Missoula, MT (KGVO-AM News) - Once a month, the Mansfield Center at the University of Montana hosts a special program featuring guests from the center discussing various programs at the center
Tuesday was a different story, as Mansfield Center Executive Director Deena Mansour and Katie Vaughan , Director of Civic Engagement appeared ostensibly to discuss one of the special programs sponsored by the center, however, the conversation actually centered around the recent budget cuts imposed by the DOGE (Department of Government Efficiency) program
“Things have directly impacted us at the Mansfield Center
including loss of millions of dollars in funding,” began Mansour
is not really a rational assessment of what our programs achieve
So we have just been informed that one program was immediately terminated
and that was our program to bridge divides
to bolster an understanding of our nation's military and the role of Montanans in that sector of our governments.”
Mansour said the Center had an existing contract with the federal government that she says has been violated
“With the full support of our congressional delegation
we had competitively been awarded a grant of what remains to be about $6 million to bridge divides
and this allowed us to serve a number of programs
and I'll have Katie as the director of those programs
but those were one of the first programs cut in the doge review of the Pentagon.”
Mansour is hopeful that the $6 million grant will soon be restored
“We believe that this was possibly an error,” she said
“If our congressional delegation had been more involved at that stage
or if people who had been reviewing the programs at that stage had looked at what we've actually achieved
those that $6 million would not have been cut.”
Mansour said her office always welcomes any legitimate scrutiny of its funding
“We are completely supportive of a programmatic review,” she said
“We do believe our programs are 100 percent aligned with this administration as they should be
wants to fund and run the programs it wants to
taking a sledgehammer rather than a scalpel to programs.”

MISSOULA — The Maureen and Mike Mansfield Center has been caught in the crosshairs of the Department of Government Efficiency's cost-cutting
with the center receiving notice that their federal funding will be terminated
The Center was sent a letter of termination stating its federal grant funding would be cut on Friday
the Center used the money for programs that promoted civic engagement and democracy forums in Montana schools
The money also paid for a two-week workshop in Washington
"The Mansfield Center's work was essential for national security priorities allowed us to broaden the scale of our work to bring in thousands more high school students to support hundreds more classrooms to engage a lot more activities,” Mansfield Center executive director Deena Mansour said
“And there's been great response to the work that we're doing."
The Center had federal grants totaling $3 million a year
starting in September 2023 and it was supposed to go to September of 2026
Department of Defense found the grant money was not in line with the department's priorities
We are probably the best positioned in the country to align with Department of Defense priorities for war fighting."
the Center is left in a difficult position as less than half a percent of their funding comes from the University of Montana
A lack of federal funding could impact jobs
"We had some faith in the word of the government
We had some faith in the word of Congress in appropriating these funds,” Mansour tikd MTN
we're in the midst of having to probably terminate a lot of programs ourselves that we don't want to do."
Officials at the Mansfield Center have spoken with U.S
Senator Tim Sheehy and say both the senators expressed support for the Mansfield Center
(UM News Service) The Maureen and Mike Mansfield Center at the University of Montana recently was awarded a $10 million grant to strengthen people-to-people ties between the U.S
Department of State’s Bureau of Educational and Cultural Affairs
the grant will fund the Young Southeast Asian Leaders Initiative Academic Fellows Program (YSEALI AFP)
the cooperative agreement has the possibility of being renewed for two additional years for a total of $30 million in funding over three years
YSEALI AFP is part of the wider Young Southeast Asian Leaders Initiative
government’s signature program to support youth in the 11 countries of Southeast Asia: Brunei
said the initiative is designed to strengthen leadership development across the region
deepen engagement with young leaders on key regional and global challenges
“We are honored to draw on our deep experience in Southeast Asia to support U.S
Indo-Pacific Strategy,” Mansour said
“Our demonstrated capacity to administer this huge grant draws from the long Mansfield engagement in Southeast Asia
UM assets in administration and academic excellence
and a track record of successfully implementing State Department exchanges since 2010.”
The Mansfield Center has the highest research expenditures of any unit at UM
This latest award is also the largest granted by the State Department’s Office of Academic Exchanges to any university in the country
The fellowship brings about 500 exceptional young leaders per year to the U.S

The partner universities represent a range of institutions
Portland State University and the University of Kansas
The Mansfield Center has hosted a similar program at UM since 2010
and will continue to host 50 Fellows per year in the Sustainability and Environment theme
Programming draws on UM and Montana’s unique expertise and attributes to shape the program and draw parallels between critical environmental challenges in the Rocky Mountain West and Southeast Asia
participants meet with experts at the Confederated Salish and Kootenai Tribes
UM’s Flathead Lake Biological Station and Butte-Silver Bow County
These study tours provide opportunities for place-based learning about sustainability
For many Mansfield Center YSEALI AFP participants
the most memorable part of the exchange is engaging with UM and broader community members
Mansour said such connections are critical to deepening intercultural understanding and establishing lasting international friendships
“YSEALI allows us to work with our allies
explain ourselves to other nations and engage with our own citizenry to reinforce the value of our democracy in shaping the direction of the world,” said Peter Baker
Mansfield Center director of international programs

Missoula, MT (KGVO-AM News) - On July 4
the United States will celebrate quite an anniversary; the United States Semiquincentennial
meaning the 250th anniversary of the signing of the Declaration of Independence
and the UM Mansfield Center is right in the middle of those anniversary plans
On Tuesday’s Talk Back show, we spoke with Chris Averill, who serves on the Montana 250th Commission, along with America 250 Chairperson Rosie Rios
“I'm a big fan of Montana,” began Rios
This is a national non-partisan organization that's been charged by Congress to orchestrate the most inspiring and inclusive commemoration for the 250th anniversary of the signing of the Declaration of Independence on July 4
“This isn't just about celebrating our past
it's also about thinking about our future,” she said
“We want Americans from all backgrounds to reflect on their American story
So we have a whole slew of great grant programming already underway
We're working closely with our state commissions
and we're thrilled to share more information.”
Averill said the Montana Legislature has already paved the way for the celebration
and that established our 11-member commission,” said Averill
“We have members from across society that are part of this
We have historical history professionals and folks like Molly who work in museums and the tourist experience.”
Averill said the effort is just beginning to help the Montana 250th Commission to share with the rest of the country
“What we all bring to the table is a passion for both celebrating our history and commemorating the events of 1776,” he said
“Rosie also mentioned finding ways to incorporate every Montanan into this event that's going to be happening really over the next two years.”
Rios quipped that as the former Secretary of the Treasury
we should all have something with her signature in our wallets and purses
I am on about $1.8 trillion of US currency worldwide
out of the about $2.2 trillion in circulation
“This isn't just about celebrating our past, it's also about thinking about our future.\"\nRead More

the department has turned its sights on the Department of Defense
and has cut a grant to the University of Montana’s Mansfield Center for democracy and civic engagement
The grant had about $6 million left for two more years of programming
The programs included funding leadership experiences for high schoolers
creating opportunities for community engagement and exchanges between urban and rural youth and developing civics education curriculum for high school teachers
according to an email from Mansfield Center deputy director Skye Borden
Pentagon spokesperson Sean Parnell listed the $6 million grant to “strengthen American democracy by bridging divides” as a specific example of “wasteful spending.”
“This stuff is not a core function of our military,” Parnell said
Parnell alleged that this round of DOGE cuts will eliminate $80 million from the DOD budget, amounting to less than a thousandth of a percent of that budget. Previous claims about DOGE savings have come under scrutiny for being plagued with mistakes
“This will result in not only many layoffs but also — and most important — the cancellation of programming designed to educate rural Montanans about American freedom and liberty
and about the patriotism that is so essential in inspiring military service and national security,” Borden said on Tuesday in an email to the Missoulian

Borden added that most of the grant programs will be canceled this year due to the cut
The Mansfield Center found out about the program cut in an email sent to them on Friday
the grant had strict reporting requirements and metrics that the Mansfield Center was meeting
“It’s not like grantees just get handed this money and the federal government turns its back,” Kuntz told the Missoulian
Parnell indicated that DOGE would continue to make cuts from the DOD budget
Kuntz said that UM has many ongoing research contracts with the DOD
but currently was seeing no indication that they were under threat
adding that the Missoula flagship is currently receiving $6.7 million in research money from the DOD

2025 at 7:08 pm ET.css-79elbk{position:relative;}An eastern Connecticut doctor and lawmaker scoffed at a post-closing report on Windham Hospital's birthing unit
CT – A report commissioned by the Connecticut Office of Health Strategy has concluded that a stand-alone outpatient birthing center is not feasible to replace the shuttered in-patient labor and delivery unit at Windham Hospital
After the maternity facilities were closed at both Windham and Johnson Memorial hospitals in 2024
a study was ordered by state officials to explore a stand-alone outpatient service options at both facilities
Guidehouse said it utilized Windham Hospital’s definition of its Primary Service Area and determined that 87,000 residents live within its PSA
21.2 percent are women of childbearing age (15 to 44)
and the female population within Windham Hospital's PSA is projected to slightly decrease
it is projected that the hospital's PSA will have an average of 80 annual births that are eligible for a free-standing birthing center
Meeting operational standards and requirements for a FBC will require "significant resources andcoordination with other providers in the community
Community members expressed "many challenges" that include provider shortages
and a "negative net contribution margin" is projected
a FBC would need to deliver more than 500 babies births each year
One lawmaker who is also a physician scoffed at the conclusion
issued a strong response Thursday following the release of the report
but unfortunately not surprising,” said Senator Gordon
“I’ve been warning for years that the Office of Health Strategy’s process is broken and being used to quietly eliminate essential inpatient healthcare services
Gordon highlighted a "disturbing pattern" in how the OHS has handled "the termination of hospital inpatient services Eastern Connecticut."
"Despite proposed decisions stating that Windham and Johnson Memorial hospitals failed to meet legal requirements to shut down labor and delivery services
followed by closed-door settlements that reversed those findings and allowed the closures to stand
it was a behind-the-scenes negotiated settlement
That is not how public healthcare policy should be made."
With a similar review now underway for Johnson Memorial in Stafford
Gordon said the outcome is likely to mirror what happened at Windham
and it's part of a larger failure to protect women's access to labor and delivery services close to home,” he said
“These decisions are adversely affecting care for women and families in our state.”
Gordon reiterated his earlier assessments that call for "reforming" the Certificate of Need process and "restructuring the Office of Health Strategy to restore transparency and prioritize patient access."
"Our state government should not be in the business of making it harder for women to get the care they need
I will continue fighting for real reforms to protect essential services and ensure every Connecticut resident
community members expressed that a FBC would only work for a small portion of the community (non-complicated births)
given the demographics and health needs of the community and not fully cover the community's needs

CT — The Connecticut Department of Energy and Environmental Protection plans to conduct prescribed (or controlled) burns at a pair of prominent eastern Connecticut areas this spring
The areas include Goodwin State Forest in Hampton and Mansfield Hollow State Park in Mansfield
Prescribed burns are an important land management practice
and the DEEP plans and administers controlled burns annually for various purposes
"Controlled burning is a valuable tool for maintaining healthy habitats and diverse vegetation," they added
it helps maintain grassland and shrubland habitat for species that are declining in Connecticut due to a loss of farmland and early successional habitat
helps maintain pitch pine sand plain forest (one of the state's most "imperiled" ecosystems)
and can assist with forestry objectives such as oak regeneration
"Controlled burns also reduce available fire fuels
thus reducing risk of damage should an uncontrolled wildfire occur," DEEP officials said
The prescribed burns DEEP plans to conduct this year (exact dates dependent on weather and conditions) include: a 1-acres portion of Mansfield Hollow to sustain and enhance grassland habitat for the benefit of plants and wildlife
where three old fields will be burned to rejuvenate grassland habitats that are becoming infested with invasive plants such as Asiatic bittersweet
The burns will provide the Goodwin Conservation Center with a prescribed fire demonstration area for educational purposes and also will provide a wildfire suppression training opportunity for DEEP staff and local fire department members
DEEP officials said Connecticut consists mainly of older forests estimated to be 90-130 years old
as most abandoned farmland has either been developed or allowed to revert to forest
"Prescribed fire is one tool that can effectively maintain grassland habitat
encouraging native grass species to flourish," DEEP officials said
The prescribed burns are being led by the DEEP Forestry Division with assistance from other fire-trained personnel in the DEEP's Wildlife
DEEP Forestry Division personnel will employ a detailed burn plan to ensure effectiveness and safety
Areas will be closed on the days of the burns
The public may observe smoke because of the burns
Weather conditions will be monitored and a Go/No Go evaluation will be conducted for each burn on the day of ignition
indigenous populations utilized landscape burning to favor the presence of nut-producing trees such as oaks and hickories
and maintain open grassy meadows for hunting
