has resigned from his position after a third-party independent investigation found "legitimate concerns" regarding allegations of him harassing and creating a hostile work environment for city employees
Farrington submitted a letter of retirement April 21 via email to City Manager Shawn Sherrouse
He will be on paid leave through May 17 with an annual salary of about $177,500
a human resource manager for the city under Farrington

City Manager Shawn Sherrouse said he discussed the findings of the internal investigations with Farrington and McNelis
"Based on several factors relating to the City’s commitment to enhancing employee training
I engaged in discussions with Mark Farrington and Kathy McNelis regarding the need to advance our Human Resources Department in a new direction," Sherrouse said in an emailed statement
Resignations spark harassment claimsOn Feb
two employees of the city's Division of Employee Engagement and Development resigned: human resource specialist Kathe Sandoval and human resource analyst Rebecca Shorter-Kliethermes
Deputy City Manager Rob Hernandez conducted exit interviews with each staff member and decided there were claims made that warranted further investigation
for behaviors that may constitute harassment and the creation of a hostile work environment," the investigative report read
The city hired consultant Marsha Leap of Lakeland-based Leap Ahead Professional Development to conduct an investigation into the allegations
McNelis and five employees of the Employee Engagement and Development team were interviewed
Farrington and McNelis were informed the city was conducting an internal investigation into their conduct on Feb
Leap provided an updated investigation report to the City of Lakeland dated April 14
Leap focused on six specific situations brought up in interviews by three or more city staff members about Farrington and McNelis' behavior over time
The Employee Engagement and Development staff said they were "given a script for answering telephone calls and are not allowed to deviate from that script," according to Leap's report
This meant human resources staff were not allowed to answer direct questions from other city department leaders without forwarding all emails and phone calls to McNelis
there was a scheduled departmental meeting with other city departments
which Farrington canceled to address an internal matter
The city manager had remarked at an employee event that "'employees sure love pizza parties' and to be sure to keep them." An HR staff member reported Sherrouse's comment back
which Leap said McNelis took as a breach of authority
used profanity and made them feel intimidated and humiliated," according to the report
the staff received a request for new supervision training for a longtime city employee who was thought to be a good fit for supervisory role
As the application moved through the process
it was denied for reasons not made clear to the human resources staff
So a human resources staff member scheduled a closed-door meeting to discuss how to help the employee
Leap said the human resources staff "felt humiliated with no authority to do their jobs which they believed was to help COL employees succeed with additional training and support." Farrington and McNelis told her there were circumstances the team was unaware of
there was a meeting among the department to discuss training for technical skills for the city's non-supervisory employees
HR Specialist Chris Walsh was reading through a list of topics when McNelis interrupted to ask a question
Walsh was annoyed and made a rude comment back
to which McNelis said "take it down a notch and don't deflect." While employees' recollections of the wording was different
Leap reported they agreed the atmosphere in the room was changed and for several minutes no one spoke
Leap reported none of the HR employees felt supported by Farrington or McNelis
and four out of five had sought counseling "as a direct result of the current work environment."

Farrington was accused of making false statements about employees
he said a project to develop training for non-supervisory employees was too big
Farrington told Leap none of the employees had filed a grievance or attempted to meet with him formally to discuss frustration with McNelis
Leap said Sandoval said she had spoken to Farrington about how McNelis made the staff feel
The investigation recommended Farrington be counseled on "the impact of his language and tone on employees and how his role as a supervisor is to set an example for other employees." Leap also recommended a seminar on what constitutes harassment and bullying in the workplace
Investigative findings on McNelisLeap found that McNelis created a hostile work environment for city employees
"It is the investigator's opinion that Kathy McNelis may not have intended for her behavior to create a hostile work environment
the ED&D staff members expressed to the investigator they felt intimidated
and humiliated which constitute a hostile work environment according to the COL definitions of harassment and hostile work environment," reads the report
Leap reached the conclusion "that there are irreconcilable differences between Kathy McNelis and some of the ED&D staff members
Statements have been made that cannot be taken back
Trust and respect for each other has diminished."
She suggested the city create a professional development plan for McNelis that provides coaching on supervisory
Leap said McNelis' performance should be re-evaluated and a determination made whether she is kept in a supervisory position
Leap said the city manager's office and Farrington should outline and agree on what the purpose is of the Division of Employee Engagement and Development

Jennifer Rader has captured countless feral cats so they can be spayed or neutered
vaccinated and then released back their original locations
she was at Bo Davis’ home in the Combe Road area
He had about a dozen feral cats on his property
Rader set out a half dozen traps to catch some of the cats
“It’s all about trickery and luring the cats in,” she said

A Lakeland man died the afternoon of May 1 after being shot in the parking lot of a convenience store
to reports of a shooting at the Fast Stop convenience store at 820 E
Woullard was taken to Lakeland Regional Health Medical Center for treatment and was pronounced dead there
Based on the initial witness statements and evidence collected
detectives learned that Zelidon was at the Fast Stop for several minutes before Woullard's arrival
Woullard attempted to back out but was unable to do so
Zelidon then got out of his vehicle carrying a firearm and wearing a ballistic vest
He approached Woullard's vehicle and had a short argument with him before opening Woullard's driver's side door and shooting him twice
Zelidon retreated to his vehicle and awaited police arrival
Investigators learned that Zelidon paid Woullard to work at his residence a few weeks ago and said Woullard stole a firearm during that time

SHRUB OAK – Before the jarring phone call 17 months ago
He thrived in three sports at Lakeland High School where the daily grind typically included school
Family time often came in the car on the way to the perpetual string of practices and games that marked the passing of time in the household
And the 17-year-old was a dedicated athlete
Coaches loved the old school lead-by-example captain who paid attention to details in the classroom and between the lines
Teammates did all they could to keep up with the versatile athlete who always ranked among the best players on the field or in the gym
It wasn't a whistle that put the brakes on his athletic success
Rader began to experience some discomfort following a travel lacrosse tournament in the fall of 2023
It was persistent enough that he didn’t balk when his mother
“I was experiencing back pain at first and I didn’t really know what it was
Rader once came home from middle school with a stomach issue
an emergency room visit revealed appendicitis
An urgent care visit was the first stop and the doctor there agreed it could be a strain
“We got in the next day,” Aristea recalled
“We had the soccer team dinner that night so it was a busy day and I’m thinking
‘No big deal.’ I know from being pregnant the ultrasound tech can’t really say anything
explaining that they wanted her to go over different areas
she told us we’d be hearing from the doctor.”
“We were literally walking in the door and our pediatrician calls us,” Aristea said
what’s going on?’ She began to ask whether Oban had ever complained or indicated he was not feeling well
what are you telling me here?’ " Aristea continued
"She was surprised he just started complaining because there were numerous masses on his spleen
“It was devastating,” Rader said of his initial reaction
‘We need to go to the hospital' and then after several days of tests
Rader was in the emergency room at Westchester Medical Center the day after the phone call and was at Maria Fareri Children’s Hospital from Nov
A biopsy followed and Rader was diagnosed with Hodgkin lymphoma
a type of cancer that attacks the lymphatic system

school officials brought all of his many teammates in

We’re talking about probably the best athlete in the school
when you hear that in combination with the C word
that doesn't make any sense.' I remember the kids shuffling into the auditorium that day
knowing it’s tough for a high school kid to kind of conceptualize that kind of information
He’s going to be out for a while.' … It showed us all how vulnerable we really are
Rader no doubt ranks sharing thoughts and emotions somewhere below undergoing chemotherapy
“I never really sensed Oban was scared,” Lakeland soccer coach Tim Hourahan said
‘What's next?’ It’s kind of like how he is playing sports
and it was just ‘What’s next?’ He shows up ready to compete
and there's never a thought of it not going the way he wants it to go.”
Teammates checked in early and often and were unsurprised by his approach
“He never mentioned being scared,” Fitzgerald said
“Oban is very focused on whatever he's doing in the moment
the family opted for chemotherapy and over the next six months
Rader had a port installed and went to Memorial Sloan Kettering Cancer Center in Manhattan for a dozen treatments
Just the feeling of being there drained me
Rader was usually accompanied by his father
a teacher at Yonkers Middle School whose schedule allowed him to flex and be a chemo buddy
Nobody with a front-row seat to real suffering escapes without scars
like he knew what was about to happen to his body and what he was going to go through
And there was a certain anti-nausea medicine that he had to take before the chemo
but that made him throw up more and then little by little
Several friends shaved their heads in support
Oban seemed to be handling it well,” Aristea said
you started to see that not only was it killing the cancer
And I don't know what he was doing in his room by himself
he was so brave and so strong in front of us all the time
we kept it together too and wanted to show him that we were strong
but I was really scared and was crying a lot.”
Support during the longest days and months came from every direction in the community
Rader was unable to be in school during his six months of treatment
He did somehow maintain a GPA that is unsurprisingly within four points of perfection
he would show up for a game or a practice to be around teammates
“Every two weeks I would go there for eight hours and then recover for two weeks and then get treatment again,” Rader said
It wasn’t easy to stand by and witness the side effects of healing
classmates and coaches made their presence felt the entire time
There were fundraisers and organized efforts to make sure the family was free to be available for Oban
who got to see Hawaii compliments of the Make-A-Wish Foundation and ski in Colorado via an invite from the Sunshine Kids Foundation
“We are so grateful for the community that rallied around us,” Aristea said
but people around town heard and were dropping food at the house after we’d get back from chemo
People were sending Chipotle and Grubhub cards so when Oban was home alone
And everything was a tribute to the person Oban is.”
they told us Oban was responding well and the tumors were gone,” Aristea added
it doesn’t work like that.' He lost his hair
the sixth one came and you could see he was breaking down.”
Rader would sneak in a quick workout believing he would in time return to playing the games he grew up with
“I visited him at the hospital and it was hard to see a kid that age dealing with this,” Macchi said
“I was checking in with his dad periodically
and when he told me Oban was in the garage
I knew right then he was going to be fine when he got back
following the final cycle of chemotherapy and more tests and more scans
He will be closely monitored over the next five years
Rader went back to school last May and when the final bell rang
he was playing summer lacrosse with his Lakeland teammates
“I have a new perspective on what it really means to be out here with your friends every day
… Having normal worries is better than what I was dealing with last year.”
“I do end of summer fitness testing,” Hourahan said
“There are five segments and he was first or second in each one
And he wasn’t far removed from six months of chemotherapy
He competed to show everyone he was back and ready to go
It was one of the most inspiring weeks I’ve ever had as a coach."
Just showing up in a uniform would’ve been a win worthy of celebration
“Coming back just brightened me up,” he said
“For most of the previous school year I was stuck inside
The rangy goalkeeper was named all-section and all-state in soccer
And the comeback story had no influence on those honors
“We scored one goal a dozen times and went 11-1 in those games,” Hourahan said
we were going to win because we had Oban.”
Rader was impressive on the basketball court
He was all-state honorable mention and all-section
If the lacrosse season unfolds as expected
he could close out a memorable year with all-section recognition in three sports
where the competition is deep and talented
“I never really thought I was going to get back to where I was after lying in bed for six months,” Rader said
It’s just great to be back to where I was.”
After getting the the all-clear from his oncologist
Rader was instructed to go and live his life
He’s decided to join Fitzgerald at SUNY Cortland where they will play lacrosse together at the next level
It’s been a bumpy season for Lakeland/Panas
which is playing a schedule with a high degree of difficulty and gaining needed experience for the newcomers on the fly
Celebrating a few more big wins is the goal
“I’m just looking forward to ending the year right with these boys
who's played with remarkable patience and is peaking at the right time
“And just taking time with my friends and family over the summer
Mom is going to be an emotional mess at graduation
“Oban has taught me to stop worrying and appreciate the here and now,” Aristea said
I was always poking at him and making sure he was alright
I hope when he goes to college it will be a good reality check and I’m going to love it when he calls me for help
but it was part of his journey that he has to recognize and find some good in.”
“We were constantly in the car going to practice
going to see him play in tournaments,” Aristea added
“This diagnosis was a punch to the gut but also a slap to the face
It got us to slow down and embrace our family and our community
It brought us closer together and made us stronger as a family.”
The comeback is proving to be inspirational

NEW YORK (AP) — The federal sex trafficking trial of Sean “Diddy” Combs, the hip-hop entrepreneur whose wildly successful career has been dotted by allegations of violence, began on Monday in New York City with jury selection that could last several days. Opening statements by lawyers and the start of testimony are expected next week
Several dozen prospective jurors got a brief description of the sex trafficking and racketeering conspiracy charges against Combs from the judge
who reminded them that Combs had pleaded not guilty and was presumed innocent
As the judge spoke, Combs sat with his lawyers. He wore a sweater over a white collared shirt and gray slacks, which the judge had allowed rather than jail clothing. Combs, 55, has been held in a grim federal lockup in Brooklyn since his arrest last September
His hair and goatee were almost fully gray because dye isn’t allowed in jail
Unlike other recent high-profile celebrity trials, Combs’ court case won’t be broadcast live because federal courtrooms don’t allow electronic recordings inside — meaning courtroom sketch artists serve as the public’s eyes in the courtroom
The trial is expected to take at least eight weeks
he faces the possibility of decades in prison
Several prospective jurors indicated they had seen news reports featuring a key piece of evidence in the case: a video of the hip-hop mogul hitting and kicking one of his accusers in a Los Angeles hotel hallway in 2016
One prospective juror described a still image she saw from the video as “damning evidence.” That woman was rejected from consideration
“I’m sorry your honor I’m a little nervous today.”
The 17-page indictment against Combs — which reads like a charging document filed against a Mafia leader or the head of a drug gang — alleges that Combs engaged in a two-decade pattern of abusive behavior against women and others
with the help of people in his entourage and employees from his network of businesses
Combs and his lawyers say he’s innocent and any group sex was consensual
They say there was no effort to coerce people into things they didn’t want to do
and nothing that happened amounted to a criminal racket
Prosecutors say women were manipulated into drug-fueled sexual performances with male sex workers that Combs called “Freak Offs.” To keep women in line
prosecutors say Combs used a mix of influence and violence: He offered to boost their entertainment careers if they did what he asked — or cut them off if they didn't
the indictment says Combs and his associates resorted to violent acts including beatings
The Associated Press does not typically name people who say they have been sexually abused unless they come forward publicly
has said Combs was “not a perfect person” and that there had been drug use and toxic relationships

Ryan Kreidler led off with a triple and scored on a Navigato sacrifice fly
Manning allowed a one-out walk in the bottom of the seventh and then hit Phillip Sikes
A Roman Anthony grounded forced Sikes at second
but Anthony stole second and Nick Sogard singled in the lead runner before Manning gave way to PJ Poulin
Finally in the eighth the Mud Hens offense seized control and Carlos Mendoza was the spark
Mendoza led off with a walk and then stole second base
Manuel Margot reached on an infield single and after a Brewer Hicklen fly out
Akil Baddoo ripped a single to right field that was too sharp to score on
The bases were juiced as the Red Sox went back to their bullpen
Madris greeted new reliever Isaiah Campbell with a two-run single
and Kreider followed with his second triple of the game
and Poulin and Matt Gage had no trouble closing this one out

A good outing for Troy Melton came to a crashing halt in the fifth inning of this one
and the bullpen crumbled even further as the SeaWolves squandered an early lead
but he was able to pitch through a bit of traffic in the second and the fourth
Roberto Campos reached on catcher’s interference in the bottom of the first
and Eduardo Valencia brought him home with a two-run homer to left field
Trei Cruz led off with a walk and scored on a Campos double to left
and a double steal attempt got Campos to third though Liranzo was cut down at second

Melton allowed a single and a double to start the fifth
and he allowed both inherited runners to score along with one more as the Rumble Ponies closed the gap to 4-3 Erie

and Drew Sommers allowed a run in the top of the seventh to get to the final score
The SeaWolves did mount a seventh inning threat
Danny Serretti doubled with one out and Trei Cruz walked
but Liranzo drew another walk to load the bases with two outs
Unfortunately Valencia struck out to end this one

Montilla again followed suit with a single of his own to plate Hadeen and make it 8-3

A Lakeland man was fatally shot April 24 after a verbal fight escalated to a shootout outside an Ariana Street restaurant
Jesse Banks, 28, was shot and died of his injuries at Lakeland Regional Health Medical Center
He was with 26-year-old Nicholas Lue of West Palm Beach
who suffered gunshot wounds and remains hospitalized in stable condition
Lakeland police responded to reports of a shooting outside Cali Rose Kitchen
Banks and Lue got into an argument with Tre D'Shon Huntly
The fight turned physical when Banks struck Huntly on the head with his first
Huntly stayed at the scene and cooperated with detectives
Banks was found to be in possession of a handgun
Lakeland police have determined Huntly appears to have been acting in self defense and no charges have been filed against him at this time

MONTREAL — The Montreal Canadiens may be ahead of schedule in their rebuild
but Jeff Gorton believes the plan is far from complete
Doing it year after year — and becoming a perennial Stanley Cup contender — is another
“There's a lot of benefits in what players were able to do this season
but we're certainly not done,” said Gorton

Gorton and general manager Kent Hughes delivered a state of the union Monday at the Bell Centre
five days after the Washington Capitals ended a special Canadiens season with a first-round victory in five games
Montreal made the playoffs for the first time since 2021
an unexpected appearance after the franchise began a teardown following a disastrous 2021-22 campaign
The playoff berth exceeded Hughes and Gorton’s pre-season goal of simply being “in the mix” and electrified a hockey-crazed fan base starved of post-season action
Now the question is how the Canadiens stay there
and how Hughes and Gorton strike a balance between injecting more youth for the future and adding veteran experience to strengthen playoff hopes
"That's probably the million-dollar question is
how to put these pieces together?” Gorton said
“We have some players that we think are knocking on the door — what kind of opportunity are we going to provide them
Can we wait out a summer and give them training camp to earn a spot
“We all understand that it's possible we'll be younger
but we need to balance the youth part with experience
and I look forward to how he comes up with those answers."

but managed just 22 points and a minus-29 rating in 57 games before sustaining a second consecutive season-ending knee injury
“There's certainly a place for him in our lineup
It's going to be up to him where that's going to be,” Gorton said of the 24-year-old
“He’s going to need a big camp to get himself going."
Questions are also swirling around Patrik Laine and his fit in Montreal next season
The 27-year-old winger caught fire after returning from injury in December
but his performance dipped down the stretch
The Canadiens’ power play also thrived when he missed the final three playoff games with a broken finger
“We’re not in the playoffs without Patrik Laine,” Hughes said
“He gave us critical goals in critical moments
He had struggles in his five-on-five game as well
But I was impressed by Patrik and his willingness to learn."

Clow worked in the Prime Minister's Office from 2017 until March of this year

Giffin said he would advise Carney's team to go into the meetings with three things they can put on the table
He suggested Carney show how Ottawa will meet its defence spending targets

Those have been included in a list of complaints Trump repeats about Canada but experts have said there are signs Trump still values CUSMA
When Trump took his trade war to the world with "reciprocal" tariffs in early April
He also made partial carveouts in his automobile tariffs for vehicles compliant under CUSMA
Trump likes to say that other counties don't have the cards
but Giffin said "Canada actually does have cards."
SAINT-JÉRÔME — Lion Electric will very likely be liquidated following the Quebec government's refusal to invest more public funds in the company
says the court-appointed monitor for the electric-vehicle maker

NEW YORK (AP) — President Donald Trump says he is directing his government to reopen and expand Alcatraz
the notorious former prison on a hard-to-reach California island that has been closed for more than 60 years
In a post on his Truth Social site Sunday evening

The prison — infamously inescapable due to the strong ocean currents and cold Pacific waters that surround it — was known as the “The Rock" and housed some of the nation's most notorious criminals
including gangster Al Capone and George “Machine Gun” Kelly
It has long been part of the cultural imagination and has been the subject of numerous movies
including “The Rock” starring Sean Connery and Nicolas Cage
Nearly all were caught or didn’t survive the attempt
The fate of three particular inmates — John Anglin
his brother Clarence and Frank Morris — is of some debate and was dramatized in the 1979 film “Escape from Alcatraz” starring Clinton Eastwood
Alcatraz Island is now a major tourist site that is operate by the National Parks Service and is a designated National Historic Landmark
The closure of the federal prison in 1963 was attributed to crumbling infrastructure and the high costs of repairing and supplying the island facility
because everything from fuel to food had to be brought by boat
A spokesperson for the Bureau of Prisons said in a statement that the agency “will comply with all Presidential Orders.” The spokesperson did not immediately answer questions from The Associated Press regarding the practicality and feasibility of reopening Alcatraz or the agency’s role in the future of the former prison given the National Park Service’s control of the island
The island serves as a veritable time machine to a bygone era of corrections
The Bureau of Prisons currently has 16 penitentiaries performing the same high-security functions as Alcatraz
including its maximum security facility in Florence
which is home to the federal death chamber
The order comes as Trump has been clashing with the courts as he tries to send accused gang members to a notorious prison in El Salvador, without due process. Trump has also directed the opening of a detention center at Guantanamo Bay

A woman told the sexual assault trial of five hockey players Monday that she felt "numb and on autopilot" going through sexual acts with a group of men she didn't know in a hotel room seven years ago

Ontario Superior Court Justice Maria Carroccia told jurors Monday that they may use evidence related to the initial encounter with McLeod to assess the credibility of the complainant’s testimony about her "interest and level of participation" in what happened afterward
her ability to choose what activities to engage in and her level of intoxication
they must not use that evidence for any other purpose
The judge specifically told jurors they must not infer that if the woman willingly left the bar with McLeod and had consensual sex with him
it is more likely that she consented to the sexual activity that led to the charges against the five players
Hart and Dube are accused of obtaining oral sex from the woman without her consent
and Dube is also accused of slapping her buttocks while she was engaged in a sexual act with someone else
Formenton is alleged to have had vaginal sex with the complainant without her consent inside the bathroom
Foote is alleged to have done the splits over her face and grazed his genitals on it without her consent
The Crown alleges McLeod also vaginally penetrated her without her consent at the end of the night

— A 13-year-old boy who was arrested for allegedly shooting another student on a playground at a south King County elementary school was released to his family after being booked into juvenile detention
deputies from the King County Sheriff’s Office said they were dealing with an unrelated call near the school when a student approached them saying he’d been shot
The deputies quickly arrested a 13-year-old suspect while the victim was taken to Harborview Medical Center for treatment
While the sheriff’s office said there was "never a threat to the public," parents of students at Lakeland Elementary School are questioning why the school wasn’t put on lockdown
“Once they knew that something happened on school grounds
they should have locked down the school,” parent Esperanza Torres told KOMO News
“Once they knew something had happened there
They shouldn’t have allowed my daughter or any kids to go home by themselves.”
Torres said her daughter and other students walked off campus approximately 30 minutes after the shooting
“They were allowed to walk through initially a crime scene
we saw (deputies) were searching for something
Federal Way Public Schools said a lockdown was not initiated at Lakeland Elementary School due to the instruction of law enforcement
“Our protocols and standard operating procedures are used district wide
and staff are trained to follow these protocols
which include following the directives of our law enforcement officers when they are on or near our campus attending to a safety related matter,” the statement from the district says
the school followed the directives of the deputies on the scene who did not initiate a lockdown and had the most reliable and complete information at the time.”
The district said no Lakeland students or staff saw or heard anything that would call for a lockdown
The King County Prosecuting Attorney's Office told KOMO News charges may be filed in the shooting case on Friday
