Developers are seeking to expand warehouse development beyond the established industrial zone — at least one proposal would result in the demolition of dozens of homes as well as dedicated open space

Riverside County’s unique rezoning process is the result of a more than two-decade-old settlement with the conservation group Endangered Habitats League
which sued the county in 2003 over concerns about sprawling development
The settlement “resulted in a way to slow-roll development in the rural areas of the county,” county Planning Director John Hildebrand said
The process was designed to provide county leaders with the opportunity to take a comprehensive look at rezoning proposals and “look at the bigger picture instead of piecemealing it,” said Dan Silver
chief executive of the Endangered Habitats League
Mead Valley, a majority-Latino community of about 20,500 people, has 2,000 square feet of warehouses per person, including existing and approved warehouses and those under environmental review, according to a data analysis by Susan Phillips, director of the Robert Redford Conservancy for Southern California Sustainability at Pitzer College
an adjunct professor and data scientist at the college
That’s one of the highest warehouse-to-resident ratios in the Inland Empire
And the rezoning applications that developers have submitted would add more than 1,000 additional acres of warehouse projects
many developers have already positioned themselves as “property owners” of large parcels by getting enough homeowners to agree to sell their land
contingent upon the county’s approval of the zoning changes
The Planning Commission has so far heard three zoning-change requests for District 1
which includes Mead Valley; several were continued to future meetings

The developer has promised an estimated 974 jobs, as well as infrastructure improvements and landscaping along a main thoroughfare, according to the project’s draft environmental impact report
It would have a “significant and unavoidable” impact on air quality and transportation

He is frustrated with the antiwarehouse advocates trying to stand in the way of rezoning
and believes that landowners such as himself should be able to profit handsomely from their investments

Shanowa De La Cruz could end up on the losing end of that equation
her wife and their children moved to a five-bedroom house on one acre in Mead Valley not far from Treviño’s property about three years ago
where they could raise their kids — five of six still live at home — as well as chickens
That’s why most of us live over here in Mead Valley,” De La Cruz said
they learned about the Cajalco Commerce Center proposal — and that some neighbors had already agreed to sell their properties to Hillwood
De La Cruz said she contacted the company and got an offer that barely covered what they paid for the home
presumably because the developer doesn’t need their property for the project
The situation has left De La Cruz between a warehouse and a hard place: The developer would need to pay a “substantial” amount of money to get her family to move
But if she stays and the proposal is approved
infringing on their privacy and tanking their home’s value
“It’s going to be one of those houses that is in between a warehouse” development
declined to comment on De La Cruz’s situation
“We’re bringing something to the community that is needed and wanted by the community,” he said
Mead Valley resident Raymond Torres says it’s “heartbreaking” to imagine the open space near his home converted for industrial development
Raymond Torres moved away from the “hustle and bustle” of the San Diego area more than 20 years ago and eventually built two homes on a quiet street in Mead Valley
Across the street from his property is open space
where he says he regularly sees owls and kangaroo rats among the grasses and native plants
His neighbors ride horses on the land; he prefers to traverse it on wheels — by dirt bike
The property directly across the street from him is not proposed for rezoning, but a large swath of open land surrounding it is. The real estate and investment firm Deca has proposed rezoning 648.5 gross acres from rural residential to community development, with a mix of residential, commercial and industrial components, according to Travis Duncan, Deca’s vice president of development.
“Additionally, we intend to set aside a substantial portion of the property as open space and are excited about the mix of commerce and conservation that the project offers,” Duncan said.
Torres said it’s “heartbreaking” to imagine the land being used for development.
“It’s our neighborhood,” he said. “We have pride in it.”

They see the rezoning fight as a fight for Mead Valley’s future
the question is whether county leaders will rubber-stamp continued expansion of the I-215 industrial corridor
and whether that line in the dirt — between industrial and rural residential — will survive
But Cervantes said trying to keep Mead Valley from drowning in the shimmering sea of white warehouses often feels like an uphill battle
She worries about a future with worse air quality and decreased property values
and about the limited opportunities for young people growing up amid a mass logistics hub
“When they look to see the sun rise,” she said
“they’re going to see the sun rise on a bunch of warehouses.”

A Riverside County sheriff's deputy in his patrol unit and two people in a sedan were injured when the vehicles impacted in Mead Valley
Tuesday at the intersection of Brown and Oakwood streets
according to the California Highway Patrol
Officer Javier Navarro said the sheriff's Ford Explorer SUV was going northbound on Brown when the driver of a Toyota Camry approached on Oakwood
traveling eastbound at an undetermined speed
with the sedan plowing into the passenger side of the sheriff's unit
"The cause of the crash remains under investigation at this time,'' the CHP spokesman said
while the two occupants of the Toyota suffered moderate to major injuries
"Alcohol is not believed to be a factor in this collision,'' Navarro said
The CHP is handling the investigation because of a longstanding practice of the sheriff's department referring all crash investigations involving deputies to the state for independent analysis

Riverside University Health System and health-care real estate developer PMB have topped off their $580 million
450,000-square-foot project in Mead Valley
that will integrate behavioral health treatment with medical care and social services
The public-private partnership broke ground on The Wellness Village in the Inland Empire region in June 2024
with construction work slated for completion next year and official opening scheduled for early 2027
The 18-acre campus will be located at the intersection of Harvill and Placentia avenues
and is set to feature the county’s first mental health urgent care and crisis residential program for children under 13
addressing a critical gap in health-care service
The facility is also aiming to provide a range of services focused on every level of recovery
the campus will also feature primary and specialty medical care
substance abuse disorder treatment and a pharmacy that will be open to the public

Those services will be housed in several buildings:
Plans at The Wellness Village also call for amenities that promote community interaction and holistic recovery such as green spaces and gardens for relaxation and mediation; sports courts and lawn for physical activity and recreation; a public market and café for community gatherings
the team includes Boulder Associates as architect; Snyder Langston as design-builder and PMB Real Estate Services as property manager
are among the developer’s financial partners
The California Department of Health Care Services awarded more than $80 million in grants to RUHS for the construction of the campus through its Behavioral Health Continuum Infrastructure Program
The Wellness Village is not the only health-care facility that PMB is working on in California. Just last month, the developer and Sharp Rees-Stealy topped out the 75,000-square-foot medical outpatient building at 480 H St
The three-story facility is set to provide advanced health care
The building will also feature ground-floor retail space
In Arizona, PMB is working alongside Abrazo Health on the Abrazo Health Litchfield Medical Building
The two-story project is also expected to come online this year
It is the city’s first combination of medical offices and inpatient rehabilitation programs
Abrazo Health committed to 27,000 square feet at the building
while MedCure will occupy 5,000 square feet
2024 – Riverside County Sheriff's Office officials report that during the course of this investigation
investigators from the Riverside Sheriff’s Central Homicide Unit identified a suspect in this homicide
a 26-year-old resident of Perris who is currently in-custody on an unrelated case
and numerous enhancements associated with the murder.

Millions of square feet of online shopping warehouses are popping up in Riverside and San Bernardino Counties. Now some residents who love their rural lifestyle are fighting these developments. Los Angeles Times reporter Rachel Plevin visited two unincorporated, rural communities — Mead Valley and Bloomington — at the center of it all
more than 100 homes in Bloomington were demolished to make way for a 2 million-square-foot warehouse industrial park
Some residents in the area have benefitted from the changes
whose property was bought by the developer
but it became a nightmare after it flooded
“When the developer approached them and said
‘Would you be willing to sell your home,’ Diaz thought it was a good opportunity
It's a 3800-square-foot home with a pool and views
They lived in a two-acre ranch in Bloomington with horses
“They found out that their home had been sold out from under them
when they got a notice informing them that their rental agreement would end in 60 days
And that notice came from the developer who had purchased the home,” Plevin says
“It really left the family in this tough spot
they didn't know if they would come home and if their home would be there.”
When the development’s construction was halted
several environmental and community groups filed a lawsuit
alleging the project’s approval violated California environmental and housing laws
ruling that there were flaws in its environmental impact report
Representatives from the San Bernardino County government
which unanimously voted to approve the project
she says officials have argued that the warehouses bring jobs and revenue to the working-class community
and promised millions of dollars in infrastructure improvements
“They're offering to put in storm drains and sewers
and [to] improve roads and sidewalks and street lights
And these are things that are typically the role of county government
But I think [the] county government would say that they listen to the community and listen to both sides
and look at the environmental impact report
And I think depending on who you speak with
It already has 2,000 square feet of warehouse per person
largely concentrated along a designated stretch of the 215 highway
is that Riverside County is fielding several applications that would convert residentially-zoned areas into industrial spaces for warehousing
In September, Governor Gavin Newsom signed AB-98, a controversial bill that establishes new standards for warehouses
It also includes rules on how far truck loading bays can be from homes
It mandates they must be located at least 300 feet from property lines in areas zoned for industrial use
“Residents say that's just not enough. They've been advocating for 1000 feet, which is actually what the California Air Resources Board has found is actually effective
The state attorney general has recommended 1000 feet
And so community residents are concerned that this 300 or 500 feet
and isn't going to be helpful for residents when they're trying to fight for better health protections.”
there were only labor groups that were supportive of it
and several groups have pledged that they will try to clean up the law in the legislative sessions.”
Affordable housing is another issue in these Inland Empire communities
The median home price in Riverside County is about $650,000
while home prices in San Bernardino County have shot up 11% this year
developers that demolish housing must build two new units of affordable housing for every unit that’s been destroyed
Plevin asked the Riverside County planning department about its plans to convert residential land to industrial land in the midst of a housing crisis
“He was saying that these areas where they're considering changing the zoning
it really is more befitting for industrial use than for residential use
It might not be the best place to put in new housing
So I think that's something that Inland Empire planners and city governments will have to wrestle with — how to balance the development of industrial uses with the development of affordable housing.”

CA — An investigation was underway Wednesday into the shooting death of a 29-year-old man in Mead Valley
Jose Eduardo Del Real of Perris was gunned down shortly after 8 a.m
Monday near the intersection of Cajalco Road and Haines Street
according to the Riverside County Sheriff's Department
Rafael Victorio said patrol deputies were called to the location to investigate reports of a wounded man and found good Samaritans performing CPR on Del Real
Efforts to resuscitate him were unsuccessful
and he was pronounced dead at the scene by paramedics
He said further investigation revealed that Del Real "was related to a call for service" involving a car theft minutes earlier in the 19000 block of Summerwind Trail
just under a mile from where he was found shot
The sergeant did not specify whether Del Real was a possible suspect or victim in the theft
"No arrests have been made at this time," Victorio said

CA — Motorists who use Cajalco Road to commute between the 15 and 215 freeways in Riverside County are asked to drive with extra caution along the corridor in the weeks and months ahead as crews begin work on a massive infrastructure project
Work is set to start early next month on the Cajalco Corridor Sewer Project in Mead Valley
spearheaded by the Eastern Municipal Water District
involves installing 11,500 feet of sewer between Carpinus Drive and Carroll Street to accommodate future growth in the region
The first construction phase will occur along Cajalco Road between Clark and Carroll streets
Alternate lane alignments will be used to accommodate traffic and ensure construction crews have a safety buffer while working
crews will move to Carpinus Drive and work east toward Clark Street
Some portions of the project will involve night work
during which time traffic will be reduced to one direction at a time using flag crews
Later construction phases will necessitate daytime detour routes through residential neighborhoods for eastbound traffic
Commercial trucks will not be permitted on Cajalco Road during night work or when daytime detours are in effect
EMWD has contracted with the California Highway Patrol to provide enforcement
Electronic message boards on Cajalco Road will inform motorists of any changes to working hours
The Cajalco Corridor Sewer Project is anticipated to be completed in the summer of 2026
the project cost is approximately $10.5 million
with $2.9 million funded by the American Rescue Plan Act of 2021

CA — A 25-year-old motorist who mowed down two men standing in front of a Moreno Valley restaurant
where they'd watched and laughed at his drunken friend being manhandled by security guards
was convicted Thursday of two counts of second-degree murder
A Riverside jury deliberated for just over a day before returning with unanimous verdicts against Edgar Ivan Gomez Garcia of Mead Valley for the deaths of 29-year-old Junior Rafael Gonzalez and 39-year-old Pedro Cortes Rodriguez in 2019
jurors found Garcia guilty of sentence- enhancing allegations of using a deadly weapon -- a vehicle -- in the commission of a felony and fleeing the scene
Riverside County Superior Court Judge Bernard Schwartz did not immediately set a sentencing date
He ordered Garcia to remain held without bail at the Byrd Detention Center
identified in court documents only as "Hector," went to the El Rodeo Club & Restaurant at 24805 Alessandro Blvd.
according to a trial brief filed by the District Attorney's Office
He was involved in an unspecified confrontation with a club patron that turned physical
culminating in two security guards hustling him out of the establishment into the parking lot
where the heavily intoxicated man continued to remain belligerent
causing Hector to keel over in the parking lot
Garcia was walking to his friend's Ford F-150 pickup truck when he saw what happened
prompting him to challenge the men to a fight but was talked out of it by another employee of the venue
requiring Garcia to "drag him through the parking lot," at which point the victims
"laughed and began to take video of Hector being dragged," the brief said
placed his friend in the pickup's passenger seat and got behind the wheel
A security surveillance camera mounted on a business across the street recorded the ensuing moments after Garcia started the truck
"The video captured the truck pull out of a parking stall and drive up the parking aisle toward a store next to El Rodeo," according to the brief
"The truck turned right in front of the store
The truck came to an abrupt stop before reaching the front of El Rodeo
The footage captured the truck striking the victims and dragging their bodies across the asphalt."
Junior Gonzalez was pronounced dead at the scene
Rodriguez lingered in a coma for nine days at Riverside University Medical Center before he was taken off of life support
Sheriff's detectives gathered sufficient evidence from witnesses
as well as the Moreno Valley Citywide Camera System
That led to an interview with Hector several days later
during which he recalled only vague details about the incident
saying he remembered being helped into his pickup and into his son's bed after arriving home
but virtually nothing else -- and Garcia didn't tell him anything
He told investigators Garcia had been staying with him
sleeping on his living room couch for weeks
the defendant abruptly left and returned to his mother's house in Mead Valley
Garcia "encouraged Hector to get rid of the truck and to burn it," the brief said
especially eyewitness identification of Garcia as the driver
he was arrested without incident in Moreno Valley
He has no documented prior felony convictions in Riverside County

which are home to increased housing and industrial/commercial development
The final design for the $50.5 million project is anticipated to begin in 2025
locally controlled dollars are being used for the project

(FOX5) - A federal jury has convicted two Henderson men for damaging rocks at Lake Mead National Recreation Area in Nevada
Wyatt Clifford Fain and Payden David Guy Cosper were reported for pushing rocks off a cliff at Lake Mead on April 7
The incident was caught on camera a little over a year ago
The evidence was presented to a federal jury which was reviewed over a two-day trial
According to the United States Department of Justice
the pair were found guilty for one count of injury and attacking of government property
Fain and Cosper each face up to one year in prison
the Central Valley and Mead girls basketball teams have resided at the top of the Greater Spokane League
and one or both usually end up playing on Saturday at the state tournament
the teams were again atop the GSL standings
Although they now play in different classifications – and with Ridgeline still undefeated with one game remaining – the matchup was essentially an elimination game for the GSL championship

Lake Mead had 6.23 deaths per 10 million visitors
When Mead and Central Valley faced off against each other in football or any other sport the past two seasons

But with the new cycle this season comes a change

The 18-acre project hopes to establish an all-in-one medical campus that will provide "essential care" for Riverside County residents of all ages
It will take about two years until the center opens for business
the Wellness Village will feature five buildings spanning 450,000 square feet
there will be green space for meditation and relaxation
and a boarding facility where pets can be temporarily housed while their owners access services
The center was formally approved by the Board of Supervisors in April
Officials say it is intended to integrate behavioral and basic healthcare with social services
"This project demonstrates our commitment to improving health outcomes and ensuring no family has to leave the county to receive essential care."
The groundbreaking occurred on June 14 at Harvill and Placentia avenues

That’s why my staging point for this ride was Fremont Street
I watched a cover band play classic rock tunes under the lights and video canopy that spans Fremont and enjoyed a variety of street performers
I put a couple bottles of water and lunch in the saddlebags of my BMW R 1200 GS and mounted up.

Fremont Street is well north of the traffic and congestion of the Strip
so getting out of the city was much more convenient than it would have been if I had opted for lodging at one of the mega-casinos
I rode past the Mob Museum and the Neon Museum – Vegas-themed tributes that were added to my post-ride entertainment schedule.
The cruise northeast on the Las Vegas Freeway (Interstate 15) was a nice warm-up to this loop ride
The muted hues and desert views were expansive as I climbed out of the neon valley
There were a few floating cotton balls in the otherwise intense blue of the mid-morning Nevada sky
The line where the horizon meets the sky was as crisp and sharp as I have ever seen.
I couldn’t help but imagine those red spots as flare-ups caused by the wind-carried embers of an approaching wildfire.
My first stop in the park was at the aptly named Beehives
There is little doubt what all the buzz is about
the Beehives are a spectacular object lesson on the artistic creativity of erosion
The hives are stratified tributes to the power of wind
By the time I got to the turnoff for the park’s visitor center
I was fully engulfed in the figurative flames of the Valley of Fire
and I have ridden extensively through the red rocks of southern Utah
so I have a solid base of reference for the hue of red sandstone
I bought a $10 park pass at a self-serve kiosk and rode up Mouse’s Tank Road
The endgame of this beautiful ride was a short hike on The White Domes Trail
where I enjoyed a drink of water and a snack and took in the majesty
I am not usually a fan of out-and-back routes; however
carving through the curvaceous rock formations of the park
It’s only about 6 miles from the visitor center to the end of Mouse’s Tank Road
so the ride through the heart of the park is short but very scenic.

The road follows the undulations and sinews of the red rocks
I made a final stop at Elephant Rock and meandered up the trail in my Sidi boots
It was well worth the wear on the soles of those expensive kicks
Elephant Rock is yet another of the park’s formations that is stunningly indicative of nature’s wonders.
If this were a full daytrip rather than a through-ride
I would have stopped and hiked several more of the park’s features
like Arch Rock and Atlatl Rock with its Native American petroglyphs
The park is deserving of more exploration than I was able to give it.
I was back in that fringe environment where red outcroppings dot the gray landscape
and the occasional dwarf palm dotted the horizon
and the final leg was relaxing as I traveled back from the Valley of Fire to the valley of neon
this is a ride that can be made virtually year-round

A crazy beautiful place – as you note it is so different than Utah
Kind of like a frozen explosion or something
A lot of what you are seeing is fossilized sand dunes

Slated for completion in 2026, the village will offer primary and specialty medical care
A crisis residential behavioral health center for children and a Children’s Mental Health Urgent Care—both firsts in Riverside County — are planned
"This project is unlike anything else that’s been done
It will be a place where individuals of all ages can access a range of services in an environment designed to foster healing

"In terms of behavioral health treatment approaches
First District Supervisor Kevin Jeffries said the RUHS Wellness Village represents a major shift in healthcare delivery and will serve as a model for the state

Investigators working on the disappearance of Samuel Joel Galvan served a search warrant at a home in the 21800 block of Old Elsinore Road in Mead Valley
They said they found human remains on the property but were unable to immediately identify the remains
They arrested three Mead Valley residents for murder: Gabriela Ayala
Officials are working to identify the remains
Galvan was last seen Sept. 11. He left his home in Riverside's Orangecrest neighborhood around 2 a.m
the family received a notice in the mail saying his car had been impounded in Corona
Riverside police and the county sheriff's department investigated his disappearance

The 17-year-old from Perris was arrested on Friday
He was booked into the Riverside Juvenile Hall on charges of vehicular manslaughter and hit-and-run causing fatal injuries
