A housing development could be built in the next few years on a portion of Los Serranos Golf Course on Yorba Avenue if negotiations are fruitful between the City of Chino Hills and golf course property owner Jay Greening
Greening owns the property and leases it to the Kramer family
who reportedly is working to reconfigure the course
The city council met behind closed doors in October to discuss the possibility of a transfer of high-density units designated for the open land at Tres Hermanos Ranch to the golf course to comply with Measure U
requires a public vote before a developer can increase the number of housing units beyond what is allowed in the city’s General Plan
Community development director Joann Lombardo said Mr
Greening approached the city to request the transfer that would allow the development of a nine-hole portion of the course into single-family residential
“The city considered this request in closed session and indicated a willingness to consider a transfer,” Ms
it’s not a “slam dunk deal” that he can do whatever he wants to do
especially if we get a lot of negative feedback from the community.”
The closed session agenda item stated “conference with real property negotiators for price and terms for property” at Tres Hermanos Ranch
but it is unclear why price and terms were discussed because the city is not purchasing the property
City attorney Mark Hensley did not respond by deadline to a request to clarify why the transfer was discussed behind closed doors
a public process would take place that includes public hearings
The units would come from Tres Hermanos “site A,” an area along Grand Avenue where units were transferred as a placeholder during the city’s 2015 general plan update
Tres Hermanos is located on both sides of Grand Avenue in Chino Hills and Diamond Bar and is owned by the City of Industry
Greening and Los Serranos Golf Course management declined to comment for the story
Councilman Art Bennett said his understanding of the nine-hole portion referred to by Ms
Lombardo is the northern section of the golf course where it wraps around Fairway Boulevard and adjacent to Pipeline Avenue
but he said things are still up in the air
The two 18-hole golf courses would undergo a redesign and the holes would drop from 36 to 27 under the proposal
Bennett said the golf course industry is hurting
because of the high cost of maintenance and watering and other factors
He said the transaction would relieve the golf course from high maintenance costs while allowing it to continue operations and remain an asset to the community
Lifelong Los Serranos resident Ron Eaton said the housing plan is a disappointment and is not a secret in the Los Serranos community

Jack Kramer (1921-2009) was the top-rated tennis player in the world and the 25-year old
seeing that making a living at his sport was going to be difficult despite this honor
created his own professional tour the following year
demonstrating his business acumen along with his athletic talent
Kramer was born in Las Vegas to Daisy French and David Kramer
The family moved in the early 1930s to San Bernardino and then to East Los Angeles with Kramer graduating from Montebello High School
Kramer found his forte early on the tennis court
netting the National Boys Championship in 1936 and a National Junior Interscholastic Tournament two years later
he joined the American squad for the Davis Cup
being the youngest player to date to play in that prestigious competition
Illness slowed his progress in the early 1940s and he then served in the Coast Guard during World War II
but the immediate postwar period found Kramer in his playing prime
Nationals back-to-back and captured the crown at Wimbledon
perhaps the pinnacle of tennis achievement
He also won several doubles titles at the Nationals during the decade and
won major tournaments in the United States and England as the Forties came to a close
While his playing career peaked as the 1950s began
as co-founder of the Association of Tennis Professionals (ATP) were complimented by his success as a television commentator

It was said that Kramer took up golf after a rainstorm washed out a tennis match and he wandered over to the adjacent course to check it out

Eaton moved to Palm Springs to manage a municipal course
while Cranston sold his interest to Kramer
a much-lauded south course was added to the long-existing and remodeled north one
so there were 36 holes to challenge golfers at the public facility
a columnist for the Pomona Progress-Bulletin interviewed Kramer and noted he was owner of Los Serranos
but added “that’s not his claim to fame,” reminding readers that he was one of the best tennis players in history
Kramer invited the columnist to a pro tournament at the Los Angeles Tennis Club and the writer observed that
he accepted because it would be like turning down a baseball game on the invitation of the commissioner
later long-time general manager of the Los Angeles Dodgers
Next year marks 70 years of the Kramer family’s operation of the Los Serranos Country Club
with 2025 being the centennial of the club’s opening
so there’s plenty of history to soon commemorate
I moved to Chino Hills in the Los Serranos community not too far away from the Los Serranos Country Club in December 1989 before the houses in Butterfield Ranch were constructed
Chino Hills was not yet a city until it became incorporated in 1991
The market Alpha Beta was located where the 99 Cents Store is now
When we moved here the area code was 714 and our zip code was 91710
The nearest video store was known as Rusty’s Country Video
and we had Blockbuster Video and The Wherehouse as well
The construction boom of houses and shopping centers did not begin until a few years after I moved here
The air smelled more like cows and fertilizer from the farms
When my family and I moved to Chino Hills I guess the elementary schools were not handicap accessible
For elementary school I moved around a few times
because they had a physical therapy unit that would help me out when I used to walk
and after that I transferred over to Oak Ridge and Glenmeade elementary schools
and I graduated from Ayala High School in 2001
I am still in school today; I go to Chaffey College in Chino
One thing I have learned in being in college for so long is that you have to want to go to school and now that I am older
When I graduate from Chaffey College at the end of the year
I am going to transfer to Cal State Fullerton to major in communications with a minor in journalism
My dad would drop me off there almost every day before he went to work
He was understandably upset to find out that I was not going to class
It is safer for everyone if I just wheel everywhere or take the bus
I am content with doing that as long as I keep up my strength
all the kids would talk about going to Skate Express in Chino or Jer’s Board Shop in the shopping center where Chino Hills Pizza Company and KYR Music are today
I never went to any of those places for obvious reasons if you know me
Now that I am older there is not much to do besides go to a bar or eat at a restaurant
Chino Hills has grown so much over the last 30 years that it is hard to even go out and meet someone
I want different things like a friend that will hopefully lead to something more than that
As much as I have wheeled around in this city
I am really surprised that I have not met that special someone yet
I am single and have been for the last seven years
Just because I am in a wheelchair does not mean that I cannot have a girlfriend
After we get through this pandemic; that is my mission

This definition of citizen pretty much sums up the life and philosophical principles of David Kramer of Chino Hills
a man who practices citizenship by way of self-interaction and building goodwill for the benefit of others
Kramer was told last week he was named the Champion’s Outstanding Citizen of the Year for 2021
he was driving into Boys Republic to feed the family’s thoroughbred horses he visits twice a day
He could be heard informing the person at the gate that he just visited his Aunt Muriel and had already taken his temperature
Then he responded to the Champion by saying
Kramer will be recognized at the Chino Valley Chamber of Commerce installation dinner at 6 p.m
is the eldest of the five Kramer brothers who own Los Serranos Golf Course
purchased by their father Jack Kramer in the late 1950s
He is known for his philanthropy to Chino Valley organizations
and his long-time service with the Rancho del Chino Rotary Club and Chino Valley YMCA
considered the number one player in the world from 1946 to 1953
winning the Wimbledon title in 1947 and the U.S
Kramer has the distinction of being photographed inside the Davis Cup when he was age 1
“I doubt that anyone is more deserving of this honor than David
He truly is one of the most considerate persons alive,” she said
Kramer’s dedication to saving his family’s thoroughbred horses
he invited her to join him for a horse feeding
he picked her up at the Lake Los Serranos Mobile Home Park where she resides
“The thrill of petting the horses and giving them peppermints took me back to my childhood of growing up with thoroughbreds,” she said
Kramer didn’t stop there and made arrangements for her to watch the farrier trim their hooves
showing me the facilities and the animals,” she said
“David Kramer truly went above and beyond to bring happiness to an elderly person
Kramer said what makes a city great is the collection of individuals who work beyond the range of their own personal concerns to make the city great
“Heck we’re all citizens of the year,” he said
“David has been with the Rancho del Chino Rotary Club for 25 years,” he said
“He is a passionate advocate for Rotary International’s Peace Conference and participant
for peaceful solutions to worldwide issues,” he said
Another service effort is the Chino Hills Community Foundation
Kramer and the Kramer Family Foundation regularly donate to community causes such as The Let it Be Foundation
The Jack and Gloria Kramer Family Foundation has generally donated significant sums of money to the foundation
Kramer represented the Rancho del Chino Rotary Club on a trip to India with the Peace Conference in 2008 where he visited small villages with no schools
The club partnered with a Rotary Club in Delhi to raise money for an educational program
he attended a six-week Vedic conference that included a four-day trip in Rishikesh in the Himalayan foothills beside the Ganges River
“I took a bath in the river and it was so cold
Kramer was a teaching tennis professional from 1975 to 1983 in Coto De Caza and managed two tennis clubs for 10 years in Palm Desert
“My dad invited me to join the family business in 1991,” he said
He commuted to Los Serranos Golf Course for many months until his wife Rosie said
When asked to share “something the community doesn’t know about him,” Mr
“I taught Transcendental Meditation to Arthur Ashe.”
Kramer took a course in Transcendental Meditation from the first American-trained teacher in San Diego in 1968 and has been practicing it seven days a week twice a day for 20 minute sessions ever since
He said it comes as natural to him as brushing his teeth
“Our nervous system can reach a deeper level than the deepest level of sleep,” he said
Kramer joined the Naval Reserve in 1967 because he thought it would be “prudent to be on a boat instead of a foxhole.”

Commissioner Blum said if the project was maximizing on the land with grading that didn’t make sense
but the studies have provided many mitigation measures to preserve the wildlife
“I hope you can get through this project in the next five years Mr
“Because it will be an asset and help preserve what we love about Chino Hills.”

Greening said he heard the concerns about wildlife and he has worked hard to preserve it

Under grey skies, children and adults gathered at Los Serranos Park Wednesday morning to celebrate the future park and imaginative tiles students created for it.
Chaparral Elementary School fifth grader David Jaramillo said the park will be “a good park -- our park,” as he joined his classmates at the circular bench around the courtyard where the tiles are being placed.
Faith Jaloma, 11, proudly held her tile showing a girl on a swing with the words “Fun in the Park.”
A tree will be planted in the center of the courtyard. Councilman Brian Johsz, while heading over to play on the equipment, said he hoped it would be an oak, the tree on the city logo.
The 6-acre park on Pomona Rincon Road at Bird Farm Road, adjacent to Chaparral and designed by RJM Design Group, has been under construction since September.
It will feature a full basketball court, a playground with features such as a place to spin gears, a zipline, rock climbing walls, dual slide, exercise stations, and a sidewalk area for traditional games like foursquare and hopscotch, as requested by Mayor Cynthia Moran.
The hopscotch is in the form of a large yellow sunflower with numbers on the leaves of the stalk.
Also included is a restroom, walking path and a gazebo.
Crews hope to have the park completed by the end of the year, despite rainy weather that hampered construction because of the clay-type soil in Chino Hills.
The $4.8 million park is being paid for by the city’s general fund, parks and recreation facilities fees, an in-lieu fee that developers pay who do not build parks called the Quimby in-lieu fee, and community facilities district 5 taxes.
The Chino Hills Community Foundation donated $170,000 for playground equipment.
The city’s 44th park is being built on land owned by the school district leased to the City of Chino Hills for $1 a year.

Noah said he moved from Georgia to California two years ago and has never seen a park built so close to a school and Stanley said it will provide a great opportunity for young people to meet new friends
Rogers said the city is making a $4.8 million investment in the park

The ordering of a dedication plaque for Los Serranos Park in Chino Hills last year prompted some changes to policy guidelines on who should be recognized
The Chino Hills Parks and Recreation Commission on Wednesday night approved changes to the 2005 policy including the addition of commissioners and department directors’ names on the plaques
The policy was broadened to include all community facilities
The names of city council members and the city manager were already included
The addition of department directors and commissioners is new to the policy
however those names have been included on dedication plaques in the past

former Community Services Director Mike Fleager’s name is on the plaque for Grand Avenue Park
even though it wasn’t in the policy to do so
Current director Jonathan Marshall’s name appears on the dedication plaques on Community Park
Chairman Greg Higgins said the changes were made to standardize the policy and recognize additional individuals
Also added to the policy was a provision that the community relations division review and approved plaque verbiage
Although dedication plaques are on some community facilities including the civic center buildings

Sexual harassment is pervasive in the restaurant service and hospitality industries in the US and more claims of this kind are reported in the industry than any other sector of the American economy
A 2021 survey by One Fair Wage found over 70% of female restaurant employees have been sexually harassed at least once while working in the industry
with 44% reporting they experienced sexual harassment from someone in a management or ownership role
A May 2018 survey by Restaurant Opportunities Centers United found 34% of women who formerly worked as tipped restaurant workers left their jobs due to sexual harassment they experienced in the workplace
But big corporations, such as JC Resorts, have spent millions of dollars in opposition to initiatives that would require panic buttons for hospitality workers
When four young women began working at the Los Serranos Golf Club in Chino Hills, California
a country club and two-golf course resort in one of the wealthiest suburban cities outside of Los Angeles
they immediately began experiencing sexual harassment from a senior chef at the resort
Over the course of their employment from 2021 into 2022 the harassment gradually escalated
The club is part of the JC Resorts portfolio
a luxury resort owner and operator in southern California
The women, Jalyn Ito, Reagan Coburn, Daniela Serna and Ariana Tan have recently filed lawsuits against the club and JC Resorts
alleging they experienced rampant sexual harassment on the job
They say that upon filing formal complaints with the human resources department
an investigation was conducted and the chef was only demoted
leaving the women forced to continue working with them while they then experienced retaliatory behavior

“I felt really traumatized by this entire experience,” said Tan
“The fact that me and the other girls are so young and we’re challenging such a huge corporation should serve as a warning to employers that the younger generation is sick of being marginalized and we’re not going to put up with misogyny in the workplace.”
She described the need to hold those in charge accountable for a lack of action and to address these issues of sexual harassment in the workplace not being taken seriously by employers
“I felt like I’m at the top of this burning building
I felt like we just didn’t matter to human resources
and feeling this sense of being worthless there,” she added
all these other expenses are covered by this job
you just have to go home with this mentality of keeping your head down to keep going just to pay rent or feed yourself
and it’s been really mentally exhausting to go in and just work every single day and it’s super heartbreaking.”
Tan alleges a chef made frequent comments about her physical appearance
engaged in inappropriate touching and was made constantly uncomfortable by their behavior and commentary
from offering to bring in high heels for her to wear to physically comparing female banquet servers with another chef in a sexually explicit manner
After human resources conducted an investigation
Tan had to continue working alongside the chef in the kitchen
where they escalated aggressive and predatory behavior toward her
and continuing to make sexually inappropriate comments within her earshot
began working at the Los Serranos Golf Club in 2021
The chef immediately began fixating on them
making suggestive comments and interrogating them about their romantic lives

Lake Los Serranos Mobile Home Park is known for its lake and waterfowl.
Canada geese that refuse to migrate have caused a messy and rather annoying problem at Lake Los Serranos Mobile Home Park.
The “resident” geese, as they are called, are laying eggs, getting bold, not moving for cars, attacking residents, and leaving behind slippery waste deposits.
Owner Jack Greening said the geese carry salmonella and diseases that can be dangerous to people with compromised immune systems. Some are laying eggs on rooftops with the potential for lice and mites entering the homes.
“They’re very aggressive especially at this time of year when they’re getting ready to lay eggs,” he said.
The goose overrun began seven or eight years ago when a resident dumped his backyard geese into the lake and the population began multiplying, Mr. Greening said.
To control the problem, Mr. Greening is following the advice of the U.S. Fish and Wildlife Service (USFWS) by coating the eggs with vegetable oil.
The eggs are then taken on the outskirts of the lake for coyotes and critters to devour.
The oil clogs the pores on the shell and prevents the eggs from hatching.
This method of population control led to rumors posted on social media that a maintenance man was maliciously killing Canada geese and destroying their eggs at the mobile home park.
“People with ignorance are making these statements,” Mr. Greening said. “They assume the worst and have no idea what is going on.”
Pam Bierce, spokesperson for USFWS said it is legal for landowners and local governments to destroy the nests and eggs of resident Canada geese when necessary to resolve or prevent injury to people, property, crops, or other interests, as explained in a fact sheet.
The eggs of migratory bird species other than resident Canada geese may not be destroyed.
Landowners must register on the USFWS website between Jan. 1 and June 30 of the year in which the nests and eggs will be destroyed. Instructions are provided on how to conduct nest visits and how to report the number of eggs destroyed.
Fawn Witten, who has resided at the mobile home park for 19 years, said the resident geese are the ones that act like they own the road while the migratory geese scamper out of the way.
Ms. Witten, a self-described animal freak, said she loves the geese and wildlife.
“I feel sad when the eggs are destroyed and the geese can’t hatch their babies,” she said. “The geese hang around and grieve for awhile. You don’t think of a bird having a loving spot but evidently they do.”
Andrew Hughan, spokesman for California Department of Fish and Wildlife, said the agency doesn’t believe in destroying wildlife and would not condone the practice, on moral grounds.

Dollar bills and coins were thrown into the fire in tribute as tribal elders sang songs reserved for special occasions
Siva and his cousin chased after the singed money that fluttered out of the flames
largely ignoring the traditional lyrics in the background
The specific words and rhythms are now distant memories for the 84-year-old Siva
I didn’t learn any of those songs because they’re only sung for a specific occasion,” he said

The following year, the ceremony was hosted by another tribe, but over the years, the people who knew the Indigenous songs died without passing them on.
Siva is working to change that. For the last 25 years, the Banning resident has been a tribal historian with the Morongo Band of Mission Indians.
For thousands of years, the Serrano language was passed down through oral tradition. The word “Serrano” comes from the Spanish term for “highlander,” which is what the 18th century explorers called the Maara’yam people.
Stories were passed on for generations by elders, but Siva thinks by the 1950s, some of the oral history — as well as the Indigenous language, which has many dialects — had already begun to fade away.
Dorothy Ramon, Siva’s aunt, was the last “pure,” or fluent, speaker of the Serrano language.
In the 1920s, Ramon was forced to attend the Sherman Institute in Riverside, a boarding school meant to assimilate Native American children and strip them of their Indigenous traditions and languages. But Ramon and her siblings were encouraged by their grandfather Francisco Morongo to keep their language alive or risk losing their heritage.

Araujo-Levinson, a mathematics student at Cal State San Bernardino who views grammatical rules like equations or theorems, shares his love of languages — including the Serrano dialects — on his YouTube channel and even earned a job with the Morongo Cultural Heritage Department as a language preservation specialist.
Siva relishes having such a natural — if unconventional — student.
“He surprises everyone with his ability to pick up and to understand and all that’s required to write,” Siva said. “Not many people can do that.”
About two years ago, Araujo-Levinson translated a tale told in 1918 by Yuhaaviatam leader Santos Manuel to anthropologist J.P. Harrington. The story, titled “What Owl Said” and initially written in English and Spanish, was translated into Serrano with Siva’s help.

The story describes the darkened skies and four boys playing in the rain. Then an owl visits an old man who was sleeping. The owl tells him to sing and play his rattle in the morning. The story ends with the old man’s music chasing away the rain.
Puuyu’ taaqtam hihiim taamiti.’ Puuyu’ peehun ’a’ayec ‘amay’ nyihay kwana.’ (All the people saw the sun. They were all happy.) Kwenemu ’api’a’ puuyu’ taaqtam poi’cu’ chaatu.’ (After that, all the people began to sing.)
The end of such storytelling — in the native Serrano language — is what Siva fears. He never set out to become Morongo’s tribal historian. As a teenager, he wanted to play the saxophone but after decades as a teacher, from elementary schools to universities, he understood the responsibility to preserve his language.
He said his family used to struggle for the right word in Serrano and came up short.
“They would say, ‘Oh well, so long, language,’ ” he said.
“That was the ending of our ways, you know,” Siva said of the long-ago celebrations on the reservation.” Without having those things ... without having the ceremonies, they were gone,” he said of the Indigenous culture, language and songs.
“We’d hate to lose him,” Siva said. “He’s just one of those talents. It’s great to see him teaching it. Teaching it is so important now.”
Siva recalled his aunt telling a story of how her grandfather was once approached by a neighboring tribal community, who admitted it had lost its songs to honor the dead. It was a humbling experience, she said, and Morongo offered to teach the community the Serrano songs.
He explained that the songs are from the creator and meant for all of God’s children. But the experience left an impression on the family — especially on him, Siva said.
“My great-grandfather told his family: ‘You have to remember your culture and language, or else you’ll be left a wandering tribe.’”

Deschutes County District Attorney John Hummel confirmed the cause of death Friday and said it “remains a very active investigation.”

but Janes said later they had contacted the man and that he turned out to be a neighborhood resident who was not involved

Dozens of heavily armed police officers and SWAT team members surrounded a home in the Los Serranos area of Chino Hills on Tuesday afternoon after a man suspected of shooting and killing another man barricaded himself in.
Donald McCarthy, 53, of Chino Hills surrendered and was arrested at his home at 4361 Val Verde Drive after a four-hour standoff that prompted a huge police response involving Chino, Chino Hills and Ontario police departments and the San Bernardino County Sheriff’s SWAT team.
Mr. McCarthy is being held on $1.75 million bail on a felony count of murder at West Valley Detention Center in Rancho Cucamonga. He is scheduled to appear Wednesday in Superior Court.
The victim was identified by the San Bernardino County Coroner’s office Thursday as Robert Burdett of Brea. He was pronounced dead at the scene by Chino Valley Fire District paramedics.
Many neighbors on Val Verde Drive and the surrounding streets were kept away from their homes until late Tuesday as homicide investigators began looking into why the 53-year-old man was shot and killed around 2:30 p.m.
“There was an argument between the suspect and the victim, but details on what they argued about are not clear at this time,” said San Bernardino County Sheriff’s spokeswoman Cindy Bachman.
Mr. Burdett owns a vacant piece of land next to Mr. McCarthy’s home, Mrs. Bachman said. Mr. Burdett was there for landscape maintenance when the argument began, she added.
Police positioned themselves around a three-block area surrounding the home, closing streets and evacuating many people in nearby homes. Some residents were told to stay inside their homes, police said.
A San Bernardino County Sheriff’s helicopter flew overhead as did at least three television news helicopters watching over the scene as officers armed with rifles converged on the house.
“Detectives continued phone contact with Mr. McCarthy when he eventually exited the home and surrendered,” Mrs. Bachman said.
By 6:32 p.m., Mr. McCarthy was taken into custody without further incident.
