The Hawaii Department of Health on Wednesday issued a Notice of Violation and Order to Marine Corps Base Hawaii for failing the Whole Effluent Toxicity test and failing to disclose the addition of sodium hypochlorite into the treatment process at the facility
Commonly referred to as bleach, sodium hypochlorite is used to disinfect effluent, however, it is toxic to aquatic life in excess amounts. The Environmental Working Group also lists skin irritation
allergies or damage and respiratory reactions as some other effects of exposure to sodium hypochlorite
effluent must be properly dechlorinated and monitored
The WET test is a critical NPDES permit requirement that specifically measures the toxic effects of wastewater on aquatic life and is used to evaluate the quality of treated effluent
Marine Corps Base Hawaii reported a failed WET test in May 2024 that ultimately led to the discovery of the facility regularly using sodium hypochlorite in the treatment process
National Pollutant Discharge Elimination System permit limits are obtained from information provided by the permittee
Failing to provide accurate information restricts DOH’s ability to ensure that proper requirements are in place to protect water quality
The NOVO now requires MCBH to pay a $95,000 penalty and orders actions be taken to prevent similar violations from occurring in the future
that they must comply with environmental laws designed to protect Hawaii
Failing to comply with water pollution laws could subject violators to penalties up to $60,000 per day

A Marine stationed in Hawaii remains in custody this week in connection to the death of a dependent

A service member's dependent died Sept. 1 at Marine Corps Base Hawaii, or MCBH. This comes after a soldier in Hawaii whose pregnant wife went missing was arrested in August as part of a separate case
The Naval Criminal Investigative Service is investigating the dependent death
and the Marine has been in confinement for nearly two weeks
Meanwhile, the Marine Corps and law enforcement officials have been silent on details regarding the most recent case
to include basic information such as the Marine's rank

Hawaii — Agents with the Naval Criminal Investigative Service are investigating the death on Sunday of a Marine’s family member at Marine Corps Base Hawaii

Sixty-four military families are now suing over allegations of failure to disclose pesticide contamination
Sixty-four military families have now filed suit over fears of pesticide contamination near their homes at Marine Corps Base Hawaii in Kaneohe
Five separate lawsuits were filed earlier this year by 44 families who said they were not told about the contamination near their homes
two more lawsuits were filed on behalf of 20 additional families
The lawsuits name as defendants Forest City Residential Management and its former subsidiary
which is owned by military housing developer Hunt Companies
All of the families leased residential housing at the base sometime from 2006 to 2014
The lawsuits are seeking damages from the defendants that own and manage privatized housing at the base
Ten other unidentified defendants are also named in the suits
defendants have systematically failed to warn military families of pesticide contamination at MCBH and knowingly and intentionally exposed military families at MCBH to unsafe conditions including higher rates of cancer and other adverse health outcomes without disclosing these risks to military families or taking sufficient steps to protect military families from such risks,” the new claims allege
and a spokesperson for Ohio-based Forest City said the company does not comment on pending litigation
The new cases were filed in 1st Circuit Court in Honolulu
The concerns about potential soil contamination date to 2006
when Ohana Military Communities (then a subsidiary of Forest City) was demolishing homes and buildings
The developer discovered high levels of organochlorine pesticides left over from termite treatments
Forest City completed a state Department of Health-approved pesticide management plan
which allowed for higher levels of carcinogenic pesticides than the Environmental Protection Agency generally recommends to remain in the surface soil
It was assumed that military families would not live on the base longer than six years
But residents also began to report problems with asthma, cancer and birth defects
the wife of a Marine Corps veteran who lived on the base for several years
was the lead plaintiff in the initial lawsuit against Forest City in 2014
Barber’s case was later settled out of court
Forest City and Hunt Companies have been seeking to prevent Barber’s attorneys — Smith and Revere — from representing some of the other current and former residents of military housing who have submitted mediation demands
Goodsill Anderson Quinn and Stifel and another law firm
argue that Smith and Revere should be disqualified because they violated conflict of interest and professional conduct rules by allegedly soliciting clients in the contaminated soil case
Another complication: The earlier lawsuits have been shifted from 1st Circuit Court to the U.S
It’s possible that additional cases might be filed
the jurisdiction debate could be settled by February
at which time discovery in the court cases could commence
It’s unclear how much the plaintiffs are seeking
as there are no dollar amounts indicated in the court filings

(HONOLULU) – The carcass of a badly decomposed Humpback whale washed onto a near-shore reef at Marine Corps Base Hawai‘i (MCBH) late yesterday
There’s a good possibility this is the same carcass that was first seen off the beach at Haleiwa earlier this week – it was towed eight miles offshore by a private dive company but ocean currents may have brought it back to shore at Kaneohe
At first light on Saturday a local salvage company, Cates International, will begin work to remove the carcass from the reef and bring it to shore. After Hawaiian protocol the carcass will be in the custody of researchers from the University of Hawai‘i.
The decision to remove the carcass was made after collaboration between DLNR
UH and Cates International and was based on concerns for public safety
While experts say the condition of the carcass makes it less of an attraction for sharks
they are known to feed on whale carcasses and then remain within a few miles of the area
People are advised to stay out of the water near the Marine Corps Base Hawaii and to be on the lookout for sharks within and near Kaneohe Bay throughout the weekend
If this is the same carcass spotted and towed earlier this week it is the first carcass of this year’s Humpback whale season to wash into near-shore waters
Late last fall and early winter a half dozen carcasses washed close to shore or onto beaches
and the latest couldn’t be determined because of the conditions of the carcasses

Installation first responders and members of the Honolulu Fire Department responded to the scene and began a coordinated search after receiving a call for emergency services

“Just [wanted everyone] to know my daughter had plans to come back to Virginia, make her life, live with her kid because she was pregnant, so we get everything ready for [when] she come back,” Natalia Cespedes said in an interview with KITV
Alotaibi’s mother also told Hawaii News Now that her daughter repeatedly had faced abuse at the hands of Tejeda-Castillo and that she had a no contact order against him
but that military leadership still had not acted enough on her daughter’s cries for help

Dana Alotaibi, 27, was allegedly killed July 20, 2022 by her estranged husband, Cpl. “I have had like maybe 30 situations of him putting his hands on me,” a tearful Alotaibi claimed in the Jan
“Every time I report it to his command or his higher ups
Alotaibi claimed that every time she reported Tejeda-Castillo for abuse he would only be removed from the premises but never received paperwork
loss of rank or other disciplinary actions
that Tejeda-Castillo’s command was aware of the allegations made against him and had been actively addressing them
“There were multiple instances where the Military Police at MCBH and Honolulu Police Department responded to domestic disputes both on MCBH and off base,” a 3rd Marine Division spokesperson told Marine Corps Times in a Monday email
“Immediately following these reported instances
the command referred the Marine and his spouse to the Family Advocacy Program (FAP) for counselling and support
The command also issued no contact orders prohibiting Sgt
Alotaibi in any manner outside of supervised FAP services
The Marine’s command remained engaged with both the subject and the victim
responding to all reported allegations from Ms
Tejeda-Castillo was disciplined in March for “violating those orders and for communicating a non-violent threat” to Alotaibi
No further details were provided on the threat
“The 3d Littoral Combat Team and Marine Corps Base Hawaii (MCBH) continue to cooperate fully with law enforcement officials as their investigation continues,” the spokesperson said
“The Marine Corps extends its deepest sympathies to the family and friends of those involved.”

Weinstein said the sign was brought to the attention of MRFF by 23 active-duty Marines
Weinstein claimed they were unwilling to lodge complaints through their chain of command for fear of reprisal
"We have no issue with the message that is being posited with that sign if they move that to the chapel grounds
but it is certainly certainly something that is in violation the No Establishment Clause of the Constitution," Weinstein said
"When it is not on chapel grounds it is divisive
It is elevating the concept of one faith over no faith
which the Supreme Court has made very clear is wrong
and so we have asked the commander — you know this sign is clearly not within the time
place and manner restrictions required by the law — and so we've asked him to move it to the chapel grounds or take off the installation altogether."
A base spokesman said officials there are looking into the matter
"The commanding officer of Marine Corps Base Hawaii has received a complaint about a sign on base which was erected shortly after September 11
"He has tasked his staff with researching the origin of the sign and its compliance with existing regulations
The Base Inspector's Office is reviewing its files to see if there have been any complaints in the past
MCBH will exercise due diligence to ensure compliance with existing regulations and law
including the Establishment Clause of the U.S
Weinstein said that if base officials continue to allow the sign to exist in its current location
they would also have to allow signs that said "There is no God to bless our military
and the civilians who work with them" or signs pointing to "Allah
