Tate Reeves answers a reporter's question on his announcement of a tech company expected to invest $10 billion to build two data processing centers that will create 1,000 jobs in central Mississippi
Governor Tate Reeves (R) said Thursday that legislative budget negotiators agree on 95 percent of the state’s $7 billion Fiscal Year 2026 budget
word around the Capitol is that the chambers remain at odds over a local projects spending bill
Reeves said he gave appropriators until April 30 to come up with an agreeable fiscal plan
“This notion that I think it’s a good expenditure for the taxpayers to spend $100,000 a day for the two chambers to come to Jackson and stare at each other
that’s just not a very good idea,” Reeves said
The governor did not say when he would call a special session
he is hoping leaders will come to an agreement sooner rather than later
What appears to be stalling the passage of the budget bills is whether to bring local projects bills to the floor
The bill would fund certain projects across the Magnolia State
Reeves said that he expects a budget before the June 30 deadline
The governor also sent a warning to lawmakers about playing politics with the budget
We can have debate on any expenditures of the capital expense fund
but the annual operating budget will not be used as leverage going forward by anyone,” Reeves said
adding that lawmakers’ main job is to pass a budget
Leaders were mum on Friday on where budget negotiations stand
Governor Delbert Hosemann’s office confirmed that budget negotiations are ongoing but gave no specifics
Speaker of the House Jason White’s office did not immediately return a message seeking comment
White recently told the Clarion-Ledger that the House has communicated its position clearly to the Senate and that they would like to include local infrastructure projects
Legislators failed to pass the state’s annual appropriations bills before sine die
Tensions hit a boiling point when the House did not convene for what is traditionally referred to as conference weekend
the time when budget negotiators meet to hammer out the state’s budget
House leadership argued they did not want to rush the budget process
giving him the power to set the agenda for a special session

It’s the latest instance of tree damage to spark outrage in Sydney, after several palm trees were poisoned in Tamarama and a person dubbed the “Allman Park serial killer” poisoned trees in Ashfield
the culprit was identified by council as homeowner Marco Fanuli
who along with his wife had recently acquired the home from his parents
and the tree loppers fined $6000 for destroying the tree
But he says the decision to remove the tree was made for safety reasons

“It was a beautiful tree – home to many birds and wildlife

“After the intense storm in January that brought down lots of trees across Sydney
a number of large branches fell on our house
They significantly damaged our roof and caused us to fear for our safety living directly under such a large old tree,” he said
“While we urgently did what was necessary for our safety after the storm
I did notify council of our intention to remove the tree and submitted an official permit application the day prior
I understand it wasn’t enough time for formal approval to be given; however
we felt the ongoing risk to our home was too high to wait.”

and a key selling point will be the recently approved development application
which allows construction of a second storey
An independent arborist report commissioned during the DA process determined the tree was healthy
and was to be protected during any future construction

If a council is successful in prosecuting a case in the Land and Environment Court
the fines given out can be much higher – the maximum for an individual is $1 million
A spokesperson for Waverley Council said it was considered unlikely that court action would result in a higher fine
Mayor Will Nemesh has joined other Sydney mayors in calling for tougher penalties for tree vandalism
A state government plan to double the fines for individuals is open for community feedback

Oscillator 1 is defined as the “west coast” oscillator
delivers a more traditional “east coast” function with PWM
Filtering is taken care of with the implementation of two filters (high and low pass)
mod routing is designed to be a simple task

The keyboard is a Fatar polyphonic aftertouch affair which fills me with joy
expression is absolutely essential and so it is great to see this
There is currently no mention of any MPE capability
Two prototypes will be available at Superbooth ahead of a planned summer 2025 release
Expect some details of the synth to change as Frap Tools finalise the prototypes into production units
For example some pictures seem to show CV connectivity
I think Magnolia will be a truly wonderful instrument with a big future

The Seattle Fire Department (SFD) rescued a man who was stranded on a hillside at 32nd Ave West and West Galer Street in Magnolia on Sunday
Once crews arrived on scene at around 8:45 a.m.
they conducted a rope rescue using an aerial ladder to lower firefighters down to the man
They were able to raise him up and over top of the cliffside
but it’s not clear what led to him getting stuck on the hillside

The White House has planted a new sapling to replace an ancient magnolia named for President Andrew Jackson
The nation's seventh president brought the seeds of a southern magnolia tree from his home near Nashville
to the White House lawn in the early 1800s
part of a group of magnolias near the South Portico
the Offices of the President and the First Lady
Jackson, whose nickname was Old Hickory was inspired by his tough-as-a-tree demeanor, planted the tree in memory of his wife
Nearly 200 years on, President Donald Trump ceremoniously helped plant the 12-year-old magnolia sapling taken as a cutting from the original tree
The sapling was grown offsite at the National Park Service Greenhouse as part of a plan to replace its parent
the ‘Jackson Magnolia’ tree has reached the end of its lifespan and must be removed due to safety concerns," the park service said in a joint statement with the White House
Jackson began his career as a soldier in the Revolution
congressman and senator; a Tennessee State Supreme Court judge
a major general in the Army during the War of 1812 and was the seventh president of the United States from 1829 to 1837
The National Park Service designated Jackson's magnolias as "Witness Trees," for having borne witness to "significant historic and cultural events," according to a park service a Cessna airplane crash
targeting the White House in September 1994
The average lifespan of a southern magnolia is 100 years
“Remnants of the old tree will be preserved by the Office of the Curator and honored by the White House
and this new tree will continue the heritage of the ‘Jackson Magnolia’ for generations to come," according to the joint statement
In a social media post, the White House rebranded the new sapling a "MAGAnolia," in a nod to Trump's "Make America Great Again" campaign slogan
the National Park Service phrased it differently in the joint statement
noting that the sapling "will continue the tradition of honoring this tree’s history."

2025 has been a year of celebrations already
But in all these celebrations—Mardi Gras beads flying
orange-clad boat parades in Amsterdam—one moment stands above them all
I can still see my daughter and her new husband on stage at the end of their wedding night
The band had called them up for the final song
and shining with a kind of pure joy that I will never forget
My daughter has always been full of light—joyful
it struck me how quickly the years had passed
how all the little moments that made her who she is had led to this beautiful
No celebration this spring—or any spring—could ever come close to matching that
In the American South we eat shrimp and grits
In the small hilltop village of Montefioralle
the village’s only restaurant serves ribs cooked over a wood fire and seasoned only with salt and pepper
That preparation is nice if all one is eating is ribs
This is a typical Italian home-style preparation of ribs
These ribs are baked in a hearty tomato stock and are perfectly matched with polenta
sliced into individual pieces¼ cup House seasoning blend (see recipe)¼ cup Extra virgin olive oil2 cups Yellow onion
minced¼ cup Tomato paste2 cups Dry red wine1 – 28 oz
with juice2 tsp Kosher salt1 tsp Fresh ground black pepper1 recipe Polenta (see recipe)
Season the ribs with the house seasoning blend
Heat the oil in a large roasting pan over high heat
sear the rib pieces on each side until browned
set the ribs aside and lower the heat medium-low
about 4-6 minutes. Add the tomato paste and stir constantly for 5 minutes so as not to scorch
Deglaze the pan with the wine and reduce by half
salt and pepper and continue cooking for 5 more minutes

For many years, the Italian company Frap Tools has made high-quality Eurorack modules with sophisticated designs. In 2023, I had the pleasure of interviewing the team extensively
the company celebrates its 10th anniversary with something big and surprising
the company’s first analog keyboard Synthesizer
this isn’t Frap Tools’ first keyboard they’ve developed
The team also worked on the Nonlinear Labs C15 and crafted the wooden enclosure. However
Frap Tool is completely breaking new ground with the Magnolia synth
only that Magnolia will be an 8-voice analog through-zero FM polyphonic Synthesizer
This analog technique is often found in Eurorack oscillators but never in classic hardware synths
It’s nice that someone is now doing this
They say that the analog core can create all the sounds you know from their modules Brenso (complex oscillator)
which indicates that there are two oscillators
and sliders for an ADSR envelope with hold and delay
There is also a button with various modes (single
and split) that could point to the filter routing
there is also a button that changes the voice operation from polyphonic to mono or legato
Frap Tools describes Mangnolia as a West Coast polyphonic Synthesizer capable of classic analog subtractive synthesis
visitors can explore two pre-production units

But that might just be my take as it’s a much more streamlined interface
I know many say they think the interface is beautiful
I find it not only visually disjointed and offputting
but it also seems to me a very ergonomically inefficient design
Also the interface is unnecessarily spaced out meaning a lot of hand travel for no good reason
it’s a protoype not the finished product
it already sounds amazing even tho they say it is not finetuned yet

Magnolia Oil & Gas Corporation has posted a net income of $106.6 million for the first quarter
up 9 percent compared to the corresponding quarter in 2024
The company said production grew by 14 percent year-over-year to 96.5 thousand barrels of oil equivalent per day
including 39.1 thousand barrels per day of oil
which are quarterly production records for the company
Giddings' production increased by 25 percent in the first quarter compared to last year
with oil production up 17 percent from Q1 2024
It accounted for 79 percent of the total company volumes
Magnolia’s Q1 capital spending on drilling and facilities reached $130.4 million
anticipated to be the highest quarterly rate for 2025

It said its two-rig and one-crew program has driven over 40 percent production growth and doubled production in Giddings over the past four years
Around 75 to 80 percent of 2025 activities will involve multi-well development pads in Giddings
along with appraisal wells to test concepts and expand the play within its large acreage position
The Giddings development program includes drilling multi-well pads in Magnolia’s core 200,000 net acre area
“The strong start to this year including our better well performance and improved capital efficiency allows us to raise our guidance for 2025 year-over-year production growth to a range of 7 to 9 percent compared to our initial outlook of 5 to 7 percent”
we are lowering the range for our 2025 capital spending to $430 to $470 million
a reduction of approximately $25 million or more than 5 percent from the midpoint of our original spending plan”

According to Magnolia Police
officers were dispatched to a physical disturbance along FM 1488
The incident began when two drivers stopped in the middle of the roadway near FM 1774
One of the men allegedly got out of his vehicle and started a physical altercation with the other driver
police say the suspect pulled out a gun and threatened the victim
That’s when Sheriff Doolittle happened to drive up on the scene
The sheriff quickly intervened and defused the situation without incident
A quick-thinking woman who witnessed the situation in her car pulled out her phone and recorded the altercation
captured video of Sheriff Doolittle disarming the suspect and deescalating the situation
“I thought it was amazing how quickly he reacted and got the situation under control
especially being by himself,” Whitten told KPRC 2
The suspect was taken into custody moments later and charged with aggravated assault with a deadly weapon.
Magnolia Police gave a public shoutout to Sheriff Doolittle for his swift actions
even joking that he handled the situation without so much as dirtying his white shirt
They also announced plans to make the sheriff an honorary Magnolia Police Department officer for stepping up when it counted
Montgomery County Judge Mark Keough released a statement:

but Mississippi State is a rare baseball program
the program was college baseball when college baseball wasn’t cool
it’s success helped make college baseball cool
The job of MSU athletics director Zac Selmon is to now protect the Bulldogs’ brand
His worry is not the brand for college baseball in Mississippi
the state isn’t putting its best foot forward
“We have not consistently met the standard of success that our university
fans and student-athletes expect and deserve,” Selmon said in announcing the Lemonis break-up
Lemonis had ample time to build a program to meet that standard
but the there is ebb and flow in the demands
The program has made multiple trips to the College World Series
and the first step is becoming a consistent NCAA Tournament program
Earning a 2 seed on the road in his only postseason appearance since winning the national championship in 2021 – the Lemonis body of work in his last four seasons – wasn’t going to cut it
The three other seasons – this one trending that way with the Bulldogs 7-14 in SEC play at the time of the firing – not only weren’t tournament material but weren’t close to it
Might Lemonis’ fate have worked out differently if the Bulldogs had hosted a regional last year

It was hoped that would be a springboard in a Lemonis-led restoration project
but it turned out to be a shooting star instead
“You win the first national championship, in any sport in school history, go to a regional last year then get fired mid-season the following year? They should have built a statue of Chris Lemonis. He did something no one has ever done @HailStatebb. To fire him mid-season is an absolute joke,” ESPN’s Kyle Peterson wrote on X.
and that’s the business of college athletics
is that Lemonis since the championship is 42-69 in SEC games – 25-56 without the shooting star
What can’t be debated is that he led the Bulldogs to back-to-back Omaha trips in 2019 and 2021 – the 2020 season was cancelled – and won it all the second time
Critics say his best seasons — SEC records of 20-10 in 2019 and 2021 and home postseasons leading to Omaha trips – happened because of someone else’s players
but he’s not the first head coach in any major sport to reorganize a roster
The new coach still has to push the buttons and make decisions
“Coach @lemo22, thank you for everything you have done for me. You changed my life, and you fulfilled mine and many others’ dreams on that night in 2021! Love you and appreciate you for everything,” former outfielder Kellum Clark wrote on X when news of Lemonis’ firing spread
the timing of Selmon’s decision will be largely forgotten if his next hire meets his standard
Names of plenty of experienced head coaches
as well as a number of assistants considered now to be rising stars – not shooting stars — in the business
Whoever lands the job will be given all necessary resources and will be celebrated as royalty in the short term
Selmon needs to handle this hiring with care
The program’s tradition and passion are unrivaled
A beloved former player from the championship team says it might be wise to consider those things in the hiring
Tanner Allen says the next coach should be “somebody who has an old-school coaching style and fully understands the Mississippi State baseball culture. Hard-nosed baseball players create scrappy teams. (There are) too many cars in the parking lot. It’s time for trucks and boots to come back. That’s our identity as a program,” he wrote on X.
The best part of being a dog owner is the joy they bring you
Tessie has always had mother-like instincts and seemed to know what we needed most at the time
I can’t tell you how many times I’ve looked into this beautiful dog’s brown eyes and felt immediately better
but I’ve shed several tears through the years with nobody to witness them other than her
even though she couldn’t give me any life changing advice about whatever situation I was going through
She’d just sit on my foot and let me rub her head and get out whatever I needed to get out
she seemed to know when to just be still and be there for me to rub on.
We got Tessie over eight years ago here in Hattiesburg
At the time we already had a couple of dogs that were getting on up in age
but I wanted a working dog to take hunting and fishing
I had aspirations of training her to be a duck dog
but quickly realized that was way more work than I was willing to put in
couldn’t care less if she ever trailed a deer
She was a really cute puppy and that was plenty enough for them.
The entire first ride home I was questioning whether I’d lost my mind
She wouldn’t be still in the car and ended up riding the whole way to the house in my lap
I didn’t think we’d ever pry Tessie away from her so she could go to bed
She held and squeezed that puppy so tight I was actually worried that she’d suffocate her
Our middle daughter was already asleep for the evening (she was almost two) so she had to wait until the next day to play with our new pup.
Fast forward a few weeks and we already had a giant dog on our hands
I was worried she’d never stop growing and I wondered how we were going to afford to feed this eating machine
She was very smart and learned simple commands quickly
she took to fetching tennis balls almost immediately
And the timing of having a new pup around the house couldn’t have been better as both of our older dogs passed shortly after her arrival
We’d had the other two dogs since college and having Tessie made their passing a little easier to deal with.
She’d accompany me to the deer camp each trip and slept at the foot of my bed most nights
she picked up trailing a wounded deer quicker than I expected
A lot of those nights at the camp I was by myself
Over time she became very protective of me and the girls
I’ll never forget one night when I was in Vicksburg at the grocery store
I’d just gotten into the truck with her after grabbing a few items and was sitting in the parking lot reading a message on my phone
Out of nowhere she jumped into my lap and started growling
and there was a man standing there with a hood over his head
but I’m pretty confident he was about to try to rob me
The sight of that giant dog snarling must have been enough to scare him because he immediately took off running into the dark
It was at that moment that I knew just how special of a dog I had
Our three daughters all take turns feeding her and loving on her daily
Our oldest loves to take Tessie on walks around the neighborhood
but the risk of Tessie seeing a rabbit on the walk is too dangerous for them
We learned that an eighty-five-pound dog chasing a rabbit while attached to a fifty-five-pound little girl is a recipe for disaster
She’d developed some mysterious auto-immune disease and wasn’t doing well
We noticed the changes in her behavior and eating habits so another trip to the vet was needed
This time there wasn’t much that could be done for her
I decided to take her home from the vet for one more evening of all of us being together
The girls spoiled her with baked chicken (her favorite) and more treats than I can count
We took one last walk around the neighborhood
and I even took her to the lake for one last quick swim
She didn’t have the energy to play fetch with tennis balls in the yard like we usually do
but she mustered enough strength to bring them back to me when I’d roll them on the porch
We gave her hundreds of hugs and kisses and spent several hours just sitting next to her rubbing her
Tessie always seemed to know how to comfort me when I was feeling down
so I’d like to think they understand when things are out of sorts
As I rubbed her head on our porch the next morning
I looked down and she was staring right into my eyes
Those pretty brown eyes pierced through to my soul and the waterworks started again
The ride home was the loneliest I’ve ever felt in my life
but I’m going to hold out hope that one day I’ll get to stare into those eyes again
A temporary restraining order has been placed on three companies by a Harrison County Chancery Judge in a move Attorney General Lynn Fitch (R) says protects small pharmacies
The order was approved by the court on April 23
It states that the aim is to protect independent pharmacies from allegedly being forced to accept discount cards that are harmful to their profit margins
The suit alleges Pharmacy Benefit Managers (PBMs) are to blame
and names three companies in particular: Good Rx Holdings
Mississippi’s independent pharmacies have been forced to take artificially low reimbursements because the PBMs have used their influence and leverage to effectively force non-negotiable contracts on them,” Fitch said in a statement. “These small business owners are already operating on razor-thin profit margins and this unfair PBM practice
especially when coupled by fees levied by GoodRx
often means they spend more to fill a prescription than they make on it.”
Inside Rx disputes the claims made by the Attorney General
“The allegations against Inside Rx in this lawsuit are false
Pharmacies are not forced or required to accept the Inside Rx discount card
Inside Rx is a voluntary program that helps make prescription drugs more accessible for many Americans
Inside Rx will vigorously defend itself against these claims,” an Inside Rx spokesperson stated in an emailed response
State Representative Stacey Wilkes (R) is concerned about the alleged practices she says could harm independent pharmacies
“The pharmacy submits the claim through the patient’s insurance
but the insurer covertly routes it through a savings card
and the pharmacy is then assessed a processing fee for a discount card it did not voluntarily choose to accept,” Wilkes said
“This practice reflects a clear abdication of responsibility by the insurer
effectively shifting the burden onto the discount cards.”
Forcing those businesses to accept the discount cards violates Section 83-9-6.1 of the state code
Fitch stated in the request to the court.
“I’m glad to see the Attorney General obtain the restraining order
We have a state statute from years ago that allows pharmacies to deny those discount cards
Most of the time they lose money by accepting them
they’re actually dispensing at a loss.” Wilkes said.
Requests for comment from Good Rx and CVS by Magnolia Tribune went unanswered.

While designed to reduce prescription drug costs for consumers
there are concerns that PBM practices instead lead to increased prescriptions costs
By controlling approved medication lists and reimbursement rates
PBMs state they use their leverage to negotiate lower prices and rebates with drug manufacturers
especially those that operate independently of large chains
allege the work of PBMs leads to unfair reimbursement rates for them while providing better rates to pharmacies affiliated with the PBMs
One bill that aimed to address the issue, HB 1123, died in the waning hours of the 2025 legislative session after State Rep
John Hines (D) raised a point of order in the Mississippi House over the addition of code sections in the conference report
a practice that violates the chamber’s rules.

I’d really held out hope that this week I’d be writing about killing a turkey
but as fate would have it I’m still not on the scoreboard
I’ve logged several miles over the last week chasing birds but haven’t quite been able to close the distance
enjoy one of the best turkey hunts that I’ve ever been on last week
I had three different birds gobbling within one hundred yards and I haven’t felt an adrenaline rush like that in a long time
I’ve heard of runners getting a high while running
but never turkey hunters getting a high while listening
The feeling I got while hearing them gobble has to be similar
There’s something magical about watching an old gobbler strut around and that familiar sound piercing the cool morning air
I spent the better part of an hour watching and listening to them do their thing atop a hill.
Those of you that turkey hunt are probably wondering how in the world I couldn’t close the deal on at least one of three gobbling birds within a hundred yards
let me answer it the best that I can for you
We got set up on the birds after they’d already flown down into a field
They started making their way across the field toward us and I thought for sure we were about to lay the smackdown
they stopped around 70 yards of where we were setup
We figured they’d eventually close the distance
Moving our position at that point wasn’t an option without them definitely busting us
The sun was beaming right down on us and there was no wind
so any movement we made would have been easily detected.
they lost interest and retreated slowly back across the field and over the hill disappearing into the woods
we could have moved then and worked our way around in front of the direction they were heading
but we would have had to trespass to do so
I won’t lie to you and say that I’ve never skirted a law or two in my life
but I’ll absolutely tell you that I’m not hopping a fence to kill a bird
What good would breaking the law be to kill a turkey
I like telling stories and you definitely can’t feel good telling a story about trespassing to kill your first bird.
We tried calling them back across the field to us
we cut our losses and decided to grab lunch then check the other side of the property for any activity
On the way out we encountered another gobbler strutting in the road
I apologized to my buddy for bringing my curse with me
took off through the woods like he was shot out of a canon
We figured he’d stay pretty cautious for a while
We returned that afternoon and setup near the area where we spooked the lone gobbler on the way out
The temperature had increased a lot since the morning and sweat rolled down my face while I sat as still as I could
I’ve never really thought about mosquitoes being a problem when turkey hunting
but if I didn’t get West Nile the other afternoon I’m probably immune to it
I’m not sure exactly how long we sat there
but my entire lower body was pretty much numb by the time we decided to call it quits
Clearly frustrated by our lack of a shooting opportunity
my buddy seemed dumbfounded on what all had gone wrong
had just finished one of the best days of turkey hunting that I’d ever had
but for me to get to watch three different birds strutting and gobbling
and then another one strutting in the road later on
I left there almost as happy as I could be
and that’s pretty rare for an empty-handed drive home
It’s almost like a drug that keeps you coming back for more.
I wasn’t even halfway back to my house when I called my buddy wanting to go again the next morning
the birds weren’t in the same location as the day before
so we didn’t get to watch and listen to nearly as much action
hear something else new for the first time
When walking into the woods that second morning I heard the most awful racket coming from a tree not too far from me
My initial thought was that it was some sort of cat
But when the growling stopped the faintest little gobble came from the tree
thing I think I’ve ever heard in the woods
When I told my buddy what I’d heard he let me know there was a really old Tom in that area with a very shallow gobble
We didn’t kill anything that morning either
I’m almost resolved to the fact that I may never kill one
but as long as I get to keep listening to them that’s almost enough
they are twenty-pound birds with inch long spurs on their legs that puff themselves up and gobble loud enough to be heard a mile away
Governor Tate Reeves speaks to energy leaders at an event on May 1
State and federal officials met with energy leaders for three hours in Jackson on Thursday to explore how to make Mississippi an energy-producing powerhouse
a cornerstone to the governor’s Mississippi Power Play
Governor Tate Reeves described the meeting as “productive,” saying “it was the first of several meetings” held to look at “bold solutions” to make Mississippi a bigger exporter of energy and to attract business
“While I’m proud of the big role Mississippi plays in America’s energy production
and oil and gas companies and cooperatives
he had a better understanding of the growth barriers Mississippi is facing
Throughout a 45-minute press conference after the summit
Reeves stressed the need to “knock down” regulatory hurdles.
“What we are going to do is knock down the roadblocks so [businesses] can come here,” he said
some of the “roadblocks” are federal regulations and outside of the Magnolia State’s control
Reducing the bureaucratic red tap would open up Mississippi to energy companies
and Mississippi has a simple message for them: “If you want to produce energy
Mississippi is a damn good place to do that.”
Reeves said energy production was key in helping Mississippi become the second-fastest-growing economy in the country and the fourth-largest income growth in 2024.
The governor pointed to massive projects like the data center in Madison County and a battery facility in Marshall County
He continued that producing more energy will attract advanced manufacturers to take relocating to Mississippi seriously

Hearings to examine military to civilian transition

The University of Mississippi has decided not to provide funding for the 2025 Oxford Pride Parade
citing efforts to comply with the new law that prevents public schools and public postsecondary educational institutions across the state of Mississippi from engaging in discriminatory practices under banner of diversity
“The 2025 Oxford Pride Parade will continue with support from many community partners. This year, the university has paused its institutional support as leadership evaluates the impact of new state legislation on university involvement in events and activities,” Jacob Batte, director of news and media relations at the university, said, as reported by the Oxford Eagle
“The university remains committed to fostering a welcoming environment for all while ensuring compliance with state law.”
The legislation – HB 1193 – signed into law by Governor Tate Reeves (R) is titled the “Requiring Efficiency For Our Colleges and Universities System and Education System (REFOCUSES) Act,” otherwise referred to as the anti-DEI bill

the National Institute for Early Education Research (NIEER) issued a report showing Mississippi as one of five states in the U.S
to meet all of the recommended benchmarks in early childhood education
A few of those benchmarks include early learning standards
“Providing a quality education for our state’s youngest children is essential to academic achievement,” said Dr
State Superintendent of Education in a statement
“Mississippi continues to be a national leader in this area
and we are thankful for the state’s financial commitment to ensuring the success continues.”
Other states reaching the same milestone for the 2023-2024 school year were Alabama
“Mississippi is emerging as a national leader in expanding access to preschool while maintaining top quality standards
the majority of Mississippi’s 4-year-olds still do not have the opportunity to attend state-funded pre-K programs
“When states put money into quality preschool programs
they are investing in children’s futures and can expect to see strong returns on their investments.”
The report states that 20 percent of 4-year-olds and less than 1 percent of 3-year-olds in Mississippi are being served by public-funded early education
While less than a quarter of children were enrolled
there were enrollment increases in Mississippi
It was noted that most states do not have public early education programs for 3-year-old children
37 percent of 4-year-olds across the nation were enrolled in a state-funded pre-K program
while only 8 percent of 3-year-olds were enrolled
In addition to meeting NIEER’s recommended benchmarks
the Magnolia State increased its national ranking in the report
moving to 31st in the category of preschool enrollment for 4-year-olds
Mississippi ranked 35th in the category the year prior
Mississippi was also noted as being one of 10 states in the nation that increased enrollment by more than 20 percent
The increase in enrollment drove an increase in Mississippi’s spending by nearly 83 percent
increasing from $14.4 million the previous year to $30.5 million in 2023-2024
The state benefitted from $1.2 million in federal recovery funds that year as well
Enrollment in pre-K programs nationwide increased by 1.7 million
demonstrating an increase of more than 110,000 children over the year
Investment in those programs across the nation also saw increases
COVID-19 response funding added another $257 million to that total.

One concern noted in the NIEER report focused on continued access to federal funding for early learning programs

and firearms and each lesson was closed with these words: "Any comments
or witticisms?" Regardless of the topic or location of the lesson
he would always include a devotional and the Gospel
He would tell others that he was the bearer of all knowledge
He touched many lives during his time on Earth and he will be missed by many

In an effort to address healthcare deserts within Mississippi
the Legislature took up a bill this session that would have changed the state’s medical collaboration requirements for advanced practice registered nurses (APRNs)
Mississippi law currently requires medical professionals in these fields to provide respective care under a “collaborative agreement” with a supervising physician
Supervising physicians are required to review 10 percent of an APRNs’ treatment charts within 30 days
The agreements are required to be maintained as long as the APRN is practicing in their respective field
As previously reported
and the subsequent committee substitute HB 1437
aimed to put a time limit on those agreements
Those hours would be retroactive for currently practicing ARPNs
“The Senate really didn’t have the appetite to take it up
especially after so much energy was put into CON (Certificate of Need),” House Public Health Committee Chair Rep
Samuel Creekmore (R) told Magnolia Tribune
was to address the medical care deserts seen in many parts of the state
he said Mississippi would be better positioned to attract more healthcare professionals to stay or move in state to practice
there are just over 2,000 general practice physicians working in the Magnolia State
which Creekmore noted is a decline from previous years
“The nurse practitioners can help fill that void for general practice physicians,” Creekmore added
Certified Registered Nurse Anesthetists (CRNAs) took center stage during discussion of the bill this session

Within Mississippi there are roughly 250 physician anesthesiologists but more than 900 CRNAs

Not only did Creekmore’s bill find resistance in the Senate
he said physicians expressed their opposition as well
“They say that physician-led healthcare is the best model for the state,” Creekmore elaborated
the state requires they only collaborate with 10 percent of the cases

Physicians also argue that the agreements demonstrate to the public there is quality in the healthcare they receive

The American Medical Association sent a letter to Creekmore in opposition to the legislation

“The stark difference in education and training between physicians and advanced practice registered nurses cannot be overstated
Physicians complete 12,000-16,000 hours of standardized clinical training
while nurse practitioners complete just 500-750 hours—less than five percent of physicians training
certified registered nurse anesthetists complete just 2,600 hours of formalized clinical training—again a fraction of that completed by physicians,” Madara stated
Weathers told Magnolia Tribune that the total number of hours required to become a CRNA is a bit higher
ranging from 9,500 to 9,800 hours of training
“We show that our training is very similar in style and length to the anesthesia training of a physician,” Weathers described
It is understood that physicians receive more training in order to obtain their position
That is why Stout says if the regulations were changed
there would be no need for someone to put in that amount of time to become an anesthesiologist or physician in other areas of medicine
“And I would argue the opposite as well
what happens to the physicians in the state?” Stout continued
“Do physicians want to work in a state that has those requirements
which essentially says that their degree really doesn’t have any more meaning than an advanced practice nurse
are you also for dental hygienists practicing dentistry
are you also for paralegals practicing law
What about the licensed practical nurse that’s been working for 10 years
so should we just make them RNs after a certain number of hours
During discussion of the bill in the Legislature
an argument was posed that anesthesia procedures are not directly performed by physician anesthesiologists
more than 75 percent of all anesthesia procedures are directly conducted by a CRNA
Stout disagrees that CRNAs are essentially working unmonitored
“I’d love to see that supportive data
that is just not accurate,” Stout said
As an anesthesiologist who has worked at three major hospitals in Mississippi
Stout said there is always a supervising physician on the premises
that is typically an anesthesiologist or other supervising physician
He admits that while the supervising physician is not always an anesthesiologist
about 90 percent of the time in larger hospitals where he has worked
and that physician is always involved in the patient’s care before
work with the CRNAs to form an anesthetic plan of care
he concedes he cannot speak for how things operate across the entire state
“Nurse anesthetists have some really good skills and we’re supportive of them and very appreciative of them,” Stout explains
“But we’re also involved in the pre-op
where they are during the critical part of the procedure.”
Weathers states that a collaboration requirement does not mean the collaborating physician is typically in the same facility
or the same town when the procedure is performed for that matter
He also takes issue with the requirement that only 10 percent of the cases be reviewed within 30 days
not the day the procedure is being conducted
“All of this has been defended by the physician anesthesiologists and the Mississippi Medical Association under the guise of safety
and there’s just not any evidence that supports that,” Weathers said
“This truly comes down to economics.”
While the collaborating physician anesthesiologist may not be in the building with their CRNA
Weathers confirmed there is always a supervising physician and/or surgeon in the facility who can lend a hand if an emergency were to arise.
“You’ve probably had anesthesia yourself from a CRNA and thought it was an anesthesiologist,” Weathers said
While there are cited negative aspects of the collaborative agreements
medical professionals admit to some benefits in the early days of their medical career
said her collaboration was more beneficial the first few years of running her clinic
she and the other nurse practitioners on staff made calls regularly to consult with the physician
in the early years I think it’s very beneficial to have that agreement there,” Clark added
from weekly or monthly to about 10 per year for the first three or so years into the clinic’s operation
Clark said she cannot recall a time in the past several years that she had a question for her physician
but she regularly calls other specialist medical professionals in the state with questions
Those medical professionals do not receive a fee from her like her collaborative physician
Some APRNs must pay their collaborative physician a fee on a monthly basis
Weathers said CRNAs do not typically pay fees directly to the collaborating physician
practicing nurse practitioners are required to pay monthly fees to their physician
and some physicians collect those fees from more than one nurse practitioner each month
Clark said she knows of some physicians who have collaborative agreements with dozens of nurse practitioners across the state
She pays about $1,500 a month for her clinic’s collaborative agreement
“Outside of my rent this is the second largest bill that I have at my clinic each month,” Clark added
“And when I think about what I could do with that money
I could implement chronic care management systems
which would take away several of the ER visits we have to send out.”
Creekmore said he is considering making adjustments to the legislation before he reintroduces a similar bill next session
One change will be to carry over the requirement to increase the number of spots in the Rural Doctor Program from 62 to 100
That was added as an amendment to HB 849 by State Rep
The other change will be to ensure those spots are directed to areas that truly are healthcare deserts to aid in overcoming recruitment hurdles
“Not everyone wants to move their families to some of these areas where not only is the healthcare insufficient
but so are the school systems and just the economic status of that area is on the decline,” Creekmore described
“Because right now in the rural physician program a doctor can end up in Tupelo or New Albany
which are pretty strong healthcare communities already
the Rural Physician Program is not necessarily addressing rural deficient areas like it should be.”
Weathers agrees with Creekmore that lessening the regulations will help with recruitment.
“Because if they can go across state lines and have less restriction and practice more freely and utilize the tools that their education has provided them
these professionals are going to do that,” Weathers added
As attempts at passing such legislation continues
so too will the opposition advocating to keep the regulations in place

Stout argues making such a change will not be best for patient care and doubts it will be an effective recruitment tool.
“I don’t think we’re going to have this massive influx of mid-level providers that go
