Linwood Cemetery serves as the final resting place of Dubuque’s Gilded Age ruling class

Linwood Cemetery Association is celebrating 150 years of nonprofit ownership of the historic cemetery
having taken over the burial ground in 1875 after the city could not maintain the grounds
the cemetery voluntarily entered into a state receivership with the Iowa Insurance Division
as its trustees realized it would soon run out of operating revenue and have to tap into its $1.5 million endowment fund without outside help
it’s the city’s turn to assure the financial backing of the struggling cemetery
having given up a court fight with the state of Iowa over responsibility for the public’s interest in the cemetery
The cemetery association will continue operations of the graveyard
but the Dubuque City Council approved a $110,000 general fund subsidy for Linwood
The state will end its financial support June 30
“The state has the right to assign that responsibility,” City Manager Mike Van Milligen said
Van Milligen said city attorneys were negotiating an arrangement with county attorneys for a micro-levy that would support a more permanent subsidy
A levy of a few cents spread across city property owners could raise the $110,000 subsidy in the future
creating a dedicated revenue stream without having to dip into the city’s general fund
The city of Dubuque tried to resist responsibility for Linwood
arguing in court against Dubuque County and the Iowa Insurance Division that cemeteries are the responsibility of townships
the Iowa Court of Appeals ruled that the city of Dubuque was financially responsible for the insolvent cemetery
and the city has ended its legal campaign and accepted responsibility for the cemetery
“The city of Dubuque has the responsibility to keep them solvent,” Van Milligen acknowledged
A change in end-of-life customs has upended the business model of Linwood and many cemeteries across the United States
leaving the care for these hallowed grounds in jeopardy
“The revenue source no longer supports the operations,” said Ken Miller
Miller said traditional burials had been on a downward trend since the 1990s as an increasing number of people opt for cremation
the number of cremations in Iowa eclipsed burials for the first time
The cemetery’s costs are about $350,000 annually
but its traditional revenue stream is now down to $150,000
Miller said Linwood saw the writing on the wall and entered into receivership voluntarily
before the state would be forced to take over the cemetery and leave it in an even worse financial position
Linwood also has responded by accommodating cremated remains in a trio of columbaria
where patrons can purchase a niche to store the ashes
Miller said the association had cut back on mowing in certain areas
hoping to nurture a more natural and sustainable oak savanna habitat
Less than half of Linwood’s grounds are occupied by graves
but Miller shirked at selling off property
“I would hate to see Linwood have to sell the land
but I also know Linwood has to be serious about its financial capability.”
the state has changed its investment rules for cemeteries
allowing Linwood to seek higher-yielding investments and use more of that interest for operating expenses
Twenty percent of revenues from burials and grave plots are put into the endowment fund to operate in perpetuity
About $14,000 each year is currently added to the principal
while about $60,000 of interest revenue can be used for expenses
a new “Friends of Linwood” fund is being launched to more easily seek charitable contributions from foundations as well as individuals
Ames said she hoped Dubuque’s founding families would step up
noting their ancestors are buried in many of the impressive memorials on the hill
Van Milligen said Linwood was part of Dubuque’s heritage and something the community wished to be maintained
“It’s a big part of the community’s history
and history has always been important to the community,” Van Milligen said

Hugh looked forward to opportunities to help others.
Hugh loved fishing and found great joy sharing a fishing pole with his children

With a long history in accounting and managing finances
he enjoyed times he could share with others
because he loved Jesus and he loved to eat
His family believes he felt that if he did right by God
then he was doing right by his fellow man.
What Hugh loved most was the Lord and his Bible as the Word of God
It was his love for God that allowed him to love his wife
and people from all walks of life he encountered

the full use and access of the space was never achieved and the existing paved lot has continued to decay
the leaders of this collaborative project want the full Great Lakes experience at the Linwood Waterfront Park
Funding from this campaign will allow that full experience of the Saginaw Bay to be completed by removing the existing rubble along the shore and installing a new 400-foot-long steel seawall and creating a large greenspace park area
The waterfront edge will have a handrailing
and the grassed park will host all universally designed features
and an ADA fishing platform at the deeper water end of the site
The greenspace will be separated from traffic by an accessible trail through the site which will extend to the Michigan Iron Belle Trail just 2,000 feet to the west

and the public deserves a scenic access site on its shoreline

all while wondering why they just didn’t listen to him
perfectionist personality drove his relentless desire to cultivate a golf course grade lawn worthy of admiration
he demanded hard work from himself and those in his circle
neither expecting nor giving anything that wasn’t earned
he was passionately political – grateful that he grew up in a small town of Ettrick
raised by parents and a community who shared those values during what he remembered as the greatest times in the greatest country

It claims its place in the world beginning mid-summer by dripping sap for weeks on end

There seems to not be a differentiation in parsing out the word
Economically poor is a disadvange to all who like without the necessities but poor doesn’t mean spiritually poor or artistically poor or musically poor
There are so many ways of richness in a person’s soul and my plea for justice is just that

Staff members were informed last week about the decision and are concerned with what they say is a lack of communication from RSD and the state education department
"We want to see some hard data that backs up Third Future Schools is an expert in running schools
we want to see this decision shut down," said LPCS board member Mildred Toliver
Board members are advising community members to contact their representatives and senators with their concerns about the management of the school

Its Prairie-style and Modernist influences — seen in its stained glass
and distinctive brickwork — reflect the same design philosophy that shaped the University’s iconic Chapel of the Resurrection
but its architectural significance remained undeniable
When the University vacated the building in 2024
faculty members recognized an opportunity to preserve the historic structure and reached out to Indiana Landmarks to explore possibilities for its revitalization.

Valparaiso University is reinforcing its commitment to safeguarding architectural heritage while creating meaningful opportunities for students
and the broader community to engage in preservation efforts.

Maine and went on to serve his country with honor and distinction
becoming the youngest Chief Warrant Officer ever commissioned in the US Army
he went on to have a long career in maintenance supervision and risk management with the North Carolina Department of Public Instruction
His commitment to service extended to his community
where he served for many years in the Hertford Volunteer Fire Department
He was a member of the Bear Swamp Hunt Club and the American Legion Post 126
or spending time with his family in North Carolina and Maine
He had a love for auto racing from a young age
and he and Bobbie were frequent visitors to the local speedway on Friday nights

and special to him was Todd Tilley (Candy)

CINCINNATI — Residents in Linwood are noticing some new
Many sidewalks are covered in 'X' markings from the City of Cincinnati
“Every X you see along the neighborhood here on this street and the street over
they’re going to get some kind of bill," Linwood resident Matt Citak said
Citak told WCPO 9 News he was given a bill for more than $2,100 by the city
and told the sidewalks in question must be repaired by May 23
Citak is not the only resident on his street left stunned by bills that appeared on their doorstep
I think shock played a big part in that," said Jessica Aurand
who told us she was charged just under $1,400

The City of Cincinnati's Sidewalk Safety Program explains what sidewalk inspectors are looking for to avoid anyone being injured due to damaged sidewalks
A city spokesperson told WCPO that sidewalks are evaluated by the Sidewalk Condemnation Guidelines, which can be found online
The city's website explained that the 'X' markings are for blocks the homeowner is responsible for
while there may be 'C' markings on some damaged sidewalks
The 'C' marked blocks won't be charged to the resident
the property owner is responsible for maintaining the sidewalk adjacent to their property," the website states
including if the sidewalk is adjacent to a corner lot in a residential area
If a resident receives one of these bills, they have three options to ensure the repairs are completed
The city's website reports that a city contractor can either complete the repairs if the resident chooses that option or if the project is not completed by the deadline. he was raised by his Aunt Nealie Poston & Uncle Sam Poston and Miss Myrtle Poston of Hannah
He was a 1955 graduate of Hannah High School where he excelled at sports
Poston attended Presbyterian College on an academic scholarship where he played baseball. After his graduation in 1959
he began his teaching and coaching career at Brittons Neck High School and later at Hannah Pamplico High School
“Coach Poston” as he was affectionally called
head and assistant coaching titles. He continued in his latter years to attend various sporting events where he would announce games as part of the “Voice of the Raiders”
Poston was honored to be inducted in the “Hannah Pamplico Hall of Fame” in 2021
After his retirement from the school district
Poston continued to work for the Florence County Tax Office
Lake City Walmart and was co-owner of Poston-Coleman Driving School
Poston faithfully served his country in the US Army Reserve
He was also a farmer and farmed in the Hannah and Friendfield communities
Poston worked for many years at the Lake City tobacco warehouses as a tobacco recorder
Poston was a Mason and a past Master of Hannah Lodge #298. He was also a past President of the Lake City Lion’s Club where he was “Lion of the Year” 2002
He was a member of Lake City United Methodist Church where he volunteered his time in various activities
uncle and friend. Whether it was volunteering with the Lake City Boy Scouts
coaching Legion Ball or delivering Meals on Wheels
he always loved and cared for his community and never met a stranger
Those left to cherish his memory are his wife of 57 years

He was preceded in death by his wife of 44 years
and Karen Coleman (Andrew) of Sanford; sisters
Jimmy Coleman of Lillington; grandchildren
and Kasyn Kolacinski; and many nieces and nephews.

when the Watoto Children’s Choir from Uganda returns to Central United Methodist Church in Linwood for the 10th time
The church has a special relationship with Watoto villages in Uganda going back to the mid-1990s
just a few years after it was founded as child ministries in 1994
“The purpose of the Watoto ministry in Uganda is to provide a semblance of a normal life for all the orphaned children who lost their parents to civil war
starvation or pretty much whatever else you can imagine happens in Africa,” said Mike Smith
who is organizing the choir performance for the church
which include 18 to 22 children and 10 adults in support
The tours last six weeks and help raise money for the ministry
“We have quite a history with them,” Smith said
The church is not just a sponsor of the choir; it is far more committed than that
Members made trips to Watoto villages in 2008
2010 and 2013 after raising money to build a home
The Sentinel featured a story about Central UMC’s first mission trip in an edition in February 2008
Twelve mission team members took a 10-day trip to Kampala after raising money that went toward building a house at the Watoto village
The members spoke glowingly of the work that was taking place at the village and being able to support the mission there
Watoto villages serve 3,000 children in three different villages that are self-sustaining.

He added that 20,000 children have gone through the program
which can begin as early as birth and last until they complete what they call university at age 19
there are two Watoto villages near the Ugandan capital of Kampala and another one outside Gulu.
The Christian ministry centers the villages around families and has classrooms
It notes that each home houses a Watoto mother who raises eight orphaned and vulnerable children
A related program called Father’s Heart enlists male role models to interact with the children once a week
“It’s an amazing ministry and we’re just delighted to have them,” he said of the choir
noting the reviews from all over the world are positive
This year’s choir program is called “Better Days
“They’re expected to keep their grades up and keep up with school work and everything
but it’s also a great honor to be chosen for the choir,” Smith said
“The kids have to audition and be able to sing and dance.”
The concert is free but a love offering will be collected that goes to the choir to help keep the mission going in Uganda and to attract new sponsors for the children in the Watoto program
Members of Central United Methodist will host the children
each family putting up two children and one adult for the night.
The choir will arrive Friday afternoon and children will relax while the adults set up for the performance
there will be a dinner for all the choir members and host families
the hosts will take them back to their homes for the night
