describing the changes as a foundation for how the city will be policed in the years ahead
Keen said his recent role as Interim City Manager gave him a broader perspective on the city’s operations and allowed him to reflect on the direction of the police department
While Manassas has earned national recognition through the Commission on Accreditation for Law Enforcement Agencies (CALEA)—including flagship and gold standard status—Keen said it was time to reevaluate the department’s guiding principles
“We needed to look at and change our mission and vision statements,” Keen said in a recent public video
“They set the foundation for how we will police the City of Manassas in the future.”
The new mission statement emphasizes promoting public safety and reducing fear through fair and impartial policing
The vision calls for a department culture rooted in dignity

While Chief Doug Keen’s remarks focused on the future direction of the Manassas City Police Department
the department’s most recent annual report offers important context about the current state of crime in the city
serious offenses—also known as Part I crimes—increased by 6% in 2024
These offenses include violent and property crimes such as homicide
Law enforcement agencies use these categories to measure overall crime trends because they represent the most impactful crimes on public safety
The city also recorded one homicide in 2024
other measures of police activity declined:
Officer-initiated activity decreased by 11%
The report also noted a 6% increase in domestic violence reports
reflecting fewer impaired driving incidents or enforcement

The City of Manassas has released its 2024 Annual Report
highlighting a year of transformative growth and community investment across sectors
The City’s economy expanded by 52% over the past decade
driven by continued investment and rising incomes
median household income soared to $117,919
and assessed property values rose by 10.8%
Manassas also retained the third-highest manufacturing wage in Virginia at $2,286 per week
Micron announced a $2.14 billion expansion that will create 340 new jobs—building on its previous $3 billion investment to establish Manassas as its global Center of Excellence for long-lifecycle memory
This latest move brings Micron’s total investment in the City to over $5 billion
reinforcing Manassas’ standing as a hub for advanced manufacturing and semiconductor innovation

A 4-year-old Prince William County boy who allegedly died as a result of neglect and mistreatment by his aunts and grandmother spent his last hours alive bound from his shoulders to his toes with plastic wrap and restrained to a mattress

a video was taken of his suffering in which he could be heard screaming
That was some of the evidence presented in Prince William County court for the first time on Thursday
the child’s aunt and one of the three people charged with his murder
Judge Katherine McCollam ruled there is probable cause to believe Dilda poses a danger to herself or the public
Dilda’s mother and the deceased child’s grandmother
were also arrested after the child was found dead in their Manassas apartment on Jan
according to Prince William County police and court records
A grandmother and two of her young adult daughters are facing charges of murder and child abuse after their 4-year-old grandson and nephew died Jan
dehydration and routine abuse that included being bound with packing tape and plastic wrap
The child’s cause of death has not yet been determined because the autopsy is not complete
Dilda and Romero have been charged with aggravated murder
felony murder and felony child abuse and neglect in connection with the child’s death
Wade has been charged with felony murder and felony child abuse and neglect
All three are being held without bond in the Prince William-Manassas Adult Detention Center
Romero and Wade by their parents since August 2023
At the bond hearing in Prince William County Juvenile and Domestic Relations court
prosecutor Roshni Dhillon presented two videos to the judge that investigators recovered from a Google account after they had been deleted from the phone of the deceased child’s 12-year-old sister
Dhillon said Dilda can be seen in the video holding masking tape used to bind the boy
“This is a maternal aunt who helped murder her 4-year-old nephew,” Dhillon said
located in The Regency Apartments on Shallow Creek Loop in Manassas
Fire and rescue crews attempted CPR and transported him to the hospital
a spokesman for Prince William County Police
said the boy had already died and that investigators reported seeing signs indicating he had been dead for longer than his family members reported to police
Dhillon said that while family members were at the police station being interviewed
Dilda sent a message to the boy’s sister telling her to “delete that video and text that you sent me and empty trash too.”
Dilda was described as “the primary caretaker” in the household
his two sisters and Dilda’s 14-year-old sister
The surviving children were taken into custody by child protective services
Romero and Wade are all scheduled to appear in court for a preliminary hearing on July 16

InsideNoVa estimates a home assessed at $456,259 would be taxed about $5,840
or $91 more than under the earlier proposal
Water and electric bills are expected to rise
and earlier estimates suggested the average household could pay about $22 more per month if the proposed increases are adopted
a rate adjustment study must still be completed before councilmembers adopt the fiscal 2026 budget in June
While most other personal property tax rates, such as those on cars, will remain flat
the city is raising the tax rate on data center equipment to $3.60 per $100 of assessed value to help diversify the city’s revenue stream
Councilmembers say the additional revenue is needed to help fund some of the city’s largest expenses
including a $1.8 million increase in local funding for Manassas City Public Schools
City leaders also say investments are critical to maintaining public safety
ensuring reliable infrastructure and supporting a growing student population
several residents voiced concerns over the cumulative impact of tax increases
public workers and families already dealing with inflation
“I just have to say that this has been the first time in the 40-plus years I’ve lived here that I’m concerned
extra concerned about living here,” said one Manassas resident
and I almost have to decide on something else
other residents urged the council to proceed with the increases
saying they are needed to preserve the services and amenities that make Manassas a desirable place to live
Several said they would rather pay a little more in taxes and utility bills than see cuts to schools
“I would guess that everybody wants to feel safe in their home
to be able to have dependable utilities,” another resident said
opportunities for residents of all ages to have cultural enrichment
But it’s also true that nobody likes to pay for things
and that we will always complain when prices go up.”
Vice Mayor Mark Wolfe said the city has historically had one of the lowest utility rates in the region
which has created a gap between what residents pay and what it actually costs to maintain
the city risks underfunding critical infrastructure and operations
and we all know that’s just not the reality of the marketplace that we live in … And what has happened is that we are now charging less than it costs to provide the service
because obviously that’s not a sustainable model
and to do so invites the demise of that system,” Wolf said
Councilmember Sonia Vásquez Luna echoed Wolfe’s sentiment
saying the council worked to keep rate increases as low as possible while ensuring the city could continue providing essential services
The proposed budget
which totals $511.7 million across all funds
reflects an increase of about $25.3 million
the general fund will drop by about $15.2 million
due to the timing of capital projects and reduced reliance on reserves
the budget includes funding for airport operations
The city is also continuing to invest in downtown development efforts
with councilmembers saying the goal is to maintain Manassas’ quality of life and support long-term growth
Council has advertised the $1.28 tax rate but has not yet adopted it
Members are scheduled to revisit the budget at a work session on April 30

The owner Manassas Mall is seeking a rezoning to add three multi-story apartment complexes
dubbed “the Rixlew Ribbon” to revitalize the 53-year-old shopping center
multi-story apartment complexes being planned for the back perimeter of the Manassas Mall
A rezoning needed for the apartments to move forward goes to the Prince William County Planning Commission on April 23

But a new development is designed to give it new life
The mall’s owner is pitching a major redevelopment that could add up to 1,041 new apartments and town-center-style shops and restaurants along the mall’s rear perimeter
a new vision for the property after more than 50 years as a traditional mall
it’s been working with Prince William County officials to put together a plan for a “mixed use” development — a combination of housing and retail — that fits the county supervisors’ vision of a more urban and walkable Sudley Road corridor

The plan would replace some of the mall’s massive back parking lots with three multi-story apartment complexes and smaller street-level shops and restaurants connected to the mall via tree-lined promenades
A 2-mile “wellness loop,” a landscaped trail dubbed the “Rixlew Ribbon,” would eventually connect all three complexes
Lionheart Capital has a history with these types of projects
It owns several shopping centers around the country and is redeveloping a large mall in Sterling Heights
the Manassas project will retain the existing shopping center and build around it
“It’s a vibrant mall that’s still the beating heart of the community
Things are happening here,” Greenfield said
The apartment complexes would be built in phases
is dubbed the “verdant village.” It’s an eight-story apartment building with 467 units built on top of a two-story parking garage
The second complex would have 368 units and the third 206 units
The buildings would be built mostly along Ashton Avenue and at the corner of Ashton and Rixlew Lane in areas that are now mostly wooded
All would all be market-rate apartments and townhomes of different sizes and types offered for rent — not to purchase
The plan does not include any affordable units
which are priced to fit different income levels
That’s a departure from the Prince William Board of County Supervisors recent decision to ask that developers set aside about 10% of a new projects’ units for affordable housing
The apartments are geared for young professionals and include amenities such as swimming pools
a dog park and a public park with a playground
Lionheart is asking the Prince William County supervisors to rezone 60 acres that include the Manassas Mall from a general business designation to a new category called “mixed use district
urban.” The application will go to the planning commission for a first review on April 23
designated the area for 50 to 100 dwelling units per acre
The Lionheart plan pushes the upper limits of those density ranges
But neither the lack of affordable housing nor the high density troubles Supervisor Tom Gordy
whose Brentsville District includes the Manassas Mall
Gordy said he sees the project as a way to revitalize a stagnant area where poverty rates are on the rise
he says the area around Manassas Mall already has plenty of lower-cost housing and more “high end” units are needed to relieve the cost pressure on existing units
“It’s a new energy on a site that’s for most part dated
so it will modernize the area,” Gordy said
“This is going to make it more a place for community
rather than a shopping center with a massive parking lot.”
Gordy said he’s anxious to move forward with the plan before it becomes “just another industrial area.” Indeed
Gordy said he’s concerned about the data center applications that have popped up for properties near the mall
undeveloped parcel on the north side of the mall that is not included in the Lionheart project
Supervisors have been trying since 2022 to discourage the company’s application to rezone the land for data centers
Gordy said he’s confident the community would prefer more housing there as well

“But they want more than just an affordable apartment

Demonstrators took to the streets to express outrage over Trump’s moves to gut entire federal agencies

but the group counted almost double that number by Saturday afternoon

Prince William County Fire and Rescue dispatched to scene
A QTS data center just outside of Manassas
As reported by local news outlets including Potomac Local and DC News Now
the gas leak was reported at 2:10pm local time
and Prince William County Fire and Rescue were dispatched to the facility at 9540 Godwin Drive
According to Fire and Rescue spokesman Matt Smolsky
noting that it "takes time to isolate and secure leaks of that size."
Details about what caused the leak have not been shared
DCD has contacted QTS and the Prince William County Fire and Rescue department for further information
there are currently no known injuries or evacuations associated with the leak
Traffic has been impacted on nearby roads including Route 28
QTS' Manassas campus currently has three data centers operating
The site is expected to eventually offer more than 190MW of critical capacity
located at 9400 and 9420 Godwin Drive and 9301 Freedom Center Boulevard
The upcoming three list their location as "TBD," suggesting that the leak has perhaps occurred at a data center currently under development
Toward the end of last month, QTS' founder and CEO Chad Williams announced he was leaving the company after 20 years at the helm
The data center company was founded in Kansas City in 2003

$4 million will go toward buying the property and $150,000 will be used for a feasibility study and settlement costs
The expense is funded in the county’s five-year capital improvement plan

Chronic wasting disease (CWD) testing after a recent reduction of the white-tailed deer herd at Manassas National Battlefield Park has revealed a case in the Prince William County, Virginia, part of the park, according to a news release from the National Park Service (NPS) yesterday
The deer was the first detection of the fatal neurologic disease in the park
"Manassas National Battlefield Park and other national parks in the area reduce deer populations to protect and restore native plants
and preserve historic landscapes," the NPS said
and West Virginia national parks conducting deer reduction operations participate in CWD monitoring programs for wildlife health."
Results from these parks were negative for CWD until 2024
when deer at three nearby national parks in Maryland and West Virginia—Antietam National Battlefield

Iron Mountain Data Center has filed for a permit to expand its Manassas data center campus in Prince William County
Submitted to the US Army Corps of Engineers Norfolk District on December 16
Iron Mountain is seeking a federal and state permit for a new data center on land west of Route 234 and east and north of Wellington Road in Prince William County
The parcel covers 17 acres and would see an expansion of Iron Mountain's existing data center campus
The new building will span 165,428 sq ft (15,369 sqm) across two stories
it would impact 0.19 acres of palustrine forested wetlands and 280 feet of stream channel
The notice states that the Corps will only issue a permit if "all wetland and stream impacts have been avoided and minimized to the maximum extent practicable." Iron Mountain has also proposed purchasing 0.38 wetland credits and 286 stream credits from the Whitewood Farm Mitigation Bank
The Norfolk District Corps of Engineers is accepting comments on the proposal until January 15
