Rick Garcia knows the risks of running a restaurant in Austin
he didn’t hesitate to step in when Green Mesquite BBQ's oldest and last standing restaurant on Barton Springs Road was heading toward closure
“Having to tell my wife was the main thing,” Garcia said
“But she was on board as long as I was on board
And she knows how much this restaurant is beloved
The thought of it closing … some of us cried.”
Green Mesquite employees arrived to work to find the doors locked with a notice from the building’s landlord saying the business was months behind on rent
Staff decided to cobble together thousands of dollars out of their personal savings to continue operating
none of us have a bunch of money,” Garcia said
Garcia dedicated the most — half of his life savings
Now he is co-owner of Green Mesquite along with several other long-time employees
The business was handed over to them by Tom Davis
who had been the sole owner since it opened in 1988
Green Mesquite is more than just a business to Garcia
He watched his kids grow up running around the back patio
“It’s funny because this is the main barbecue they’d always eat
and whenever we go to another B-B-Q joint they’d [say] ‘This barbecue sauce isn’t nearly as good as ours
Friends and local musicians dedicated their time to play and grieve
Garcia doesn’t want to see Green Mesquite close
He said he will bring back weekly live local music and open mic nights
and he hired a social media manager to help compete with Austin’s newer barbecue joints
he wants to keep the restaurant's 'Old Austin' feel — especially for customers like Nick Jarvis
who comes in so often he has his own salad on the menu
Jarvis eats at Green Mesquite at least five times a week
Green Mesquite is one of many long-time businesses on Barton Springs Road that have struggled to stay open
Comfort Food restaurant Shady Grove closed during the pandemic after almost 30 years
Thom's Market announced it would permanently close on April 20
those closures give him more motivation to save Green Mesquite
“Deep in my heart I feel like we will dig ourselves out of this and we will be successful again,” he said

The Mesquite Police Association is asking the city council to consider changing a policy they say keeps officers from getting fair pay
Under the pay parity policy in the city charter
police make the same amount as fire fighters – but less than officers in nearby comparable cities like Arlington and Plano
MPA President Bruce Sales said the parity policy is holding officers back from receiving competitive pay for the job they do
“Several other cities used to have it,” Sales said
“They've all done away with it because it's a broken concept that doesn't reflect the day and time that we're in to where we are.”
the MPA noted Mesquite officers rank last in terms of salary among eight cities: Starting salary in Mesquite is $77,548; the highest pay is in Plano
“The dire salary situation that the City has placed the police department into affects not only Officers
Members of the association have attended several city council meetings to draw attention to the issue and ask leaders to consider a pay that’s “fair market value.”
“Since we have last been here and spoken in front of you
the Mesquite Police Department has lost two fine officers to other local departments,” Eric Vasquez
an MPA board member and Mesquite police officer
Vasquez said it’s not an issue of police vs
“Any conversation about money is uncomfortable
“We do not want to fight or have tension with our fire department; in no way are we trying to take anything away from them.”
Mesquite City Manager Cliff Keheley declined an interview with KERA
saying in a statement it would be “premature.”
“This is something we are evaluating for budget and have not completed our data gathering or analysis,” he wrote
“The council currently has a policy that police officer and firefighter pay is equal
It would be a council decision to change that policy."
Sales said they've not been able to get on the city council agenda for a change in pay parity policy to be a consideration
Sales said they’ve been meeting with the city manager and council members informally for years to try to make this happen
and only recently decided to take the matter public during council meetings after not getting any traction
“We don't believe it should be a public thing,” he said
“This should be a very policy driven decision to where the leadership of our city can sit down and go
Sales said the MPA will continue to show up to council meetings and are hoping to get the support of the council to push this policy change forward
we're not gonna be able to fairly compensate our police officers unless we get rid of this policy,” Sales said
and that's why we've started coming to the council meetings to hopefully drive some interest.”

LAS VEGAS (KSNV) — The police chief for the city of Mesquite has been terminated over multiple complaints
including trying to pursue criminal charges as a form of retaliation and threatening to cut someone's throat
Mesquite city council members voted 3-1 to ratify the termination of Chief Joseph MaQuade Chesley during a special meeting on Monday
The city manager had previously terminated him in January
The city's police department has been roiled in controversy over Chesley's leadership over the last few months
which resulted in a vote of no confidence from the Mesquite Police Officers Association
Chesley filed a federal lawsuit against the city of Mesquite last month alleging he was terminated in January without a chance to respond or have a hearing
a violation of his rights as a contract employee
He was also accused of demoting someone because of their interview with the investigator.
"More concerning is I find credibility to [redacted] allegation that Chief threatened to take each of them down, including a threat to cut [redacted] throat if he would lose his job as the result of this investigation," the report states.
Chesley did not speak at Monday's meeting. His attorney Ronald Dreher told News 3 on Tuesday that Chesley denies all the allegations listed in the investigative report and has evidence showing the events did not happen.
Dreher said he obtained an injunction to block Monday's special meeting but it was held in defiance of a judge's order. He said he would be seeking sanctions against the Mesquite City Council.
"The actions taken yesterday only reinforce our claims in federal court," he said Tuesday.
The investigator concluded that morale within the department "experienced an alarming decline" over the past 18 months, finding Chesley's retaliatory leadership style as almost the exclusive reason.
"Chief's leadership has eroded morale across the entire PD," the report states. "The unfortunate result has been an unhealthy loss of trust amongst many who serve under his leadership."
In the lawsuit filed against the city in January, Chesley alleged he suffered extreme emotional distress over the breach of contract.
"Plaintiff has been seriously harmed, economically and emotionally by these extreme and outrageous acts and they are entitled to be fully compensated therefor," his lawsuit states.

Mesquite ISD on Monday announced that the district and Mesquite Horn head coach Courtney Allen were parting ways after Allen led the Jaguars program for the past three seasons.
Allen posted a 15-13 record in three seasons at Horn. His debut season was a smashing success as the Jaguars posted an 8-3 record, but Horn stumbled to a 5-5 mark in 2023, losing several nail-biters in the process (Horn lost three games by four points or less). In 2024, the Jags bottomed out at 2-8 after UIL Realignment sent them went into 11-6A with the likes of Duncanville, DeSoto, Waxahachie, Lancaster and Cedar Hill.
Prior to coming to Horn, Allen was the head coach at North Crowley for four seasons. After two seasons of struggles, Allen led NCHS to the area playoffs in 2020 and posted a 7-4 mark in 2021.
MISD hired an interim head coach at Mesquite High in June 2024. With the timing of this opening, however, we expect Mesquite ISD to post the job as soon as today.
The timing of the opening likely means the Jaguars will forgo spring football, but smart money would indicate Mesqutie ISD will conduct a thorough but rapid search for the next head football coach at Horn.

As dozens of Macy’s stores close nationwide
the city of Mesquite is trying to keep theirs open
The city council earlier this month approved an incentive that would keep the anchor store at Town East Mall for at least five more years
The proposed agreement between Mesquite and Town East Mall
would provide a 50% rebate on Macy’s two-cent local sales tax for up to 10 years
“We've already had Sears leave the building and we don't want to have to anchor stores empty," said Council Member Elizabeth Rodriguez-Ross
“We want to incentivize Macy's to stick around also to improve their facade
make some improvements to their parking lot and just all-around reinvestment in the site itself.”
According to a city memo
Brookfield would conduct $250,000 in repairs and maintenance
with improvements to things such landscaping and lighting
and the city would provide $150,000 worth of entryway improvements as needed
said in the March 3 council meeting that the proposed agreement requires the Macy’s store retain a merchandise mix and image comparable to other North Texas locations
and maintain a minimum of $15 million annual sales to qualify for the rebate
The proposed agreement comes after Macy’s announced the closure of 66 stores across the country
Buttram said Brookfield approached the city “as a pre-emptive and proactive measure” to keep the Town East location in place
KERA reached out to Brookfield and Macy’s and has not received a response
grew up in nearby Pleasant Grove and has shopped at Town East his entire life
He said keeping an anchor store like Macy’s at the mall has an impact not only on the community
or stopping at a donut shop or stopping to get some coffee
or maybe get a [bite] to eat,” Marquez said
“It’s important to understand how it affects more than just that business.”
He said having a store like Macy’s close would have a significant economic effect on the area
as well as loss of revenue for the city and the county
Mesquite City Council Member Brandon Murden said many of the retailers in the mall depend on traffic generated by the anchors for their business
“Losing another anchor would significantly impact the health of those retailers,” he said during the council meeting earlier this month
“The overall look and activity at the mall is also important
new retailers will look at traffic counts and store sales
He also said the sales and property taxes generated by the retail areas provide significant revenue for the city and lessens the tax burden on residential property owners
Macy’s and Brookfield still need to approve the proposed agreement
Fellow council member Elizabeth Rodriguez-Ross said the mall is a big part of the city’s identity
and keeping an anchor store like Macy’s thriving attracts people to the area
“I think that when most people think of Mesquite
they think of the mall as being the center of the city,” Rodriguez-Ross said
I think most people think that this is the downtown area when it's really not
It's a huge meeting place for our community.”

the Mesquite City Council ratified the termination of former Police Chief MaQuade Chesley during a meeting Monday night
A district judge had ordered the city not to conduct a hearing regarding Chesley’s “character
or health,” citing protections under Nevada’s Peace Officer Bill of Rights
“The judge explicitly told them they could not hold that agenda item
“We obtained an order reinforcing that injunction
and they still proceeded in violation of it.”
the judge ordered the city to pay Dreher’s attorney fees
City Attorney Mike Branum defended the council’s decision
arguing the meeting was not an investigation but rather an opportunity for Chesley to appear before the council and present evidence before they finalized his termination
“The court said we could not do an investigation or hold a hearing,” Branum said
we could not compel Chesley to make a statement or respond to questions
… He elected not to appear and not to make any statements
the council moved forward and ratified the termination
Councilwoman Pattie Gallo walked out in protest before the vote
refusing to participate after sharply criticizing the city attorney
“I’m not going to ratify this termination,” Gallo said
“This all could have been avoided if we had proper and competent legal counsel
She also raised concerns about the ongoing litigation involving Chesley
saying that taxpayer dollars were being wasted on legal battles that could have been prevented
and I’m not going to go down with the city
and that’s it,” Gallo added before leaving
The City Council ultimately voted 3-1 to ratify the termination
who was fired by City Manager Edward “Owen” Dickie on Jan
had been accused of secretly recording a private conversation
as well as fostering a hostile work environment
The city declined to release the full investigation into Chesley’s conduct but released a redacted summary to the public
which alleged he had retaliated against officers and made several threats
Branum said the release was intended to help the public understand the reasons behind the decision
“We felt like it was necessary to release some additional information so that the public could accept this and move forward and we could put this matter to rest for good,” he said
Branum said he will not release the remaining 100 pages of investigative notes
he said he believes many individuals could still be identified based on the details in their statements
Branum said Chesley’s termination was not based on the misconduct allegations but on insubordination for failing to attend multiple scheduled meetings with the city manager and mayor
and I believe we got the investigative report back on the 23rd or something like that,” he said
“His termination had nothing to do with the investigation
When you are directed to appear for a meeting and you don’t appear for a meeting
We don’t need to have an interview with you
arguing that Chesley was under doctor’s orders not to work at the time
“He didn’t refuse to attend those meetings,” Dreher said
“His doctor told him he couldn’t work due to stress
George News previously filed a public records request for the investigation documents but did not receive a formal denial
and the summary released by the city was never provided in response to that request
raised concerns about the legitimacy of the process and claimed that current members of the council were listed anonymously in ongoing legal action
“It’s gonna be really good when you’re over at the federal court getting your photo ops on Facebook,” Boger said
Mesquite Officer Ryan Hughes spoke out against Chesley
saying the officers had experienced a hostile work environment under his leadership
“We shouldn’t have to be threatened to have our throats slit by our leader,” Hughes said
Hughes also emphasized the toll Chesley’s leadership had taken on department morale
“I think that it’s important that you understand from those who worked under the former police chief that it was rough,” Hughes said
“And there’s a reason that we’re here today.”
Chesley has filed a federal lawsuit against the city
alleging wrongful termination and violations of his due process rights
A separate state case related to the injunction and Chesley’s employment contract is still pending

The fires went out briefly at the original Green Mesquite on Barton Springs Road last week and were extinguished permanently at the Southpark Meadows location of the Austin institution
The landlord posted a lockout notice on the Barton Springs restaurant that Tom Davis has owned and operated since 1988
who has worked at Green Mesquite since 1988
partnered with three co-workers to take over control of the business
The quartet came to an agreement with landlord Babrara Teidt to take over the lease that still has two years left
and the group hopes to negotiate a new lease

Reese said that the headwinds brought on by the pandemic
have subsided and he believes the new group should be able to steer the Zilker institution into the future
One main challenge that remains and seems to be getting worse is the congestion around Barton Springs Road
reconstituted last year to one lane in each direction
and customers’ difficulty getting to one of the few remaining tenants of Austin’s Restaurant Row of the 80s and 90s
“You’ve gotta really want to get here on weekends,” Reese told the American-Statesman
The menu and hours (and almost everything else) at Green Mesquite will not change
though Reese says he hopes to bring back regularly scheduled live music
which was a big part of Green Mesquite’s identity pre-pandemic

While the Barton Springs location received a reprieve
the Southpark Meadows location of the barbecue restaurant did not enjoy the same fate
Reese owned that location with his brother
The Reeses were locked out of that restaurant for back rent owed last month
Reese said he believed the rent was set to go up
an opinion disputed by a representative for the landlord at Southpark Meadows
and he had decided not to renew the lease that ends this spring
The representative for the Southpark Meadows landlord said they are in talks with two barbecue operators about potentially taking over the space

KLAS
LAS VEGAS (KLAS) — The former Mesquite police chief filed a lawsuit against the City of Mesquite claiming wrongful termination and breach of contract following an internal investigation
Former Chief MaQuade Chesley was terminated on Jan
21 after he was the target of a police union no-confidence vote in November 2024
which was presented to the Mesquite City Council
explained why the police union reached their no-confidence vote saying Chesley at times had been retaliatory toward people “because of comments that they made or that things that they’ve brought forward.” He added
“There has been some hiring that is believed to be close friends
it’s the perception that it was rushed through
3 claiming the city deprived him of any and all procedural protection by terminating him without notice or a hearing and failed to implement safeguards to ensure that Chesley’s due process rights were protected
The lawsuit claims that the city violated NRS 289.057 by using a non-law enforcement agency during the investigations into Chesley’s alleged misconduct and that the violation was made in “bad faith.” It also claims that his termination was done at least in part due to the city’s “questionable
discriminatory and retaliatory employment practices.”
Chesley’s lawsuit says that the city ignored the terms of his contract by terminating him without just cause since he was not an at-will employee
Chesley was not given a pre-termination hearing nor a post-termination hearing and was not given a “reasonable opportunity to be heard at a meaningful time and in a meaningful manner,” the lawsuit claims
Chesley previously responded to an 8 News Now request for statement regarding the vote and wrote he had made two attempts to meet with the union president to arrange a labor management meeting
“I take concerns raised by my officers seriously and remain committed to open dialogue to address issues and maintain a productive working environment,” Chesley wrote
Chesley is asking for an award of compensatory damages to be proven at trial
interest on all damages awarded and for any additional or further relief as may be just and proper

One person is dead after a small plane crashed in a wooded area in North Texas on Thursday morning
A Cessna CitationJet fell from the sky after taking off from Mesquite Metro Airport around 7:40 a.m., the Federal Aviation Administration (FAA) reports
According to the Mesquite Fire Department
the incident occurred near East Cartwright Road and Lawson Road
Only the pilot was onboard and is reported to have died in the crash
Authorities believe there was no damage to any nearby residences or structures
Local news outlet WFAA spoke to Mesquite FD spokesperson Travis Block, who says the pilot steered clear of nearby houses and buildings before crashing.
"We're just thankful they didn't hit any structures," Block said. "It could have been a lot worse."
Block explained first responders had stayed at the crash site to put out small fires, which have been contained.
The FAA and the National Transportation Safety Board (NTSB) are investigating the fatal crash. The pilot's name has not been made public, and the cause of the crash is unknown at this time.
