Cedar Rapids City Council to consider approval of development incentives Tuesday

CEDAR RAPIDS — The intended tenant of the former Sears store at Lindale Mall will be Dick’s House of Sport
according to documents set for discussion at Tuesday’s Cedar Rapids City Council meeting
The council will hold public hearings at Tuesday’s meeting for making the former Sears store an urban renewal site
The hearings also will include a proposed redevelopment agreement between the city and Reserve Development of Dallas
The company bought the site — which was vacated by Sears in 2018 — for $3.4 million and has recruited the new Dick's House of Sport operation
Dick's Sporting Goods has operated a store for several years across the street from Lindale
It's unclear whether both stores would coexist
the council decide whether to approve the urban renewal/TIF site designation and the redevelopment agreement
The development agreement to be considered requires the developer to:
100 percent rebate of increased taxes generated by the project
Based on the investment and estimated post-development value
the project is expected to generate $4.9 million in total taxes over a 10-year period
of which $3.3 million would be rebated back to the company
According to the company website, Dick’s House of Sport stores are at least 100,000 square feet
giving customers an assortment of products
and in-store experiences such as a climbing wall
and multisport cages that can be used for baseball
This concept was started in 2021 and there are now nine such stores nationwide
Eight of those are located in repurposed buildings
as will the Cedar Rapids store. Davenport opened a Dick's House of Sport in 2023
Dick's plans to have 75 to 100 House of Sport open by 2027
Dick's was founded in 1948 and is headquartered in Coraopolis

CEDAR RAPIDS — All 120,000 square feet of the long-closed Sears store at Lindale Mall in Cedar Rapids will be occupied by one retailer
The occupant "will be a large national sporting goods retailer for the whole building," said Glen Kitto
construction director for the property owner and project developer
who attended Tuesday’s Cedar Rapids City Council meeting
said an agreement prevents naming the retailer until the development agreement and other necessary tasks are completed
the redevelopment proposes constructing a year-round all-purpose competition sports field
Cedar Rapids’ economic development project coordinator
said the auto service bays on the building would be demolished to make room for the field
the city council on Tuesday approved a resolution supporting increasing city incentives to boost redevelopment of the vacant Sears store
bought the property last year for $3.4 million
The assessed value of the building is $3.6 million
City staff recommended approving above standard financial incentives
noting the "building has been vacant for several years and required significant remediation of contaminants in order to allow for redevelopment."
The $25 million project is projected to provide 110 full time jobs
Though the council approved the resolution
nothing can happen until a development agreement is hammered out and an urban redevelopment/TIF is established and agreed upon by all parties

CEDAR RAPIDS — The Cedar Rapids City Council on Tuesday will consider a resolution of support for city incentives to boost the redevelopment of the long closed Sears store at Lindale Mall
Reserve Development of Dallas, Texas, announced last year that it had bought the 120,000-square-foot property
the assessed value of the property was nearly $3.6 million
the developer is working with a national retailer to repurpose the building to include a “year-round all-purpose competition sports field.”
The documents state that the building has been vacant “for several years” and will need “significant remediation of contaminants” to allow for redevelopment
City staff have recommended approval of the resolution "authorizing above standard City financial incentives under the Brownfield/Grayfield — Economic Development Program for the redevelopment of the prior Sears building as proposed by Shops at Cedar Rapids
Reserve Development has not responded to repeated calls from The Gazette over the past two months seeking more information
City staff reported that the proposed project would be a $25 million capital investment in redeveloping the Sears building
The number of jobs provided is said to be 110 full time positions
It's proposed that construction would begin in August
the city incentive would include a 10-year
the project is expected to generate $3.4 million in total taxes over a 10-year period
of which $2.1 million would be rebated back to the company
an Urban Renewal Area (Tax Incremental financing District) would be established to allow the city to collect increment taxes and rebate them under the terms of a development agreement
The resolution also directs city staff to initiate establishing a TIF district for the project
Approval of the request for city financial participation is subject to establishing an Urban Renewal Area and approval of a Development Agreement
is authorized and directed to negotiate a Development Agreement with the Developer which memorializes the commitment of the Developer to the proposed Project and City participation
after the establishment of an Urban Renewal Area
the Development Agreement is to be brought back to the City Council for approval," according to the staff recommendations
