Parks and Recreation Association paid $695,000 to settle a lawsuit charging it wrongly received federal grant money under the paycheck protection program paid $695,000 to settle a lawsuit charging it wrongly received federal grant money under the paycheck protection program -- money the government paid to businesses and nonprofits across the country to keep people employed during the pandemic has about 8,000 resident members of Lake Ridge It serves as the Lake Ridge homeowners association and runs the five private pools and other recreation amenities in the 50-year-old eastern Prince William County community It’s not clear how much the Lake Ridge association received in Paycheck Protection Act funding The court documents were still sealed as of Tuesday The loans were offered to eligible small businesses for economic relief during the COVID-19 pandemic and were meant to allow businesses to retain their employees The United States alleged that Lake Ridge Parks and Recreation Association should not have received the funding because it is a 501(c)(4) tax exempt entity and such organizations were not eligible at the time the application was submitted Attorney’s Office for the Eastern District of Virginia The settlement began with a lawsuit -- United States ex rel Wade Riner v Lake Ridge Parks and Recreation Association -- that was filed under the whistleblower provision of the False Claims Act The provision allows private individuals to file suit on behalf of the United States for false claims and share in a portion of the government’s recovery The whistleblower will receive a 10% share of the settlement The resolution was the result of a coordinated effort between the U.S Attorney's Office for the Eastern District of Virginia and the Small Business Administration The settlement does not mean a judge decided that LRPRA committed wrongdoing by applying for the loans the settlement brought the lawsuit to a close The man who was fatally shot by Prince William County police Saturday during an incident at Westminster at Lake Ridge retirement community has been identified as a 26-year-old Stafford man at her apartment at Westminster on Saturday April 26 when he became distressed and suicidal and wounded himself with a knife Another adult visiting the apartment called police Cassell allegedly "lunged" at the officers with his knife and then stabbed his grandmother The two responding police officers fired their weapons multiple times in an effort to get Cassell to stop The grandmother was also struck by gunfire Cassell died from his wounds in the apartment was flown to an area hospital for treatment of both gunshot and stab wounds Newsham said she was in serious but stable condition was also in the apartment but was not injured The community is home to more than 300 residents The two officers involved in the shooting included one veteran officer and another who had been in the department about 18 months Both officers have been placed on routine administrative leave as the incident is investigated by a regional “critical incident response team” made up of officers of several nearby agencies The Reno City Council voted 4-3 Wednesday to uphold the planning commission’s approval of a 273-unit apartment complex at the former Lakeridge Tennis Club site The site is sandwiched between Lakeside Drive Area residents have been fighting the apartment complex Many spoke during public comments and 70 letters were submitted opposing the project over traffic neighborhood compatibility and fire concerns Mayor Hillary Schieve and council member Meghan Ebert also voted against it Duerr said she was worried about fire evacuation safety and an increase in traffic accidents “I want to be clear about something: (this) does not mean I am opposed to something being built here,” Duerr said “They’ve done good on parking … but bottom line Schieve said more needs to be done about traffic and fire evacuation safety before a project goes in at this location Devon Reese and Miguel Martinez voted for the project Taylor said the apartment complex meets requirements and that the developer showed good faith by improving the exterior as the residents asked She added that it was less dense than the original 314-unit project that was approved when the land was rezoned Lakeridge neighbor Steve Topol said he understands the need for housing but that he constantly sees lines of traffic and serious accidents in this area But what I don’t want to do is have to see this,” Topol said showing the council a photo of a car accident on the corner of McCarran Boulevard and Plumas Street was the only one advocating for the project telling the council that Reno is in a housing shortage and they need to make room for renters Though the exact plan hasn't been finalized yet including tennis and pickle ball courts and putting greens “We know how much this course means to Reno and I want to assure the community that the golf course will not undergo significant changes,” said TJ Duncan “Our focus will be on repurposing the driving range into more useful amenities.” The project will not affect the 18-hole golf course which will remain open to the public during construction Developers didn't give a timeline for construction “This is a new chapter for Lakeridge Golf Course and we’re excited to deliver new and needed amenities to our members It comes after the Reno City Council last week greenlit a 273-unit housing complex at the intersection of Plumas St roughly a quarter mile from the Lakeridge golf course project The approval was over the objections of residents, who were worried about traffic and public safety citing the F-rating of that intersection and concerns about evacuation in the event of a fire On the Lakeridge golf course project website developers said traffic impacts from the proposed hotel project will be 'minimal,' saying there will be a less than 2 second increase in travel times Documents submitted to the city of Reno say a traffic study found that when the project is complete including over 100 during the morning peak hours and over 150 during the evening peak hours "The proposed development concept includes a new “right-in-right-out” ingress/egress via South McCarran Boulevard coupled with a recommended deceleration lane thus reducing the impact of development on the (level of service) for the South McCarran Blvd/Plumas Street intersection and the number of vehicles entering the site from Plumas Street," the application states Email reporter Ben Margiott at bjmargiott@sbgtv.com. He hopes an ambitious redevelopment plan ushers in an entirely new game — and future — for Lakeridge Golf Course “We have been debating different ideas over the last couple of years since shutting down the driving range about the best uses of the land that we have in the middle of town,” Duncan said “We’ve thrown around a lot of ideas over the years and we think that we’ve found something that … brings a lot of things to the community brings a lot of amenities that the community needs and helps us expand our business and protect the future of Duncan Golf management.” Duncan Golf Management plans to submit its proposal to the city of Reno on April 28 the project will transform the open space on the north side of Lakeridge Golf Course into a resort-style hub for guests The golf course will continue to operate as usual Plans provided to the Reno Gazette Journal show various amenities proposed on the former driving range: Duncan noted that the plans are conceptual and not finalized He also does not have a dollar amount for the project at this time Proposed golf course project will be the latest within the south Reno corridorFirst opened in 1969 Lakeridge Golf Course has been a longtime fixture in its south Reno neighborhood Although its longevity gives Lakeridge Golf Course a strong local pedigree golf industry — which saw more than 2,000 courses close since the Great Recession — and it’s clear that staying put has not worked out for many For operators such as Duncan Golf Management Although the industry started to stabilize in 2024 Lakeridge Golf Course likely still needs to embrace change to ensure it does not end up a statistic various projects have popped up around Lakeridge Golf Course that have received strong pushback from the community A previously proposed senior housing project by Reno Land at the site also faced stiff opposition and ended up going nowhere Overlooking the Lakeridge Golf Course’s closed driving range is another controversial project this time by housing developer Toll Brothers The project also received its fair share of criticism including from people worried about development at the site eating up one of the key open spaces in the neighborhood Duncan stressed that the Lakeridge Golf Course proposal is its own thing and not tied to any of the surrounding projects Duncan is especially worried about people confusing the project at the former Lakeridge Tennis Club site with theirs due to similar names that (apartment project) is completely separate from us,” Duncan said “We’ve never had an interest in the Lakeridge Tennis Club.” As for the driving range, Duncan Golf Management was previously involved in a request to change the city’s master plan and rezone it from open space into single-family. In April 2021, the request was rejected by the planning commission citing the same open space concerns voiced by residents “If this were not open space but a vacant lot I think it would be a perfect spot for infill,” said John Marshall “We do need to be zealous guardians of our open space … notwithstanding the needs for additional housing.” Duncan Golf Management is requesting a zoning change from open space to a specific plan district or SPD An SPD is essentially a designation that allows for diverse land uses provided they are compatible and complementary to other uses of existing land and properties nearby In the case of the Lakeridge Golf Course project some of the changes Duncan Golf Management is requesting involve removing certain limits to land use hours of operation and proximity to residences Doing so allows the project to better attract not just locals but visitors from outside the area The idea is to provide services and new things at Lakeridge Golf Club that will allow it to “touch as many customers as possible,” Duncan said Duncan is also looking into adding tennis courts and pickleball courts we feel that adding more and more amenities for our customers is a good thing that can benefit not only us but the community as a whole,” Duncan said Growth is something that Duncan Golf Management will need to address as it seeks approval for its project Congestion was a top issue for residents opposing the apartment project on the Lakeridge Tennis Club site The issue will almost certainly comes up in response to Lakeridge Golf Club’s development plans Duncan pointed to a traffic impact study by Headway Transportation that found the planned improvements will cause an average delay of less than two seconds at the intersection of South McCarran Boulevard and Plumas Street The SPD handbook for the project also stated that it believes congestion on the South McCarran corridor will be addressed by a future regional improvement project Duncan expects there will be pushback against the proposal Duncan says he understands how people can have concerns over new developments “There’s always controversy (over new projects) and change is always hard especially in a community as old as this and in an area as old as Lakeridge Golf Course,” Duncan said “But we’re excited about the future and bringing forth new things for the community.” The
