Tatu City now attracts some two-thirds of foreign investment into Kenya
My mantra seems to be never do today what can easily be put off until tomorrow
I’m pulling out dead weeds and trimming back shrubs and trying to decide what I can keep for the bees and other beneficial insects and what needs to be destroyed
Do I put cardboard and straw mulch over what I know will turn into a mass of calendula mixed in with weeds because I know the bees like the calendula with their bright orange and yellow colors
and I will have to walk on the calendula to get to them
What about the strawberries that have escaped the original wooden raised bed and are threatening to spread over the width of the garden
And then there’s the tree in the strawberry bed
I know it needs to come out but I think I’ll leave it there until I can get an idea of what it is
There are so many volunteers around here and I really hate to disturb them
They might be something rare and beautiful instead of the nightshade and the poke plants and the English ivy the birds have carried in over the years
It came up on the edge of the gravel driveway so I left it alone because I couldn’t easily dig it out
I need to do a really deep clean on the patio but the decorative birdhouse that I acquired many years ago is being taken over for the third year running by a bird
there will be babies in there making more racket than you can possibly imagine and we will all have to stay away from that side of the patio so we don’t disturb Mom’s comings and goings
usually with a bit of worm hanging from her beak
The kids play elsewhere or sit quietly with me and watch until one day the noise will stop and we won’t see tiny heads popping up
I’m assuming they’re able to fly out of there eventually because one morning there will be silence and no bodies on the ground
This year’s expectant mother doesn’t seem to mind me too much
I’m sitting here facing the red nesting box with blue birds painted on the front and talking into my phone and she’s going about her business
What surprises me is that there seems to be three birds going in and out
Maybe they’re arguing over who gets the summer rental
As long as they ignore me I’m just going to stay and watch
Watching them seems much more important than continuing to clean out last year’s detritus and
kill something that could be quite pretty or food for something beneficial this year
My friend who edits this is sure to ask me what kind of birds they are and I will tell her as I always do: They’re little
and occasionally there’s one with a splash of yellow
I can identify the robins and the crows and hummingbirds and somebody’s bright white homing pigeons that make the circuit through here occasionally
although I haven’t had any of those for a few years now
A couple of people who maintain lawns have stopped by and ask if I need help
They always want to trim up the big spruce tree in the front yard to make it easier to mow and that’s my signal to run them off
That spruce tree is where the little rabbits hide and the birds nest
And if the grass grows tall under those branches that brush the ground
who mows his lawn twice a week and it always looks beautiful
Mine is spotted with weeds and dandelions and a few stray daffodils and tulips
A patch of bugleweed is intruding along one edge and there are great patches of lime green moss here and there
The young man who mows my lawn says he can get rid of the moss but it stays green year round
I’ll never win any awards for a beautiful yard but
as I sit here looking at the clouds rolling in and expecting it to rain very shortly
I can see the birds and a few stray bees on the dandelions
The first blooms on the beauty bushes are starting to show pink just in time for my new beehive I expect to arrive this weekend although it will be too late for the apple
smaller than the green peas that should already be in one of the raised beds if I had only finished digging in the new compost
I really will get an early start tomorrow and get it all caught up

LEWISTON – The Lewiston Planning Board unanimously approved a 48-unit apartment complex on Monday that would be built along Main Street

Maine (WGME) -- A 15-year-old boy has been arrested after a shooting in Lewiston
police say they respond to 188 Bartlett St
Police say the boy was arrested and charged with reckless conduct with a firearm
The teen was taken Long Creek Youth Development Center in South Portland
and smallest of Gretel the cats adopted litter crawls across the floor of Alison Wrights living room on Monday morning.Rachel Sun/Lewiston TribuneGretel the cat nurses two of her three adopted kittens Monday morning in Lewiston.Rachel Sun/Lewiston TribuneOne of Gretel the cats adopted kittens climbs on Cathy Carlson Monday morning in Lewiston.Rachel Sun/Lewiston TribuneAllison Wright loves hosting the family of four who moved into her home last month
The three babies like to play through the kitchen gate with her dog
The mother likes trying to hide the babies in the closet
Gretel catches one of them and pulls him in
and the kitten mews more as Gretel starts licking his fur
two of whom were discovered in the wheel well of a car that drove from Seattle to the Lewiston-Clarkston Valley
pulled into the hotel and a kitten fell outta the wheel well
And they were about 5 days old,” said Cathy Carlson
a foster volunteer at Helping Hands Rescue
which runs the foster program based in the valley
Gretel took in the kittens after losing her own litter
“Another foster had some babies about the same age that she was bottle feeding
do you think I can steal those and see if we can put ‘em with mama and if she’ll take ‘em in?’ And she absolutely did
These three kittens will be kept with Gretel until they’re old enough to be rehomed with loving families
But there are a few weeks until that happens
climbing on Wright and receiving baths from Gretel
Wright holds a gray kitten with folded ears to her chest
“It’s gonna be so hard not to keep you,” she said
Though Wright has yet to keep any of her foster animals — that’s a “foster fail” — many foster volunteers are involved in the adoption process to ensure the animals go to homes that are the best fit
if I’m at the event for adoption and somebody applies
Though Gretel’s litter of kittens is unique in its adopted nature
local fosters who care for animals in their homes while they await adoption — or grow old enough to be adopted — said they’re seeing plenty of kittens
Helping Hands has up to 30 volunteers who serve as cat fosters who rotate in as needed
Carlson said there’s always a need for more
“That’s not counting the mamas,” Carlson said
“(That’s) not counting the ones that are in a house that we’re trying to find a place for.”
Carlson said the nonprofit also has a waiting list to take in more mother cats and kittens
There just aren’t enough foster volunteers to take them all in
‘This mama cat went out in this cubby I have and had kittens the other day
the other cat went in and had kittens too.’ So there’s two mamas sharing two litters.”
One of the reasons there are so many kittens
is that people aren’t getting their animals spayed and neutered
The nonprofit offers to cover a third of the cost of spays and neuters for pet dogs and cats
but then you have other people that have to take on the responsibility of bottle feeding,” Wright said
Foster volunteers like Mada Schneider are currently caring for around 10 bottle babies
who need to be fed roughly every two hours
Kittens often need to be bottle fed if something happens to a mother cat
or if someone mistakenly thinks feral kittens are abandoned and takes them in before the mother returns
Though bottle babies are more labor intensive
Helping Hands adopted more than 700 animals
The nonprofit also takes in animals whose owners need to rehome their pets because of unfortunate or unforeseen life circumstances
Helping Hands runs a weekly adoption event from 10 a.m
every Saturday at 2016 Thain Grade in Lewiston
The organization also has a wish list of foods
shelter and other items for foster animals listed on its website under “How to Help.”
seeking spay or neuter assistance or who want to adopt a dog or cat with Helping Hands can fill out applications on the organization’s website at helpinghandsrescue.org

Idaho — Lewiston High School's Special Education Department hosted the Next Steps Community Resource Fair yesterday
offering a range of services and programs to assist individuals with disabilities as they prepare for life after high school
a staff attorney with Disability Rights Idaho
emphasized the importance of the event as a stepping stone for students uncertain about their future after graduation
"The information and support provides them and families a better sense of the help available to them," she said
a non-profit law firm that represents people with disabilities for free
participated in the fair to discuss alternatives to guardianship and assist students in registering to vote
"Our Idaho ID laws changed this last year which impacts how people are able to vote who have disabilities especially if they can't drive so I'm here explaining how they get alternative IDs and alternatives to guardianship are really important because a lot of people with disabilities don't need such restrictive coverage they just need support in small parts of their life."
The Elevate Social Club also engaged with attendees
organizes events for special needs teens and young adults
providing opportunities for socialization and fun within the community
"There is so much out there that the kids can take part in and they may not know or parents or community support workers and just come and find out what they can do after school or sometimes during the day," Founder Rachel Ayres said
Club founder Rachel Ayres mentioned they are seeking more businesses to partner with the special needs community to provide recreational resources

Kevin Driskill has just signed the documents on his PERSI retirement account and is headed to the desert
He is excited to explore the land of the monsoons and rugged mountains
But he has no plans — and that in itself is a new experience after leading students and teachers during a time that included a wild confluence of events in 2020 — the COVID-19 pandemic and the opening of a shiny new school
Though he led LHS through the fraught time of lockdowns
He’s not looking at episodes so much as considering the full arc of a long career
That focuses his observations on how students have flailed or flourished over time
“People say the kids are different today,” Driskill said
they want to learn and they need to have structure.”
Driskill thinks LHS is the best facility in the state
He said the school’s ability to offer eight different subjects for students to take is something that stands out
But the students feel too much pressure to get top grades and sometimes avoid classes they fear they will do poorly in
“They’re chasing the grade instead of chasing the learning,” he said
Driskill pushed him to take an honors biology class
even though his son worried about getting “B” on his report card
his son thanked him for those pushes because he was better prepared than his friends for tough college classes
If Driskill could change anything for kids today
he’d change their relationship to social media
“living up to someone you’re seeing online.”
Driskill is leaving at a time that the school district is seeing a lot of turnover in top leadership posts

had planned to be an accountant while he was studying at University of Idaho
Driskill was hooked and soon turned his business credits into a Bachelor of Science in education
He spent 19 years at Kendrick High School where his teams won two state football titles and eight state baseball titles
He moved to administrative roles in Lewiston

An old brick cistern has circulated and brought about curiosity after photos were noticed online.
This was discovered last year and it's a structure that takes your breath away with ancient magic
You can see the photos here!
The brickwork is all there and judging by it's design
this thing has got to be over 200 years old
According to an article put out by the Sun Journal, this cistern could hold up to 40,000 gallons of water
Cisterns were used to collect rainwater back in the day from the tops of roofs through gutters
pretty much natures version of a water tank
As per the article, in the mid-1800s the amount of people in Lewiston was rapidly growing and wooden houses were built very close together
this raised fire risks and to help prevent that from happening
insurance companies had cities create ways to store water
Finding a cistern is like finding a hidden treasure

Many locals flooded the comments with nostalgia
“Is this open to the public?” asked one
“I’ve lived here my whole life and never knew this existed,” said another
The location is somewhere near the corner of Spring and Whipple and has become a mini-mystery
Some have journeyed to look for the cistern themselves
In a world where things move so super fast
it’s really fun to find a relic that’s stood the test of time

Idaho — The Independent School District Board of Directors has approved David Kronemann as the new principal of Lewiston High School
brings nearly two decades of experience in education to the position
He began his career as a special education teacher before transitioning to teaching seventh grade
He has also served as Dean of Students and Athletic Director in Lapwai
"The position has always been a goal of mine
and I'm excited to give back to the community," Kronemann said
It’s a prominent question behind the $33 million Main Street infrastructure upgrade project — and why the bond issue requires a two-thirds voter approval
the proposed project itself is the best of a set of options
The underground plumbing that delivers water
removes waste water and drains storm water beneath Main Street is more than a century old
Smaller pipes leak while the larger units are too small to meet today’s demand
To do nothing means tolerating frequent breakdowns and resorting to periodic repairs
To do it piecemeal means disrupting the areas between Ninth and First streets repeatedly during the next decade — with the accompanying costs of excavating and then patching the same area of pavement and sidewalks while absorbing years of inflated construction costs
Among four accounts — arterial reconstruction
waste water and storm water — and relying on federal American Rescue Plan Act funds — the city already has $8 million on hand
It plans to borrow the remaining $25 million
enabling it to install infrastructure upgrades that should last another 100 to 125 years — and complete it within 18 months
If the city can secure a 30-year bond at about 3.75%
it will need about $1 million a year to service the debt
About a quarter of that money will come from water
waste water and stormwater enterprise funds supported by fees
But three-quarters of it will come from transportation funds
And because the Idaho Legislature has repeatedly refused to give local units of government the flexibility to use local option taxes
That means resorting to a general obligation bond and winning a super-majority of the vote
All signs suggest the risk of a property tax increase to service the bond is slight
After cutting property taxes three years ago
the city council has frozen taxes for the past two years
it is now investing $2.3 million into the arterial reconstruction account — so there’s a sizeable cushion against the bond debt servicing costs
An emergency — such as a massive liability lawsuit — could drain the city’s general fund
No current mayor or city council can bind the decisions of its successors
Future mayors and councilors could decide on a different set of priorities
property owners could face new levies equal to $36.15 per $100,000 of taxable value
After deducting the maximum Homestead Exemption benefit of $125,000
a Normal Hill home assessed at $341,000 would wind up paying $78 more a year — or about 2.7% more
All of which is why you may hear these questions:
If Nez Perce County can build a new $54 million courthouse without a bond or a risk to the property taxpayer
The county relied on certificates of participation to finance construction
it has engaged in a lease purchase agreement involving a tangible asset
After paying $2.85 million a year — or a total of $86 million during the course of the financing — it will acquire ownership of the structure
If the city was able to finance its $42 million waste water treatment plant and a $30 million water plant without resorting to property taxes
Both systems relied on increased water and sewer fees — not property taxes — as well as low-interest loans available through the Idaho Department of Environmental Quality to meet bonding requirements
because those were revenue bonds not backed by property taxes
The latest city package offers a lasting solution to a perennial problem
