An April 21, 2025 story in the Watertown Daily Times details a Lake Mills City Council proposed ordinance to modify rules on public comment
as well as deadlines relating to meeting notices and filings
introduced by Council President Liesa Kerler
The proposed ordinance would also reduce the minimum public notice time for council meetings from six to two hours
in cases where the minimum 24-hour notice is “impossible or impractical.”
According to the Wisconsin Department of Justice website, the State’s Open Meetings Law permits but “does not require a governmental body to allow members of the public to speak or actively participate in an open session meeting,” but it notes that other statutes require public hearings to be held on certain matters
Kerler’s proposed ordinance is scheduled to get a second reading at the May 6 Lake Mills City Council meeting
at which time it could be voted on by the council

cutting the lights and sirens: The EMTs were working on Vogel to ensure he made it to the hospital alive
That ambulance ride ended in a three-day hospital stay. Tests revealed that Vogel’s blood alcohol concentration was 0.32%. The National Institutes of Health warns that a level greater than 0.30% presents a “significant risk of death in most drinkers.”
Vogel began his day at a kickball tournament
where he drank about six tall cans of beer
She wasn’t certain how many drinks Vogel had had that day but said he’d clearly been overserved
“I told him I don’t think he should do (the contest),” Dorn said
Vogel and Dorn have been in contact with Lake Mills police regarding their investigation into the incident
In the year and a half the bar has been open
officers have never issued a citation or a warning to the establishment regarding overserving
some of which had cracked under the weight of compressions
and an oxygen machine was doing at least 60% of his breathing for him
“I didn’t even know for probably about 15 hours if he was going to make it,” Dorn said
Once he was conscious and showing signs of improvement
doctors placed Vogel on a temporary liquid diet due to the trauma in his throat; he jokingly lamented that he hadn’t been able to finish his hot dogs
Patrick’s Arcade Bar did not immediately respond to multiple voicemails and a Facebook message requesting comment
It posted the following statement on Facebook after the contest:
“The hot dog eating contest did not go as planned for the Arcade Bar yesterday
I want to thank the first responders that arrived in minutes and all the off duty ones that helped save a life yesterday
I appreciate everyone that reached out and was there to help me through a very scary situation
Lake Mills is the best community in the world and I thank you all for making my bar a welcoming place for everyone in town.”
