Costen Floors is planning to open a Floor Trader outlet store in the building that had previously been occupied by King Pin Lanes in Chesterfield County

A Floor Trader location owned and operated by a subsidiary of Henrico-based Costen Floors is slated to open mid-summer at 200 N

Sauer Properties recently filed plans to build a pair of four-story apartment buildings on the grounds of the Festival at Midlothian retail complex at 9700 Midlothian Turnpike
the apartment development will be called the Village at Bon Air and would rise on a site currently occupied by an empty big-box retail strip toward the rear of the shopping center and a portion of the center’s parking lot
The apartments would consist of 102 one-bedroom units and 104 two-bedrooms units
Amenities planned for the complex include a small park
There would be nearly 650 parking spaces at the center after the project
and they would be a mixture of new and existing spots
The standalone building occupied by Olive Garden also wouldn’t be affected by the development plan
with more than 200 apartment units in two buildings
A portion of the center’s existing retail space would remain
Sauer successfully rezoned the property
The Richmond-based landlord and development firm got approval for up to 350 apartments
which the company envisioned as being split across three buildings
one of the three proposed apartment buildings was slated to take the place of the retail strip where Plato’s Closet and other tenants are located
but that building doesn’t appear in the plans filed this year

Locally based Spy Rock Real Estate Group is planning to build a 450-unit apartment complex at 10800 Center View Drive
The project would feature a mixture of age-restricted and non-age-restricted units across three buildings that would be built alongside amenities on the 10.6-acre site
which has operated on the property for years

It was unclear whether Midlothian Athletic Club planned to shut down or relocate following its exit from the property
The gym was open Tuesday but representatives could not be reached by press time

I’m curious to understand more about what’s happening to MAC; maybe they never quite recovered from that fire a few years ago
And the new development seems similar to the other one going in around the corner on Midlothian Turnpike near Padow’s/Olive Garden
And of course the one at Midlothian Turnpike/Alverser
The new apartment complexes going up in our part of Midlo all start to blur together a bit.
I really think they could reuse the pool and a lot of the gyms from the old club in the new apartments by moving around the parking lots or double stacking one of the parking lots
It seems kind of boring that they want to put in 560 parking spaces in a flat parking lot format
It really shows how much room and how many cool things parking lots get rid of
And then there is the cost of “stacking” parking
There’s a dramatic delta between rents in downtown locations and those in Midlothian
The rents affect the costs a developer can absorb for building parking spaces
Garage parking costs 3x more per space than surface parking
As long as the land is less expensive than the garage
the developers will provide surface parking
The Lake is building a parking garage to be shared by the apartments and commercial uses there
The taxpayers of Chesterfield are absorbing the cost of it
under the belief that the real estate and sales taxes from the water park will offset the public exposure
the taxpayers aren’t “absorbing the cost” of structured parking at The Lake
The county’s performance grant agreement provides no up-front financial assistance to the project
it provides for a partial rebate of any incremental increase in local taxes collected from it over a 20-year period

SJC principal Jeff Garrison last week confirmed Whole Foods’s long-rumored involvement in the project and said his company plans to break ground on the sizable mixed-use development this week
In addition to a 36,000-square-foot Whole Foods
Midlothian Depot will also feature additional retail space alongside dozens of townhomes on a 13-acre site
It’s unclear when Whole Foods plans to open the new store
A company spokeswoman didn’t respond to a request for comment
The grocer currently has two stores in the region
one in West Broad Village in Henrico and the other in Sauer Center in the city
SJC had previously announced in September that it had secured a “premier organic grocery anchor” for Midlothian Depot however it didn’t directly name Whole Foods at the time
Many SJC developments include Whole Foods as an anchor
such as The Marketplace At Tech Center in Newport News as well as out-of-state projects
Confirmation of Whole Foods’s involvement follows SJC’s $16 million purchase last month of the five-parcel project site that includes 951 Alverser Drive
11621 Old Buckingham Road and 11706 Midlothian Turnpike
The project site is currently mostly wooded except for three buildings that front Midlothian Turnpike
The assemblage’s assessed value is $4.3 million

The development would have vehicular access on all three roadways
Greenspace and a dog park are also planned
Midlothian Depot has been in the works for several years and has evolved over time
The project previously featured several hundred apartments in addition to the planned townhomes
The Chesterfield Board of Supervisors OK’d the latest version of the project last year
following the rezoning of the land for the initial iteration of the project in 2022
Looks to be a good project and win for Chesterfield but isn’t their a significant (or at least measurable) ravine/natural topo drainage area behind on the left side of that parcel

A neighborhood market concept has unveiled its new Midlothian outpost
nearly three years after it established itself in western Henrico
Supper Club opened last week in a 3,800-square-foot space at 1428 Ewing Park Loop in the mixed-use development called The Promenade at Winterfield
The new location features a made-to-order deli counter where customers can buy sandwiches
which is a new offering not available at its original location in the Tuckahoe Shopping Center
The Midlothian spot also has a larger selection of beer and wine
“You’re going to see all the same prepared items
all the local gourmet items and in addition to that we also are featuring a really nice deli,” Bannister said
The deli menu features specialty sandwiches named after classic movies
the Smokey and the Bandit – a barbecue sandwich with pimento cheese and pickles on a toasted panini roll – has proven one of the most popular

We want the fried chicken.” Bannister said
Bannister said the company wanted to expand to the Midlothian area of Chesterfield because it had developed a following there and felt the demographics were similar to the customer base at the original Supper Club, which opened in May 2022 at 417 N

MIDLOTHIAN – Several Midlothian and Ellis County locals ask
“Now that City Hall and the Library have opened
what about the new restaurants?” Driving through downtown Midlothian
residents see several restaurants under construction that aren’t showing visible progress
whose company is involved in a number of the incoming restaurants to downtown Midlothian
said there has never been an official opening date for restaurants like Tequila
His sense is the dates will be in the first quarter of 2025
Gaddis and Stephen Hidlebaugh have been part of the excitement promised in the future for downtown Midlothian for a number of years
“The old Campuzano’s is getting a complete rebuild with a new bar
a completely new expanded bar,” Gaddis said
but there has never been an official opening date
Gaddis said he does not know the opening date since Leasing Impressions finished their part of the project
which only involved the restaurant’s construction
El Primo’s restaurant is owned by the same owner as The Vault in Mansfield
Leasing Impressions solely worked on the design of El Primos and did not have their hands in any other aspect of that restaurant
“There is a lot of new stuff coming in with City Hall opening
and now there are a lot of new dining choices in Midlothian,” Gaddis said
Gaddis and Hidlebaugh are both Midlothian residents and have a strong love for Midlothian
so with that comes their excitement at the new downtown possibilities
Leasing Impressions owns several historic properties and have renovated and redesigned them for commercial use. The company specializes in commercial, multifamily, and senior living and is the same company that developed Midlothian’s Founders Row
We have seen so many historic downtowns that start to fail whenever City Hall moves off to the side of the highway because it does not have that downtown charm anymore

Not to be outdone on Tuesday by the closure of Atlantic Union Bank’s major acquisition in Northern Virginia
TowneBank finalized a sizable Richmond-area deal of its own on the same day
The Hampton Roads-based bank announced the completion of its acquisition of Midlothian’s Village Bank
in a move that doubles Towne’s local branch footprint
valued at $120 million adds Village’s $750 million in assets
plus gives Towne an extra nine branches in the Richmond region to go along with its nine existing locations in the region
TowneBank now has 18 branches in the Richmond market
The Village Bank name will remain temporarily until June
when the core systems of both banks are fully combined
It’ll bring an end to a nearly 20-year run for the Village brand
Its roots date back to 1999 when it was founed in Midlothian as Southern Community Bank and Trust
It rebranded to Village a few years later and expanded in the region by acquiring Mechanicsville-based River City Bank in 2008
Village Bank CEO Jay Hendricks is staying on with TowneBank in a senior executive role to manage the bulk of Village’s commercial and retail bank operations
The deal marks Towne’s second acquisition of a Richmond-area bank since it bought its way into the market in 2015 by absorbing Franklin Federal Savings Bank
Towne was founded in Hampton Roads 25 years ago by Bob Aston and others
Village would be its seventh acquisition since then
who now serves as Towne’s executive chairman

The Towne-Village deal helped mark a rare occurrence in the local banking scene: two sizable acquisitions closing on the same day
The other was Atlantic Union Bank’s massive purchase of Maryland-based Sandy Spring Bank

Towne Bank just announced they are acquiring Old Point Bank in Hampton
as I looked at the old Midlothian City Hall (which I just learned was once an old dress factory) and then turned my head to look at the new City Hall across the street at 215 N
I immediately realized just how poised the city is for positive future growth
the community can tour the new City Hall and Library as the city celebrates its official grand opening
The ceremony will be followed by tours and refreshments and will coincide with Midlothian’s annual Christmas Celebration from 1 a.m
and the Movie Magic Light-Up parade at 6 p.m.
“The new City Hall and Library is dedicated to all the citizens who supported its construction and those that participated in the planning process all along the way,” said Midlothian Mayor Justin Coffman
“The building was designed first and foremost with accessibility
It is intended to serve our citizens for generations to come.”
I got my sneak peek at the new location earlier this week
along with a quick tour of the new City Hall and Library
Turning into the large parking lot on the west side of the building
I snaked my way around the construction workers putting on the finishing touches for Saturday’s celebration
There are also additional parking spaces that can be accessed from Avenue F
I navigated my way inside the welcoming doors and to the customer service windows at the west entrance
Residents can make payments at the windows
and visitors like me can be directed to one of the departments on the first or second floor
Communications Director Laurie Lundberg describes the new City Hall as “neoclassical architecture with a red-brick façade
” The structure complements the downtown area
Lundberg explained many aspects of the building on our tour
She pointed out an enormous skylight atop a 45-foot atrium with glass-lined offices to let the light in throughout the office spaces
with the idea to bring the outdoors inside
designed by Hoefer Welker Architects and constructed by Hoefer Welker with Vidaurri Construction
feels spacious and quite regal upon entering
And that is the case whether you enter the main hall entrance on the east or west side of the building
There is also an additional entrance to the Library from Avenue F
The total square footage of the City Hall and Library is 54,000
Ten city departments have moved into the new location: Administration
The Council Chambers has fixed stadium seating for 150 people on the first floor
and there’s meeting space upstairs that can be used for overflow if needed
Another great feature for the community is the 2,000-square-foot community meeting space with a kitchenette
This space can accommodate 170 people in one space or be divided into two spaces
Residents can reserve it for special events
and a tree sculpture spans both the first and second floors to bring the outdoors in
Children can also enjoy the outdoor play area with a shade structure adjacent to the building
Upstairs are books and quiet reading rooms where adults can work or study
The Library also has a media room with a soundproof recording pod that will be ready for use by spring
the Midlothian Library has shared space with the Midlothian High School Library
and library card sign-ups since opening on November 18
Fun fact: the library’s book collection currently numbers 23,447 physical holdings and 1.7 million digital resources

IL — A Crestwood police officer is facing drunk driving charges after he got involved in two car crashes minutes apart in Midlothian
is charged with driving under the influence and leaving the scene of a property damage accident
Midlothian police officers responded to a hit-and-run vehicle crash in the parking lot of White Castle at 147th Street and Cicero Avenue
The vehicle owner described the driver as a white male driving a red Ford F-350
He was able to provide a plate number and photo of the driver
a resident on the 15100 block of South Kostner Avenue called 911 when someone crashed into his garage
Officers found the red Ford F-350 sought in the earlier crash at White Castle parked in the grass of the homeowner’s backyard
There was damage to the residence’s garage door and landscaping
The homeowner told police he didn’t know Spencer
Police said Spencer stayed in his vehicle and was drinking from a bottle of liquor
The homeowner was able to take away Spencer’s keys
Officers said detected a strong odor of alcohol and slurred speech while speaking to Spencer
who reportedly showed signs of impairment during field sobriety tests
He was processed and released by Midlothian police and was given a court date
Spencer is an 18-year veteran of the Crestwood Police Department and one of its highest paid officers
Spencer was given a year's supervision in January 2022 when his blood alcohol contest was .274
Spencer was said to have driven the same Ford over someone's lawn

— A 7-Eleven in Midlothian appears to be a total loss after it went up in flames during frigid weather Sunday night as a winter storm swept through Central Virginia
Crews were dispatched to the gas station in the 14600 block of Time Square Drive
after a 911 call about a fire in the bathroom
according to Chesterfield Fire and EMS officials
they saw flames shooting through the store's roof
Video from the scene showed the gas station engulfed in flames
The fire was marked under control just before 12:15 a.m
"Crews expect to remain on scene for another two hours," officials said
One person inside the building when the fire started was able to make it out safely
The cause of the fire is being investigated by the Chesterfield Fire Marshal’s Office
It is not believed to be suspicious at this time
