the state and developers broke ground this week on the first phase of an affordable housing project in Lihue
is near Aloha Church and across the street from Taco Bell and Burger King
the developers describe the project’s site as “ideal and within walking distance to the Kukui Grove Center
Uahi Ridge is being developed in partnership with the County of Kauai
and the Hawaiian Community Development Board
Hawaii Housing Finance and Development Corp
Executive Director Dean
Minakami represented Gov
Josh Green at the groundbreaking Wednesday of the first phase of the two-phase project
Green has made
affordable housing his top priority
making the unprecedented act of declaring an emergency proclamation for housing,” Minakami said
“We are very grateful that ‘Ikenakea and Mark Development and their development team have stepped up to meet this challenge
“We all know that there is a great demand for truly affordable housing
and that is why we are very pleased to see Uahi Ridge Phase 1 break ground,” Minakami said
“What we’ll have here is 95 one-
two- and three-
bedroom units that will be affordable to households earning no more than 60% of the county’s median income
What this translates to is that rents will be affordable to a couple earning about $63,000 a year
or about $80,000 for a family of four.”
Others participating in the groundbreaking celebration included Mayor Derek S.K
the Kauai County Council and the work crews that had already started turning the dirt on the project
“Our priority has always been to take care of our ohana
our community and our home,” Kawakami said
“Uahi Ridge — I didn’t even know the name of this place until we got involved — is a reflection of years of hard work by our County Housing Agency
our Kauai County Council and the Lihue community
I want to thank everyone — especially those not from Kauai — who worked for the benefit of our people
Soon many of our local families will have a place to proudly call home
including the workers who are turning the dirt
who stood behind this project and helped make it a
reality.”
Rents at Uahi Ridge were established in compliance with federal guidelines aimed to support households earning 50% and 60% of the area median income
10 units are reserved for households earning 40% AMI
and eight units reserved for those earning as little as 30% AMI
Uahi Ridge received financing from the HHFDC
federal and state low-income housing tax credits
Support also came from the Kauai Housing Agency and HUD project-
based Section 8 vouchers
American Savings Bank is the lead bond purchaser and lender
and Hunt Capital Partners is the tax credit syndicate
“Projects like this do not come easy,” Minakami said
HHFDC awarded $39 million in low-income housing tax credits
a $25 million low-interest loan from the state’s rental housing revolving fund and $36 million in
private-activity bond
financing.”
With storage space and tenant and guest parking
Uahi Ridge units will include eight three-story low-rise buildings
plus one multipurpose room for family activities
and a keiki playground will be featured adjacent to the multipurpose room

Chris ‘Shewy’ Shewman of Lihue shows his foil where a shark bumped into it in two places — on the upper left portion of the board
LIHUE — In a scene right out of “Jaws,” a local surfer’s encounter with a shark prompted shark signs at Lydgate Beach over the weekend
Chris “Shewy” Shewman of Lihue recounted his frightening experience with a shark that occurred while he was surf-foiling at Lydgate Beach on Feb
He emphasized the importance of the buddy system when engaging in water activities
The seasoned waterman explains that at around 8:15 a.m.
he and his friend went out on a surf session on what initially appeared to be an ordinary Saturday when
just out surf-foiling with my buddy Mark Nakama,” said Shewman
“We were at Lydgate for about 30 minutes
and we were headed out because our boards were running out of battery
“I was in between the pond and the break
the shark lunged out of the water and at me,” Shewman continued
“He lunged out of the water with his mouth open
His eyes were shut and he was in close proximity when I hit him in the face.”
Shewman said that in those 15 to 30 seconds
He then bucked me off and when I landed in the water I began to panic because he was thrashing the water all over the place.”
He described the force and intensity of the shark’s thrashing as comparable to that of a high-powered Jacuzzi and knew it was ready to attack
I could sense his attack state of mind and I had a hard time grabbing my board,” Shewman said
I ended up giving it too much gas and the board jumped up
I was afraid to stand up so I stayed on my stomach the whole way because I was on foil drive
and motored all the way to the beach.”
“My friend Mark escorted me out in case the shark was following me and yeah
“As I sat on the sand I was shaking and trying to process what just had happened
I am lucky I didn’t lose any limbs and am very lucky to be alive.”
said “I was on land watching Chris on a wave when he rammed into the shark
I lost visual on Chris at that moment then when the shark stopped his thrashing
Chris came out of all that splashing and I had visual on him again and he proceeded to paddle.”
when he looked back at the beach outside the break
he could see big bait schools of fish running the water
Ocean Safety Bureau (OSB) officials stated
beachgoers were advised to swim at Morgan’s Ponds and erected several “Shark Sighting
Shewman said it is crucial for surfers to remain vigilant
He advised fellow water enthusiasts to consider the buddy system to ensure safety while at sea
and I sat down and had to fully process what happened to me
I was fully drained and fell onto my couch,” he said
“I think everyone should be aware and consider the buddy system,” Shewman said
“It was so beautiful and peaceful and playful looking and it was that day and you just never know
Shewman celebrated his 66th birthday on Jan
When asked about his potential return to surfing
“I was out surfing at Lydgate on Sunday,” he said nervously and laughed
“I had to go again and deal with it and that’s what I did
I was a little skeptical and my legs were a little weak because I didn’t know if I was going to see him again
“I was looking out and was careful but it doesn’t matter because I was cautious the first time and that situation happened,” he added
“I am happy that my friends were there to assist me
This incident will be on my mind but it’s not going to stop me.”

The project is part of the island-wide Refuse Transfer Station Improvements project that targets refuse transfer stations in Hanalei
The budget for Phase 1 is marked at $15.9 million
The total cost for all four RTS is estimated at $38.2 million
The overall goal is to improve the aging refuse transfer stations
address water quality standards and stormwater discharges
“The most important aspect of this project is the people behind it — our solid waste workers
and our customers who use this refuse transfer station,” said Mayor Derek S.K
whose comments overlapped the blessing by Kahu Lady Ipo Kahaunaele-Ferreira of Ke Akua Mana Church
“This project is an example of good government spending
showing our people that we are reinvesting their hardworking money into improving and upgrading their facilities.”
Kawakami made his remarks before an audience that included staff members from the Department of Public Works
and project contractor WW Clyde with RM Towill providing construction management services
motor oil and propane tanks can be taken to the Kapaa RTS located at 5051 Kahi Road or the Hanapepe RTS located at 4380 Lele Road
such as furniture more than 3 feet long or mattresses must be taken to the Kekaha Landfill
appliances and eWaste can be brought directly to the Puhi Metals Recycling Center on Puhi Road
located adjacent to the refuse transfer station
will remain open to accept household batteries
and to distribute backyard composting bins
Reynolds Recycling will continue to operate the HI5 Redemption Center on Mondays through Saturdays from 9 a.m
The facility is closed for lunch from noon to 1:30 p.m
Next on the Refuse Transfer Station Improvements project list is the Kapa‘a Refuse Transfer Station
which is anticipated to be closed from November 2024 to July 2025
all operations at the Kapaa RTS will be closed with the exception of green waste

What you might not think of in relation to Hawaii is an airport lounge experience so underwhelming that it leaves even frequent flyers raising their eyebrows
Enter the Hawaiian Airlines Premier Club lounge in Lihue
a possible contender for the worst airport lounge in the world
Another lounge comes to BOH editors’ minds as similarly disappointing—the South African Airways lounge in Windhoek
But then this is Kauai’s Garden Island we’re talking about
travelers envision lush Na Pali landscapes
and serene beaches—not an airport lounge that leaves visitors shaking their heads
For an airline celebrated for its generally charming service and unique touches of Aloha
it’s surprising how far off the mark this lounge lands
Is it justifiable to call it among the worst
or does the sheer disappointment many experience exaggerate its faults
Based on Beat of Hawaii editors’ observations
and user reviews from multiple sources online
this lounge might not just be bad; it could be somewhat uniquely bad
Lounge design can define the tone of your upgraded travel
the Premier Club feels more like an afterthought than an asset
The layout offers little more than old furniture packed into a small
banged-up walls and harsh fluorescent lighting
giving it an institutional vibe more akin to a waiting room that’s actually worse than that of the local Kauai DMV
Regular flyers mention how finding somewhere to sit can feel like an Olympic sport during peak flight hours
the lack of space doesn’t just disappoint; it downright frustrates
the lounge seems snatched out of a bygone era of air travel and plunked unrefined into today’s far busier island hub
the lounge can be a quieter refuge during non-peak hours
Travelers catching the first flights of the day may find this space moderately helpful in escaping
Those flying mid-morning might snag a moment of calm before the crowds arrive
it’s still preferable to crowded industrial seating or standing room only in the terminal on busy days
there’s very little to work with at Lihue
an airport desperately needing renovation after passing security
the seating barely meets the basic criteria of functionality
Consider yourself lucky to find one without crawling under furniture
The lounge does at least provide complimentary beverages
which can appeal to those hoping to avoid inflated airport café prices
It’s one modest benefit the lounge can claim for those interested in grabbing water or soda
How does such a small space become so overwhelmed
That question baffles anyone who’s spent more than ten minutes here during an interisland transfer rush hour
the lounge fills to its limited capacity in no time
When visitors camp out to avoid terminal chaos
the phrase “elbow room” suddenly becomes a distant dream
It could even leave you wanting for an airline economy seat
which happen more frequently than travelers would like to admit on interisland routes
With Kauai being a bucket list destination for many
the lounge could serve as an extension of the relaxed
it feels like being ejected from paradise a few hours early
It also doesn’t align with Hawaiian Airlines’ broader vision of how Hawaii travel should feel
Hawaiian Airlines has traditionally held an excellent reputation for its inflight service
and thoughtful crew interactions show that the airline can deliver when it chooses to
That’s precisely why the Premier Club lounge in Lihue feels like a misstep
It doesn’t match the high expectations set by the airline brand
Hawaiian has built an image of unique Aloha hospitality
like local snacks or island-inspired decor
Those touches could easily offset the lounge’s shortcomings in size and facilities
“This could be any airport in any city in the world.” Not a good thing to say about a lounge at the gateway to Hawaii’s Garden Isle.” –Comment left on Beat of Hawaii
If you find yourself at Lihue Airport and qualify for lounge access
don’t plan on it being a highlight of your visit
take advantage of other options in the terminal
Starbucks has runway views and window seating but can also fill up quickly
Enjoy Kauai’s outdoors for as long as possible before heading to the airport
A scenic roadside stop for coffee or snacks beats sitting in a lackluster lounge any day
It’s a better memory to carry than another sitting session in a beige-walled purgatory
The reaction of travelers who enter the lounge for the first time often borders on disbelief
Beat of Hawaii editors regularly witness visitors walking through the lounge doors
the Lihue lounge consistently leaves travelers mortified
It’s an unforgettable scene—though perhaps not in the way Hawaiian Airlines or parent Alaska Airlines intended
It won’t take groundbreaking innovation to fix this experience
Adding a touch of island-inspired design and improving and modernizing seating would go a long way in softening its current rough edges
A moderate but thoughtful refreshment overhaul is essential
These are not pipe dreams; they are industry-standard improvements that similar-sized venues have implemented without requiring a bottomless budget
This lounge is generally not staffed and has never been
An employee checks in often to ensure the beverage area and counters are maintained
There’s something uniquely disheartening about a bad airport lounge at a dreamy Pacific island gateway like Kauai
When the rest of your travel experience whispers perfection—with the island’s untouched beauty and Hawaiian Airlines’ inflight smiles—that somewhat jarring note sticks out all the louder
While this isn’t definitively the worst lounge globally
especially when benchmarked against what travelers expect in Hawaii in 2025
We’d love to hear if you think Lihue should keep its unofficial title or if another lounge deserves the crown

especially priority pass ones in general are just let downs
I visited a lounge in Boston once around dinner time
Lounges are really only worth it if they have free booze and Premier Clubs don’t
it really doesn’t cost that much to buy some packs of beer to thank your most loyal customers
Kind of funny but have been flying to and from Lih for 15 years and never noticed this place
Wife and I were just in Kauai on our 10-day vacation for wife’s 80th and most likely our last trip to the Islands so we did the First Class air and lodging thing
When getting ready for our LIH-HNL-PHX flight in LIH I told her let’s go in the Club as we had some time and get ready for our long day trip home to Northern Arizona
I opened the Club door and did an immediate 180 turn
I just said you will not like this crammed closet so let go get some Mochas and take in the views
Got to HNL and the Club was better but not by much
The Aloha spirit was exceptional in Kauai by the locals and on board the Boeing 787 but not with the Clubs
the new A-H Air will do some improvements in the Clubs in case we can make one more visit if health holds up
My wife and I have been coming yearly to Kauai since 2008
We have used the Hawaiian Airlines’ Lihue lounge every year for our departing flight
reminding me of my college dorm room (don’t ask how long ago that was)
we do not like the Hawaiian lounge on the Honolulu airport
The airport experience is entirely another matter
The Premier Lounge concept has always been one of neglect and indifference
It’s not surprising when you consider that Hawaiian sold access for pennies compared to other airlines with far more respectable lounges
I’m hoping Alaska will re-think the entire lounge concept for Hawaiian and institute something that recognizes and rewards the revenue generated by its most premium fliers
LIH is so small and efficient….going to the lounge is the last thing I do
Just a quick grab for something to drink and off to the gate
It is still a whole lot better than the one in Maui
The lounge in Kahului is barely an afterthought
And most living rooms don’t have 20-25 people jockeying for precious space
Yeah; we were in there once and never went back
we spend our last hour on Kauai down the road at Hamura Saimin; a much more pleasant experience
I wouldn’t use an airport lounge in Hawaii …prefer to sit “outside” anytime
The garden area in Honolulu is my favorite or the Beach Bar at Kahului airport
Anything that has “fresh” air rather than A/C
That’s how Hawaii was when I arrived in 1989 …all open space with trees
Much more relaxing than sitting a crammed lounge
I think there should be one large lounge at the 3 interisland airports (OGG
& LIH) and all the airlines that use the airport should share it and share the cost
The cost should be calculated by the amount each airlines premiere accrss booking
if Hawaiian has 10 flights on a particular day and has 60 premiere tickets sold then they would would pay cost for 60
The cost could be calculated baised on the maximum capasity of the lounge
It could increase the lounge experience in a gerneral way
The person at the desk can be very rude at times
When my wife and I finally found the entrance
we thought we wondered into the LIH airport police holding cell
but it does look that way from the picture
How does the KOA lounge compare to the one at LIH
The one at KOA was always difficult to get into since the scanner was temperamental regarding the bar code read
The one on Hawaii (Big Island) is the same or worse
they ran out of snacks and soft drinks and there were no employees to be found
The lounge in Kona isn’t much better
and a softdrink machine is it IF it is even open
Hawaiian has Jonesed the lounge concept for decades especially when you see what the Quantas and JAL/American lounges are like at HNL
It is now time for Alaska to step up and do something across all of Hawaii
As someone who travels interisland from Kauai weekly
it’s embarrassing that this is the best our island’s airport can offer
Interesting how Hawaiian Airlines nails inflight service yet drops the ball completely on the lounge
The contender for the worst lounge to the HAL LIH lounge is the HAL ITO lounge (under the stairs)
The well kept secret is that the door lock does not work so it is a free flow of people.
last time with loud music from a group of teens
Not relaxing and certainly not ‘Premier’
It felt like sitting in my dentist’s waiting room
Definitely not a highlight of my Kauai vacation
We usually just have a drink in Starbucks unless it’s too full to sit in
I tried the lounge once – there may have been a pretzel mix and fountain drinks self-serve
I give +1 for the worst that I have ever been to
In all my years I never even knew there one on at LIH

Kauai’s Lihue Airport (LIH) has needed to adapt to federal airport requirements that have existed for 15 years
It is the only airport in the United States that hasn’t yet complied with these FAA rules
it looks like it may instead start later this month
The runway will be shifted by just under 1,000 feet to increase the safety buffer surrounding it for any landing problems that might occur
the runway is less than 300 feet from the Pacific Ocean
Due to the complexities associated with its land constraints
the airport has been exempted from FAA mandates for a decade while it performed the work
The Hawaii Department of Transportation (HDOT) announced these imminent construction activities
now scheduled to begin on Runway 3-21 at Lihue Airport (LIH) starting July 29
The next phase will include nightly closures of that runway from 11 p.m
to install a temporary jet blast deflector
allowing daytime flight operations to continue
This is part of the larger Relocate Runway 3-21 Project
aimed at increasing the Runway Safety Area
The project needed to comply with Federal Aviation Administration safety requirements and is scheduled for completion by January 2026
passengers should continue to check with airlines for specific flight information
We will have further updates as more details are revealed
The last flights to and from Kauai are typically scheduled during the 10:00 pm hour
this next progression should not impact flights that are operating as scheduled
The next phase of work will occur from July 29 until August 2
when Runway 3-21 is planned to be closed nightly from 11 p.m
Alternate runway 17-35 will remain in service during the overnight work
The airport are planned to operate normally outside of the scheduled night-work hours
This work was previously planned to start on July 15
The closures are needed for runway safety modifications to Runway 3-21 to meet requirements established by the Federal Aviation Administration
The jet blast deflector is needed so that contractors can perform other construction activities during daytime operating hours
allowing the daytime flight operations on Runway 3-21 to continue
The work is part of the larger Relocate Runway 3-21 Project to improve takeoff and taxiway operations at LIH
This project largely involves increasing the Runway Safety Area
and installing a new LED runway light system with taxiway edge lights and LED airfield signage
DOT advises that all work is scheduled based on a weather-permitting basis
They also said they coordinated the work plans with airlines and other vendors to minimize the impact on travelers
DOT said that it will “relocate Rwy 3-21 to the west in order to maximize the Rwy 3 Runway Safety Area (RSA) to the maximum extent practical given the land and property constraints.”
Another $100+ million project is also still planned Kauai’s Lihue Airport later in 2024 and beyond
Whether there could be any flight interruptions as a result of these projects is unknown
While Hawaii DOT hopes that doesn’t occur
they are known for unexpected problems and delays
according to DOT “Includes replacing the 4-inch asphalt pavement
and re-grooving highspeed taxiways.”
Last year, Lihue Airport’s other improvement plans were terminated due to strong anti-visitor expansion sentiment among the local community. However, the upcoming project focuses on essential safety-related upgrades mandated by the federal government to ensure the continued safe operation of the airport. I went back and re-read the article re rejection of the master plan for LIH
If I wasn’t so enamored by visiting Kaua’i
I’d forget the place and wish the locals well
calling it a relocation is a little bit of a misnomer
They are adding length to the runway 3 (southwest) end of the runway and then creating a displaced threshold at the runway 21 (northeast) end
The physical runway itself isn’t really going anywhere
I am confused: are they moving 3/21 to the west 700 feet
Wouldn’t that put the runway aiming directly at the terminal
Am I misreading or misunderstanding something
as nearly 90% of arrivals use 35 for landing
Runway 03 is the runway most used for departures
I don’t think your data on the runways are correct
17-35 is not oriented northeast to southwest
The runway numbers are defined by the first two digits of the degrees on the compass
So 17 equates to 170 degrees (+-5 degrees) and 35 equates to 350 degrees (+-5 degrees)
Aloha BOH – another great article about the happenings at Lihue Airport
I wanted to note that Runway 3-21 and Runway 17-35 are separate runways of the same length
The former is typically used for jet departures and the latter is used for jet arrivals – depending on wind direction
The airport is fortunate to not have a single runway and its ensuing issues like those at Kona
