NASHVILLE, Tenn. — After weeks of protests and strained debate
Tennessee's Republican supermajority hit pause on a bill that would have let public K-12 schools deny enrollment to children without legal immigration status
But the lawmakers pushing the measure say they aren't done
Republicans across the country had hoped to trigger a lawsuit challenging the law that would bring the issue back to the U.S. Supreme Court, similar to how a state law in Mississippi led to the court overturning federal abortion rights in 2022
The Supreme Court established the right to an education for all students
regardless of immigration status in a 1982 ruling in Plyler v
The Heritage Foundation, the conservative think tank that wrote the blueprint for the Trump administration's Project 2025 policies
called on states last year to pass bills challenging Plyler v
"Unchecked illegal migration over the past three years has possibly cost the public education system billions of dollars," The Heritage Foundation wrote in a 2024 brief
"Large influxes of non-English-speaking children also has a negative effect on the classroom."
Despite the multi-state effort, attempts this year to retry Plyler have all failed. Bills in Texas, Indiana and New Jersey stalled. Oklahoma's Republican state superintendent put a similar measure before the state legislature, but Republican Gov. Kevin Stitt vowed to block it
Tennessee's version came the closest to becoming law. In April, the bill narrowly passed the Senate
argued on the Senate floor that it addressed a financial issue
"We have been mandated or forced to pay that additional cost without consideration," Watson said
"[Plyler] was the voice of the court being imposed on the people
my friends — this is the voice of the people being exercised through their elected representatives."
But the bill could have a chilling effect on the state's economy
said Phillip Lovell of the non-profit All for Ed
a national organization that advocates for equal access to education
"There are estimates that the undocumented community in your state contributes $350 million in taxes
They have a purchasing power of $3.5 billion," Lovell said
the more they earn and the more taxes they pay
Your spending on education is not just spending
asking how much of the potential $1.1 billion in federal funding would be at risk
but the state did not receive a response by the end of session
Immigrant rights activists are taking the move as a win
business owners and everyday Tennesseans who spoke out — your calls
your emails and your presence at the Capitol worked," said Lisa Sherman Luna
the executive director of the Tennessee Immigrant and Refugee Rights Coalition
The group helped plan several protests and marches over the course of the legislative session
Every time the bill was heard during session
protesters filled hearing rooms and spilled out into the hallways
carrying signs that read "Education for all" or "I stand with immigrants."
Tennessee Republicans have plans to bring it back next year
depending on how receptive the federal government is to the legislation
If the measure does make it before the U.S
advocates worry the outcome could be different from the 1982 decision
said the court's conservative majority has a history of reversing court precedent
"I think that they're reading the tea leaves correctly," Yarbrough said
"I think that they are correct that they are going to get a second bite at the apple."
Yarbrough said the ACLU would still pursue a legal challenge if a law like this one passes
"Even if you think you're going to lose in the long run
Tennessee went before the U.S. Supreme Court in December to defend its ban on gender-affirming care for minors
state Republicans will see if their strategy works with the court's current makeup

Among myriad strains of her practice—which include filmmaking
and performance—a collection of bronze crowns created between 2022 and 2024 command our attention
Situated on top of bespoke velvet cushions
Simnett’s Crowns are cast in an alloy that would make the elaborate headpieces burdensome or even painful to wear
and spikes manifest as delicate mammals and birds
“Simnett uses vivid and visceral means to explore the body as a site of transformation,” says a statement from SOCIÉTÉ
“In psychologically charged works that challenge both herself and the viewer
Simnett imagines radical new worlds filled with untamed thoughts
Named for powerful female figures from ancient lore like Discordia
a she-demon in Jewish and Mesopotamian mythology
and sublimity of allegorical female figures
One can imagine that only supernatural beings could wear these pieces and feel comfortable
Simnett’s sculptures were first shown in her exhibition OGRESS in 2022. “In fairy tales and folklore, the ogress is a voracious monster who deceives men and torments children in her quest to ravish them whole,” says an exhibition statement
Simnett wielded “the ogress’ insatiable hunger as a radical force,” illuminating the role of women in myth and legend
especially the symbolic tension between embracing and fearing those who are different
Simnett’s solo exhibition Charades opens at SOCIÉTÉ on May 1, coinciding with Berlin Gallery Weekend. Explore a wide range of the artist’s multimedia work on her website and Instagram

As we reflect on the beautiful life of Marianna Robinson
we are reminded of the woman whose tenacity and unwavering love touched the lives of everyone she met
she poured her soul into every role she held – wife
Her life was a testament to kindness and dedication
always going above and beyond for those she cherished
Marianna’s compassion and generosity left a lasting impact on everyone who knew her
she will forever be loved and deeply missed
Filippo and Matilda Scaglione welcomed their first daughter and second child
Marianna grew up alongside her three siblings
they spent their childhood summers traveling to Sicily
It was here where Marianna developed a deep connection to her heritage and devotion to her family
she showed her natural instinct to care for others
whether it was helping out in the kitchen or looking after her younger siblings
Matilda played a central role in shaping Marianna into the strong-willed
passing down not only recipes but invaluable lessons on love
none brought her more joy than being a mother to her only son
She embraced motherhood with all her being
as she built a foundation of unconditional love and mutual respect
she was known as “Momma Pang,” as her warmth and generosity extended beyond her own family
Her home was always welcoming and a place of safety
where everyone felt embraced by the same love and care she poured into her son
The love story between Marianna and Tom began in 2002
over the next 14 years their connection grew into a loving companionship and a blending of families
While discovering their shared passions for entertaining
they created a life filled with memorable moments
she kept Tom on his toes by finally suggesting (in classic Marianna fashion) that they elope at the French Quarter Wedding Chapel during a work trip in New Orleans
she experienced the pure joy of becoming a grandmother to Avery and Alana
another role she naturally embraced with all the affection and enthusiasm she was known for
Marianna approached her career with the same passion and dedication that she gave her family
she quickly gained a reputation for her keen eye and intuition in hiring exceptional physicians
Her work was a testament to her intelligence and determination
Even when faced with her own health challenges
Marianna’s practical nature led her to select her own doctor
a decision that speaks volumes to her confidence and self-assurance
She was never the one to procrastinate and valued time deeply
maximizing every moment in both her professional and personal life
Marianna’s life was filled with many passions
but one that stayed with her throughout her journey was her love of cooking
She and Tom shared countless meals together
often experimenting with new recipes or revisiting beloved favorites
Their shared love of food led them to explore new cuisines and flavors
and New Orleans became a favorite destination for both the culture and the culinary delights
a meaningful trip that marked her son Michael’s engagement to Valerie and again for their wedding this past summer
a place that held so much personal significance
was one of the happiest times in Marianna’s life
Gatherings with family and friends was where Marianna truly came alive
Her home was always open to family and friends
and she had a way of making everyone feel welcome
Her ability to balance candor with compassion was one of her many gifts
and it earned her the respect and admiration of all who knew her
She threw herself into everything she put her mind to
and she was known for her open mind and open heart
Marianna had a laugh that could light up any room
It was the kind of laugh that made everyone around her smile
whether they knew her well or were just in her presence for a moment
it was impossible not to join in and soon the room would be filled with the same easy
heartfelt amusement that came so naturally to her
and an openness that invited others to share in her happiness
Marianna Robinson truly understood the secret to living each and every day to the very fullest
She was a shining example of hard work and compassion
and she always looked for opportunities to help others
Marianna was a friend to many and beloved by all who knew her
She faced challenges with a spirit of fierce determination
and her primary focus in life was building personal relationships with those around her
Marianna leaves a legacy that her loved ones will be proud to carry on in her footsteps
in New York to Filippo and Matilda (LaLumia) Scaglione

Inspired by the architecture of traditional Georgian houses
she began creating her now-renowned mirrors in her Spitalfields studio
Kennedy met Swinton through a mutual friend and quickly bonded over “their shared love of collaborating with artisans.” Swinton has been a long-time supporter and collector of Kennedy’s bespoke works

returns to her family ranch to inspire and educate the next generation in San Jon
Marianna Behrends inspires and educates the next generation in San Jon
MARIANNA BEHRENDS was raised on a ranch in the village of San Jon
she realized her dream of returning to the family ranch in 2022 and giving back to her community as a science teacher
Behrends knew she wanted to be a teacher since the third grade
but pursued animal science and agricultural business degrees in college before returning to education
“It’s my purpose to teach and impact youth lives,” she says
Inspired by animal behaviorist Temple Grandin’s amplification of women’s voices in agriculture
Behrends hopes to inspire others with a similar sense of determination and grit
She recalls a recent example with her 11-year-old daughter
as they were out calving on their 5,000-acre ranch in 70-mile-per-hour winds
because there was no other help coming,” she says
Behrends stands out even in a small community where pitching in to help others is second nature
she is driven by her students engaged with science and agriculture
and the positive results of her coaching for interviews
“I see a direct correlation between need and community involvement,” she says
Behrends is part of the planning team for a new school in San Jon that will help prepare students for in-demand trade jobs like welding
“Now feels like a pivotal point to set ourselves apart to keep growing.”

The BBC receives more abusive messages about Marianna Spring than anyone else
But the disinformation correspondent remains hopeful about people – and the world we live in
the BBC’s first Social Media Investigations correspondent
It would be more intimate than meeting at the BBC’s offices
But a communications manager called me on the phone
It’s not that Marianna doesn’t want me to go to her house
In the first five months of 2023, the BBC received 14,488 messages abusive enough to be escalated by their system designed to detect hate; 11,771 of those
Due to her reporting on conspiracy theories she’s regularly targeted with death threats and harassment
a man camped in a tent outside the BBC’s New Broadcasting House shouting “disinformation agent” in her face as she left work
while I can say Spring welcomes me with a hug and invites me into her front room for a conversation that will span murder and Kate Middleton and teenage boys
or give any personal details that might put her in danger
“It’s quite a big deal for me this,” she says nervously
because I know that the world I investigate has attracted this group of trolls who will stop at nothing to figure out literally everything about me and then use it in some way.” She once mentioned that her dad was a doctor
which led to strangers suggesting this connection is why she is invested in killing people with the Covid vaccine
Once she shared a picture online of her family’s 19-year-old cat and she was accused noisily of animal cruelty
“They also called her Chairman Miaow,” Spring adds
such as “Covid-19 was a hoax” and “15-minute cities are an attempt by governments to restrict people’s personal freedom and keep them under surveillance.” What used to be seen as paranoia
now blurs into beliefs held by many millions
View image in fullscreen‘Often people arrive at these places from really legitimate points
they’re very worried about powerful people doing bad stuff’: Marianna Spring
Photograph: Manuel Vázquez/The ObserverFor a typical investigation
Spring will create a series of fake online profiles to see what the algorithms deliver
Every time I swing by the desk of the poor bloke who looks after the retired iPhones at the BBC he’s wary because he thinks I must be selling them on.”
Today her work, which includes Panorama investigations and a BBC podcast Why Do You Hate Me? (the new US series of which investigates the online phenomena that could influence the election)
sees her dig into the darkest corners of the internet
like those who claim terrorist attacks have been staged
The harassment she receives “is almost always about me being a young woman
I’m everything from a silly little girl who couldn’t possibly know what’s going on to an evil whore who’s eating babies.” She never would have guessed her own harassment would be such a large part of the story
“but I think it’s important to talk about it
I think a huge number of women in public life are subject to this and obviously it’s way worse if you also get racist abuse and other forms of hate
And it normalises it if we don’t talk about it.”
As well as using her own experiences as an example of how online hate metastasises
her work has become a vital tool for those seeking to understand the conspiracy theories that continue to shape our world and how
they fuel anxieties that prompt these theories
And I might love this sofa and you might hate this sofa
That’s the thing we should be worried about – the conversation is not about the sofa
She’s had many such conversations with theoretical sofa deniers
she met a woman called Natalie in Totnes who believes that governments and global organisations are trying to control us through things like attempts to limit pollution
“She said she felt so isolated from people in her life
talking to a woman who believed Trump’s assassination was staged
It’s stressful not being able to trust anything any more
to truly believe these plots are happening
that everyone is out to murder and kill people in your life
You can understand why that would make you feel untethered from the world around you.”
but everything I investigate is very darkWhat might surprise readers
is that most of the conspiracy theorists she’s met aren’t bad people
“Often they arrive at these places from really legitimate points
they’re very worried about other human beings who are being hurt
But they are themselves being exploited by other people on social media
They’re being pushed that kind of content and others benefit from their attention.”
Other memorable interviewees include people whose lives have been overturned by these conspiracy theorists. In February, Martin Hibbert, a survivor of the 2017 Manchester Arena attack, won his bid to sue Richard D Hall
and that Hibbert and his daughter (both of whom were left with severe disabilities) were not there
He’s willing to stand up against the conspiracy theories and abuse that he and his daughter have been subject to after living through something most people can’t even imagine
But also what he’s doing could set a really important precedent for how this stuff is dealt with.”
This is the most important part of Spring’s job, she thinks: giving a voice to people, like the family of 13-year-old Olly Stephens. In 2021, two schoolboys who ambushed him after a dispute online were convicted of his murder
Spring investigated the role social media played and exposed how teenagers’ Instagram
YouTube and Facebook accounts routinely recommend violent videos and knives for sale
People like Stephens’s parents “often feel as though the social media companies are not listening to what they have to say and the politicians don’t get it
and so if I can be the person that investigates it
takes barely a breath in our two-hour conversation
She has the charisma and energy of a kids’ TV presenter
delivering complex ideas in digestible explanations with empathy and wit
which is important because everything I investigate is largely very dark
That positivity is a really valuable thing
because it keeps you going – I’m someone who is fundamentally hopeful about people.”
Social media companies are not listening to what people have to say and the politicians don’t get itI wonder where she sees her career going
Does she have ambitions to become the next Emily Maitlis
she loves the investigative work and the presenting
but it’s the public service element of her job that excites her
“The landscape is changing so much it’s quite hard to know what work is going to look like in 10 years.” And by then
“everything will be a social media investigation – you can’t untangle the two things.”
Has she ever been taken in by disinformation herself
Around the time she started doing this job
there were wildfires spreading across Australia and on her Instagram she started to see memes of
and they were hiding other baby animals from the flames
but it later transpired the story was just complete rubbish
And that’s how all this works – you’re pulled in by anything that makes you have an emotional reaction.” It’s easy to be tricked
she says – that’s what disinformation is designed to do
That’s why we need to remove the stigma attached to people who get drawn in
“There’s this idea that they’re stupid or crazy
but it’s just not the case – they’re often really cynical and clever and engaged
They probably spend a bit too much time on social media
And the theories are more exciting and interesting often than the truth
which can be quite complicated and quite boring and quite sad
But sharing them has real consequences for the people who are at the centre of the story.”
Spring became increasingly desperate to interview Elon Musk about the part social media played
X’s comms department replied to all journalists’ emails with a poop emoji
Spring found herself lying in bed at night thinking about what she’d ask him
“Questions around decisions he’s made that appear to have had a real-world impact – decisions about blue ticks
decisions about what’s allowed and what isn’t
when you’re trying to hold these kinds of powerful institutions to account – these companies are as powerful as lots of governments in many cases.” She wants to ask him specific questions about people who have experienced serious harm as a result of disinformation and what’s being recommended on their feeds
“A lot of what I imagine Elon Musk would say is about how the UK want to clamp down on freedom of expression
well what about the freedom of expression of these people who’ve been harmed
This is the question at the crux of all of this.”
She’s thinking about the people she’s met in Conspiracyland
who see people they trust sharing disinformation at the top of their feeds
“and that not only affects their perception of reality
but more broadly this shared concept of reality that we all rely on.” Instead of answering her interview requests
In the past he’s tweeted a picture of me which resulted in an absolute wave of online abuse and hate and threats.” But she’ll keep on asking
“I’m the BBC’s Social Media Investigations Correspondent
but have not interviewed anyone senior at his company for more than two years – that shows us that there’s a problem with accountability
If cabinet ministers just stopped doing interviews
One side effect of her work is that Spring has become a sort of unofficial social media agony aunt
with people messaging her regular questions
or asking whether a story they’ve seen is real
it’s not simply a case of telling them to go offline: “We’ve reached a point where it would be very difficult to live without our phones.” They’re our wallets
“And there are positives that come out of using social media
and it doesn’t feel like it should be on all of us to change how we live in order to keep ourselves safe – that is ultimately a responsibility that the majority of the major social media companies have signed up to.”
What does she think about the move to ban phones for kids
it shifts the accountability away from the companies and I don’t think we should be letting them off the hook that lightly!” It reminds her of people who
having heard about her experiences of trolling
ask why she doesn’t simply quit social media
it’s what I investigate so it’d be a bit like asking a political journalist not to be in the House of Commons
why should people have to leave a particular social media platform
We need to start thinking of companies more like governments
even though they’re not electedAs the pandemic subsided she thought the conspiracy movement might calm down a little
you’ve had a bit of a funny half hour there,’ but I don’t think that has been the case and I think it will continue to not be the case.” There are people
who truly have shifted in how they view reality
“I don’t know how many more times I have to investigate almost the same thing
“a situation in which something hateful or false spreads on social media
that causes harm or has a serious consequence for people
email the social media companies saying this has happened
I don’t know how many times that has to happen before someone says
how are we dealing with this?’” What needs to change
when you start thinking of the companies more like governments
A lot of this is about fundamentally how the companies’ sites operate and it does frequently come back to algorithms
Until we reach a place where safety is more important than engagement
these kinds of things will keep happening.” She pauses and leans back on the sofa
I hope people reading will come up with solutions.”
