecuted by elementary school and lease the property to the wealthy suburb’s government for use as a new library which was built in 1949 and is the district’s only school in a commercial zone “It feels like (the district) is asking us to sacrifice our school for the greater good and that is not OK with us,” JulieAnna Giannini “I think they need to really look at creative solutions that can maximize revenue and maintain a school in Lake Grove.” the district would demolish and close the school and then lease a portion of the land to the city or to commercial developers It would use the rest to build a new district administrative office district officials estimate that the school would be closed by the start of the 2030-2031 school year at the earliest At least some of the 480 students who are projected to attend Lake Grove that year by demographers at Portland State University’s Population Research Center would be relocated to the district’s former Uplands Elementary which is 2 miles away from Lake Grove Elementary That plan would require either a major remodel or rebuild of Uplands as well as a redrawing of the district’s school boundaries Another option the district is considering is to demolish the Lake Grove building and rebuild the school on its current site any leftover land could be leased or used for a new district office though space for either option would be limited The district is spending $150,000 on a feasibility study to consider both possibilities as well as future plans for other schools in the district The study draws on data collected by district staff architecture firms and commercial real estate firms The results will be presented to the community in two open houses that will be held Sept 12 and 14 before the school board votes whether to close the school in either September or October “Receiving the public testimony (and) learning more about the proposals and their impact … has been very impactful for the board,” then Chair Brian Bills said in June when board members signed off on funding the feasibility study “It has shined a light on things we need to know things we need to get more information on as well as understanding the pulse of the community.” While the potential closure of Lake Grove Elementary has sparked the most controversy among community members two of the district’s other elementary schools Palisades World Language School and Forest Hills Elementary depending on the results of the feasibility study Many Lake Grove parents and community members said they feel blindsided district officials say the idea of closing Lake Grove and leasing the land is not new They say the site’s future has been discussed for years when the district has considered school closures In 2014, the district conducted a commercial appraisal of the Lake Grove site Later work by the district’s Elementary Facilities Task Force during the 2018-2019 school year also pointed to possibly selling or leasing the school site in the future “Opening Uplands as a seventh elementary school would alleviate overcrowding at other district schools. This approach could also provide the district with the option of selling or leasing Lake Grove (prime location has income-generating potential),” the task force’s executive summary says Bennett said the city’s idea could be advantageous to both the district and the city as the district looks for a more centralized district office that could be built along with the library and community center on the Lake Grove site district staff are spread across three different locations in Lake Oswego maintain that they are not attempting to influence the district’s future decision on the Lake Grove site “While we’re great partners with the district and often work together on projects that serve the entire community we do not expect the district to ever make a decision based on (anything) other than the best interests of the students they serve,” Lake Oswego Mayor Joe Buck said in an email Buck acknowledged families’ attachment to Lake Grove but said any decisions should be made in the interest of all Lake Oswego residents “People in First Addition are endeared to the library, families that have attended Lake Grove Elementary are endeared to that elementary school,” Buck said at a City Council Joint Work Session meeting with the city’s library and parks advisory boards in April “These (discussions) require us to think beyond our own neighborhood … beyond what we are currently comfortable with and really think with our community lens about what we could do for future generations of this community.” said that the reason the city reached out to the district for a potential partnership on the Lake Grove site is because of the lack of other suitable properties in the city for a new library and community center There aren’t any other pieces of property in this community that are 10 acres of contiguous land,” Bennett said in an interview with The Oregonian/OregonLive “(This is) really a decision that’s not come around for 20 to 40 years (in Lake Oswego),” Bennett added Bennett said that the current city library doesn’t have enough space on its one-acre property for the city’s plans for a larger library and community center She said it was made for a different time and lacks modern library amenities We don’t have a makerspace … or any kind of event space,” Bennet said “It was just built for how people did libraries in the early 1980s.” But — in yet another preview of a dynamic that’s likely to repeat itself — Lake Grove families and community members are mobilizing against any potential change citing the potential negative community and educational impacts that come with closing a cherished local elementary school In April, concerned parents launched Save Lake Grove a group that is dedicated to stopping the closure of the school The group, which has signs all over the neighborhood and has staged protests, has started a petition asking the district’s school board to “maintain the current location” of all of Lake Oswego’s seven elementary schools The school has been here for 100 years,” said Giannini Several community members said the potential closure and relocation of Lake Grove Elementary threatens the neighborhood’s walkability “My family moved here because this is one of the only walkable communities in Lake Oswego,” Lake Grove parent Lindsey Boccia said And they say closing the school is a breach of what was promised when voters supported a May 2017 bond measure.
