in which he’s accused of opening fire on police officers in two separate shootings in February 2023
The incident began when his father called 911 for help with his suicidal
He also stole a police car and was later caught in Harford County

LINTHICUM, MD — Police are investigating after a woman and her passenger robbed at knifepoint after using an ATM in Linthicum.
On March 11 around 8:40 p.m., police responded to the 800 block of Nursery Rd. in Linthicum for a reported robbery.
Officers say that a victim was using an ATM in the area, and when she returned to her vehicle, a red sedan pulled up behind her and stopped.
At that time, the victim said that two suspects emerged from the sedan, approached her vehicle, and one of them brandished a knife while demanding property from the victim and her passenger.
Police say that both victims complied and handed over their belongings, and then the suspects fled the area in an unknown direction in a red sedan before police arrival.
Detectives are asking anyone with information on the robbery to call 410-222-6135.

its powers and much more.Dennis Linthicum is the Republican Party's candidate for Oregon secretary of state in 2024

please give us your name and basic biographical details
any elected offices you have held and any key facts you would like voters to know about you
My name is Dennis Linthicum and I am running for the office of Oregon’s Secretary of State because our state is at a crossroads
and I have had the privilege of living in Klamath County for over 3 decades
with our children building their lives and families here in the Pacific Northwest
The office of Secretary of State must be a watchdog for our democracy
We face a critical moment where transparency
My commitment is to audit every corner of our government and ensure that every penny is spent wisely
What are the job duties of the secretary of state
The Secretary of State’s office fulfills four essential services
it oversees elections and ensures their integrity
a duty that I believe has suffered under a prevailing single-sided mindset within the office
Repairing this tarnished image will be a primary focus
as public perception and trust in the electoral process has been severely impacted
Transparency and genuine empathy for divergent perspectives is lacking because the office seems to prioritize the majority party’s narrative over its fiduciary responsibility
This needs to be corrected to ensure fair and open access to voters
the office is responsible for auditing executive branch offices and departments
The auditing function is a proficiency test for these executive agencies
Like proficiency standards for high-school graduates
audits provide a metric to measure performance and identify areas for improvement
and comprehensive audits are necessary to enhance departmental efficiency and service

The SOS started by initiating a contract with a so-called AI vendor regarding “misinformation
disinformation and mal-information (MDM).” Oregonians recognize this as an unconstitutional infringement against their guaranteed right to voice grievances
share thoughts and express their truest concerns
AI operates based on arbitrary keyword lists
created by partisan office-holders which necessarily exposes AI’s tremendous limitations
The AI industry space can only function within the simple and predictable but is incapable of determining right from wrong
In addition to this job’s many responsibilities
the secretary of state is next in line to be governor
What in your background prepares you for that responsibility
I have a BA in Economics (UCLA) and a Master’s degree (BIOLA) which helped steer my career through the cutting edges of technology—software development
I’ve been at the forefront of sectors such as defense
private sector portfolio and real-estate management services
I’ve spent my life engineering solutions in a world where truth
My first foray in to elected office was a Klamath County Commissioner
People in the local community asked me to run for office as I was not afraid to share my ideas and step up to challenges that lay in the road ahead
and began to recognize circumstances where government had abused its authority and engaged in wasteful spending and bureaucratic overreach which led to the erosion of freedom for the people in Klamath County
How would you use the office’s power of the audit
agencies or issues do you believe deserve scrutiny from the secretary of state’s office
The sensible approach to ensure effective governance and accountability would be to focus on departments and agencies that have a statewide impact
These departments typically handle significant budgets and have a direct impact on citizens’ daily lives
Conducting regular audits helps identify areas for improvement
addressing unique circumstances and shifting resources based on risk assessment
and organizational priorities is essential for adapting audit strategies to evolving needs
Flexibility in resource allocation allows for targeted audits where they are most needed and ensures that audits remain relevant and effective over time
specialized agencies and commissions related to Housing
and Public Health play critical roles in supporting dependent populations and maintaining public welfare
Conducting comprehensive reviews of these agencies ensures that they are operating efficiently

Vote-by-mail systems are popular because of they are easy to use
But vote-by-mail systems also have inherent problems they are worthy of discussion and review
the problems involve more than just the tabulation machines and their proprietary software algorithms
There are also concerns about internet connections and whether or not the tabulated results can be tampered with or altered by outsiders
The primary object of government is to check and control the ambitious and designing people who would abuse government power
This is why everyone in America is familiar with the phrase
“Innocent until Proven Guilty.” This common phrase did not arise because we believe everyone is actually innocent
This phrase focuses our recognition that people in power are the ones most capable of using government as a tool that can issue a verdict by using false charges
discretionary prosecution and judicial corruption

the measure has gathered the required signatures
Our modern political class doesn’t like to make bold statements and there is no way to measure or rank the subtle nuances of any single candidates’ leanings in different circumstances given different trade-offs
Most trade-offs are unseen and difficult to quantify

Corrections & Clarifications: Kate Brown was the most recent secretary of state to complete a full term
Nathalie Paravicini and Tobias Read — are running for secretary of state
a position marred by scandal and turnover in recent years
The position has no incumbent and has been filled by eight different people in the last 10 years
Dennis Richardson was the most recent Republican elected as Oregon’s secretary of state
He died during his term in 2019 and Bev Clarno was appointed to complete it
there had not been a Republican in a statewide office since 2002
The last secretary of state to complete a full term was former governor Kate Brown
The Statesman Journal spoke with each of the candidates who are listed alphabetically
Linthicum was born in California and attended the University of California
Los Angeles and Biola University for his master’s degree
Linthicum has been a state senator since 2017
which includes Klamath County and parts of Deschutes and Jackson counties
From 2010 to 2014 he was on the Klamath County Board of Commissioners
He is barred from seeking reelection in the Legislature because he had 10 or more unexcused absences during the 2023 GOP walkouts
Linthicum said the ballot measure preventing his reelection in the Legislature "a Democrat party majority weaponization of the rules regarding elections for their own party gain
political power.” His wife Diane is running for his seat
Linthicum said he is qualified for secretary of state in part because of his rural background
“The secretary of state sits on the Land Use Board and on the Sustainability Board
And because I've been in the agricultural arena
and used to write as the Dirt Road Economist
I know what land use should look like,” he said
free speech and the integrity of elections
He also said there should be a better balance and more representation for people living in rural areas
He said he supports having two senators per county
there's 26 senators in that 1/3 portion of the landscape,” Linthicum said
“And those 26 senators oftentimes don't even have a single district or county in their senate district
Linthicum said Oregon’s election registration laws are flawed and he believes the recent errors with motor voter registrations are just the tip of the iceberg
He said a bigger problem is allowing people to register using the last four digits of their Social Security number
“You cannot walk into the lottery office here in Oregon and say ‘I won
I’ve got four digits of the nine needed for the Super Lotto.’ They’ll laugh you out of their office,” Linthicum said
all of this is now on shaky ground because four digits of a Social Security number gets you through the gate.”
He said he is focused on being a good steward of the state’s natural resources and using them to benefit the economy
“My opponent doesn't think in these large-scale worldview terms
He's a saltine cracker in a strip of saltines
You cannot tell him from any other Democrat
because they all carry the same thought book
and they sing the same tune,” Linthicum said
is a single mother and naturopathic physician
She grew up in Venezuela and has previously lived in Texas
Paravicini ran for secretary of state in 2020 and for Governor in 2022
She withdrew from the gubernatorial race in part because current Gov
Tina Kotek pledged to pursue campaign finance reform
Her top priorities for secretary of state are further reforms of campaign finance and the electoral system via ranked-choice voting. Paravicini said that HB 4024
still has loopholes that could undermine the law
She also is in favor of better pay for state legislators
more audits of the healthcare industry and greater economic support for rural areas
earning the most votes is not the only way for her run to be a success
“I do not define winning only as getting elected
Winning is also winning the debates and pushing the issues,” said Paravicini
“That’s one very important part of our electoral systems: to push the envelope
Paravicini referenced her 2020 run for secretary of state as a win that brought focus to the issues
She said she believes her campaign’s emphasis on cybersecurity led winner Shemia Fagan to do an audit that exposed IT issues
She also said that concerns over third party voters taking votes away from the major parties are overblown
“If they're looking at the minuscule percentage of Green Party voters
and they're not looking at the massive number of people who are not even voting
that tells you that their priorities are totally wrong,” Paravicini said
Read was born in Montana and grew up in Idaho before attending Willamette University for his undergraduate degree and the University of Washington for a Master of Business Administration
Read has been Oregon’s Treasurer since 2017
He has reached his two-term limit and can no longer run for reelection in that role
Read previously was a legislator from 2007 to 2017
He was the House Majority Whip and Speaker Pro Tempore from 2015 to 2017
Read worked in product development at Nike and briefly with the U.S
Read said his priorities as secretary of state would be to improve elections and voting accessibility
He said his experience as Treasurer has proved he has the leadership skills to manage a large staff and build confidence with constituents
“We've seen what shaking things up does in the Secretary of State's Office
and the responsibilities that office has are really important … This is a time when tested
and that's what I'm going to bring,” Read said
He said he is “appalled” by the recent issues with DMV voter registration and would ensure a full review is done as secretary of state
“When everyone who is eligible to vote is registered and participates
“The question is whether we have the policies and procedures in place appropriately and whether people are doing their jobs effectively in each of those areas.”
Read has proposed widespread use of ballot tracking that allows voters to be updated on their ballot’s location at every step of the process
He also expressed interest in ride-along programs that follow a ballot through the process of being collected and believed they would help increase confidence in elections
Read said the difference between himself and Linthicum is pronounced and “if you set out to find the office or the campaign with the biggest contrast in the entire country
I don't know if you’d do any better than this one right here.”
How much money has been raised in the race for Oregon secretary of stateLinthicum’s largest contribution is an in-kind contribution of $39,000 from Oregon’s 13 Constitutional Defense Fund
In-kind contributions represent services that are assigned a monetary amount
The Fund supported Linthicum and the 12 other Republicans who participated in the walkouts
Linthicum had received $114,147 in contributions and had a cash balance of $45,685 as of Oct
Paravicini had no reported contributions as of Oct
but had taken out a short term loan for $3,500 to appear on the Voter’s Pamphlet
Paravicini has been vocal about campaign finance reform
Read had received $1,562,481 in contributions and had a cash balance of $648,050 as of Oct
the Democratic Lieutenant Governors Association
The organization has raised more than $3 million in the last year to get Democrats elected as lieutenant governors across the country
Oregon’s secretary of state fills the role of the lieutenant governor as the successor for the governor position
Because Griffin-Valade was appointed and not elected
Read is currently the governor’s first successor in his role as Treasurer
The Association describes lieutenant governors as “the Democratic Party’s bench,” politicians on the forefront for larger future positions

Baltimore County, MD — Following five days of gut-wrenching testimony and chilling body-worn camera footage
the state rested its case against 26-year-old David Linthicum
Continuously taking center stage throughout the trial, police video showed Linthicum opening fire on Officer Jonathan Chih from just feet away
Chih was shot in the face and arms before Linthicum stole his unmarked police truck and drove off
Two jury members were brought to tears watching the incident unfold
Chih said he thought Linthicum was a hitchhiker in need of help
The defense questioned why he confronted a man walking alone on a dark road while a manhunt was underway
“You probably wish you didn’t get out of the car that night?” asked Defense Attorney Deborah Levy
“That’s a difficult question to ask,” Chih replied
not responding when asked if she believed Chih’s emotional testimony hurt her case
inside the courtroom she was highly critical of the initial response from three officers trying to make contact with Linthicum
Can I talk to you?” one of the officers called out to Linthicum
after his dad called 911 asking for a police presence at his house
Police body camera footage shows Linthicum’s dad
where Linthicum is sitting with an AR15 rifle
Linthicum’s only response is a barrage of bullets
but Officer Barry Jordan has been struck in his hip and lower back
Attempting to throw out a series of attempted murder charges
“David Linthicum fired into a wall.” "There is nothing to prove that David Linthicum even knew officers were there," said Linthicum’s attorney
not one shred of evidence David Linthicum intended to kill a soul on that day
the state called the argument “ludicrous.” “Each of those officers were exposed to a barrage of gunfire,” said prosecutors
“It’s disturbing that an argument of that nature would even be made.”
2 of Linthicum’s 27 charges were dismissed
Both counts accused Linthicum of attacking his dad
but John appeared to be dissatisfied with the decision
“The state hasn’t proven a lot of things,” he told FOX45
“There’s a whole lot more they need to throw out.”
When asked if he thought Linthicum was trying to shoot him
I could train a monkey to shoot me at that distance.”
The defense’s first witness was the mom of Linthicum’s ex-girlfriend
Attorneys tried to ask her about a previous suicide attempt Linthicum allegedly made years ago
that line of questioning was banned for legal reasons that remain unclear to those in the courtroom
Wednesday was another dramatic day in the courtroom for day two of David Linthicum’s attempted murder trial.
Linthicum is the Cockeysville man accused of shooting two Baltimore County police officers last February
body worn footage continued to take center stage as another officer took the stand
Officer David Allen was brought to tears numerous times as he struggled to relive the moments his fellow officer was shot in the line of duty
Allen is among three officers responding to a 911 call from Linthicum’s dad last February
“I have a son who is being suicidal and he has a gun.”
In Allen’s video, the chilling moment officers and the father locate Linthicum with a high-powered rifle in his basement. Seconds later, Linthicum fired 16 rounds
“As soon as I turned that corner there was a barrage of gunfire,” Allen said
Officer Barry Jordan realized he was hit on his lower back and hip
A forensic expert showed pictures of the injuries
scattered shell casings on Linthicum’s bed and bullet holes lining the walls officers were standing behind
The defense argued officers escalated the situation
while the prosecution said the video evidence speaks for itself
today is actually Linthicum’s 26th birthday
The second birthday he’s now spent in custody
he was smiling and communicating with loved ones using sign language
but did tell us about his current state of mind
““He’s surrounded by his family in the courtroom
friends and family there for him and I think that’s helpful for him
especially on his birthday,” said Public Defender Deborah Levy
BALTIMORE COUNTY (WBFF) — A man accused of shooting two Baltimore County Police officers in 2023 is scheduled to be sentenced Friday in Circuit Court
The state has not yet recommended a sentence
according to Baltimore County State’s Attorney Scott Shellenberger
guilty of four counts of attempted first-degree murder in the shooting of four police officers
along with four counts of using a firearm in a crime of violence and one count of armed carjacking
The maximum sentence for attempted first-degree murder is life imprisonment
The firearms offenses each carry a maximum of 20 years in prison
while the maximum sentence for armed carjacking is 30 years

Baltimore County, MD — John Linthicum was silent and sick to his stomach as he exited the Baltimore County Courthouse on the first day of his son’s attempted murder trial.
a court clerk brought him a trash can as he struggled to emotionally and physically relive the day 25-year-old David Linthicum allegedly opened fire on four Baltimore County police officers
the father’s 911 call that started it all played in the courtroom
showing three responding officers following John Linthicum to the basement
where David Linthicum was sitting with a gun
“You’re going to shoot me?” the father asked
back-to-back gunshots rang out along with screams for his son to stop
Police say one of the officers was hit with shrapnel on both of his hips
No one else appeared to be injured in the house
Prosecutors say Linthicum fled with his AR-15 rifle
Body camera footage from Detective Jonathan Chih shows him alone in his truck pulling over to confront Linthicum on the side of the road
and Chih can be heard crying out in agonizing pain
“Our community is safer this morning with this individual in custody where he belongs,” said Sheriff Jeffery Gahler after the arrest last February
But while the prosecution calls Linthicum dangerous
the defense calls law enforcement reckless
“Sometimes they don’t make the appropriate call to the mobile crisis unit,” said Former FBI agent
Powers plans to testify as an expert witness for the defense
barring him from speaking with FOX45 on Tuesday
he previously raised concerns surrounding how police responded to the standoff situation
questioning why armed officers arrived instead of mental health experts
especially in these situations so you don’t escalate
and even the individual you’re calling for who’s going through the mental health crisis don’t get hurt.”
“David is a sad person who was having a crisis,” said the defense
Everyone should be accountable for what happened.”
Who was in the wrong will be debated in court over the coming days
Linthicum is facing life behind bars for more than two dozen criminal counts
Testimony in the case will continue tomorrow

Perhaps the most glaring distinction between the two leading candidates for Oregon secretary of state is where they fall on the very basics: how Oregonians vote
Democratic nominee Tobias Read would like to see Oregon’s vote-by-mail serve as a national model
while Republican Dennis Linthicum recently filed a lawsuit questioning the validity of mail-in voting
former President Donald Trump raised issues about absentee voting and falsely claimed the election was stolen
which have largely been dismissed by Democrats
revelations that Oregon mistakenly registered at least 306 noncitizens to vote injected a new level of intensity in an otherwise relatively drama-free statewide race for Oregon secretary of state
“It’s no longer a conspiracy that illegal immigrants can successfully register to vote in Oregon,” Linthicum recently told OPB
so our conspiracy theory has turned from hot air to fact and I bet you it’s a lot more than 306 … I bet you it’s 10 times that number.”
There is no evidence that the people mistakenly added to the voter rolls are in the United States illegally nor that they intentionally registered to vote
They were passively registered through the DMV’s automatic voter registration law
has said he was “appalled” by the discovery and said the secretary of state must move quickly to “protect the integrity of our system.”
“I absolutely still believe in our vote-by-mail system
which has helped make voting more accessible
convenient and secure — when it is properly administered,” Read said
“The failure of the DMV to complete the proper checks of the data that was sent to the secretary of state did expose a flaw in the administration that must immediately be addressed.”
Read, the current state treasurer and former house lawmaker, said he plans to bring stability to the role. The office, he said, has seen enough excitement recently. The previously elected Secretary of State Shemia Fagan announced in May 2023 that she was stepping down before her term was over. Her announcement came after revelations, first reported by Willamette Week
that she had signed a lucrative contract with a cannabis company at the same time her office audited state regulations on cannabis business
The owners of the cannabis company were also high-profile Democratic donors
who also ran an unsuccessful campaign for governor in 2022
served two consecutive terms as state treasurer and can no longer run for the role
He said he would bring the same level of no-drama to the state’s second-highest-ranking job that he brought to his treasurer role
exciting candidate … I think the secretary of state could stand less drama,” Read said
His goal: restore trust to the office. It’s an important job, charged with overseeing elections, auditing state agencies and second-in-line to become governor. This happened in modern history when then-Gov. John Kitzhaber resigned in 2015 and Kate Brown was sworn in as governor. The secretary of state also sits on the state land board, which makes decisions about state-owned land
Read spent a decade in the state House of Representatives before winning the treasurer job in 2016. One of his achievements while treasurer, he said, was creating the nation’s first opt-out retirement plan that will help thousands of Oregonians have a retirement fund, a plan called OregonSaves
Read said his work to streamline the state’s unclaimed property program has made it easier for Oregonians to recapture lost assets
such as forgotten bank accounts or old checks
Read noted the treasury department also conducts audits
but cannot seek reelection after participating in legislative walkouts
Linthicum is also a businessman and rancher and served on the Klamath County Commission
The last Republican elected to the role was Dennis Richardson
he became the first Republican to hold statewide office in Oregon in nearly four decades
Richardson died in 2019 while still serving his term after being diagnosed with brain cancer
Tina Kotek tapped LaVonne Griffin-Valade to fill the remainder of Fagan’s term
Griffin-Valade is not running for the seat
Despite filing a lawsuit claiming there was widespread disenfranchisement of Oregon voters through vote-by-mail
Linthicum pushed back on the notion that he would end vote-by-mail if elected
“I will direct my effort toward making our vote-by-mail system safe and secure until the will of the people might change legislative direction,” Linthicum wrote in response to questions from OPB

Sprinting across Warren Road after he had been shot multiple times, Baltimore County Police Detective Jonathan Chih collapsed
and I couldn’t reach my gun,” Chih testified on Thursday in the Baltimore County Courts Building
Chih said he sat up and tried to position his body armor to face the gunman
That’s when he said it felt like someone had kicked him — and he fell onto his back
He said he thought about how he would not survive to make it that weekend to his father’s birthday dinner
was “blurry and slow motion.” He managed to return fire as the shooter stole his 2013 Ram 1500 and then peeled off over a bridge spanning the Loch Raven Reservoir
For almost three hours, Chih testified during the trial of David Linthicum in Baltimore County Circuit Court about what unfolded that night and watched body camera video of the shooting
is charged with five counts of attempted first-degree murder and related offenses
argue that their client was going through a mental health crisis and contend that the police fumbled their response
Levi is director of special litigation for the Maryland Office of the Public Defender in Baltimore
Dills is district public defender for Baltimore County
Baltimore County Police officers testify they wanted to help. Then David Linthicum opened fire.

Following manhunt, David Linthicum apprehended, charged in shootings of 2 officers
Chih testified that he agreed to check out a report about a person who was walking on Warren Road near Bosley Road on Feb
Law enforcement was searching for Linthicum, who wounded Officer Barry Jordan on Feb
after he responded to a call about a man with a gun threatening to kill himself
he thought that Linthicum had returned to his house on Powers Avenue above Sherwood Road in Cockeysville
That’s because there had been chatter on the police radio about the lights at the home flickering on and off
Chih drove past a man who was walking on the side of the road and noticed that he had his thumb out
climbed out of his pickup and walked to the bed of his truck to activate the police lights
He said he wanted to stop and identify the man
“I’m out with him,” Chih called out over the police radio
Chih wore a body camera on his right shoulder
“Are you here to kill me?” Linthicum asked
dropped expletives and described where he had been hit
threw him in the bed of a pickup and drove to an ambulance
He was then taken to the Maryland Shock Trauma Center
Several days later, Chih said, he regained consciousness. He estimated that he spent 10 or 11 days in the hospital and then about 2 1/2 weeks in inpatient rehabilitation
climbed down from the witness stand and showed the jury one of his arms
Chih said the Baltimore County Police Department had communicated that Linthicum was armed and dangerous and directed officers to use extreme caution
He said he knew that schools were on lockdown and there was a shelter-in-place order
Chih acknowledged that he could have turned around in his pickup
But he said he wanted to identify himself as a police officer
“I could’ve done a lot of things different that night,” Chih testified
When asked whether he wishes that he would have never got out of his truck

MD (WBFF) — David Linthicum was found guilty of attempted first degree murder
by a Baltimore County jury on Thursday afternoon in connection to a police shooting from February of 2023
Linthicum was found guilty on all counts — including
four counts of attempted first degree murder
four counts of commission of a firearm in a crime of violence
The verdict came after seven days of emotional testimony and chilling video evidence presented to the jury
The incident took place in February of 2023
all starting with a call from Linthicum’s dad to 911
Three officers responded and attempted to make contact with Linthicum
who was sitting in his bedroom with an AR-15 rifle
Authorities say Linthicum fired 16 rounds at police
striking Officer Barry Jordan in the hip and lower back
The defense claims Linthicum was firing at the wall

Levi told reporters after the verdict that it’s important for Maryland to adopt alternative responses to mental health crises “so this doesn’t happen to anyone else.”
“What happened to the officers that day was unfortunate
Linthicum — facing potentially the rest of his life in prison for the county’s inability to respond properly to his mental health crisis — is grossly unfair,” Levi said
A man is set to stand trial on charges he shot two Baltimore County Police officers and sparked a dayslong manhunt in 2023 that closed schools and led people to stay in their homes
appeared on Monday in Baltimore County Circuit Court for jury selection
Both sides selected 12 jurors and four alternates
Here’s what you need to know as the trial begins
On Feb. 8, 2023, Linthicum’s father, John, who’s known as Whit, called 911 to report that his son was experiencing suicidal thoughts and armed with a gun
Baltimore County Police walked with Linthicum’s father into the basement of their home on Powers Avenue above Sherwood Road
His son was lying on his bed holding a high-powered rifle
Officer Barry Jordan realized he had been hit
He was hospitalized for several hours at Sinai Hospital and then released
Linthicum took off, igniting a three-day manhunt that spanned Baltimore and Harford counties
closed schools and led to a shelter-in-place order
Firearms and Explosives; and other agencies took part in the search
David Linthicum’s brother speaks out: ‘This was entirely preventable’
Police were called to a Cockeysville home for a man with suicidal thoughts. He opened fire, according to charging documents.
Linthicum shot Detective Jonathan Chih while he was on patrol on Warren and Bosley roads
Chih was shot in the face, torso, leg and arms and spent 10 days at the Maryland Shock Trauma Center
bailed out of the pickup and ran into the woods in Fallston
The Harford County Sheriff’s Office arrested Linthicum on Feb
“Our community is safer this morning with this individual in custody,” Harford County Sheriff Jeff Gahler told reporters
“We are grateful to have restored peace in the communities affected and vow to bring this individual to justice.”
Linthicum faces 27 counts:
previously said in a statement that their client was a “young man in crisis who needed assistance.”
They’ve described what happened as a “mental health crisis with a response gone wrong.”
Linthicum, they wrote in court documents, was overcome with his yearslong battle with severe depression and looking for a way to end his life
Police did not wait for a specialized team or professionals trained in responding to a mental health crisis
And they later recklessly approached Linthicum
They said evidence about the police’s prior training
conduct during the manhunt and what they described as efforts to cover up what happened is critical
“It doesn’t just tend to exculpate or mitigate David’s guilt,” Levi and Dills said
“It tells the story of how these events unfolded
a callous act of attempted premeditated murder.”
Prosecutors unsuccessfully tried to remove Levi from the case
claiming she had a conflict of interest because her brother-in-law
represented Chih in a workers’ compensation case
Meanwhile, Levi and Dills have repeatedly alleged that the state has engaged in a “pattern of prosecutorial misconduct.” They’ve asked a judge no fewer than three times to throw out the charges
In the alternative, Levi and Dills have asked the court to bar all witnesses from the Baltimore County Police Department from testifying at trial and kick the Baltimore County State’s Attorney’s Office off the case
Deputy State’s Attorney John Cox and Assistant State’s Attorney Zarena Sita have denied wrongdoing

But his defense attorneys contend that he was experiencing a mental health crisis — and police botched the response
Deputy State’s Attorney John Cox said three officers responded on Feb
to the home on Powers Avenue above Sherwood Road in Cockeysville to help
Cox played body camera video of what unfolded

John “Whit” Linthicum unlocked the basement door with a small screwdriver and descended down the stairs
He walked to the entrance of his son’s room and started talking to him
That’s when David Linthicum fired an initial volley of 12 shots with an AR-15 through the wall at the three officers

Tobias Read speaks at the Democratic election night party held at the Hilton in Portland
Tobias Read appears poised to become Oregon’s next secretary of state
Democratic candidate Read had an overwhelming lead over Republican Dennis Linthicum with 73% of the vote counted as of 7:20 a.m
The secretary of state’s office is an important one; it’s charged with overseeing elections and auditing state agencies
The secretary of state is also second in line to become governor and holds a seat on the State Land Board
“I am incredibly grateful tonight for Oregonians' vote of confidence in our vision for safe and secure elections
a more accountable government and bringing stability and competence back to the secretary of state‘s office,” said Read at the Democratic Party of Oregon’s election night event in Portland
Read, the current state treasurer and former state lawmaker, said he plans to bring stability to the role after a period of relatively high turnover
Leading up to the general election, the low-key race for secretary of state became slightly more heated after officials with Oregon’s Driver and Motor Vehicles Division acknowledged they had mistakenly registered more than 1,000 noncitizens to vote
who filed a lawsuit in 2020 questioning the validity of mail-in voting
Linthicum is from outside of Klamath Falls and has served as a state lawmaker since 2017
but cannot seek reelection to his Senate seat after participating in legislative walkouts
Linthicum is also a businessman and rancher who has served on the Klamath County Commission
Read and Linthicum are on vastly different ends of the political spectrum
and even when it comes down to the very basics — how Oregonians vote — their views differ dramatically
Read would like to see Oregon’s vote-by-mail serve as a national model
while Linthicum repeatedly raised questions about the validity of mail-in voting
Read said he was “appalled” by the voter registration errors and said the secretary of state must move quickly to “protect the integrity of our system.” But he said he still believes in the vote-by-mail system and that it could serve as a national model
Oregon has been voting by mail since the early 1990s
“Oregon continues to lead the way when it comes to safe and secure voting
but we cannot take that for granted,” said Read Tuesday night
“We have to be committed to building on that success.”

“I knew it was him,” Van Auken testified over Zoom
But Van Auken said when he told police Feb
he felt that they either did not take him seriously or doubted the accuracy of his account
Later, Linthicum shot Detective Jonathan Chih, who went out by himself in an unmarked 2013 Ram 1500 to check out a report of a man walking along Warren Road
Matthew Anthony DeMarino testified that he started a conversation with Linthicum and tried to build an emotional connection so police could arrest him with the least possible amount of force
Linthicum had stolen the detective’s unmarked pickup
bailed out in Harford County and took off into the woods
DeMarino said he wanted to bring the temperature down and peacefully end the situation
He even shared with Linthicum a fun fact about himself: He used to work as the personal chef for Baltimore Orioles legend Cal Ripken Jr
“Can’t make it up,” DeMarino said to laughs from spectators in the courtroom gallery
“I’m not that kind of person,” DeMarino responds
While DeMarino continued to converse with Linthicum
law enforcement moved in and took him into custody

was convicted of shooting and injuring two Baltimore County Police officers back in February 2023

It all started when police were called to the 10000 block of Powers Avenue for a person in crisis
Linthicum then barricaded himself inside the home
Officers learned Linthicum fled the scene launching a massive search

He was spotted again the next day along Warren Road near Bosley Road
That's where he shot another officer with a rifle before stealing their vehicle and leading police on a chase to Harford County
After a month of recovery, that officer, Detective Chih, was released from the hospital.
Police would finally capture Linthicum in a heavily wooded area near the Fallston Mall Shopping Center on February 10 around 5:45 am
He has been found guilty of four counts of first-degree attempted murder

military against drug cartels increased support for the amendment
MEXICO CITY — There’s a popular saying in Mexico
where corn is as central to national mythology as it is gastronomy
Mexico’s leaders voted to enshrine that concept in the Constitution
declaring native corn “an element of national identity” and banning the planting of genetically modified seeds
“Corn is Mexico,” President Claudia Sheinbaum said recently
describing the reform as a way to secure Mexico’s sovereignty
“We have to protect it for biodiversity but also culturally
because corn is what intrinsically links us to our origins

(Associated Press) The amendment to the Constitution comes after the defeat in December of a related effort that sought to phase out all imports of genetically modified corn
Then-President Andrés Manuel López Obrador issued a presidential decree in 2023 banning the use of genetically engineered corn in dough and tortillas and for animal feed and industrial use
but a trade dispute panel ruled that it violated the U.S.-Mexico-Canada Agreement
Mexico agreed to abide by the panel’s ruling
The amendment received the last approval needed from Congress on Wednesday and it has been sent to Sheinbaum for her signature
It was also approved by a majority of state legislatures
sells Mexico about $5 billion of genetically modified corn
which has been designed to resist pests and tolerate herbicides
Most of that corn is used to feed livestock
it was mostly illegal to plant modified corn in Mexico thanks to a 2013 lawsuit brought by farmer activists
And they say the presence of engineered seeds and corn in Mexico threatens the vast diversity of maize crops here
which span from burnt orange to purple and pink and which have been adapted over centuries to be grown at different altitudes and climates
“There’s a disturbing level of contamination of native maize with genetically modified traits,” said Timothy Wise
a researcher at the Global Development and Environment Institute at Tufts University
Some ancestral varieties of Mexican corn have already gone extinct
“the product of illegal plantings and uncontrolled and undetected cross-pollination.”
where corn has become not just a staple of the diet but a symbol of Mexico itself
The invention of corn by Mexicans is only comparable to man’s invention of fire
when Mesoamerican farmers started to domesticate the wild grass known as teosinte
It has been revered here ever since, with sculptors carving images of Centeot, the Aztec deity of corn, into pre-Hispanic temples and artists such as Diego Rivera and Frida Kahlo prominently featuring corn husks, cornfields and corn dishes in their paintings.
The poet Octavio Paz was one of many to extol the plant’s virtues, saying, “The invention of corn by Mexicans is only comparable to man’s invention of fire.”
Probably no people in the world get a larger share of their calories from corn than Mexicans, with researchers estimating that the average person here eats one to two pounds per day.
A man sells corn in Coatzacoalcos, Veracruz. (Gary Coronado / Los Angeles Times) It is mashed into masa and cooked into tortillas, tamales and tlacoyos. Its kernels are soaked in fragrant pozole and brewed into a hearty breakfast drink known as atole.
“It’s at the root of our culture, giving us strength and identity,” said María Elena Álvarez-Buylla, a researcher in molecular genetics at the National Autonomous University of Mexico. “It’s our staple. Losing sovereignty over a fundamental aspect of our life and health is very risky.”
Álvarez-Buylla led Mexico’s National Council on Humanities, Science and Technology until last year, and has published studies claiming risks to health and the environment from genetically modified corn and the herbicides associated with it.
She says U.S. corn is less nutritious than the Mexican version and is linked to liver disease and other problems. Her research found that 9 in 10 tortilla samples from several cities in Mexico had traces of genetically modified corn.
The U.S., its farmers and the companies that sell engineered corn seeds reject Mexico’s claim that their products come with risks.
They celebrated the December trade dispute ruling, which came after a concerted lobbying effort by corn producers in states such as Iowa, Illinois and Nebraska. “This win illustrates the power of corn advocacy,” said Kenneth Hartman Jr. of the National Corn Growers Assn.
Mexico was an exporter of corn until as recently as the 1980s. The passage of the North American Free Trade Agreement in 1994, which laid the groundwork for the current trade pact, changed that.
Many small family farms in Mexico could not compete with big U.S. farmers who enjoy hefty federal subsidies. In the three decades since NAFTA took effect, annual corn imports to Mexico grew from roughly 3.1 million metric tons to nearly 23.4 million metric tons, according to the U.S. Department of Agriculture and the U.S. Grains Council.
The change forced many Mexican farmers to shift to subsistence farming or to take up seasonal work far from their homes. Many others left to find work in the United States.
Wise said it was ironic that the U.S. had used the free trade agreement to oppose Mexico’s efforts to ban corn imports at the same time that Trump imposed — and then reversed — tariffs on U.S. imports.
U.S. trade policy, he said, appears to be: “We’ll ignore the agreement when it’s convenient for us. We’ll enforce it when it has an impact on some biotech companies.”
He said Mexicans had long ago decided that they don’t want genetically modified corn, and that it largely came down to one thing: taste.
