A new residential project has been proposed for development at 7 Mount Lassen Drive in Lucas Valley, San Rafael
The project proposal includes the development of a new residential project bringing 29 single-family residences
Haven Development is the project developer
The scope of work includes the development of 29 single-family homes in the unincorporated Lucas Valley area of San Rafael
23 will be offered as market-rate single-family homes and six will be offered as affordable single-family homes
The affordable homes will be reserved for households with incomes between approximately $84,000 and $251,950
or 50% to 150% of the area’s median income for a three-person household in Marin County
Per a press release by Marin County website
the site was included in the County’s recently adopted Housing Element
The inclusion of a development of this nature in the County housing plan means that an environmental review has already been conducted and further review is not required
A project application was submitted to the Marin County Community Development Agency (CDA) in October
Once the application receives final CDA approval
the applicant can apply for building permits
The estimated construction timeline has not been revealed yet

New renderings have surfaced for an affordable housing project to rise at 121-197 Marinwood Avenue in unincorporated land just north of San Rafael in Marin County
The project will bring over a hundred rental units to vacant land next to a grocery store in the Lucas Valley area
Tableau Development Company is responsible for the application
one on the northern side of the existing Marinwood Market grocery store
The new structures will yield a combined 108,640 square feet and reach a maximum height of 39 feet
The floorplan for Building D includes a 1,040-square-foot retail space where the developer is ‘contemplating a cafe’ according to the application
Residential services and amenities will be centralized in Building B
including 124 spaces for residents and 65 spaces for the existing grocery store
Additional space will be made for 125 bicycles split between Buildings B and D
One of the 125 units to be constructed will be dedicated to an on-site manager
The remaining 124 units will be designated as affordable to households earning between 30% and 70% of the area’s median income
“this equates to an annual household income of $53,000 to $98,000 for a family of four.” The developer has invoked Senate Bill 330 and the State Density Bonus program to streamline the approval process and increase residential capacity
Sacramento-based LPAS is the project architect
Renderings show a familiar townhome-style design with the typical gabled roofing and articulated exterior massing
Facade materials will include the typical cement plaster
while wall shingles will add some local connection
The project application states that the project design takes inspiration from the California Craftsman Style by “incorporating sloped roofs and bay windows.”
Carlile Macy is responsible for landscape architecture
Plans will remove around eight or nine of the 21 trees across the site today while introducing 128 new trees to shade surface parking and decorate the open space
The outdoor amenity space will include two play areas and a central courtyard between Buildings B and C
Initial plans were filed with the city in late October of last year
the project team hopes to break ground before the end of 2025
and construction will last approximately 18 months
Crews will preserve the existing market on the 5-acre site and remove surface paving across the development’s footprint
Atlanta-based Impact Residential Development is the property owner, working with Tableau Development. Impact Residential is an affordable housing offshoot of Starwood Capital Group, a Florida-based investment firm with over a hundred billion dollars in assets founded by Barry Sternlicht

Downtown San Rafael can be reached within 34 minutes via public transit or bicycle
The Affordable housing is actually for the working/middle class who find it hard to live in Marin
There used to be a dry cleaners (and some other shops) to the south of Marinwood Market that had chemicals seep into the ground
Nothing could be built until that was cleaned/mitigated in some way
I haven’t noticed anything indicating that type of work
but assume it was done to allow this to move forward
From what I could tell they dug down and removed a ton of contaminated dirt from below where the old cleaners sat
Hopefully that won’t be an impediment any longer
This site is on a toxic waste cleanup site
It is not safe for residential until fully remediated
It is positively immoral to provide “affordable housing” where pregnant women
elderly and immune compromised are particularly vulnerable

Having worked as chairman of the Cleanup Marinwood Plaza Oversight Committee for the past 12 years
I do not see the area being cleaned up for residential for 3-4 more years based on current activity
The area north of the market (the old Union 76 station) was declared by RWQCB not appropriate for residential development
RWQCB my succumb to allowing vapor barriers over the properties to expedite the process and rid themselves of the oversite
I would like to see it cleaned up to residential standards
but also have commercial development instead of or in conjunction with housing as proposed a few years ago
So if they put a vapor barrier under the housing to be placed where the old gas station used to be does that push the vapors further into the existing marinwood neighborhood where I live

There will most likely be two cars per house hold or over two hundred cars trying to get on the freeway in the mirning and off at night and there is already commuter traffic

CA – Marin County residents were doused with a healthy dose of rain this weekend
Since Thursday evening most places in the San Francisco Bay Area got more rain than in all of October of last year
a National Weather Service meteorologist said
the weather service released rain totals for the Bay Area counties
revealing some of the largest amounts of rainfall over the region
a gauge in the Santa Cruz Mountains off Ormsby Cutoff Road recorded 11.45 inches as of Monday morning
Unofficial totals showed the 72-hour sums for Marin County as of Sunday night:
A coastal flood advisory for the entire California coast is in effect until 3 p.m
and high astronomical tides and large ocean swell will cause minor coastal flooding and beach erosion through Monday afternoon
but precipitation is expected to end by late afternoon
No weather hazards are forecast after Monday

San Francisco and San Mateo counties are under a flood advisory until 5:15 p.m
up to 2 inches of rain has fallen on the San Francisco region
and up to 1.5 inches are expected this afternoon
The weather service expects flooding in San Francisco
Several roads in Marin County are closed due to flooding or landslides
including Shoreline Highway from Keyes Creek to Tomales
Levee Road from Shoreline Highway to Bear Valley Road
Platform Bridge-Sir Francis Drake Boulevard to Point Reyes and Petaluma Road
Shoreline Highway from Point Reyes to Olema Road
Mount Tamalpais has soaked up over 16 inches of rain
Santa Rosa as much as 6.5 inches and San Francisco and Oakland recorded about 3 inches
while San José received less than half an inch so far
“Mount Tam has been kind of our big winner so far,” Murdock said
A third system will sweep through the region on Thursday
but Murdock said it won’t bring rainfall as intense as previous storms
“Out of what we’ve seen so far
this is going to be the lesser of these three surges in terms of rainfall,” Murdock said

and extreme precipitation is expected to cause flooding across the North Bay
A flood advisory is in effect until 4:45 p.m. due to excessive rainfall in parts of Sonoma and Marin counties
The agency predicts rapid river and stream rises will cause minor flooding in the region, partly due to a “line of thunderstorms from 7 miles south of Dillon Beach to 34 miles southwest of Point Reyes Station
including Tomales Bay and Stinson Beach,” forecasters wrote in a severe weather statement that was extended to 3 p.m
The Sonoma County Sheriff’s Office said authorities responded to a mudslide in Forestville that carried an unoccupied home into the Russian River around 12:30 p.m
Deputies and firefighters evacuated homes in the area
Forecasters note that up to 5 inches of rain have already fallen over the past day
and the atmospheric river will drop up to 1.5 more inches of precipitation
resulting in flooding at Point Reyes Station
Residents can expect water on roadways and overflowing drainages
Meteorologists expect wind gusts of up to 70 mph will create “considerable tree damage” as well as damage to “homes
roofs and outbuildings.” Other places impacted include San Rafael
“Anyone outdoors should move to shelter inside a well-built structure and stay away from windows,” forecasters wrote
“Torrential rainfall is also occurring with these storms and may lead to flash flooding
Do not drive your vehicle through flooded roadways.”
Update, 12:31 p.m.: The National Weather Service issued a flood advisory due to excessive rainfall in southeast Marin County until 4 p.m
“Overflowing poor drainage areas have already caused minor flooding in the advisory area
Between 2 and 6 inches of rain have fallen,” forecasters wrote in the advisory
As a result, the agency expects minor flooding in low-lying and poor drainage areas, as well as water over roadways. Bolinas Road is closed from Azalea Hill to Highway 1 in West Marin due to debris on the roadway
Platform Bridge Road is closed to Sir Francis Drake Boulevard in West Marin due to localized flooding
Parts of Marin County have received up to 5 inches of rain over the last 24 hours
and forecasters are still expecting a few inches more in the next three to six hours

The weather service wrote locations that “will experience flooding” include San Rafael to Novato
Garcia said wind and rain will reach their peak in the North Bay on Tuesday afternoon and “then drag down south across the Bay Area.”

probably through commute time,” he said
Original story, 10:15 a.m.: Tuesday morning’s atmospheric river storm has stalled over the Bay Area and could be stronger than was initially forecast

The potential for a “landfalling waterspout or weak tornado can not be ruled out,” according to the weather service’s morning memo
“It’s definitely a non-zero chance that we could get a spin up in the North Bay and down through the peninsula,” Garcia said
Garcia said San Francisco could also experience severe thunderstorm warnings
potential flash flood warnings and an “outsized” chance of a small tornado warning
“This is one of those times where the people in the city really need to pay attention to what’s going on outside before venturing out because they could be putting themselves in harm’s way,” he said

Green Valley Creek at Martinelli Road in Sonoma County has reached a moderate flood stage
and a flood warning is in effect for central Sonoma County
The Russian River at Guerneville and the Napa River at St
Helena could reach a minor flood stage either late Tuesday or early Wednesday
The weather service issued a flood warning for the Russian River for late Tuesday evening until further notice
At least one school in Guerneville is closed because of the storm
and Sonoma County has alerted residents in multiple RV parks along the Russian River and creeks that flow into the waterway that flooding may occur

“We’re in the process of alerting them and letting them know that they’ve got an issue and should move to higher ground,” Wallis said
“Because we’ve had a relatively wet winter
we are beginning to see downed trees and some landslides.”
Wallis said portions of at least two roads in Sonoma County — Cavedale Road and Porter Creek Road — are closed due to flooding and minor landslides
After the November storm that wreaked havoc on Sonoma County
Wallis said the county is paying close attention to how the two atmospheric rivers develop this week
“One of the things we learned in November is that the situation can change drastically and quickly,” he said
“We are watching this very carefully
but it’s not in the same category as the November floods.”
Meteorologists expect Tuesday’s storm to lose momentum overnight before a short reprieve on Wednesday
“Anything that falls on Thursday is just going to be pure runoff,” Garcia said
“So we could go into flood much easier.”

Marinwood Propco and Tableau Development submitted an application to build 125 units at the site
designed to offer housing for households making between 30 and 70 percent of the area median income
The proposal is still in its early stages and will undergo a full housing compliance review and extensive public outreach
County officials said the project is in line with its new housing plan
which charted specific areas to build new homes
including those designated for affordable housing
"By adding affordable housing in a location new services and amenities
this proposed development will use resources efficiently
and helps to meet our commitment to fair housing and addresses disparities that have occurred from past housing decisions," said Sarah Jones
"It will be a great opportunity for some of Marin's workforce to live near their jobs."
The CDA acknowledged the proposed project could raise some community questions and pledged to involve the neighbors throughout the process
"We know that some in the Marinwood area may be concerned by this application," Jones said
"But the county's role is to create affordable housing that supports health and safety
while being sensitive to environmental and community resources and the views of residents
We'll seek to meet those in evaluating the project."
